Aim. The presented study aims to analyze the opportunities and formulate directions for the development of prospective centers within the St. Petersburg metropolitan area in the context of implementation of the polycentric development model.Tasks. The authors substantiate the need for a polycentric model for the development of the St. Petersburg metropolitan area; identify the features and directions of development of prospective sub-centers within the St. Petersburg metropolitan area at the current stage; formulate the limitations and directions of development of one of the agglomeration’s prospective subcenters — the Tosnensky municipal settlement.Methods. This study uses general scientific methods of cognition, such as generalization, analysis, comparison, deduction and induction, methods of analytical assessment of statistics in the field of socio-economic development of territories, and analysis of fundamental scientific works of the Institute of Problems of Regional Economy of the RAS.Results. To form a polycentric model of the St. Petersburg metropolitan area, the authors propose developing its prospective sub-centers. The study mainly focuses on the Tosnensky municipal settlement, which represents the major directions of socio-economic development of this sub-center within the St. Petersburg metropolitan area in accordance with the chosen vector of territorial socio-economic development.Conclusions. Advanced foreign practices convincingly prove that the application of the polycentric model and the formation of prospective sub-centers for the development of metropolitan areas along with the heart of the agglomeration — a metropolis — are extremely relevant. From a strategic perspective, the examined sub-center can become a self-sufficient pole of the agglomeration’s economic growth. Examination of spatial aspects and formation of methodological and conceptual foundations for the development of agglomerations is a major fundamental research endeavor for Russian and foreign science.

Purpose of research. Development of theoretical and methodological provisions and economically sound proposals to improve the efficiency of the public procurement system of the Republic of Kazakhstan.Methodology. In the course of the study, various methods of general scientific knowledge, comparative analysis, economic and statistical analysis were used.Originality / value of research. The results of the study can be used in the development of regional target programs for socio-economic development, amendments and additions to the legislative and regulatory acts regulating the processes of state procurement.Research results. Through the application of appropriate research methods, the conceptual foundations of the public procurement market are disclosed, the evolution of the public procurement system of the Republic of Kazakhstan is tracked, a comparative analysis of Kazakhstani and foreign experience in building this system is carried out, the main problems of the public procurement market functioning are identified and theoretical and methodological provisions and economically sound proposals are developed. to improve its efficiency.

Introduction. Socio-economic regional development is based on dynamic and balanced interaction of two spheres of public life: social and economic. The economic sphere of life determines the implementation of a number of measures aimed at improving the social sphere: overcoming poverty, ensuring the well-being and comfort of life, maintaining health, providing education, improving working conditions and more. The aim of the article is to study the formation of mechanisms for decentralization of socio-economic territorial systems. Method (methodology). The general scientific methods, in particular theoretical generalization - for generalization of components of structure of the program-target approach are applied in research; system economic analysis - to substantiate the mechanism of decentralization of socio-economic territorial systems. Results. The proposed mechanism of formation and development of decentralized socio-economic territorial systems requires further improvement of socio-humanitarian guidelines and state-building potential of national self-consciousness in the direction of strengthening the guarantees of social protection and public-private partnership. The main reference point for the modernization of strategic directions of territorial and national socio-economic development should be the human-centric approach, which provides for the priority consideration of the interests of the subjects of socio-economic development.

The aim of the research is to develop the conceptual foundations of the strategy of socio-economic development for mining region (on the example of Kuzbass) under the conditions of the fourth systemic cycle of capitalist accumulation. The relevance of the issue is determined by the need to eliminate the growing lag of Russia behind the world economy leaders, which is impossible without a new vision of the role of resourceproducing regions in the national economic system. Integration of Russia into the capitalist world-system on the basis of the Washington Consensus has formed in it a raw-materials export model in which its natural resources serve the accelerated economic growth of the competing countries. The accumulation of individual capitals dominates the social capital accumulation, which leads to a reduction in Russia's share in world GDP and population. This article presents the conceptual foundations of the Kuzbass development strategy in accordance with the new conditions for the Russian economy performance in the fourth systemic cycle of capitalist accumulation.

