The phenomenon that occurs shows how potential Bengkalis city in terms of geographical aspects as a city that is very close to neighboring countries but from the aspect of creative economic development has not increased. This study aims to map the constraints of the creative economy industry in Bengkalis City and provide recommendations in order to improve and condition the creative economy better. The study was conducted in the city of Bengkalis by conducting a semi-structure interview with 50 respondents in order to explore the constraints faced by creative economic business actors from Administrative, Technical, Operational, and Managerial (ATOM) aspects. The results of the Technical, Operational and Managerial aspects are the majority of constraints felt by creative economy business actors. There must be a breakthrough effort that must be done by the local government, and synergy with the central government and educational institutions. Keywords: creative economic, administrative, technical, operasional, mangerial

The article concerns the mechanisms of entrepreneurship development in partnership with local government, science and business. The author presents evidence that the sector partnership is crucial for the success of projects developing entrepreneurship in the local and regional perspective. Local government has the resources and capabilities to act as initiators of projects and programs supporting the economic development of the city or voivodeship. At the same time, representatives of local government units must use appropriate operational and management methods in the implementation of the policy of strengthening entrepreneurship. Inter-sectoral collaboration requires the application of organisational solutions allowing for the involvement of units in different fields and basing on various legislation. The author also indicates that the source of the competitive advantage of cities and regions may be the specialisation, as well as the commercialisation of knowledge and technology. In this case, the inter-sectoral partnership is crucial as it conditions the success of economic development programs in its social, economic and political sense. At the same time, the article describes the methods of building the inter-sectoral cooperation. As a basis for the appropriate use of the different potential of the cooperating participants, the authors indicated projects and programs embracing groups of projects. All this is worth being recognised within the framework of strategic documents, such as development plans, strategies, and other records used by local government agencies. The article uses the outcome of the participatory workshops during the preparation of the Rybnik Enterprise Development Program. The aim of the study is the verification of the assumption that the sectoral partnership is crucial to the processes of local and regional entrepreneurship development.

For the past three decades Ghana’s democratic decentralisation policy has sought in vein to establish a local government system capable of pursuing Local Economic Development (LED). One of the major impediments has been the insincere implementation of fiscal decentralisation for the local government to provide the enabling environment for LED. This paper employed primary and secondary data from the Wassa East District Assembly (WEDA) to assess the progress so far in Ghana’s fiscal decentralisation and its effect on LED. The paper highlights the potential benefits of LED and the incapacitation of the District Assembly by the Central government for LED financing. The paper again reveals the effects of the constraints of fiscal decentralisation on LED at the local government level and makes policy recommendations towards effective fiscal decentralisation for improvement in LED.

The practice in developed countries has shown a necessity for local government's stronger inclusion in local economic development issues. The economic system in Serbia has features of high unemployment rate and low living standard among the population, and therefore local government taking a larger part in local economic development issues is seen as a real possibility for reducing these problems. Although most of the economic policy instruments lie within the central government jurisdiction, which largely restricts local government possibilities, there is still an important area for local government influence on economic development. There are numerous obstacles for a successful application of the local economic development concept in Serbia, which causes the municipality and regional potentials to be used much less than the possibilities allow, and it has a negative reflection, especially in rural and undeveloped areas.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

Local authority involvement in economic matters has become widespread since the early 1970s. Recent developments in the pattern of local economic activity have been the increasing use of section 137 of the Local Government Act 1972 to fund local programmes, the spread of local authority involvement from the Assisted Areas to the more prosperous regions, and the increasing interest shown by the smaller shire districts, often in rural areas. The portfolio of possible interventions has also changed, bringing a new diversity to the practice of local economic development. Whereas central government has in the past eschewed the temptation to exercise close controls over these activities, the new diversity of local economic initiatives presents it with new dilemmas. It can no longer be assumed that such initiatives will be supportive of central government's spatial or sectoral policies. This vacuum in central-local relations is unlikely to remain, and renewed pressures to grant specific economic development powers to local authorities can be expected. If these claims are accepted, central government will be drawn inexorably into local economic affairs by the need to develop the capacity of local authorities to intervene effectively in pursuit of economic and employment goals.

