In an effort to foster the innovation and commercialization ecosystem in Malaysia, the government has introduced various tax mechanisms such as the allocation of funds from tax incentives to provide financial assistance to small and medium-sized enterprises (SMEs). As against large corporations which have substantial research and development budgets to start with, limited capital and financial constraints in SMEs companies hinder their capabilities to fund their own R&D which in turn affect their innovation capabilities. This paper reviews various tax mechanisms and initiatives used by other countries to facilitate the SMEs’ innovation capabilities and how universities collaborate the R&D efforts with industries through grants and incentives. The findings are later compared to the research ecosystem in Malaysia, the government, the policy, and the challenges of implementation. It is concluded that SMEs could benefit from the spill over of funds from tax mechanisms to finance their R&D collaboration. This government-university-industry symbiotic triple helix linkage could create a conducive research ecosystem and benefit the SMEs in innovation capabilities and product commercialization.

Purpose The purpose of this paper is to explore recent national human resource development (NHRD) practices in China through a literature review focusing on programs and activities that represent the roles and interactions among the government, industry and universities. Design/methodology/approach To effectively consolidate previous work and conceptualize the recent development of the NHRD practices in China, a semi-narrative literature review was used to explore and analyze NHRD-related functions and activities. Findings Findings from the literature review showed that although the central government still plays a predominant role in China, universities and corporations are increasingly playing a critical role in developing an innovative and skilled workforce. At the regional level, NHRD initiatives in China have been increasingly undertaken by universities, industry and government–industry–university collaborations. The authors also found a disparity between developed and underdeveloped regions in terms of NHRD in China. Research limitations/implications This study used the triple helix model as a framework that provides an insightful lens for researchers to examine how various social entities interact with each other and jointly contribute to NHRD. Further case studies are needed to generate evidence-based knowledge to the NHRD literature. Practical implications A more systematic NHRD leadership structure at both the national and local level is desired to unleash the potential of bottom-up development and active government–industry–university collaboration. To counter regional divergence in NHRD in China, intra- and cross-regional collaborations are helpful in improving resources distribution and workforce development. Originality/value Based on open system theory, this study focused on programs and activities that represent the roles and interactions among the government, industry and university in Chinese NHRD through the lens of the triple helix model. In addition, this study offers a conceptual model of Chinese NHRD to help scholars and practitioners understand the transitional efforts in NHRD.

University–industry collaborations create socioeconomic impacts for the areas where they are undertaken. Although these collaborations have recognized importance and a high potential to generate economic and social benefits, there is no consensus in the literature on a consolidated conceptual model for assessing their socioeconomic impacts. Given this scenario, this study reviews 94 studies on the socioeconomic impact of university–industry collaborations using a context–intervention–mechanism–outcomes configuration. The impacts identified in the systematic literature review are classified into: (1) economic, (2) social, and (3) financial. The systematic literature review also indicates that the impact of collaborations can change the context and enhance the mechanisms of technology transfer. From a theoretical viewpoint, this work contributes to the structuring of a conceptual model for assessing the socioeconomic impacts of university–industry collaborations. In addition, the results have contributions for management in each strand of the triple helix: they may be useful to guide universities and companies on how to assess the socioeconomic impacts of each collaboration, direct public agents in the evaluation of results of investments, and support the development of policies for innovation and technology management.

The Talent is viewed as a competitive issue. Meanwhile, Knowledge Talent is indeed required for shaping an innovative ecosystem sphere. Malaysia is still fighting the “Knowledge Talent” war due to the rising talent and skill gap between available graduates and industries’ demands.  Profound collaboration between the Government, University and Industry known as Triple Helix (TH) model has been highlighted as the main driver to fill this gap. Providing an exploration of the fundamental conditions and contextual sensitivity that hinder university-industry linkages, this paper suggest the ideal TH model framework to fill the gap and provide a solid basis by considering institutionalism perspective in the Malaysia context. The evolutionary perspective stipulates better understanding of overlay in communication and gap between the Government, University and Industry to reshape the Knowledge Talent pool systems to fill the gap in contributing to the transition of a hybrid TH culture-taking root.

