In order to trigger economic and technological development in Mexico, the government of this country is trying different ways to boost innovation. One of them is through the public policy "Program of Stimuli for Innovation (PSI)". This consists of granting subsidies to companies for the development and commercialization of technological innovations that trigger new markets. However, although annual reports of the PSI management have been generated, studies conducted to evaluate this program in terms of industrial property appropriation are still unknown. For the foregoing, the object of this studywas to evaluate the PSI to know its national impact in terms of appropriation of industrial property in the period 2009-2016. The evaluation consisted of making a quantitative, statistical, descriptive and inferential analysis of the PSI, using databases generated by Mexican public institutions. The results of this research showed that although the PSI grants motivated the link between research centers and companies for the development of innovative technologies, the appropriation of industrial property managed by Mexicans was modest. Likewise, it was found that the grants were not granted in an equitable manner to the different types of companies that participated in the program. Concluding that it is necessary to evaluate and supervise this public policy with objective indicators that allow it to be more effective. It is expected that this study will contribute to making a proposal for improvement to this public policy that contributes to the economic and technological growth of this country.

Este artigo tem como objeto de estudo a política externa (PEX) brasileira de combate ao tráfico de drogas executada pelo governo de Lula da Silva. Parte-se da concepção teórico-metodológica de que a PEX é uma política pública – e que portanto a avaliação dessa passa pela sua desagregação. Frente a isso, foram selecionadas algumas agências específicas para a avaliação, como o Ministério das Relações Exteriores, o Ministério da Defesa e o Ministério da Justiça.  Além disso, considera-se que a agenda específica do narcotráfico está inserida no limite entre as temáticas de segurança e defesa, o que traz questões específicas para a construção das policies. Os resultados desta pesquisa mostram que, no que tange ao combate ao tráfico de drogas, as administrações de Lula mantiveram os arranjos institucionais anteriores com a continuidade do paradigma de segurança pública sem a execução do paradigma de segurança cidadã. Em termos de política de defesa, idem. A maior parte das mudanças significativas se deu no âmbito do MRE, com a construção de uma agenda de dessecuritização do combate ao tráfico de drogas – ainda que isto tenha se mantido mais a nível retórico que prático. Concluiu-se, com isso, que não houve a construção de uma estratégia de política externa que integrasse e/ou alinhasse efetivamente as políticas de defesa, a segurança pública e o MRE; além disso, percebeu-se a ausência de diálogo, cooperação ou coordenação efetivo entre as agências. Como consequência, percebeu-se a pouca operacionalidade e a baixa densidade da execução em termos de política externa e política pública.     Abstract: This article has as object of study the Brazilian foreign policy (FP) of fight against the drug traffic executed by the government of Lula da Silva. A theoretical-methodological conception that the FP is a public policy is taken - and that therefore the evaluation of this goes through its disaggregation. As a result, some specific evaluation agencies were selected, such as the Ministry of Foreign Affairs, the Ministry of Defense and the Ministry of Justice. In addition, it is considered that the specific agenda of drug trafficking is inserted in the limit between the themes of security and defense, which brings specific issues for the construction of the policies. The results of this research show that, regarding the fight against drug trafficking, Lula administrations maintained the previous institutional arrangements with the continuity of the public security paradigm without the implementation of the paradigm of citizen security. In terms of defense policy, idem. Most of the significant changes occurred within the scope of the MFA, with the construction of a dessecurizing agenda to combat drug trafficking - although this has remained more rhetorical than practical. We conclude, therefore, that there was no foreign policy strategy that integrated and / or effectively aligned defense policies, public security and MFA; In addition, there was a lack of effective dialogue, cooperation or coordination between agencies. As a consequence, the low operability and the low density of execution in terms of foreign policy and public policy were perceived. Abstract Although many U.S. faith-based organizations have become partners with the government, the African American Pentecostal Church (aapc), which holds spirituality as a means of serving humanity as its theological framework, has remained a silent partner in public policy engagement. With the framework of spiritual intelligence, this qualitative case study addresses the perceptions of African American Pentecostal leaders regarding how the church’s theology may have an impact on the public policy engagement of its parishioners. Twelve African American Pentecostal Bishops were interviewed, and data were coded and analyzed to identify themes. Results revealed that participants use their spirituality to connect with public policy issues that relate to their personal experiences. Findings also indicated that the aapc is not an organized denomination, but rather a conglomeration of factions. Lack of an organized epicenter and lack of training and development of its leaders prevent this church from engaging in the public sphere. Although members embrace their responsibility to care for the needs of others, the church lacks a collective response to community issues. Findings may be used to prepare the next generation of aapc leaders to unify the church to offer spiritual solutions to public policy issues.

