Koleangan, Tri Oldy RotinsuluEkonomi Pembangunan – Fakultas Ekonomi dan BisnisUniversitas Sam ratulangi ABSTRAKAlokasi belanja dari pemerintah daerah merupakan salah satu indikator percepatan pembangunan yang terjadi di daerah, dimana alokasi belanja ini kemudian dibagi dalam dua kategori utama yakni belanja langsung dan belanja tidak langsung.Melalui penelitian ini akan dibuktikan bagaimana alokasi belanja langsung dan belanja tidak langsung memberi pengaruh terhadap perkembangan perekonomian di kota Bitung yang dilihat dari pertumbuhan ekonomi serta bagaimana pengaruhnya terhadap tingkat kemiskinan yang terjadi. Penelitian ini sendiri akan menggunakan regresi berganda sebanyak dua kali, untuk melihat pengaruh masing-masing variabel independent terhadap masing-masing variabel dependent. Kata kunci: Belanja langsung, Belanja Tidak Langsung, Pertumbuhan Ekonomi, Kemiskinan.ABSTRACT               The allocation of expenditure from local government is one of the indicators of the acceleration of development that occurs in the region, where the allocation of expenditure is then divided into two main categories namely direct expenditure and indirect spending.Through this research will be proved how the allocation of direct expenditure and indirect spending gives effect to the economic development in the city of Bitung seen from the economic growth and how its influence on the level of poverty that occurred. The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

ABSTRAK             Pembangunan ekonomi daerah khususnya Pemerintah Kota merupakan titik awal pelaksanaan pembangunan, sehingga daerah diharapkan bisa lebih mengetahui potensi dan apa yang menjadi kebutuhan daerahnya salah satunya peningkatan Pendapatan dan Pertumbuhan ekonomi melalui proses pemugutan pajak Hotel dan Restoran guna dampak sesuai yang diharapkan.            Dalam penelitian ini bertujuan untuk menganalisis potensi dan efektivitas Pajak Hotel dan Restoranserta dampaknya terhadap Pendapatan Asli Daerah dan Pertumbuhan Ekonomi di Kabupaten Minahasa.            Berdasarkan hasil penelitian menunjukkan bahwa Pajak Hotel dan Restoran masih kurang berpotensi, sementara untuk tingkat efektivitas, Pajak Hotel dan Restoran menunjukkan angka yang efektif yakni rata-rata diatas 100%, dan secara bersama variabel Pajak Hotel dan Restoran memberikan pengaruh yang positif terhadap Pendapatan Asli Daerah, begitu pula secara bersamaan variabel Pajak Hotel dan restoran serta Pendapatan Asli Daerah memberikan pengaruh yang positif terhadap tingkat pertumbuhan ekonomi yang ada di Kabuaten Minahasa. Kata Kunci : Pendapatan Asli Daerah, Pertumbuhan Ekonomi, Pajak Hotel dan Restoran  ABSTRACT             Economic development areas especially the city is the starting point of construction , so that the regions is expected to be more aware of their potential and what has been one of the needs of the regions increase in income and economic growth through a tax collection hotel and restaurant to the impact as expected.            In this study aims to to analyze the all the potential and the effectiveness of tax hotel tax and restoranserta what effect it had on the regional genuine income and economic growth in kabupaten Minahasa .            Based on the research shows that hotel and restaurant tax potential is weak , while the effectiveness , hotel and restaurant tax shows a figure that is effective and above 100% , and together the hotel and restaurant tax positive impact on local revenue , this is also at the same time the hotel and restaurant tax and local revenue positive impact on the economic growth is in kabupaten Minahasa . Keyword : Local revenue, economic growth, hotel and restaurant taxes

