This article shows the structure and content of the methodological support for future social sphere specialists' bilingual training, developed by the Department of Social Technologies of the Zhytomyr Ivan Franko State University. To implement the principle of integrity, designing a system of bilingual professional training for future social sphere specialists, the process of bilingual teaching at the university was divided into stages: covering stage (I-IV semesters of studying), additional stage (V-VIII semesters of studying), parity stage (I-II semesters of master’s degree), evolutionary stage (III semester of master’s degree). Teaching materials have been developed to each of these stages that are generally formed a package of teaching materials for bilingual training of social sphere future specialists, featuring by variety, complexity, meeting the educational program of social sphere specialists training, covering all learning activities of students in bilingual teaching. It was proved that bilingual education is a necessary part of modern teaching system in higher educational institutions, which requires further studying and development from the scientific and methodological points of view. The key to successful implementation of bilingual training in the educational process must be carefully designed methodological support, which is the main component of the whole process of training in modern university. Implementation of bilingual training within university will provide conscious attitude of future social sphere specialist to the profession and expand opportunities for adaptation of future specialist in different social, informational, scientific realities.

The object of this research is the professional training of Russian mediators within the framework of Master's Degree and vocational education. The subject of this research is the organizational and methodological problems of training and professional becoming of mediators, substantiated by the specificity of current legislation in this field, as well as the established practice of professional training. Application of general scientific methods allows examining the requirements of current Russian legislation in the sphere of professional training of mediators, comparing with the fundamental changes proposed in the draft law of the Ministry of Justice of the Russian Federation, and relevant practice. The author outlines the key vectors of professional training of future mediators offered by the Russian universities in the Master's Degree program. Based on the critical analysis of research and empirical methods (expert evaluation, survey), the authors determine the key personal and professional characteristics of the mediator, essential for successful their successful activity. The novelty of this work lies in drawing parallels between the requirements to professional training of mediators in the current legislation and according to the new draft law; as well as in the analysis of peculiarities and difficulties of professional training of mediators within the framework of the Master's Degree program “Mediation in Social Sphere” and competences that are considered of prime importance. The authors underline the need for raising requirements to the process of professional training of mediators, and their legislative consolidation. The top results can be achieved by acquiring basic legal or psychological education, as well as completion of the basic course of mediation prior to the advanced training.

Данная статья посвящена актуальной проблеме - диагностике уровня цифровой педагогической компетенции магистрантов социокультурного направления. Обеспечение усвоения магистрантами цифровых педагогических компетенций является необходимым для их дальнейшей успешной деятельности, ведь для магистерской ступени образования характерно получение более углубленных знаний, включающих организацию учебного процесса и управления им с помощью цифровых средств, создание и использование цифровых ресурсов, владение нормативно-правовой базой использования цифровых средств и т. д. Диагностика уровня цифровой педагогической компетенции дает представление о профессиональной подготовке обучающегося и позволяет в случае необходимости, оперативно скорректировать процесс обучения. Тем не менее, на данный момент в научной литературе не представлено единой методики диагностики цифровой педагогической компетенции. This article is devoted to the acute problem of diagnosis of the level of digital pedagogical competence of socio-cultural master’s degree students. Ensuring the assimilation of digital pedagogical competencies by master’s degree students is necessary for their further successful activity, because the master's degree education is characterized by obtaining more in-depth knowledge that affects the organization of the educational process and its management using digital means, creation and use of digital resources, knowledge of the regulatory framework for the use of digital means, and so on. Diagnostics of the level of digital pedagogical competence gives an idea of the professional training of the student and allows, if necessary, to quickly adjust the learning process. However, at the moment, the scientific literature does not present a single methodology for diagnosing digital pedagogical competence.

