EFEKTIVITAS PERLUASAN KANTOR PEMERINTAHAN KOTA PEKANBARU DALAM RANGKA PEMERATAAN PEMBANGUNAN

The Pekanbaru City Government Office Expansion Policy is one of the efforts made by the Pekanbaru City government to realize equitable development in the outskirts of Tenayan Raya District. It is hoped that the expansion of the government office can trigger development and development in Tenayan Raya District. The purpose of this study was to determine the effectiveness of the Pekanbaru City government office expansion policy in realizing equitable development and identify factors that support the implementation of this government office expansion policy. To achieve this goal, this study uses interactive analysis techniques with qualitative research types and the required data, both primary and secondary data obtained through interviews and documentation, are then analyzed based on research problems. This study shows that first, the policy for the expansion of Pekanbaru City government offices in the context of equitable development has been effective in terms of five indicators, namely Right Policy, Right Implementation, Right Target, Right Environment, and Right Process. Second, the supporting factors, namely the coordination between related parties is well established and the support from the community.Abstrak Kebijakan Perluasan Kantor Pemerintahan Kota Pekanbaru merupakan salah satu upaya yang dilakukan pemerintah Kota Pekanbaru untuk mewujudkan pemerataan pembangunan di daerah pinggiran Kecamatan Tenayan Raya. Diharapkan perluasan kantor pemerintahan tersebut dapat memicu perkembangan dan Pembangunan di Kecamatan Tenayan Raya. Tujuan dari penelitian ini adalah untuk mengetahui efektivitas dari kebijakan perluasan kantor pemerintahan Kota Pekanbaru mewujudkan pemertaan pembangunan serta mengidentifikasi faktor-faktor yang mendukung pelaksanaan kebijakan perluasan kantor pemerintahan ini. Untuk mencapai tujuan tersebut, penelitian ini menggunakan teknik analisis interaktif dengan jenis penelitian kualitatif dan data-data yang diperlukan baik data primer maupun data sekunder yang diperoleh melalui wawancara dan dokumentasi kemudian dianalisis berdasarkan masalah penelitian. Penelitian ini menunjukkan bahwa pertama, kebijakan perluasan kantor pemerintahan Kota Pekanbaru dalam rangka pemerataan pembangunan telah efektif dilihat dari lima indikator yaitu Tepat Kebijkan, Tepat Pelaksanaan, Tepat Target, Tepat Lingkungan, dan Tepat Proses. Kedua, faktor pendukung yaitu koordinasi antara pihak-pihak terkait terjalin dengan baik serta adanya dukungan dari masyarakat. Kata Kunci: Efektivitas, Kebijakan, Efektivitas Kebijakan, Perluasan Kantor Pemerintaha

In carrying out the collection of swallow nest taxes, regulations are issued by the government in the form of Pelalawan Regency Regional Regulation No. 11 of 2011 concerning Regional Taxes. The purpose of this study was to determine the implementation of local tax policies in Pelalawan Regency, especially the swallow's nest tax and to identify the inhibiting factors for the implementation of local tax policies in Pelalawan Regency, especially the swallow's nest tax. To achieve this goal, this research uses interactive analysis techniques with qualitative research types using a descriptive approach and the required data, both primary and secondary data obtained through interviews and documentation, are then analyzed based on research problems. This study shows that first, the implementation of local tax policies in Pelalawan Regency (a case study on the swiftlet nest tax) has not been implemented properly, which can be seen from three indicators, namely the mentality approach, the systems approach and the network cooperation approach. Second, the inhibiting factors are the absence of a license, it is difficult to find the owner of the swallow, there are incorrect issues about taxes, and the government's indecisiveness

The study investigates the government policies in the waqf's regulation in Indonesia and the essence of waqf as an important instrument of economic empowerment in Islam. The study aims to provide solutions to the lack of the benefits of waqf for people's welfare, especially in terms of economic empowerment. It is qualitative research with a normative approach. The research data used is the secondary data from library resources. An analysis of the data is by interpreting the concept. The result of this study shown that waqf has played a major role in citizen empowerment from the time of God's messenger, Muhamad peace be upon him until now, even the benefits of a waqf can still be felt up to today.   Keywords: waqf, political law, legislation.

