The year 2014 was a turning point in the transition of the main sectors of the Russian economy to a new track of environmental regulation and the introduction of obligations for first category’ s objects of negative environmental impact to receive a unified complex document containing mandatory requirements in the field of environmental protection. The main element in the application for a comprehensive environmental permit is the results of calculations of technological standards based on technological indicators of the best available techniques.The determination of technological indicators of the best available techniques takes place in the process of developing and updating information and technical reference documents (BREFs) on the best available techniques. There is currently no unified methodology for determining the technological indicators of the best available techniques. In the process of determining them in Russia, an expert assessment, a reference to the opinion of the industry professional community, or a compromise between control and supervisory authorities, departmental executive authorities and enterprises prevails. Methods. The authors have obtained a set of data through questionnaires from wastewater treatment plants of various output and water treatment techniques used. We have a developed a unified questionnaire that enables to get general information on the plants under study, as well as detailed information on pollutants’ discharge and the use wastewater treatment techniques. Results. In this article, the technological indicators of the best available technologies in the field of wastewater treatment using centralized wastewater disposal systems of settlements or urban districts were determined based on the proposed European approaches. The results obtained showed that the resulting total range generally corresponds to the values of technological indicators of the best available techniques established by the Government of the Russian Federation for water treatment enterprises. Thus, it is possible to judge the applicability (taking into account the expert assessment) of this approach for determining the technological indicators of the best available techniques in other information and technical reference documents (BREFs).

It is mentioned that the problem of the beat available techniques choice is inseparably linked with correction of the current normalizing system in terms of composition of not only treated waste waters but also in terms of requirements to enterprises that dispose water into a sewage network.

The purpose of pre-design technological investigations is to define the water treatment technology for a new or existing water treatment plant. The investigation is performed on model-scale equipment, making sure that the results can be extrapolated to the technological scale. The investigation should allow for the determination of unit process parameters and ensure the desired outcome i.e. treated water meeting the applicable quality standards. Indirectly, the investigation results can also be used as a basis for defining the estimated scope of the investment, the costs of its execution and the future equipment operating costs. Technological investigations are carried out on the grounds of existing or future treatment plants in order to take into account the variable composition and quality indicators of the raw water to be treated. The pilot station, being the main element of the technological investigation, should be designed, built and operated with a view to the possibility of formulating further design guidelines after the study is completed. In this article, the authors share their experience related to the configuration of a pilot station used in an investigation of a groundwater treatment technology.

This article describes the estimation of wastewater treatment plasmachemical devices using toxicologic testing of model aqueous solutions of organic compounds. It is shown that the bioassay can be used not only as an effective method for assessing the toxicity of water, but also as a criterion for determination of the effectiveness of various methods of water treatment.

ELECTROCOAGULATION/ELECTROFLOCULATION FOR WASTEWATER TREATMENT: NON-CONVENTIONAL ELECTRODES AND COUPLING OF TECHNIQUES. Electrocoagulation-electroflotation (EC) technology is a well-known wastewater treatment process that consists of applying electric current to remove contaminants without requiring the addition of hemicals that can generate secondary pollutants. Once they are the most widely used, iron and aluminum electrodes are considered conventional, however they leave unwanted residues, which will give a yellowish-brown color to the treated water, in the case of iron electrodes, and are associated with potential risks to human health, in the case of aluminum electrodes. In this regard, the study of non-conventional electrodes capable of circumventing those problems is essential for the development of more effective wastewater treatments. In this review article, a brief presentation will be made of the history of electrofloculation followed by a brief discussion of conventional electrodes and the mechanisms that govern the processes of removing contaminants by the electrocoagulation process. Subsequently, the non-conventional electrodes reported in the literature up to the present moment will be presented, as well as their potential, applications and performance when applied in water treatment. Finally, will be discussed the coupling of the electroflotation with other water treatment techniques towards achieving a better-quality reuse water.