The expression "national security" or its close similes lacks a precise meaning, even in the public policy literature. Nevertheless, the concept appears in over 30 federal statutes. In most instances, the term is undefined, an important oversight in light of the significant powers these statutes accord the government. Under these circumstances, how courts review government invocations of "national security" is of real importance. With some exceptions, courts applying s. 7 of the Charter and standard administrative law doctrines have accorded substantial deference to government national security determinations. When largely deferential substantive review of the ambiguous concept of national security is coupled with the ex parti and in camera context in which these cases are often heard, the net effect is to leave government with a freer hand in national security matters than in other domains of administrative decision making. Several possible responses to this problem are proposed.

O artigo avalia a política pública de Ciência, Tecnologia e Inovação (C,T&I) do Governo do Estado Espírito Santo, no período 2012 – 2015, por meio da análise da elaboração e execução orçamentária, a partir de dados do Plano Plurianual (PPA) do referido período. A partir de análise teórica e metodológica a respeito de indicadores de C,T&I e de componentes do orçamento público, o desempenho financeiro dos programas e ações estaduais de C,T&I é avaliado de forma a identificar os eixos prioritários de atuação da política pública e sua execução em termos orçamentários. Mostra-se que gastos substanciais no período foram realizados com ações voltadas para as áreas de trabalho e educação profissional, que revelam falta de foco da política, além de evidenciarem a forte desproporção do volume de recursos destinados à pesquisa científica em detrimento do setor produtivo, fatos que mostram a necessidade de correções de rumo a respeito de como funciona um maduro sistema de C,T&I. Isso significa que a análise detalhada da elaboração e da execução orçamentárias, além de se revelarem importante fonte de dados sobre as políticas públicas de C,T&I, são requisitos fundamentais para o aprimoramento da política para as referidas áreas, pois permitem um maior refinamento tanto no planejamento como na execução de tal política. O Espírito Santo, apesar do esforço dos últimos governos, ainda apresenta indicadores de C,T&I que evidenciam grande atraso relativo frente aos Estados mais desenvolvidos. Assim, conclui-se que, para a elaboração de uma autêntica Política de Estado para as áreas de C,T&I, além do aporte de maior volume de recursos, é necessário um mínimo de planejamento estratégico e ativa coordenação governamental para as referidas áreas, e a análise da elaboração e execução orçamentárias deve ser parte integrante deste processo.Palavras-chave: Orçamento; Ciência, tecnologia e inovação; Economia Capixaba.  ABSTRACTThe article evaluates the public policy of science, technology and innovation (STI) of the Government of the State of Espírito Santo, in the period 2012-2015, by analyzing the elaboration and execution of the budget, based on data from the Pluriannual Plan of that period. Based on theoretical and methodological analysis of STI and public budget components, the financial performance of the STI programs and actions is evaluated in order to identify the priority axes of public policy and its execution in budgetary terms. It is shown that substantial expenditures in the period were carried out with actions focused on the areas of work and professional education, which reveal a lack of focus of the policy, besides evidencing the strong disproportion of the volume of resources destined to scientific research to the detriment of the productive sector, facts that show the need for course corrections regarding how a mature system of STI works. This means that the detailed analysis of budget elaboration and execution, besides proving an important source of data on STI public policies, are fundamental requirements for the improvement of the policy for these areas, since they allow a greater refinement both in the planning and execution of such policy. The State of Espírito Santo, despite the efforts of the last governments, still presents indicators of STI that show a great delay in relation to the more developed states. Thus, it is concluded that, in order to elaborate an authentic state policy for the areas of STI, in addition to providing more resources, a minimum of strategic planning and active governmental coordination is necessary for these areas, and the analysis of budget preparation and execution should be an integral part of this process.Keywords: Budget; Science, technology and innovation; Capixaba economy.

