ASSESSMENT OF THE CURRENT STATE OF MANAGEMENT OF THE OPERATION OF THE HOUSING STOCK

The housing stock is the most important national treasure, all Russian society and government bodies are interested in its growth and preservation. The very sphere associated with the management of the operation of the housing stock is constantly developing and requires improvement at all levels of management. The managing organization, as an executor of housing and communal services, is the basic link between consumers and contractors of these services, as well as providers of communal resources. Bearing responsibility to citizens for the uninterrupted and high-quality provision of housing and communal services, the managing organization constitutes the economic core of the entire economy. Therefore, an assessment of the current state of management of the operation of the housing stock will make it possible to develop directions for improving the activities of managing organizations, which will help to increase the efficiency of their activities and the level of quality of services provided for managing the operation of the housing stock. In the article, the author’s attention is drawn to the dynamics of indicators of the housing stock and its components in the Russian Federation. The features of the housing stock as a management object are presented. The analysis of: financial indicators of the activities of enterprises for managing the operation of the housing stock in Russia (balanced financial result; profitability of works, services; return on assets; autonomy ratio; ratio of own circulating assets; current liquidity ratio); indicators for payment for services provided by enterprises for managing the operation of the housing stock (accrued housing payments to the population; actually paid by the population for housing payments; actual level of housing payments by the population; arrears of the population for housing payments); indicators of debt on financial obligations of enterprises carrying out activities for the management of the operation of the housing stock. Highlighted the problems that the owners of the housing stock in the event of arrears in payment for services.

The high quality of life of the population in rural areas is the key to the safety of the latter. The article discusses the methodology for developing a set of measures to improve the quality of life and testing this technique in a particular locality. To determine possible measures, the current state programs of the Russian Federation, the departmental subprograms included in them, national and federal projects were analyzed. The analysis allowed us to conclude that the main sources of financing of program activities are budgetary funds. Along with them, grant support can be used, as well as funds from investors.

the main issue of the study is the problem of improving the efficiency of the housing sector. The current state system does not ensure the proper efficiency of the housing stock, which is increasingly manifested in the growing gap between the cost of operation of apartment buildings, aimed at ensuring the quality of their functioning and the real state of this quality. In recent years, numerous regulatory documents have been adopted to ensure the normal maintenance of buildings, but a comprehensive understanding of the relationship of various activities with technical and economic solutions, in most cases, has an empirical nature, not confirmed by a strict analytical justification. The purpose of the study is a systematic integrated approach to solving problems to improve the efficiency of maintenance of housing using the proposed mathematical apparatus, which allows you to objectively, fully and accurately assess the relationship of economic and technical indicators. All total socially significant economic indicators of operational measures can be the basis of legislative regulation in the industry. Conclusions: criteria for assessing the effective and safe operation of buildings, optimal for residents of apartment buildings and management companies serving these houses.

В Доктрине продовольственной безопасности России на период до 2030 года одной из приоритетных задач является повышение обеспеченности народонаселения молочно-мясной продукцией отечественного производства. Для успешного решения этой задачи потребуется интенсификация кормопроизводства не только на мегафермах, но и на традиционных сельхозпредприятиях, в крестьянских фермерских и личных подсобных хозяйствах. В статье на примере Нечернозёмной зоны дана оценка современного состояния кормопроизводства и перспектив его развития до 2030 года с использованием статистических данных, научно обоснованных рекомендуемых технологий и систем повышения продуктивности кормовой базы на основе сочетания полевого и лугового кормопроизводства, а также с учётом предложений, сформулированных ведущими учёными-экономистами по модернизации управления аграрными и нерегулируемыми рыночными отношениями. На основе анализа современного состояния полевого и лугового кормопроизводства и имеющегося научно-производственного опыта дано обоснование многовариантным направлениям модернизации этой отрасли сельского хозяйства для решения задач, поставленных в Доктрине по развитию животноводства. Соотношение полевого и лугового кормопроизводства в каждом регионе и даже каждом хозяйстве зависит не только от природно-экономических условий и современного состояния сельскохозяйственных угодий, но и от экономических показателей технологий их интенсификации, себестоимости корма и животноводческой продукции, её количества, а также здоровья и продуктивного долголетия животных. Для достижения цели, поставленной в Доктрине, необходимо научным сообществом и макроэкономическим руководством разработать критерии выполнения программы, экономические стимулы её поддержки и методологию, которая послужит основой для разработки программы по федеральным округам и областям, а также основой методики для различных типов хозяйств. According to the Food Security Doctrine of the Russian Federation one of the priority tasks is the increase in domestic milk and meat products by 2030. To achieve this goal advanced forage production technology is required. This paper reports on the current state of the forage production sphere in the Non-Chernozem region as well as potential approaches to improve it by 2030. The review deals with statistical data, validated technologies and methods combining field and grassland forage production, expert evaluation of agricultural and free market relations. Promising ways to improve this sphere are based on theoretical and practical investigations of the current state of field and grassland forage production. Proportions of field and grassland forage in the particular region depend on environmental conditions, economy, quality of agricultural lands, economic efficiency of a modernization approach, prime costs of feed and animal products as well as health and productivity of livestock. To meet the Doctrine goal researchers and leading economists have to introduce criteria to implement modernization, provide financial support and methodology as a basis of such modernization suitable for particular regions and farms.