Introduction. Introduction. Innovation is an integral factor of social and economic development, which accompanied mankind from the beginning of civilization. Over the past decade, you can observe a significant increase in expenditures for innovation activity and growing interest in the topic of innovation, since technological changes and innovations are often perceived as an influential process that opens opportunities for the benefits of society, as well as social security. Particular attention is paid to the commercialization of innovation, since they are a fundamental condition for the development of both micro-and macroeconomic aspects in the context of their impact on the creation of competitive advantages and economic development. Moreover, the commercialization of innovation is, apparently, the most important challenge faced by all companies. innovations go beyond science or technology; this is what can create value through the commercialization process. The theme of commercialization of innovation apparently paid increased attention Recently, but this subject of research is quite fragmented and distributed between various fields of research and disciplines. As a result, it is necessary to investigate, arrange and aggregate various theoretical and empirical conclusions, the purpose of the article is to determine theoretical principles of commercialization of the results of innovation activity in order to formulate the relevant mechanism. Method (methodology). The study used a number of general scientific and specially scientific methods: analysis and synthesis to find out the essence of the mechanism of commercialization of the results of innovation activity; systematization – determination of the main levels of the mechanism of commercialization; Gnoseology – outlining the main contradictions for understanding commercialization. The results. The main purpose of the article is to form a model of the mechanism of commercialization of the results of innovation activity. The existing connection between phenomena is taken into account: commercialization of innovation and internationalization. A conceptual approach to the formation of a mechanism for commercialization of innovation results depending on management levels is proposed. The toolkit for implementing the proposed mechanism is determined.

<p>The Russian Federation is currently moving to a new model of spatial development of its economy, also by creating areas of advanced social and economic development. The Far Eastern Federal District was the first in establishing of such special regime territories. In 2014, the process spread to single-industry urban settlements. In this case, the main purpose is to develop business enterprises not connected with the townforming enterprise. For the Republic of Karelia, issues related to monotowns cities are relevant. On the territory of the republic there are eleven mononowns, and two of them contain territories of advanced development, i.e. «Nadvoitsy» and «Kondopoga». The purpose of this article is to assess the functioning of the zones of advanced development and their impact on the development of the region, as well as to identify problems<br />and develop proposals for their elimination. The research employed such general scientific methods and techniques as induction and deduction, synthesis, comparative and comparable analysis. The article reveals the features and the role of the territories of advanced social and economic development in the economic development of the country and the region in particular, as exemplified by the Republic of Karelia. The study has identified the problems of the zones and their development. The author proposes a number of specific measures to improve the efficiency of advanced development zones</p>

Topicality. The conceptual foundations of institutional support for the development of regional economic systems around the world are in state of constant transformation according to the impact of key topical trends. During the last two decades, the EU has adopted policy of active investment support for the development of local destinations, territorial centers of resource concentration and economic growth. The general rules of the investment activities conducting are combined with targeted measures of support for the implementation of strategically significant projects. The emphasis in the European regional policy has shifted towards the will of the investments attracting so much that, in fact, the whole policy of stimulating of regional sustainable development has turned into investment policy. An important task for the practical implementation of tools for a project, decentralization approach is the development of methodical tools for the preparation and execution of priority investment projects in the territorial communities in order to develop scientific and applied tools. Even the consideration of specific practical situations is urgent with the purpose of generation of new organizational and economic mechanisms that are to stimulate investment development of territories. Despite numerous theoretical and applied developments in the field of the socio-economic development stimulation of regions and territorial communities, the questions remain unanswered regarding the methodological bases for regulation of priority areas of economic activity of territorial communities and methodological approaches to selection, assessment of the degree of perspective and promotion of implementation of priority investment projects taking into account the specifics and the concentration of local resources. In more specific and applied aspects, the issue of project incentives for socio-economic development of communities is unresolved for the conditions of the national economy, on the basis of decentralization reform and taking into account the requirements of the ideology of sustainable development. Also, the description of various situations with the organization of socio-economic development of the territorial community in the conditions of decentralization, as an example of concrete projects, is still insufficiently considered.Aim and tasks. The purpose of the article is to formulate conceptual foundations, methodological approaches to the stimulation of the sustainable development of territorial communities in the conditions of decentralization, using the best European principles, practices and on the basis of specific situation description of the development and implementation of a long-term investment project for the territorial community. Consideration of the prospects and key aspects of the implementation of investment projects will be considered on the example of the planned association of the Lyman united territorial community of the Tatarbunarian district of the Odessa region.Research results. The conceptual, methodical principles of project support of investment activity in territorial communities are considered, algorithm of selection and support of investment project realization, which is a priority for the territorial community, is defined. There is considered, on the example of the Lyman United Territorial Community, a project on integrated recycling and rational waste management, the results of which the experts of the Institute for Market Problems and Economic & Ecological Research of the National Academy of Sciences of Ukraine with representatives of the future community testify to the demand for an individual, pro-project approach to the solution of territorial communities problems, on the basis of local features. Thus, in the considered example, taking into account the specifics of composition, volumes, garbage structure and taking into account the seasonal fluctuations in its formation, the original methods are proposed that are available for the community during the processing of waste products into useful products, which are in demand, first of all, in the domestic market segment of the same community. The economic, social, ecological effectiveness of this project is determined, prospects of viability and opportunities for project development are estimated.Conclusions. The experience of working with representatives of territorial communities in the field of implementation of scientific and applied developments to stimulate the socio-economic growth of economic systems on the basis of sustainable development suggests the need for methodological tools on planning sustainable development of territorial communities in the context of decentralization reform.The prospects of the proposed approach include the possibility of local administration and application of measures of economic and organizational assistance for the implementation of such unique projects by the very same territorial community. Support for promising investment projects can be carried out directly by the administrations of territorial communities on the basis of scientifically substantiated principles concerning economic, tax, organizational and other types of regulation.

