Дан краткий ретроспективный анализ развития информационных технологий, приведшего к порогу четвертой технологической революции и запустившего процесс цифровой трансформации общества. Представлен подход к оценке необходимости проведения исследований в условиях формирования современного информационного цифрового общества. Сформулированы основная цель,границы и направления исследований телекоммуникационного сектора цифровой экономики. The article presents a brief retrospective analysis of the development of information technologies, which led to the threshold of the fourth technological revolution and launched the process of digital transformation of society. An approach to assessing the need for research in the context of the formation of a modern information digital society is presented. The main goal, boundaries, and directions of research in the telecommunications sector of the digital economy are formulated.

The article examines the economic and legal foundations and principles of the criminalization of mercenary attacks on property in the modern information society. Criteria for the effectiveness of criminal law prohibitions in the digital economy are identified. The author’s approach to modeling certain compositions of mercenary crimes against property in the context of post-industrialism and digital transformation is proposed.

Аннотация: В данной статье рассматривается роль информационных технологий в социальной, экономической и политической и других сферах жизнедеятельности Кыргызстана. Раскрываются понятия “информационные технологии”, “информационное общество”, “цифровая трансформация”. Приводятся основные направления применения информационных технологий в сфере образования страны, описываются условия для их дальнейшего развития. Анализируется сущность понятия информационного общества, перспективы развития Кыргызстана и безопасности информационного общества. Сформулированы основные проблемы развития информационных технологий, что неизменно отражается на уровне экономического развития страны. Приводятся пути для решения всех этих проблем и продвижения реформ в области внедрения IТ - технологий в стране, необходимых для дальнейшего развития цифрового общества. Ключевые слова: знания, информация, информационные технологии, информационное общество, образовательная система, дистанционное обучение, цифровая трансформация, цифровое общество. The main directions of the application of information technologies in the field of education of the country are described, the conditions for their further development are described. The essence of the concept of the information society, the prospects for the development of Kyrgyzstan and the security of the information society are analyzed. The main problems of the development of information technologies are formulated, which invariably affects the level of economic development of the country. The development of the information society has led to the emergence of the phenomenon of the digital divide (the digital inequality). The article discusses the main methodological approaches to the definition of this concept, and also describes the author's approach to its identification and methods of detection. The authors identify the following factors that influence the digital divide: economic, social, technical, infrastructural, language factor, as well as the factor of knowledge and skills in the field of ICT. The significance of this phenomenon is explained by the fact that its influence on people's lives is enormous. Modern ICT are multifunctional and multitasking, penetrating into all spheres of human life. According to the authors, at this stage of the development of the information society and the electronic (digital) economy, it is necessary to develop a set of measures aimed at reducing the digital divide in order to prevent its deepening.

Creating a “digital profile” is one of the points of the Russian national program Digital Economy [1]. A single biometric profile creation system is becoming the infrastructure basis for the digital transformation of the entire economy [2]. The process of forming a digital society is associated with the total digitization of all forms and types of relationships. At the same time, it is necessary to take into account the features, threats and trends of this process.The purpose of this article was to study the essential features and application of digital profiling of the financial market, defining the applications of this method and methodological approaches by examining existing expertise in other areas, and industries.The article summarizes information about the use of digital profiling in various industries. Areas of the financial market for the application of profiling were identified. The general characteristics are formulated and the features of the development of a methodological approach to profiling in the financial market are revealed. The criteria and principles of forming a digital profile of a market participant, relationships and patterns for improving the models of identification of participants and the market profile as a whole are presented.

Digital sociology is a computational social science that uses modern information systems and technologies, has already formed. But the conflict with traditional sociology and its research methods has not yet been resolved. This conflict can be overcome if we remember that there is a common goal – the knowledge of the phenomena and processes of social life, which is primary in relation to the methods to be agreed upon. Digital transformation of sociology is essential, since 1) traditional sociological methods do not solve the problem of providing voluminous, reliable empirical data qualitatively and in a short time; 2) the transition from contact research methods to unobtrusive ones is in demand. The adaptation of four modern information technologies-cloud computing, big data, the Internet of things and artificial intelligence – for the purposes of sociology provides a qualitative transition in the methodology of knowledge of the digital society. Cloud computing provide researchers with tools, big data – research materials, Internet of things technology aimed at collecting indicators (receiving signals) in large volume, in real time, as direct, not indirect evidence of human behavior. The development of “artificial intelligence” technology expands the possibility of receiving processed signals of the quality of the social system without building a preliminary hypothesis, in a short time and on a large volume of processed data. Digital transformation of sociology does not mean abandoning the use of traditional methods of sociological analysis, but it involves expanding the competence of a sociologist, which requires a revision of University curricula. At the same time, combining the functions of an expert on the subject (sociologist) and data analyst in one specialist is assessed as unpromising, it is proposed to combine their professional competencies in working on unified research projects.

This article discusses the current issues of the development of the digital economy. The significant role of information technologies in the development of modern production and services is noted. The development of digital means of economic activity creates new risks that are not yet sufficiently taken into account by modern economic mechanisms. The digitalization of economic activity is the basis for the emergence of new types of economic activity, as well as a fundamental change in traditional ones. The Digital Economy of the Russian Federation program is a set of measures in various fields of activity aimed at stimulating the creation of an information society. According to the" Strategy for the Development of the information Society in the Russian Federation for 2017-2030", a distinctive feature of the information society is the critical level of influence of information on the economic, socio-cultural living conditions of citizens. Such a definition takes into account the possibility of applying certain information in economic activities. Consideration of such changes should be reflected in the Information Security Document, the updating of which is an actual issue of national economic security.

The digital economy requires the digital transformation of firms. There is no single solution to the digital transformation process. For each company, the process is carried out according to an individual plan. You can use world experience, but in certain segments of the digital economy, the Russian Federation has gone further than other countries. The authors proposed to consider the problems of digital transformation of energy companies separately. Then combine it into a single approach. Digital transformation is much broader than the digitization of the workflow. Often, digitizing documents does not provide the synergistic effect of digital transformation. Digital transformation requires a change in the entire management system. All strategic documents should be reengineered. Digital transformation requires new models and methods that can use the information technologies and artificial intelligence systems that appear in the future. The introduction of blockchain technologies as part of digital transformation will allow changing the centralized management system. This will lead to significant cost savings. Digital transformation has highlighted a problem related to the lack of basic competencies of the digital economy among the leaders of energy firms. It is necessary to solve the identified problem in the shortest possible lines. The article reveals the problems associated with the use of information technologies by energy companies supplied from other countries with the possibility of remote change.