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

Technique for assessment of economic development sustainability of Russia’s regions is provided. Methodologically the technique is based on diagnosing the loss of sustainability in economic growth and assessing the degree of instability. The authors propose to assess the degree of sustainability by such measure, as variance in the economy’s growth rate, while the risks of instable growth — by an index, reflecting relative variance in economic growth rates. Economic growth sustainability and dynamics for several RF administrative territories are assessed, including Belgorod oblast, Bryansk oblast, Volgograd oblast, Pskov oblast, the cities of Moscow and St. Petersburg, the Republic of Dagestan and Krasnodar krai. The estimates are based on statistics for the 2000—2011 years period. As is found out, different territories has different periods of sustainable and unsustainable development as well as different degrees of economic growth instability. In terms of economic development Belgorod oblast, the city of St. Petersburg, Krasnodar krai and the Republic of Dagestan are stable as compared to the growth of the overall Russian economy. Such territories, as Bryansk oblast, Volgograd oblast, Pskov oblast and the city of Moscow show instability of economic development as compared to the Russian economy as a whole. As correlation and regression analysis shows, indices of economic development instability significantly affect investments in the regional economy. Based on a small sample of administrative territories the authors show that instability of economic development is responsible for 40 per cent reduction in investments. Thus the conclusion is made that economic development instability is a rather significant factor of the territory’s investment climate.

Reform of the system of public finance is a key problem in the transformation processes of the Ukraine’s economy. Development of efficient methods of financial policy is especially important in the context of strategic challenges of economic growth, the competitiveness of the national economy, and convergence of the level of socio-economic development between different regions of the country. Most elements of the modern system of the Ukraine’s public finance were formed as far back as during the Soviet era, under the conditions of command and administrative economy, when neither the state budget, nor the local ones played any active role, but were a mere monetary reflection of the plans of socio-economic development. On the other hand, in market economies, public finance plays an important role in the provision of economic growth and efficient use of national economic resources, as well as in the solution of the problems related to social equity.During recent years, the attempt to reform intergovernmental fiscal relations in the Ukraine have failed either to create a well-balanced system for the distribution of powers between central state authorities and local government, or to elaborate adequate and transparent mechanisms for the formation of local budgets. The reason is that most problems of the local budgets are mostly treated by policy makers and local authorities in the context of the need to provide local budgets with “sufficient” financial resources.We emphasize that creation of an efficient budget system is not limited to a mere re-distribution of revenues between central and local budgets. Investigation of theoretic and methodological foundations of the development of the components of the system of public finance and intergovernmental fiscal relations in the Ukraine let us conclude that such development should be based on the use of economic principles and criteria as to the distribution of powers between the central authorities and local government. Furthermore, a consistent fiscal policy is needed, which would promote not only the convergence between the local budgets’ expenditures, but also, and first of all, the regions’ socio-economic development.

The phenomenon that occurs shows how potential Bengkalis city in terms of geographical aspects as a city that is very close to neighboring countries but from the aspect of creative economic development has not increased. This study aims to map the constraints of the creative economy industry in Bengkalis City and provide recommendations in order to improve and condition the creative economy better. The study was conducted in the city of Bengkalis by conducting a semi-structure interview with 50 respondents in order to explore the constraints faced by creative economic business actors from Administrative, Technical, Operational, and Managerial (ATOM) aspects. The results of the Technical, Operational and Managerial aspects are the majority of constraints felt by creative economy business actors. There must be a breakthrough effort that must be done by the local government, and synergy with the central government and educational institutions. Keywords: creative economic, administrative, technical, operasional, mangerial

The research is to find out and analyze the contribution of Original income Equalization Funds against the region and the financial performance of local Government Counties and the city of se-West Java province. Hypothesis testing in this study using multiple regression analysis (Multiple Regression) on the grounds that its independent variable more than one. This analysis is used to determine the relationship between financial performance areas with independent variables (the original Revenue Equalization Fund and regional). To know the influence between independent variables with the performance levels of local government then performed testing of hypothesis testing research on the variables with the determination coefficient and t-test. Linear regression analysis of the barganda equation KKPD = 1.452 + 0, 561PAD – 0, 171DP + e. Whereas determinasinya coefficients (R2) of 25.3%. based on the research results obtained the conclusion that Equalization Fund of PAD effect partially against the financial performance of local government.

