The aim of the article was to identify the subject areas related to the management of the proposals of some elements and to propose the concept of managing Poland's national security for the purposes of developing the act on national security management announced in the National Security Strategy of the Republic of Poland-2020. The main research problem was the question: What key elements and solutions should be included in the concept of national security management for the purpose of developing a draft act on national security management? The following hypothesis was adopted: The national security system should form a coherent, in terms of organization and functionality, system of interrelated management and executive bodies. Unfortunately, the existing national security system of the Republic of Poland does not fully meet the above requirements, which has already been signaled many times, for example during successive strategic national security reviews and strategic defense reviews. Moreover, the concept of national security management should, in particular, specify the answers to the following questions: 1) What is contemporary national security? 2) What is national security management? 3) What are the key challenges facing national security management? 4) What is the role of policy and strategy in national security management? 5) What should be the architecture of the national security management system during the war. The verification of the above hypothesis and answering the above questions required a critical analysis of legal acts, strategic documents and selected items of literature on the subject. The results of the author's many years of research in this area were also taken into account.

The article presents work on the unification of the Polish judiciary in the Second Republic in the years 1918–1928. It was carried out in three tracks. The initiator of the first moves consisting in unification of district regulations, reorganisation and taking over the judiciary was the government and the Ministry of Justice. Since February 1919, these measures were supported and approved by the Legislative Sejm (later the Sejm). Since November 1919 the burden of work was taken over by the Codification Commission of the Republic of Poland. The aim of this article is to discuss the course of work on the law on the system of common courts within the Codification Committee of the Republic of Poland, with particular emphasis on the provisions on justices of the peace. From this point of view, it will help to solve the main research problem of the article: to what extent did the Polish Codification Commission contribute to shaping the institution of justices of the peace in the Ordinance of the President of the Republic of Poland on Law on the System of Judiciary of 6 February 1928. The article makes use of archival materials, protocols from the sessions of the Codification Commission of the Second Polish Republic, the legal literature of the Second Republic and the current literature on the subject.

In the article the author presents the genesis and evolution of the research on strategic culture. He also conducts an analysis of the conditions and factors shaping the Polish strategic culture and the role of the Polish national security strategy in it. Attempts are also made to evaluate the Polish strategic culture, with an emphasis on the perception of the role of military forces in it. The main research problem is as follows: Is strategic culture really present in Poland and what were the conditions for its development? Specific questions to be answered are: What has characterized strategic culture in Poland? What factors have determined the shape of Polish strategic culture? What is its impact on foreign policy and Poland’s security? How are armed forces perceived in Polish strategic culture? The main conclusion is that Poland has its own strategic culture, which has been shaped by historical experience.

The subject of this article is energy security. An in-depth study of the literature on the subject and the analysis of normative documents allowed to formulate the main objective of the work, which is to describe energy security as a component of state security. The goal formulated in such a way creates the need to solve the main research problem of this study, presented in the form of a question: What is the significance of energy security as a component of state security? Achieving the assumed goal and solving the research problem was supported by studying the subject literature and normative documents, as well as the hypothesis that energy security is an important component of state security, and its role is constantly increasing, confirmed in the course of the study.

The article explores the development of methodological principles in the field of strategic planning and management and the development of planning documents in the field of national security, taking into account the peculiarities of the current stage of global development, the variability of the security environment. The purpose of this article is to identify problematic issues in the field of national security planning in Ukraine and ways to improve the process of development and implementation of the National Security Strategy, taking into account the best world practices. The research is based on the analysis of publications by domestic and foreign researchers in the field of strategic planning, appropriate legal acts of Ukraine, as well as the author's experience gained from her involving in development of draft strategic documents of the state. This article is focusing on solving the following scientific and practical problems: identification of the main trends in the development of methodological framework of strategic planning in the field of national security; identification of problems in the field of strategic planning in the field of national security of Ukraine; identification of scientifically substantiated ways to improve the process of strategic planning in the field of national security in Ukraine, taking into account the best international practices. The main research methods are empirical (in particular, observations, descriptions, comparisons) and general scientific (primarily, analysis, synthesis, generalization, explanation, historical and logical methods, etc.). The main results of the study are, in particular, the following: It is determined that in accordance to the best world practices the development of national security strategies take into account the principles of national resilience and the wide expert involvement in the process of preparation of such a document is recommended. The growing role of strategic management and the need to ensure national resilience characterize current trends in the development of methodological framework of strategic planning in the field of national security. It is emphasized that the very fact that the state has a national security strategy based on the scientific ground is not a guarantee of achieving certain goals and results in practice. Therefore, the process of implementation of such a document should be under constant control by the public authorities. The new cycle of planning has been starting after the adoption in 2020 of the new National Security Strategy of Ukraine. The analysis conducted by the author revealed a number of problematic issues, the solution of which requires, in particular, the amendment to the Law of Ukraine "On National Security of Ukraine" in terms of strategic planning. The fundamental differences and innovations of the current National Security Strategy of Ukraine in comparison with its previous editions are determined. It is emphasized that lessons from the experience of implementing strategic planning documents in the field of national security should be learned in Ukraine. It is determined that the low level of implementation of previous national security strategies of Ukraine was caused by the declarative nature of some of their norms, lack and formality of control over the implementation of such documents, lack of reporting procedures, indicators and criteria for evaluating the results, including for their compliance with certain objectives. The lack of attention to the analysis of the security situation in appropriate field, risk assessment, forecasting, threat identification and vulnerability detection are identified as some of the most significant problems during the preparation of strategic planning documents in the field of national security. Based on the results of the study, recommendations for the state authorities of Ukraine were prepared.