PurposeThe purpose of this paper is to propose a framework to improve the effectiveness of university–industry collaboration (UIC). This work enhances the existing body of literature and knowledge regarding collaboration and offers concrete steps to be taken for effective collaboration between universities and industries.Research MethodologyA literature review to study the best practices, impediments to collaboration and the various models proposed in the past for successful UIC was conducted. A workshop and focus-group meetings of practitioners and academic researchers was designed and organised to explore the current state of the university–industry engagement within the Australian Capital Territory (ACT) region and gather inputs regarding possible approaches to improve collaboration. The findings from the literature review and the results from this qualitative research regarding the approaches to improve the effectiveness of the collaboration were analysed.Results and implicationsThe study discovers that various measures have been proposed in the form of best practices or models to improve the effectiveness of UIC. However, these measures often address a specific concern such as technology transfer, intellectual property (IP), etc. There is a scope for a comprehensive holistic framework to address many aspects of UIC in order to improve effectiveness and achieve success. A framework for improving the effectiveness of collaboration considering a comprehensive list of factors operating in a broad context within the collaboration system was proposed.Originality/valueThe framework builds on previous literature dealing with measures for successful UIC. However, it is the first of its kind, in the researcher's knowledge, in terms of comprehensiveness of the factors contributing to establishing and sustaining successful collaboration. The value of the individual experience of the participants in this qualitative research, which is on average more than 10 years in the software engineering field, validates the importance and quality of the data collected. The addition of these results to the framework increases its validity.The framework can be utilised by universities and industry practitioners to foster successful and effective collaboration. The results have significant relevance, particularly within the Australian context as the government has intensified the adoption of measures to encourage and improve collaboration between universities and the industry.

Until now the government and private sector have not been able to address the backlog of 13.5 million housing units for ownership status and 7.6 million units for residential status. The high price of land has led to the high price of the house so that low-income communities (MBR) is not able to reach out to make a home purchase. In addition to the high price of land, tax factors also contribute to the high price of the house. The government plans to issue a policy for the provision of tax incentives, ie abolish VAT on home-forming material transaction. This policy is expected to house prices become cheaper, so the demand for housing increases, and encourage the relevant sectors to intensify its role in the construction of houses. It is expected to replace the lost tax potential and increase incomes. Analysis of the impact of tax incentives housing to potential state revenue and an increase in people's income, especially in Papua province is using the table IO because in addition to looking at the role each sector can also see the impact on taxes (income tax 21 Pph 25 Pph, VAT), and incomes (wage). Testing of untethered subscale models, often referred to as subscale flight testing, has traditionally had a relatively minor, yet relevant use in aeronautical research and development. As recent advances in electronics, rapid prototyping and unmanned-vehicle technologies expand its capabilities and lower its cost, this experimental method is seeing growing interest across academia and the industry. However, subscale models cannot meet all similarity conditions required for simulating full-scale flight. This leads to a variety of approaches to scaling and to other alternative applications. Through a literature review and analysis of different scaling strategies, this study presents an overall picture of how subscale flight testing has been used in recent years and synthesises its main issues and practical limitations. Results show that, while the estimation of full-scale characteristics is still an interesting application within certain flight conditions, subscale models are progressively taking a broader role as low-cost technology-testing platforms with relaxed similarity constraints. Different approaches to tackle the identified practical challenges, implemented both by the authors and by other organisations, are discussed and evaluated through flight experiments.

The paper provides a review of the modelling techniques used to simulate the frequency response of transformer windings. The aim of the research and development of modelling methods was to analyze the influence of deformations and faults in the windings on the changes in the frequency response. All described methods are given with examples of the modelling results performed by the authors of this paper and from literature sources. The research is prefaced with a thorough literature review. There are described models based on lumped parameters with input data coming from direct calculations based on the winding geometry and obtained from FEM modelling software and models considering the wave phenomena in the windings. The analysis was also performed for practical problems in winding modelling: the influence of windings other than the modelled one and the influence of parallel wires in a winding.