The article is devoted to the use of simulation case assignments in the learning process of students pursuing a Master's degree in "State and Municipal Management" at Russian State Social University. This university was established in 1991 for the high-quality training of specialists in the social sphere. The specialty "State and Municipal Management" enables students to explore the theoretical and practical levels, the essence and features of management interactions in the system of state and municipal administration, the main objectives, tasks and mechanisms of governance at the state and municipal levels, the methods and means of attracting investments in the economy of the municipality and the region, the features of the management system of the asset portfolio. The discipline "Sociology of Management" is the base for the direction of training "State and Municipal Management". The knowledge and skills acquired during the study contribute to a better understanding of the social, political, and economic patterns of management processes. Management sociology is a science which summarizes all management sciences in terms of targeting and special study of the patterns of managerial relations at all levels of society and its elements’ functioning, as well as in all subject areas, the spheres of activity in society. The study of sociology as a science about relationships in the process of governance, connections, and interactions of the subjects of management activity in Russia has started relatively recently. In the mid-1990s, scientific readings and conferences were focused on the definition of the substantive field of science, its structure.Over these years, the situation has been as follows. The sociologists who violently debated and developed this scientific direction, after the appearance of the specialty "Management in Social Sphere" in 1996, in 1999 – the specialty "State and Municipal Management", and in 2002 – the specialty "Personnel Management", handed the study of this discipline to managers. And all of these management specialties found themselves in the consolidated group of professions "Economics and Management". This greatly affected the gap in the subject field of management itself. Most economists imagined that management is economics. The lawyers of those universities where departments of "Public Administration and Legal Support" were established never doubted that management is a legal sphere of activity. None of them paid special attention to the sociological component. However, those universities, which in the course of training in the field of state and municipal government created departments of sociology management in their structure or modules in the curricula, provide the most high-quality preparation of future managers.

Introduction. The relevance of the study is due to the need to match the requirements of stakeholders to the level of preparedness of a graduate of a master's degree. The purpose of the research. The research is aimed at the development and scientific substantiation of the master's degree program in the field of speech therapy support for persons with communication disorders of various categories in terms of interaction with stakeholders. Methodology and research methods. The Master's program is based on the principles and provisions of practice-oriented and competence-based approaches that ensure the formation of students ' professional competencies and practical skills in solving real professional problems, both in practical classes and during industrial practice on the basis of stakeholders. The research used methods of design, content analysis, questionnaires, mathematical statistics (descriptive statistics, factor analysis). The results. The mechanism of designing the master's degree program is based on the inclusion of stakeholders in the process of forming professional competencies of graduates, the development of its structure, content and areas of implementation (educational process, scientific work, practice, final qualification work, career guidance). The conducted research with the participation of stakeholders (56 people: speech therapists, speech pathologists, psychologists, rehabilitologists, managers) allowed us to determine the four-factor structure of knowledge, skills and labor actions (professional competencies) necessary for a speech therapist when working with people with communication disorders of various categories: ability to plan and implement the content of correctional and developmental classes (percentage of dispersion – 29.4); the ability to design an adapted basic general education program and a special individual development program (percentage of dispersion – 24.5); the ability to implement speech therapy support in the rehabilitation work system (percentage of dispersion – 18.9); the ability to plan and conduct applied scientific research in education, including the diagnosis of persons with communication disorders of various categories (percentage of dispersion – 7.8). Practical significance. The results obtained can be used by the heads of universities focused on the development of interaction with stakeholders, can help to encourage the introduction of practices and strategies that take into account the influence of stakeholders in the development of management decisions and the organization of effective training of teachers in the master's program. They may be of interest to speech therapists-practitioners, scientific supervisors of master's programs.

Higher pedagogical education in Russia and France is currently undergoing modernization. In connection with the new challenges of time, global changes in the world community there is a growing public interest in the problems of sustainable development as the only possible way of civilization movement. Under these conditions, there is a need to improve teacher training, the inclusion of new training modules in the educational process, and the creation of new master’s degree programs. This study aims to analyze the situation by introducing the idea of “education for sustainable development (ESD)” into the organization of higher teacher education, which is constantly reforming in the context of the Bologna process, on the example of two countries - Russia and France. The study identifies the main tendencies of pedagogical education modernization, examines the teacher training system in terms of ESD ideas, considers Master’s programs in universities of Russia and France.