Abstract. The aim. The asymmetric separation of factors of production and uneven development of territories complicates the process of urbanization. In turn, these phenomena can, revitalize competition. For this reason, it is necessary to determine the boundaries of eventual differences in the social and economic levels of development and possible principles of alignment. Along with this, it is necessary to analyze and evaluate the economy of the territory as a whole, as well as pay attention to the types of economic activity that characterize its specialization. In addition, identify priority areas and tools that will help overcome the disproportionate of the territory. The article discusses the features of the spatial of the economy and the territories of the southern macroregion of Russia on the basis of the analysis of the sectoral structure, their asymmetric formation is revealed, the typology of territories is presented, development directions in the conditions of spatial imbalances are proposed. To increase resistance to the processes of the economic crisis, the territories of the southern macroregion with asymmetric development, one should adhere to the stipulated level of diversification and specialization in the developed and profitable segments of the economy. It is especially important to preserve those areas of economic activity in which the region is a leader or participant in local markets. The object of research is the processes of spatial differentiation in the socio-economic development of the territories of the southern macroregion in the conditions of spatial competition. The theoretical base is the fundamental research of Russian and foreign scientists on the problems of the regional economy. Methods. The study used the expert method, the method of situational and comparative analysis, the method of typological groupings. The information and empirical basis are the actual reports of the Federal State Statistics Service and territorial bodies; research in the development of regional economic systems; analytical reviews and materials of scientific conferences. The results of the study can be used to develop a strategy for economic activation of territories. Scientific novelty. The following new scientific results were obtained in the work: a typology of regions was developed according to the degree of proportionality and the dynamics of their socio-economic development; measures are proposed to implement the investment priorities of the southern macro-region for the purpose of managing the processes of economic activation of territories using the opportunities of inter-regional interaction.

The purpose of the article is to substantiate the strategic imperatives of sustainable economic and social development of the region in transformational conditions. Methodology. The general scientific methods are used in the research, in particular: theoretical generalization – to define the concept of strategic imperatives; methods of positive and normative analysis – to substantiate the strategic imperatives of sustainable economic and social development of the region in transformational conditions. Results. It is proved that the basic strategic imperatives for the development of the region in the strategic perspective are the criteria of sustainability of all formation and implementation processes of regional strategy, namely: ensuring coherence (preferably a synergistic effect) between economic efficiency, social welfare and environmental security. To ensure effectiveness, these imperatives should be specified in certain criteria and norms, which are the main guidelines for goal setting and decision-making at all levels of regional governance. The model provides for that the imperatives of sustainable strategic development of the regions have a pervasive and comprehensive impact on the processes of formation and implementation of socio-economic development strategies. This is done by aligning the decisions taken with the main criteria to ensure a balance between the economic, social and environmental vectors of their implementation. The imperative criteria of sustainable development of the region are systematized; relevant subsystems and tools for their implementation in transformational conditions are identified. Practical meaning. The issue of ensuring the development of the real economy should remain a priority of budget policy in modern conditions, as the formation of the budget is carried out precisely through its functioning. At the stage of formation, budget funds should be primarily directed to investing in infrastructure projects within the region, which will increase the competitiveness of the economy and business activity (economic component), create additional jobs (social component). Prospects for further research. The selection of projects should be carried out taking into account its construction and implementation impact on the ecological state of the territories (ecological component).

Aim. The presented study aims to identify the most significant changes in the global and national development agenda associated with the impact of the coronavirus pandemic.Tasks. The authors analyze the performance of the financial sector; summarize the assessments of leading consulting companies and the results of public opinion polls regarding the actual and projected state of the global and Russian economy and changes in consumption patterns; determine challenges that national authorities are currently facing.Methods. This study uses general scientific methods of cognition: observation, generalization, comparison, deduction and induction, methods of institutional and structural analysis.Results. Major trends of socio-economic development during the post-crisis period are examined and analyzed; factors affecting changes in the social structure and potential directions of managerial influence are determined.Conclusions. The 2020 coronavirus pandemic has been a huge stress for the established management systems at all levels, generating additional public demands that need to be reflected in the social contract. Changes in the main trends of socio-economic development caused by quarantine measures determine the parameters of a different environment for national and social development. Production and industry are affected by regionalization, while consumption is becoming increasingly globalized. Human capital is undergoing transformation in response to the digitalization of the economy, which creates the prerequisites for increasing inequality.