This article examines issues associated with the development of the current Russian state, and their study within the scope of philosophical and sociological knowledge. With that in mind, the author refers to a collective monograph called “The emergence of welfare state and its prospects in Russia. Reality and future”, which focuses on analyzing the contradictory condition of the constitutional principle of welfare state in Russia. The article shows that the book in question, first of all, gives a substantiated interpretation of this contradiction based on scientific analysis of political and socio-economic realities; second of all, it describes and proposes ways of overcoming it. The contradiction between the constitutional principle of welfare state and the economic and socio-cultural modes which constitute the life of Russian society is interpreted in the aforementioned monograph based on a sociological study, the data from which points towards an ever deepening socio-economic divide within Russian society, with people being separated by increasing social distance, and consequently leading to the insuffi cient implementation of the government’s responsibility for protection. The researchers draw attention to the problem of socio-economic inequality being unwarrantedly presented as merely the result of the population being divided into the poor and the super-rich; that material differentiation in terms of income and wealth generates overall differentiation in any given society. With that in mind the authors address the issue of the population being segregated in terms of quality of life, while examining it in correlation with level of human capital and society’s innovational development. In the study, solving this task in Russia is associated with activating the welfare state’s humanistic function, and with its evolution towards becoming a potent welfare state that creates the opportunity for leading a decent life and uninhibited personal development for all of its citizens.

The aim of the work is to study the compliance of the quality of education in Russia with the requirements determined by the needs of the Russian society. The article reveals the genesis of such categories as" quality of education "and"quality of products and services". The features of educational services as a public good in the forms of market relations are revealed. The structure and role of various consumers of educational services are defined separately, and a classification of the needs and requirements of consumers to the quality of education is proposed. In the course of the research, such methods as analysis and synthesis, induction and deduction, and statistical methods for studying the economic situation were used. The empirical base of the research is scientific works of Russian and foreign authors on the problems of education quality, National standards of the Russian Federation and International standards in the field of quality, the Federal law "on education in the Russian Federation", Federal state educational standards of the Russian Federation, official data of the Federal Treasury and the Federal state statistics service of the Russian Federation.

Based on the analysis of domestic historical experience and the current state of the legislative regulation of the involvement of a specialist to assist an investigator in investigative proceedings, as well as the survey of investigators, it is concluded that it is necessary to expand the powers of a specialist in terms of rendering assistance to an investigator during investigative actions aimed at obtaining testimony (including interrogation). In this regard, proposals to amend the wording of Articles 38 and 58 of the Criminal Procedure Code of the Russian Federation are made. The proposed changes will significantly expand the powers of a specialist in the course of all investigative actions (including verbal ones) and will correspond to the modern trends in the development of criminal proceedings, increasing its quality by attracting specific knowledge and skills from various fields of human activity

The current state of the housing stock of the Russian Federation necessitates overhaul of the common property of apartment buildings. The basis of the state program (concept) for overhaul of apartment buildings is formed by regional programs and short-term plans for overhaul of the common property of apartment buildings. Therefore, the purpose of this article was to study the implementation of the regional program for the overhaul of apartment buildings and develop directions for its improvement. The subject of the research is the regional program for the overhaul of the common property of apartment buildings in the Volgograd region, which is a document that guarantees the overhaul within the time frame established in it. The analysis of the implementation of the program according to the data of the Fund For Overhaul of the Volgograd region is presented. The problems of the implementation of the regional program are identified and directions for their elimination are outlined, which will allow achieving the target indicators of the regional overhaul program.

The subject of this research is the relevant issues pertaining to popularization of science in the Russian Federation. The goal of this article lies in determination of the currently existing key issues of popularization of science in the Russian Federation: 1) the absence of effective response to the transformation of the traditional field of scientific promotion activity (distribution of new forms and methods of such activity); 2) imperfection of the new legal regulation of educational and scientific promotion activity, which may implicitly lead to negative consequences. The conducted research involves in theoretical conceptualization of scientific promotion activity in the digital age the novelties of legislative regulation of educational activity adopted in April 2021 (the so-called Law on Educational Activity). Unlike other works dedicated to the analysis of this law, this article assesses its basic provisions from the perspective of the effectiveness of achieving the goals set in the context of its impact upon the state of popularization of science in the Russian society. It is established that the model for preventing deterioration of the quality of educational content proposed in the Law on Educational Activity is not effective enough and may further reduce the quality of scientific promotion activity. Therefore, the purpose of imposed restrictions may fail to be achieved. The author believes that the more effective way would lie in intensification of the activity of traditional actors of popularization of science, rather than restriction of the activity of nontraditional actors of popularization of science.