ABSTRAK Berubahnya sistem pemerintahan dari sentralisasi menjadi desentralisasi, menuntut pembangunan yang merata di setiap daerah sehingga pembangunan yang tadinya dilaksanakan secara terpusat diberikan kepada daerah untuk mengatur daerahnya sendiri. Kebijakan pemerintah dibidang otonomi daerah pada dasarnya dimaksudkan untuk menata ulang hubungan antara pusat dan daerah dalam berbagai tugas dan tanggung jawab yang menyangkut urusan penyelenggaraan pemerintahan. Inspektorat merupakan suatu lembaga pengawasan di lingkungan pemerintah daerah, baik untuk tingkat provinsi, kabupaten atau kota memaikan peran yang sangat penting dan signifikan untuk kemajuan dan kebersihan pemerintah daerah dan perangkat daerah di lingkungan pemerintah daerah dalam menyelenggarakan pemerintahan di daerah dan mencapai tujuan dan sasaran yang telah ditetapkan. Dengan semakin meningkatnya tuntutan masyarakat atas penyelenggaraan pemerintah yang bersih, adil, transparan dan akuntabel harus disikapi dengan serius dan sistematis.Tujuan dari penelitian ini untuk menganalisis apakah pengawasan berpengaruh terhadap APBD  dan pertumbuhan ekonomi di Kota Manado. Teknik analisis yang digunakan adalah analisis jalur (Path Analysis). Hasil penelitian menunjukan bahwa Anggaran Pengawasan Reguler berpengaruh negatif tidak signifikan secara statistik terhadap APBD. Anggaran Pengawasan Khusus berpengaruh positif  tidak signifikan secara statistik terhadap APBD  Kota Manado. Anggaran Pengawasan Reguler berpengaruh negatif tidak signifikan terhadap Pertumbuhan Ekonomi. Variabel Anggaran Pengawasan Khusus berpengaruh positif tidak signifikan secara statistik terhadap Pertumbuhan Ekonomi dan variabel APBD berpengaruh positif signifikan secara statistik terhadap Pertumbuhan Ekonomi Kota Manado. Kata kunci: Anggaran Pengawasan, APBD, Pertumbuhan Ekonomi  ABSTRACT The change in the government system from centralization to decentralization requires demand for equitable development in each region so that the development that was carried out centrally was given to the regions to regulate their own regions. Government policy in the area of regional autonomy is basically intended to rearrange relations between the center and the regions in various tasks and responsibilities concerning the affairs of administering the government. The Inspectorate is a supervisory institution within the local government, both at the provincial, district or city levels displaying a very important and significant role for the progress and cleanliness of regional government and regional apparatus in the local government in carrying out governance in the regions and achieving the goals and objectives set. With the increasing demands of the community for the administration of a clean, fair, transparent and accountable government, it must be taken seriously and systematically. The purpose of this study is to analyze whether supervision influences the regional budget and economic growth in the city of Manado. The analysis technique used is path analysis. The results showed that the Regular Oversight Budget had a negative effect not statistically significant on the APBD. The Special Supervision Budget has a positive and not statistically significant effect on the Manado City Budget. The Regular Oversight Budget has no significant negative effect on Economic Growth. The Special Supervision Budget variable has a positive and not statistically significant effect on Economic Growth and the APBD variable has a statistically significant positive effect on the Economic Growth of the City of Manado. Keywords: Supervision Budget, Regional Budget, Economic Growth

This study aims to analyze household consumption expenditure, private investment and direct local government expenditure on economic growth in East Lombok Regency and analyze which variables have a dominant influence on economic growth in East Lombok Regency. This research is a type of causal research with quantitative methods using multiple linear regression analysis methods. The dependent variable in this study is economic growth, household consumption expenditure, private investment and direct regional government expenditure as the independent variable. The results showed that household consumption expenditure and private investment had no significant effect on economic growth. While the local government direct expenditure variable has a significant effect on economic growth. The local government direct expenditure variable has a dominant influence on economic growth, while the variable with the smallest influence on economic growth is the household consumption variable.

Cities, both large and small, assemble increasingly large numbers of population and activities. Acting as dynamic places of economic growth and culture production, cities thrive and their potential robustness can determine the character of each urban society and the developed social bonds.Increased population concentrations promote a big opportunity in terms of economic and societal evolution. Indeed this opportunity has still been little implemented due to segregation among different ethnicities and intense homogenization of modern activities. The terms of cultural osmosis in contemporary multicultural societes remain yet major issues. Economic development and culture present highly interrelated contexts when the economy thrives in terms of equality and solidarity as well as guarantee the alleviation of conflicts, justice and democracy. This new globalized conurbations could be less tight and more accessible, while bringing closer different traditions and experiences.