After the earthquake, tsunami, and liquefaction on 28 September 2018, the condition of the five-story building was damaged, but it is still inhabited by dozens of families. This paper seeks to explore the attitude of the Palu City Government-Regional People's Representative Council (DPRD), residents, and parties outside the government and outside the residents regarding the use of these flats after the earthquake. The research was conducted qualitatively. Primary data were collected from direct observation and interviews and sources of mass media coverage also complement the secondary data needs. Borrowing Robert K Merton's structural functionalism theory, this research finds a condition if after a disaster, residents strengthen their institutions by building consensus or mutual agreement. Meanwhile, the City Government of Palu, although stated that they prohibited them from returning to the apartment, they have not been able to provide a more feasible housing solution after the earthquake. Ironically, members of the DPRD, as partners of the mayor in the government in Palu City, do not yet know about this condition.

This study aims to see the phenomena of the tradition of pilgrimage to the grave of K.H.R Bagus Khasantuka in Dusun Senuko Sidoagung Godean Sleman. The method used in this research is qualitative research methods. This study has two types of data and data sources, namely primary data and secondary data. Data interview techniques in this study were carried out by direct field observation, interviews, and documentation. The data analysis techniques used were data, data reduction, data presentation, and data collection. The data validity checking technique used was the source triangulation technique and the technique triangulation. The results of this study indicate the phenomenon of the pilgrimage tradition at K.H.Rr's grave intending to pray for and interpret the values of life, pilgrims who visit the grave of waliyullah K.H.R Bagus Khasantuka can trace the struggle of previous scholars in Islam. The existence of Sendang Bagusan as an example of K.H.R Bagus Khasantuka is still used by the Javanese mystical adherents for the kungkum ritual to achieve certain goals. The development of the Tomb of K.H.R Bagus Khasantuka also had a positive impact on the construction of hamlet roads, gates, and youth organization activities in Senuko Village.

Urban society is synonymous with high levels ofstress. One of the activities that made the citizens in relieving stress and boredom of the mind is a leisure and recreation activity like in border of Tukad Badung. Denpasar City Government seeks to improve the Tukad Badung border area in various ways but until now still not optimal. Another stakeholders tried to improve the  border of Tukad Badung for better and could be developed into a leisure and recreation suggestion for the citizens Each stakeholder certainly has different roles in accordance with the competence and ability. It is interesting how the role of each stakeholder. The research method used in this research is qualitative research. Where qualitative research used in-depth interview technique, observation and qualitative documents and also used the role concept to reviewing the research. The result of the research showed that stakeholders from the government consist of Banjar Gelogor Carik, Desa Pemogan, Dinas Pariwisata Kota Denpasar, Dinas Pekerjaan Umum Denpasar And Balai Wilayah Sungai Bali-Nusa Penida. While the stakeholder of the community consists of Kelompok Bank Sampah Pemogan Dan Komunitas Kali Bersih Pemogan. All these stakeholders have their respective roles in maintaining and expanding the badung border ropes in the path of the fishing pole, pemogan. Despite having different roles but all the stakeholders are hand in hand to realize the tidal river borders that are neat, beautiful and clean.   Keywords : stakeholders role, leisure and recreation, citizens, borders of Tukad Badung

This paper entitled Chinese Ethnic Communication Pattern in the Environment of Indigenous People in Lhokseumawe, Indonesia. To be used as the basis for the formulation of the research problems written in this paper, namely: how is the communication pattern of LhokseumaweChinese ethnic in the indigenous people in Lhokseumawe. So that the writer can find the communication pattern of LhokseumaweChinese ethnic in the indindigenous people in Lhokseumawe, as the writing patron the writer uses the method in this study is a qualitative research method with the aim to explain the phenomenon deeply, through a phenomenological approach. The process of data collection techniques through observation, unstructured interviews, and documentation while data analysis techniques are carried out in three ways, data reduction, displaying data, and drawing conclusions. To strengthen this research is supported by three theories, namely the theory of Symbolic Interaction, Turgic Drama theory, and Goffman'sSelf Presentation. The results of this study indicate that, the communication pattern of LhokseumaweChinese ethnic in the indigenous people in Lhokseumawe is done by cultural adaptation. Chinese ethnic communities try to find sympathy for indigenous people by promoting symbolic interaction and identity manipulation.