The article put attention on the need for a methodological collaboration analysis of the academic and modern types of teaching sculpture in the specialized creative colleges and universities of the Republic of Kazakhstan in the modern educational and aesthetic discourse. The main research problem focuses on identifying and characterizing the most relevant educational theoretical and practical methods that can significantly increase the level of domestic art education in the art of sculpture. The author believes that a comprehensive scientific analysis of the educational potential of the Kazakhstani aesthetic originality of modern sculpture, its history and technical and technological features will give a possibility to understand deeply and see the big picture of the art education role in the general socio-cultural canvas of sovereign Kazakhstan. At the moment, the Kazakhstani art education system is on a peripeteia and it is necessary to clear the choice between academic and contemporary art practices or their harmonious synthesis. This work is devoted to these question’s analysis and the author's research work disclosure.

Security is one of the most common terms in the modern world. This statement is supported by the fact that the term security is used in a wide range of areas. The subject of this paper is national security and the challenges, risks and threats to that security in contemporary international relations. The purpose of the work is twofold. First, to show the diversity of theoretical understanding of the term challenge, risk and threat by various authors. On the other hand, the overriding goal is to analyze the relationship to the challenges, risks and threats in different countries. When it comes to national security, challenges, risks and threats, most often, are identified in a document called the national security strategy. This document, as one of the highest in the hierarchy of political acts of every state, when it comes to security, is passed by almost all modern states of the world. The analysis of numerous national security strategies has revealed that it is possible to identify: 1) the challenges, risks and threats that appear in all strategies, 2) the challenges, risks and threats of security that appear in most strategies, and 3) the challenges, risks and threats of security which are country specific.

The detachments of Territorial Defence Force (TDF, Polish: Wojska Obrony Terytorialnej) are an important element in the new structure of the Polish Army. The article presents the challenges the Territorial Defence Force, a new branch of the Armed Forces of the Republic of Poland, are currently facing. The author discusses the origin of TDF as well as the basic normative and legal documents that specify the role and tasks of TDF in the national security system. The principles of recruitment to TDF, the basic criteria laid down for candidates for service and a timeline of TDF development in 2016–2019 are described. Particular attention is paid to the cooperation between TDF and operational forces in case of an armed conflict, which poses a serious challenge to the new type of armed forces. Additionally, research suggests that the range of tasks assigned to TDF indicates their significant role within the crisis management system. This requires the TDF command to work closely with public administration and to gain trust and esteem in local communities in the regions of their operation.

The present study provides the results of a theoreti-cal and methodological analysis of the problem of ensuring national security in the Russian Federa-tion. There is evaluated the strategic forecasting and planning management measures aimed at ensuring the state’s national security. The object of this study is the problem of ensuring Russia’s national securi-ty. The subject of the study is the regulatory legal system for ensuring the national security of the country: Decree of the President of the Russian Federation No. 683 “On the National Security Strate-gy of the Russian Federation” dated December 15, 2015; Federal Law No. 390-FZ “On Security” dated December 28, 2010; Federal Law No. 172-FZ “On Strategic Planning in the Russian Federation” dated June 28, 2014; as well as a set of other statutory documents regulating activities to ensure the na-tional security of the Russian Federation. It is con-cluded that at present there is understudied the sci-entific analysis of the problem regarding the devel-opment of a nationwide complex system within the framework of ensuring the national security of the country. Scientific research on the designated topic has shown that the forms and methods of ensuring national security, taking into account modern chal-lenges and threats, are an integral part of the system of critical technologies, which should ensure the implementation of the most important priority areas for the state, including ensuring economic, scientific and technical security.

The subject of this research is the rate of recorded crimes of terrorist and extremist nature in their dynamics for the period of implementation of the National Security Strategy of the Russian Federation until 2020. For the purpose of discovering the impact of criminalization and decriminalization processes upon the changes of this index, the author explores s the norms on responsibility for extremist and terrorist crimes, which also comprise the subject of this research. Attention is given to corrections in method of accounting of such crimes in the examined period, as well as their impact upon the changes of the index. In the course of study it was discovered that compared to 2009, the number of recorded crimes of extremist nature during the period of 2014-2018 increased by 2.5-3 times, but in 2019 this index has returned to the initial numbers, which is explained by partial decriminalization of acts stipulated by the Article 28 of the Criminal Code of the Russian Federation. The number of recorded crimes of terrorist nature by 2019 superseded the 2009 index by almost 3 times, caused by criminalization of various accompanying manifestations of terrorist activity. The growth in the indexes of both cases relates to expansion of the list of actions attributable to the aforementioned categories of crimes in formation of statics. In the end, implementation of the Strategy cannot be assessed negatively due to growth in crime rate, since it is caused by the socially justified amendments to the Criminal Code of the Russian Federation and changes in statistical calculation.