The article deals with the problem of increasing the level of competence of teachers associated with the use of digital educational technologies in the educational process of the school by organizing advanced training courses. Effective digital educational technologies for organizing distance learning are also described. The formation of digital competence is possible in the process of implementing educational programs of higher education, as well as professional development and professional training programs. The authors, based on the analysis of empirical data obtained during the survey of current teachers and future teachers - students of the pedagogical direction on the use of distance educational technologies in the educational process, identify problems and difficulties in using digital technologies, types of competence improvement for the successful implementation of distance learning. Based on the analysis of ICT competence in the field of education, the authors developed a program of a professional development course on the topic "Kashyktyktan okytudagi tsifrlyk bilim beru technologiyalary" and conducted teacher training. The survey revealed the degree of readiness and desire of teachers to use digital tools and services in the educational process. This suggests the need for further development of the organization of effective online communication of participants in the educational process, productive feedback with students using digital technologies; forming a critical assessment of students 'behavior and correcting their actions when working in a digital educational environment, monitoring the independence of students' performance of educational tasks; using the potential of digital tools and services in organizing group work and project activities of schoolchildren, and others.

Purpose A modern trend in the educational environment in recent years has been the permanent education system with the involvement of online study modes. It is based on multidisciplinarity and adaptivity of educational technologies, starting with the basic level of education – bachelor’s degree, and ending with gaining competences in the field of engineering and economics throughout the whole professional life of a student. The purpose of this paper is to perform a detailed analysis of development of permanent education in Russian universities, focusing on statistical data on popularity of jobs as to professional groups among employers and determining peculiarities of permanent education, based on the distinguished peculiarities of permanent education and requirements of business to develop a model of engineering and managerial education that would integrate two blocks of the educational process – engineering and economic, as well as include modern technologies of teaching. Design/methodology/approach The authors propose the modern model of engineering management education that is implemented in the Russian technical universities. Its distinctive feature as compared to the conventional educational technologies is gaining competences in the field of economics and management at the same time with engineering education at the second stage of education – the master’s program. The proposed model of engineering and management education results in obtainment of two diplomas by the student who is awarded with a master’s degree in engineering and a master’s degree in economics. A difference of the offered model from the traditional educational technologies is obtaining competences in the sphere of economics and management together with engineering education at the master’s program. The result of the offered model of engineering and managerial education is graduate’s receiving two diplomas with master’s degree of engineer and master of economics. The paper shows the existing mechanism of implementing the model of engineering and economic education in a technical university by the example of the master’s program in Economics “Evaluation of economic risks during technological decisions (in oil processing and oil chemistry).” Findings The offered model of engineering and managerial education will allow training the engineers of a new type, who will be able to adapt to new tendencies and initiate the changes that are necessary for effective functioning of business in the conditions of digital economy. Originality/value The offered model of engineering and managerial education should be acknowledged as an innovational educational project that raises demand for graduates through their adaptability to employer’s needs and their usage of new tools of management that are based on exchange of information data and that form managerial task for information provision of the process of decision making and their further execution.

At the present stage a multi-level educational system allows creating favorable conditions for students’ research activities. The master’s programme is aimed at training scientific personnel ready for productive research activities in the new conditions. We substantiate the role of research work of undergraduates in development of their professional competence. The analysis of the experience in organizing the research work of the Institute of Culture and Arts master’s degree students of the Moscow State Pedagogical University, based on a practical approach to research activity, allowed us to conclude the integrated approach of the research work of “Social and Cultural Activity” department master’s degree students, that creates conditions for the implementation of our projects and a comprehensive analysis of the results obtained on the basis of theoretical and practical developments. Providing wide opportunities for scientific research of students in educational process the university promotes scientific inquiry, activation of students’ creative potential, forming skills of independent scientific research work. A competent organization of research work of students of the master’s degree helps them to master the theory, forms the qualities of the researcher, and introduces them to the future profession. Engaging of the master’s degree students in the study allows them to design their own professional activity, analyze the results of the work, motivates learning activity. Based on the analysis of the scientific activity of the students, we developed and presented recommendations on improving the research activities of students. The application of the recommendations will allow the teachers of the university to actively support the research activities of master’s degree students, develop their professional competencies, create a situation of success in the chosen professional area and predict further scientific research.

