This article aims at answering the questions on how the strategy used by majlis ta’lim developed in the Nahdliyyin community in strengthening Islamic moderation in this globalization era, and what are its advantages as a non-formal institution. In terms of answering these questions, the writer used the technique of collecting the data through interviews and observation. Considering that this study tends to be traditional, there is no need for written documents. The interview was conducted with the Muslim figures as activists of majlis ta’lim, and the observation was carried out through joining the recitation held by Muslimat. The collected data show that majlis ta’lim is a strategic place for strengthening and building Islamic moderation. Its strategy is carried out in several ways. First, inviting Islamic moderation figures to majlis ta’lim. Second, determining moderate themes as the main focus of the recitation. Third, optimizing majlis ta’lim as a massive movement. The advantages of majlis ta’lim as one of the public forums for Muslim community are: First, majlis ta’lim is a forum for education and teaching followed by its members. Second, the emotional relation among those members is stronger as compared to those in other forums. Third, the recitation in majlis ta’lim makes no difference in the profession, occupation, and position of the members.

Gamification is a part of teaching aids based on flexible education relevant to the current 21st Century Learning. This study aimed at assessing the effectiveness of the Global Halal Game (GHG) in education. The use of quantitative method involved the distribution of questionnaires to 43 respondents who participated in the Professional Halal Training Programme – Certificate of Professional Halal Executive (PHEP) 2018. In general, this study found that the effectiveness level of GHG in education was good. The result of the study can also become a benchmark for the development of gamification-based innovation product, which can improve and enhance other innovation products in fields that are less emphasised. This can benefit the Muslim community, in particular, and the public, in general.

AbstractThe right to freedom of expression is a qualified right: it allows expression that might ‘offend, shock or disturb’ but prohibits ‘insults’, ‘abusive attacks’ and ‘hate speech’. Applying the Convention test I argue that all cartoons of the Prophet Muhammad, which although might offend Muslims, are an acceptable form of expression in Western democracies except cartoon number two implying the Prophet Muhammad as a ‘terrorist’ which is ‘insulting’ and ‘an abusive attack’ on the Muslim community and Islam. In the post-9/11 circumstances, it may be viewed as a vehicle for instigating hatred against the Muslim community. By critiquing the inaction of Denmark and France, I argue that failure to prosecute Jyllands-Posten and Charlie Hebdo violates Articles 9(1) of the European Convention and the Danish Criminal Code and the French Freedom of Press Act 1881. Relying on ECtHR’s jurisprudence, I argue that the values of the Convention and democracy aim to nurture a society based on tolerance, social peace, non-discrimination and broad-mindedness. The public space is a shared space and no single group – religious and non-religious – can monopolise nor intimidate it.

The Muslim community living in the “South-Eastern Region” of Sri Lanka has long been urging the government authorities to establish a separate Kalmunai administrative district carved out of the coastal belt of the present Amparai district, as an institutional mechanism to improve public service delivery and development administration functions in the region. However, the establishment of the Kalmunai administrative district has continually been challenged, receiving criticism and oppositions from different sources, including from the Muslim community and its politicians. This study analyzes the perspectives of Muslim community and its politics towards the demand for the Kalmunai administrative district and its impacts on the political advocacy and methods to achieving it. This study has found that there are different and contradictory perspectives on the matter of the Kalmunai administrative district among the Muslim political parties and in different segments of the community. It is also discovered that the public understanding on the subject of the proposed district is very minimal. The establishment of the proposed Kalmunai administrative district has frequently failed on many crucial occasions mainly due to the lack of consensus among the Muslims leaders regarding the contested subjects of the proposed district. Additionally, this study has observed that the Muslim leaders have conceptualized the proposed Kalmunai district purely based on ethnicity only and have failed to justify it on public and rational grounds. The study has further found that the establishment of the proposed Kalmunai administrative district and its purported positive impacts would strongly depend on making the demand for the proposed district a more secular and public one.