IIn 2007, through the accession of Romania to the European Union, the Government of Romania made the commitment to put into practice the project on implementing the Directive 91/271/EEC concerning urban wastewater treatment. For the second transition phase, according to Directive 91/271/EEC, it is necessary that by December 31st, 2015 all the localities with over 10,000 inhabitants should be connected to sewage systems containing treatment plants [1].In order for the Government of Romania to comply with its commitment made at the moment of the accession to the European Union, respectively that all the localities with over 10,000 inhabitants should be connected to treatment plants by the end of 2015, it absolutely necessary to concentrate its efforts for the identification of the optimal methods of household wastewater treatment in terms of investment and operating costs for the urban areas.

Inspektorat Sumenep is the leading institution of internal Local Government in preventing and detecting fraud in the Local Government appropiate Perbup Sumenep No. 29 of 2008 . Dinas Pendidikan Sumenep need attention on the issue . This is due to Dinas Pendidikan Sumenep an agency with the largest number of assets and managing large budgets . These conditions led to the formulation of the problem is How Inspektorat Sumenep role in preventing and detecting fraud in Dinas Pendidikan Sumenep. This study used a qualitative approach in which the focus of this study is Inspektorat role in preventing and detecting fraud at Dinas Pendidikan Sumenep . Primary data obtained by direct interviews with the parties directly related to the determination of the source of research data in a qualitative study using nonprobability sampling . The sampling technique used was purposive sampling . The conclusion of this study, role of the Inspektorat Sumenep in the prevention of fraud in Dinas Pendidikan Sumenep still not maximal . This is due to Inspektorat Sumenep not supervise from the planning / budgeting and not optimal in overseeing and assisting the implementation of the SPIP as an instrument of fraud prevention in Dinas Pendidikan Sumenep . The role of Inspektorat Sumenep in the detection of fraud in Dinas Pendidikan Sumenep done by conducting an audit of financial and asset management in each financial year.Keywords: fraud, government, inspektorat.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

The spatial development can be supported by sustainable development, efforts are needed to divert space through the imposition of sanctions on administration in the spatial field. In the context of a legal state, sanctions must be taken while ensuring their legality in order to provide legal protection for citizens. The problem is, the construction of administrative regulations in Law No. 26 of 2007 and PP No. 15 of 2010 contains several weaknesses so that it is not enough to provide clear arrangements for administrative officials who impose sanctions. For this reason, an administration is required which requires administrative officials to request administrative approval in the spatial planning sector. The success of the regulation requires that it is the foundation of the welfare state principle which demands the government to activate people's welfare. 15 of 2010, the main things that need to be regulated therein should include (1) the mechanism of imposing sanctions: (2) determination of the type and burden of sanctions; and (3) legal protection and supervision by the region.

A model of organic compound removal by biological wastewater treatment processes receiving pulp and paper industry wastewaters has been developed and initial model verification performed at a single mill site. This paper presents the results of further model verification conducted at multiple mill sites, including replication of the original site. In addition, VOC losses at other unit processes are quantified. Activated sludge basin chloroform volatilization rates are predicted to within twelve percent of the measured rates. Predicted overall methanol removals are consistent with observed removals although difficulties encountered during off-gas sampling preclude determination of the extent of removal due to volatilization.

The scope for involving private capital participation in wastewater treatment and pollution control is attracting attention in a number of countries. After noting briefly some influences giving rise to this trend, this paper discusses frameworks in which such participation may be developed. In some aspects, there are choices available and it is essential to shape the private participation appropriately to the community's situation and problems, with due recognition of the hazards also involved. In other aspects, policy choices are more constrained, and there are requirements which it is suggested all private participation frameworks should provide for as clearly as possible. Effective private participation generally depends on re-designing and strengthening the role of government as the scale of its former role is reduced. Getting this re-design of the government role right is at least as important as making appropriate choices for format of private participation.