<p><em>The purpose of this research is to know the potential and self satisfaction womans in empowerment of creative economy with science and tecnologi and self satisfaction of Islamic economic perspective in fisherman of Kragan village. Rembang. Interview approach, documentation, observation and literature searching are use in order to collect data. Analyzing the researchers to be scientific then by reflective thinking by pacing between the method of deduction and induction. The results of this study is to know the various potensis  business that is very varied or creative by the womans of fishermen village Kragan Kab. Rembang. In addition to knowing self-satisfaction means the womans of fishermen in carrying out their creative economic activities in addition to beneficial for himself also useful for his family. Potential women fishermen need local government support to develop the creative potential of women fishermen, for example by using village funds budgeted by the central government. This potential can produce various kinds of creative processed fish such as crispy with various flavors, fish chips with various types of fish and crackers. Penganalisaan yang dilakukan peneliti agar ilmiah maka dengan kritis dan kreatif dilakukan mondar-mandir antara metode yang melalui kesimpulan yang logis dan dengan metode pengumpulan data kemudian dievaluasi untuk menyimpulkan. Penelitian ini mengetahui berbagai potensi bisnis bervariasi atau kreatif perempuan nelayan desa Kragan kab. Rembang. Self satisfaction nelayan dalam aktifitas ekonomi bermanfaat bagi dirinya juga bermanfaat bagi keluarganya. Koleangan, Tri Oldy RotinsuluEkonomi Pembangunan – Fakultas Ekonomi dan BisnisUniversitas Sam ratulangi ABSTRAKAlokasi belanja dari pemerintah daerah merupakan salah satu indikator percepatan pembangunan yang terjadi di daerah, dimana alokasi belanja ini kemudian dibagi dalam dua kategori utama yakni belanja langsung dan belanja tidak langsung.Melalui penelitian ini akan dibuktikan bagaimana alokasi belanja langsung dan belanja tidak langsung memberi pengaruh terhadap perkembangan perekonomian di kota Bitung yang dilihat dari pertumbuhan ekonomi serta bagaimana pengaruhnya terhadap tingkat kemiskinan yang terjadi. Penelitian ini sendiri akan menggunakan regresi berganda sebanyak dua kali, untuk melihat pengaruh masing-masing variabel independent terhadap masing-masing variabel dependent. Kata kunci: Belanja langsung, Belanja Tidak Langsung, Pertumbuhan Ekonomi, Kemiskinan.ABSTRACT               The allocation of expenditure from local government is one of the indicators of the acceleration of development that occurs in the region, where the allocation of expenditure is then divided into two main categories namely direct expenditure and indirect spending.Through this research will be proved how the allocation of direct expenditure and indirect spending gives effect to the economic development in the city of Bitung seen from the economic growth and how its influence on the level of poverty that occurred. Economic development requires government and the community to develop and explore the potentials of the region to supporting the better economy in the future. Local Tax is one of regional revenues that has an important role in supporting the implementation of regional development of Bitung. High earnings of local taxes will increase revenue (PAD) so the local government are expected to explore the revenue sources (PAD) in improving Local Revenue (PAD) as to reduce dependence on the central government. This study is aimed to quantify and determine the potential of local taxes in the realization of the projected increase regional revenue in Bitung City. This research uses qualitative method with descriptive approach. Based on research and survey, Bitung City has unexplored local taxes potential by the local government (DIPENDA) to be explore. Purpose – The purpose of this paper is to analyze the impact of local government decision-making competition new urbanization, further to seek measures to weaken the negative effect of local government decision-making competition. Design/methodology/approach – This paper first puts forward the three paths which make local government decision-making competition: construction of new-style urbanization, economic development and construction of people’s livelihood and take China’s new-style urbanization as an example, the authors analyzed the internal mechanism of decision making of local government competition which caused by above three paths. Second, using the prospect theory, risk aversion theory and Cournot duopoly model, the authors analyzed how to avoid the local government decision-making competition and how to reduce the harm caused by local government decision-making competition. Findings – The central government can curb the appearance of local government competition strategy through regulating and controlling the effectiveness of local government protective-investment policy, improving the degree of market competition and punishment coefficient of government decision-making failure and further, the authors can reduce the detriment of decision-making competition between local governments through adjusting the revenue function of local government in the process of new-style urbanization. Originality/value – New-style urbanization is the main driving force of China’s future economic development, however, in the process of new-style urbanization, because of the “principle-agent” relationship between central government and local government, officials achievements appraisal mechanism and promotion game, they all cause competition between local government decision making, and this will weaken the positive effect of urbanization. Although, there are many researches on horizontal and intergovernmental competition, most researches devoted to how to avoid it from the angle of institutional economics, and the suggestions put forward by these researches are hardly applied. Anyone interested in how to avoid local government decision-making competition and reduce the negative influences of it from the angle of unitary government state’s reality will find this paper valuable.
