The study aims to explore and study the visual-rhetoric-semiotic visuals as well as the symbol interpretation used in the public service announcement (PSA- Public Service Announcement) in Malaysia. Environmental issues have long been raised but the public is still lacking awareness and public not realize the limitations of the funds in each of these PSAs. This limitation makes the frequency of these ad campaigns unreachable, as is the usual product or service campaign advertising. Qualitative approaches with the case study and artworks analysis have been used in this study involving three environmental public service announcements. In addition, interviews were conducted on audiences in which the selection of participants by sampling aims and involves higher institution students, academics, graphic designers and public audiences. This is to see the interpretation of those involved as data which reinforces the results of this study. The data were analyzed using descriptive analysis which was divided into three stages namely descriptive, interpretation and evaluation. The results of the study as a whole can be summarized that the visual rhetoric used in public environmental services advertisements is an important aspect of delivering messages, using images as symbols and having the meanings on the contrary. The conclusions from the study show that the use of visual rhetoric is interesting to use as a symbol and translate the meaning in delivering messages.

Digital computers that automate manufacturing process are an important aspect for any manufacturing engineers in the modern world. Selection of the programming paradigm (PP), as well as the programming language (PL) that supports it, is crucial to ensure the correct ideas are being used to automate the solution of the problem. In current Malaysian Higher institution practices, various PPs and PLs courses are offered to current undergraduate manufacturing majors. An online survey was deployed to experienced manufacturing engineers from various manufacturing specializations in the industry. Graduates from one of Malaysias public universities, International Islamic University Malaysia (IIUM) have been chosen for this particular study. From the survey, it has been found that almost 80% of the participants agreed that PPs are important for manufacturing graduates. It was found out that 90% of the participants were from intermediate (scale of 3) until poor (scale of 1) to express their ability to explain PPs if asked. Only about 10% are able to explain on PPs (scale of 4 and 5). The study concluded that majority of the manufacturing graduates from IIUM agreed that PP is an important subject to be taught in university. However, it was found the majority of the manufacturing graduates lack the knowledge and understanding of PPs and general PLs.

This paper explores the difficulties of building a service-oriented government by taking the evaluation results of public service satisfaction of Guizhou province in 2019 as an example. This paper finds that building a service-oriented government is the process of improving the quality of public service in an all-round way. With the steady improvement of the public service quality in China, the public’s expectation of the public service quality has been improved by changing from the original “yes or no” to the current “good or not”. In order to speed up the construction of service-oriented government, government departments should pay attention to the change of public demand and take the comfort, richness and transparency of public service as the key points of quality improvement.

AbstractThis reasearch started from the writer’s pre-observation in a local institution of Padang City administration, Social and Human Resource Office of Padang City. Thepre-observation shows problems in leadership and motivation of public servants. Theproblem derives from the lack of support of the leaders about the needs of the workersthat can motivate them to do their jobs, and the lack of guidance by the leaders inconducting tasks. It can be seen from the empty office after lunch because most workersgets home early, especially when the office heads are going out. Theworkers’ lack ofmotivation affect the performance and lack of responsibility for their job assignment,and many workers do their job carelessly when the heads are not present. Thisquantitative reasearch is correlational. The population is the 72 public servants in theSocial and Human Resource Office of Padang City. The sample is measured using slovinformula, and resulted in 68 samples. Descriptive analysis of the paternalistic leadershipstyle shows that 73,03% respondents agree, while the public servants’ motivation showsrespondents agree 78,10%. The result of simple regression analysis shows thatpaternalistic leadership style influences the workers’ motivation as high as 18,2%, with44,1% strength where tcount> t; which is 3,990 > 1,682.Key words : Paternalistic Leadership Style, Work Motivation, Public Service tableAbstrak Penelitian ini dilatar belakangi dari hasil pengamatan awal penulis di salah satuSKPD di Kota Padang yakni pada Dinas Sosial dan Tenaga Kerja Kota Padang yangmenunjukkan bahwa masih terdapatnya masalah mengenai kepemimpinan dan motivasikerja pegawai yang ditunjukkan oleh masih kurangnya perhatian pimpinan terhadapkebutuhan pegawai yang bisa memotivasi pegawai dalam melaksanakan tugas, masihkurangnya bimbingan pimpinan kepada pegawai didalam pelaksanaan tugas, masihkurangnya motivasi kerja pegawai dalam melaksanakan tugas yang diberikan KepalaDinas Sosial Kota Padang, setelah jam istirahat suasana kantor sepi karena parapegawai banyak yang sudah pulang, apalagi jika pimpinan tidak ada di tempat,Rendahnya motivasi pegawai yang berdampak pada kinerja dan kurangnya rasatanggung jawab pegawai terhadap pekerjaannya, dan banyak pegawai yang asal-asalanmengerjakan tugas-tugasnya pada saat pimpinan tidak berada di tempat. Penelitian inimerupakan penelitian kuantitatif dengan jenis korelasional. Populasi penelitian iniadalah keseluruhan pegawai Dinas Sosial dan Tenaga Kerja Kota Padang berjumlah 72orang. Dengan pengambilan sampel menggunakan rumus slovin, sehingga didapatsampel dalam penelitian ini sebanyak 68 orang. Berdasarkan hasil analisis deskriptifuntuk gaya kepemimpinan paternalistik yang diterapkan untuk kelangsugan hidup organisasi di Dinas Sosial dan Tenaga Kerja Kota Padang berada dalam kategori yangtinggi dengan perolehan tingkat capaian responden sebesar 73,03%, sedangkanmotivasi kerja pegawai Dinas Sosial dan Tenaga Kerja Kota Padang juga berada dalamkategori yang tinggi dengan tingkat capaian responden sebesar 78,10%. Hasil analisisregresi sederhana menunjukkan bahwa bahwa gaya kepemimpinan paternalistikberpengaruh signifikan terhadap motivasi kerja pegawai pada Dinas Sosial dan TenagaKerja Kota Padang yaitu sebesar 18,2 %, dengan kekuatan sebesar 44,1% dimana nilaithitung> ttabel, yakni  3,990 > 1,682.Kata kunci : Gaya Kepemimpinan Paternalistik, Motivasi Kerja, Pegawai