The interpretation of the al-Qur'an, which is written using various characters and languages, proves the archipelago's ulama for the indigenous values contained in the holy verses of the al-Qur'an the public. In this place, the interpretation is written. However, at a certain level, in the environment of Indonesian interpretation, the model of interpretation which uses a certain language, ultimately cannot escape its elitist nature. It is because works in specific languages are only easily understood by the Muslim community who use that language, from the exposure of the background. This article aims to show in general the diversity of languages contained in local interpretations in Indonesia. Such as the uniqueness and cultural values that characterize local interpretations in the archipelago. The method applied in this article is descriptive-analytical. This article's research will describe the characteristics of local interpretations with elements of uniqueness and diversity of language in the interpretation. Among the peculiarities of the language in interpretations in Indonesia are vernacular, the term indigenous interpretation, and the wisdom of local languages in interpretation in Indonesia.

This paper explored a daily fiqh practice or, more precisely, the practice of Islam among Muslim minorities in Bali, which is transformed into an adaptable form of religious diversity promoting harmony. In the midst of the strong domination of Hindu custom and the acts of violence by few Muslims in Indonesia, the Balinese Muslim community strived to manifest Islamic teachings (fiqh) in daily life having tolerant and moderate. Through two problems such as; how is the religious adaptation pattern of minority Muslim communities in Bali? How do Muslim communities establish inter-religious harmony as a manifestation of their daily fiqh? This study attempted  to analyze it based on maqashid sharia theory. As for supporting data collection, this paper used field research using interviews and observations.The finding  indicated that there were interesting patterns of religious social relations occurred in the daily practice of Muslim minorities in expressing their Islamic teachings in the public area. Muslims in Bali are able to appraise their religious teachings and adapt with the surrounding community, which was socio-anthropologically dominated by the Hindu belief system.

In 2018, Knight v. Trump sparked discussion about the boundaries between government and citizen speech on social media. Some scholars argued that the courts erred in their decision to characterize the speech in question as government speech. Others argued that the court decided correctly and claimed that the use of forum analysis was necessary to protect both the health of our democracy and the First Amendment rights of social media users. Within the context of algorithmic curation of social media feeds, this article argues that (1) social media platforms are not designated public forums due to the algorithmic curation of online user speech, (2) due to this, the public forum doctrine should not have been applied to the Knight v. Trump case, (3) despite this, user speech rights should be protected online. It also reviews proposed models of thinking that could address unresolved issues of the case.

Kuttab is considered foreign to some people so that the public is still familiar with the concept of kuttab education. Historically, the Muslim community did not allow the Kuttab to be separate and there were boundaries with society. It is for this that the Kuttab correlates with its people and joins in their daily lives. The existence of a barrier between kuttab and society can affect people's beliefs and participation. The purpose of this research is to identify and describe the Governance of Public Relations in Kuttab Al Fatih Bandung from planning, implementation, assessment, to supporting and inhibiting aspects of public relations at Kuttab Al Fatih Bandung. The method used in this research is qualitative. Data collection used observation procedures, interviews and documentation research. The data validity test used the participation extension technique, observer intensity, triangulation, peer checking, referral adequacy, negative problem analysis, member checking, detailed explanation and auditing. The results of this research show that the governance of public relations in Kuttab Al Fatih Bandung is running well even though this task is held by the official Kuttab and the Tawaf division. First, planning refers to the vision, mission and profile of Kuttab Al Fatih Bandung which refers to the Al-Quran, hadith and the prophet's sirah. Second, implementation is carried out by implementing planned programs that involve all kuttab stakeholders. Third, evaluation is carried out after programs and activities have been implemented. This evaluation is to take into account the success of the program and deliberate on any cases. Fourth, the supporting aspects of public relations come from internal Kuttab, namely Kuttab's human resources who have a sincere mindset and the intention to worship when carrying out all activities. The factors inhibiting citizen ties come from externals, namely parents and residents who have different descriptions of the concept of Kuttab education.