This study focuses on the efforts made by the government to make MSMEs survive and their products accessible to consumers in this pandemic era. The real problem for MSMEs in this pandemic era is rebuilding a sluggish economy due to a number of policies that require people to be at home to reduce the spread of the Covid-19. The research method used in this research is descriptive exploratory qualitative research method. This study uses a desk study and interview technique. Desk studies are carried out through secondary data tracking. Interviews were conducted with regional apparatus organizations (OPD) which handle MSMEs and MSMEs’ actor. From the research conducted, it is known that SiBakul Jogja Free Shipping is enough to be the answer to reviving the economy for MSMEs who are still struggling through the Covid-19 pandemic to get their market back, without visiting consumers or making conventional transactions.

This research was aimed to analize community perception of disaster recovery after the February 2019 earthquake in Solok Selatan . It used a qualitative method and interactive analysis. The research location was Sangir Balai Jonggo in Solok Selatan Regency. Observation, interview, document study and FGD were conducted to collect desired data. Two types of data were obtained. Primary data were collected from the informants selected through purposive sampling including the local community and the government in the affected area, while secondary data were obtained from related local literatures. The informants were Sekcam (District Head) and the community affected by the disaster in Sangir Balai Janggo, Solok Selatan. Physical recovery was done in the 3 most damaged nagaris (village). One of them is Nagari.Sungai Kunyit. There were 67 severely damaged houses, 91 were moderately damaged, and 192 were slightly damaged. Futhermore, the earthquake also affected the facilities in 4 nagaris in Sangir Balai Jonggo; 6 medical centres, 28 schools, and 18 mosques. The result showed that most community were satisfied with the recovery program and they gave positive feedback especially on the aid given to them. The recovery included donation for the victims like basic foods, clean water, instant foods, baby supplies, etc, therapy treatment by doctors and volunteers to help with their mental state and to build their confidence after the earthquake. The rapid growth of the population of Semarang City and the limited land for settlements resulted in the emergence of illegal slums. One of the government's efforts to revitalize the slum area by coloring Gunung Brintik village area which became known as Kampung Pelangi. Some slum revitalization programs in other countries have not succeeded in increasing residents’ livelihood. The purpose of this study was to examine the success of the government in improving the livelihood of Kampung Pelangi in Semarang City, through the Sustainable Urban Livelihood (SUL) approach with quantitative descriptive methods and scoring analysis techniques. The study was conducted at two different times; before the implementation of the Semarang City Government program (in 2016) and after the implementation (in 2018). As a control, Kampung Pandean was chosen because it had similar conditions but did not get any program from the government. The results showed that there was a change in the livelihood of the population in Kampung Pelangi include the quality of human capital, natural capital, social capital, and physical capital, while the condition of Kampung Pandean does not show any changes during 2016-2018. This change is not due to coloring but due to improvements in physical conditions.

Agriculture is one of the main centers as source of livelihood for the people  in west aceh  regency,  this  can  be  seen  from  the  yields  of farmers  which  are increasing  every  year.  However,  the  increase  in yields  is  inversely  proportional  to  the  welfare  of  the  west  aceh farmers,  due to the  influence of price manipulation by middlemen. This   study   aims   to   examine   the   role  and  supervision   of   the government  in protecting the rights of  farmers from middlemen in west Aceh district. The method used in this research is  qualitative with  a  variety  of  secondary  data  analysis   techniques   and  used scientific narrative review data analysis techniques. The results show that discrimination against farmer by middlemen was indeed common in west Aceh. The role of the west Aceh government in overcoming this problem is by providing education, issuing policies on program for providing business capital to farmers. Meanwhile, the supervision that the goverment faces is in the form of a minumun level of public response to policies that have been regulated by the government and a lack of trust from the peasant community in the government.