Carlos Fuentes was a dapper man. His physical bearing, his way of dressing, and his manners were all exquisite. He favored tailored Italian suits, supple loafers, pocket squares. He liked tony international places: he once said he owed the idea for La muerte de Artemio Cruz (1962; The Death of Artemio Cruz), perhaps the most “Mexican” of his novels, “to the North Sea and a beach in Holland” (Interview). But his cosmopolitanism got him into trouble, such as when a well-intentioned but off-key televised public-service announcement resulted in late-night TV parodies. Addressing the pollution problem in Mexico City, Fuentes pleaded for the public to save his “beloved” city—all while standing in an idyllic spot in Cambridge, England.

Purpose The purpose of this study was to investigate the adoption and use of electronic document and records management system (EDRMS) in the public service in Namibia and Zimbabwe with the aim of establishing barriers and enablers, and best practices which each country could adopt from the other. Design/methodology/approach This multi-case study was informed by an interpretivist paradigm. Qualitative in nature, the study applied face-to-face interviews as the data collection method, supplemented by documents analysis. The study population was Namibia and Zimbabwe’s public sectors with units of analysis, being the governments’ ministries, offices and agencies which have implemented EDRMS. Findings The paper provides the state of EDRMS implementation in Namibia and Zimbabwe. It establishes how the two countries have implemented EDRMS and factors that have contributed to the success/failure of the implementation in both countries. Originality/value The paper is a response to the need for further research studies on the implementation of EDRMS in various countries.

AbstractThere were 1525 applications for asylum in the Czech Republic in 2015, and 71 people were granted asylum. Despite this fact migration was the most covered topic in the Czech media (especially television news services) in 2015. The discussed events were labelled as a wave or flood and were framed as a crisis, threat, and risk not only by the journalists but by politicians as well. This paper is based on quantitative and qualitative research on migration and war refugees from August 17, 2015 to September 18, 2015 in six news programmes of the public service broadcaster, namely the Czech Radio. Purpose The tenuous financial viability of many of Georgia’s rural hospitals has driven increased scrutiny of the hospital authorities (HAs) that own and govern them. HAs are a type of “special district” established in state law to allow for specialization of function, while evading statutes that can limit local government borrowing and multi-year contracts. The paper aims to discuss this issue. Design/methodology/approach This paper uses a case example to introduce transparency and accountability in one local Georgia hospital and expands to include a descriptive analysis of transparency measures in 29 rural Georgia HAs. Findings Findings indicate that, like many other special districts in Georgia and the USA, Georgia’s rural HAs often act more like private entities than the public organizations they are. The lack of transparency demonstrated in this sector limits access to public information and reduces opportunities for citizen engagement, a necessary component of representative institutions. Research limitations/implications This case study is limited to Georgia HAs; however, the data support the lack of accountability and transparency found in many special district governments. Originality/value The lack of transparency in all of the organizations reviewed in this study demonstrates blurred lines between between public matters and private interests and raises questions of transparency, a key value in democracies.