Chapter 3 “Space,” continues to focus on interstitiality, lived experience, and the combustive acts of creativity and imagination that take place behind the justice face. It examines another NGO “vortex,” the Center for Social Development,” which was led by two Cambodian-Americans, Chea Vannath and Theary Seng and known for high-profile Khmer Rouge Tribunal outreach “Public Forums.” The chapter traces the origins of the non-governmental organization and the public forum project, noting how the forums changed in accordance with the historical moment and the vision of these leaders, including Chea Vannath’s deep Buddhist belief and Theary Seng’s Christianity even as both were also influenced by time spent in the United States. The chapter concludes with a return to the International Center for Transitional Justice outreach project and a discussion of the public forums as an imagined “public spheres,” alleged “spaces” of liberal democratic being asserted by transitional justice imaginary discourses.

AbstractIn Togo, the opposition movement behind the anti-government protests that broke out in 2017–2018 appears to reflect a greater role for Islam in politics. Tikpi Atchadam, leader of the Parti National Panafricain, was the preeminent figure in the movement, having built a solid grassroots base among his fellow Muslims. This article examines the unique role that Muslim leaders played in these protests, as well as the Faure Gnassingbé regime's strategic response. The ruling party made spurious claims against Muslim opponents, associating them with a dangerous wave of political Islam. I argue that by portraying Atchadam as the leader of a radical ethnic and religious movement with Islamist goals, Faure Gnassingbé and his supporters sought to weaken this emerging challenger and deter members of the public from backing calls for political change. The strategy also helped garner support from Western countries while simultaneously driving a wedge between Muslim community leaders.

Haji merupakan salah satu ibadah yang sangat populer atau masyhur bagi seluruh umat muslim di dunia, yaitu sebagai bentuk implementasi rukun Islam yang ke-lima. Di Indonesia sendiri minat masyarakat umat muslim untuk dapat menunaikan ibadah haji selalu mengalami peningkatan dari tahun ke tahun. Hal Ini mengakibatkan waiting list yang terbilang lama yaitu mencapai 41 tahun sehingga mayoritas jemaah haji Indonesia berada pada usia lansia pada saat keberangkatan. Berkaca dari waktu tunggu (waiting list) yang terjadi di Indonesia maka perlu adanya upaya dalam menghadapinya, baik dari pihak pemerintah maupun masyarakat. Tulisan ini membahas tentang upaya pemerintah dalam menghadapi waiting list di Indonesia dengan cara mensosialisasikan pentingnya pendaftaran ibadah haji diusia muda. Upaya sosialisasi dari permerintah tersebut diharapkan dapat menyadarkan masyarakat untuk mempersiapkan pendaftaran ibadah haji diusia muda yang bertujuan mengurangi berbagai risiko pada masa keberangkatan, seperti kondisi kesehatan, usia lanjut, risiko tinggi, dan daya tangkap yang berkurang. Hal tersebut tentunya dapat menganggu proses perjalanan dan pelaksanaan ibadah haji. Metode yang digunakan dalam penulisan ini yaitu deskriptif kualitatif melalui studi literatur, dengan menjabarkan faktor penting dalam pendaftaran ibadah haji diusia muda dan sosialisasi pemerintah terkait urgensi pendaftaran ibadah haji diusia muda sebagai upaya menghadapi waiting list di Indonesia. Hajj is one of the most popular or famous forms of worship for all Muslims in the world, namely as a form of implementation of the fifth pillar of Islam. In Indonesia, the interest of the Muslim community to be able to carry out the pilgrimage has always increased from year to year. This resulted in a fairly long waiting list, reaching 41 years, so that the Indonesian Hajj was at an elderly age when he disappeared. Reflecting on the waiting time (waiting list) that occurs in Indonesia, it is necessary to deal with it, both from the government and society. This paper discusses the government's efforts in dealing with waiting lists in Indonesia by socializing the importance of registering the Hajj pilgrimage at a young age. The socialization efforts of the government are expected to be able to make the public aware of the registration of Hajj pilgrimage registration at a young age which aims to reduce various risks during the validity period, such as health conditions, old age, high risk, and reduced catching power. This of course can disrupt the travel process and the implementation of the pilgrimage. The method used in this study is descriptive qualitative through literature studies, by explaining important factors in the registration of youth worship and related government socialization urging the registration of youth worship as an effort to face waiting lists in Indonesia.