As políticas públicas ocupam importante papel no âmbito do planejamento estratégico e da gestão pública nos mais diferenciados setores. Sendo assim, este estudo tem como objetivo analisar a política pública de meio ambiente, tendo como foco principal o Plano Diretor da APA da Serrinha do Alambari, no município de Resende/RJ e sua correlação com a política setorial de turismo inscrita no Plano Diretor Municipal. A pesquisa se caracteriza como exploratória e de abordagem qualitativa, com estudo de caso. O resultado aponta para a falta de sinergia entre as políticas ambiental e a de turismo, comprometendo, pois, não só a atividade turística como a preservação do patrimônio natural. Espera-se que os dados e as informações obtidas norteiem o poder público para que sejam desenvolvidas ações efetivas, através das políticas públicas, para compatibilizar a prática do ecoturismo com a preservação e conservação dos recursos naturais, ambas pautadas na ótica do desenvolvimento sustentável. Public politics: Ecotourism X preservation of natural resources ABSTRACT Public politics have important role in the strategic planning and management of public in more differentiated sectors. Thus, this study aims to analyze the public environmental politic, focusing mainly on the Master Plan of the Serrinha Alambari Protect Area in the municipality of Resende (RJ, Brazil) and its correlation with the sectoral politic entered in the tourism Master Plan. The research is characterized as exploratory and qualitative approach with case study. The result points to the lack of synergy between environmental and tourism politics, compromising therefore not only to tourism activity as the preservation of natural heritage. It is expected that the data and information obtained will guide the government to be developed effective actions, through public politics, in order to reconcile the practice of ecotourism with the preservation and conservation of natural resources, both predicated in optics of sustainable development. ABSTRACTThe purpose of this research is to analyze the participation of different stakeholders, resulting from the implementation of the Public Policy Magical Towns, aimed at sustainable development of Villa Tapijulapa. This investigation is currently underway, however it has been observed that it has been funded development projects, through various government institutions that contribute to Magic Towns Program, which has not been successful, in addition there is a misuse system resources. These issues are presented by the complexity of cooperation, multiplicity of participants and perspectives; and the various attitudes and degrees of involvement of the various stakeholders. As the analysis of the social capital of the community and the characteristics of the agency charged with implementing achieve identify areas of opportunity to propose strategies for improvement.RESUMENEl propósito de ésta investigación es analizar la participación de los diferentes actores sociales, derivada de la implementación de la Política Pública de Pueblos Mágicos, dirigida al desarrollo sustentable de Villa Tapijulapa. Esta investigación actualmente se encuentra en proceso, sin embargo se ha podido observar que han sido financiados proyectos de desarrollo, a través de diferentes instituciones gubernamentales que coadyuvan al Programa de Pueblos Mágicos, los cuales no han sido exitosos, además de existir, un mal uso del sistema de recursos naturales. Estas problemáticas se presentan por la complejidad de la cooperación, multiplicidad de participantes y perspectivas; así como las diversas actitudes y grados de compromiso de los diferentes actores sociales. Por lo que el análisis del capital social de la comunidad y de las características de la agencia encargada de la implementación lograrán detectar las áreas de oportunidad para proponer estrategias de mejora.

The representation of public opinion in public policy is of obvious importance in representative democracies. While public opinion is important in all political systems, it is especially true where voters elect politicians; after all, opinion representation is a primary justification for representative democracy. Not surprisingly, a lot of research addresses the connection between the public and the government. Much of the work considers “descriptive representation”—whether the partisan and demographic characteristics of elected politicians match the characteristics of the electorate itself. This descriptive representation is important but may not produce actual “substantive representation” of preferences in policy. Other work examines the positions of policymakers. Some of this research assesses the roll call voting behavior of politicians and institutions. The expressed positions and voting behavior of political actors do relate to policy but are not the same things. Fortunately, a good amount of research analyzes policy. With but a handful of exceptions noted below, this research focuses on expressed preferences of the public, not their “interests.” That is, virtually all scholars let people be the judges of their own interests, and they assess the representation of expressed opinion no matter how contrary to self-interest it may seem.

This chapter describes how the public also vented anger and frustration at agents of government whose job it was to protect people before a natural disaster occurred. The public was incensed at having received no warnings from the National Weather Service (NWS) and demanded to know why their local civil defense organizations had failed in the midst of the crisis. The public expected to hold someone responsible for the death and the destruction of property. Assigning blame is an integral component of American democracy; in order for change to occur, the electorate must assign responsibility when the government fails so they can pressure officials into improving public policy. In response to the public outrage, elected officials conducted a series of hearings into what went wrong before and during the Hurricane Agnes disaster. State senator Bill Smith, who was unable to get Governor Nelson Rockefeller to agree to a special legislative session, teamed up with Senate majority leader Warren Anderson to hold special hearings into government failures during the disaster. These investigations would show just how tattered the disaster safety net had become in the days before Hurricane Agnes.

En la aplicación de la política de fortalecimiento de la democracia, se encuentran fuerzas y posiciones provenientes de diversos actores. Se puede observar que entre los activadores de la participación el más importante es el propio Gobierno, acompañado de actores sociales organizados, antiguos y nuevos. Otros actores exigen una participación más radical, por un lado, y terceros desprecian la presencia popular en el Estado. Los medios de comunicación convencionales han sido los principales voceros de esta última posición. En la aplicación de la política de participación, las diversas fuerzas han actuado desarrollando algunos mecanismos, ocultando otros o distorsionando su sentido original. En todo ello se han manifestado las posiciones e intereses de los actores. A pesar de estas tensiones, la política de participación como tal se ha dinamizado y fortalecido. AbstractThe new Ecuadorian institutionality has created a large number of mechanisms of representation, direct democracy and participation. These are contained in the Constitution and organic laws, which gives a regulatory framework that constitutes itself the promoter of the democratic exercise. In the applying of the policy of strengthening of democracy, there are forces and positions from various actors. It can be seen that among the activators of the participation of actors, the government itself is the most important, accompanied by organized, old and new social ones. Others demand a more radical participation on the one hand, and on the other hand another third group despises a popular presence in the state. The conventional communication media have been the main spokesmen of the last group. In the applying of the policy of participation, various forces have acted by developing some mechanisms, hiding others or distorting its original meaning. About all of these, the actors have expressed their positions and interests. Despite these tensions, political participation as such has become dynamic and strengthened.