The article reveals the peculiarities of using the acmeological approach as a theoretical and methodological basis for modeling the process of higher school teachers training in the conditions of a master’s degree course. It has been noted that acmeology in the process of studying the patterns and mechanisms of development of the future teacher during the period of study at a master’s degree course, allows to adjust the curricula and programs for the preparation of masters – future teachers of higher educational institutions, for the goal of their individual development as professionals and personalities. The conditions for the professional development of future higher school teachers in the conditions of the master’s degree course have been stated. Among them are the development of the future sphere, the improvement of the educational process under the master’s program, the innovative nature of the master’s degree studies, and the model of the organization of education. The acmeological model of the professional development of the teacher of higher school in the conditions of the a master’s degree course has been built, which makes it possible to trace the direct connection between the stages of the development of his professionalism: professional self-knowledge, professional self-education, professional self-development and professional self-improvement with the need of s master degree student to aspire to «acme» tops. From the positions of the acmeological approach it is proved that the training of teachers of higher school in the conditions of the master’s degree course is a dynamic system that is constantly evolving, changing, acquiring new personal and individual psychological characteristics allowing the future teacher to have wide opportunities for social and professional adaptation.

Введение. Отражены предварительные итоги реализации курса по управлению антитеррором для студентов-радиотехников кафедры телевидения и управления Томского государственного университета систем управления и радиоэлектроники, обучающихся по магистерским программам, связанным с электромагнитной совместимостью. Включение данной дисциплины в учебный план обусловлено не только уязвимостью электронных систем к преднамеренным силовым электромагнитным воздействиям, но необходимостью повышения интереса к обучению в магистратуре, повышению качества образования и следованию трендам современного образования. Цель – рассмотреть внедрение междисциплинарных курсов в образовательный процесс как фактор, влияющий на качество образования. Материал и методы. Обосновывается ввод междисциплинарного курса по управлению антитеррором, кратко описаны разделы курса и их значимость в программе подготовки магистрантов по электромагнитной совместимости. Результаты и обсуждение. Подготовлен курс для магистрантов, посвященный изучению математических методов управления антитеррором, в рамках реализации магистерских программ, связанных с электромагнитной совместимостью. Заключение. Знания, полученные магистрантами в рамках данного курса в сочетании со знаниями в вопросах надежности электро- и радиотехнических систем, увеличивают возможности противостояния терроризму. Формирование дополнительных знаний, умений и навыков в рамках реализации образовательных программ магистратуры позволяет повышать качество подготовки студентов и их конкурентоспособность на рынке. Introduction. This work summarizes the preliminary results of the implementation of the course on anti-terror management for students-radio technicians of the Department of Television and Control of the Tomsk State University of Control Systems and Radioelectronics, studying under the master’s programs related to electromagnetic compatibility. The inclusion of this discipline in the curriculum is due not only to the vulnerability of electronic systems to deliberate force electromagnetic influences, but the need to increase interest in studying for a master’s degree, improving the quality of education and following the trends of modern education. The purpose of the work is to consider the introduction of interdisciplinary courses in the educational process as a factor affecting the quality of education. Material and methods. The work contains the rationale for the introduction of an interdisciplinary course on counterterrorism management, a brief description of the sections of the course and their significance in the training program for undergraduates in electromagnetic compatibility. Results and discussion. The result of the work is a prepared course for undergraduates, related to the study of mathematical methods of anti-terror control, as part of the implementation of master’s programs related to electromagnetic compatibility. Conclusion. The knowledge gained by undergraduates in this course, related to understanding the nature of terrorism and the skills acquired in creating appropriate models, combined with knowledge in the reliability of electrical and radio engineering systems, increase the capabilities of countering terrorism. The formation of additional knowledge, skills and abilities within the framework of the implementation of master’s degree programs allows to improve the quality of training of students and their competitiveness in the market.
