The purpose of the article is to substantiate the strategic imperatives of sustainable economic and social development of the region in transformational conditions. Methodology. The general scientific methods are used in the research, in particular: theoretical generalization – to define the concept of strategic imperatives; methods of positive and normative analysis – to substantiate the strategic imperatives of sustainable economic and social development of the region in transformational conditions. Results. It is proved that the basic strategic imperatives for the development of the region in the strategic perspective are the criteria of sustainability of all formation and implementation processes of regional strategy, namely: ensuring coherence (preferably a synergistic effect) between economic efficiency, social welfare and environmental security. To ensure effectiveness, these imperatives should be specified in certain criteria and norms, which are the main guidelines for goal setting and decision-making at all levels of regional governance. The model provides for that the imperatives of sustainable strategic development of the regions have a pervasive and comprehensive impact on the processes of formation and implementation of socio-economic development strategies. This is done by aligning the decisions taken with the main criteria to ensure a balance between the economic, social and environmental vectors of their implementation. The imperative criteria of sustainable development of the region are systematized; relevant subsystems and tools for their implementation in transformational conditions are identified. Practical meaning. The issue of ensuring the development of the real economy should remain a priority of budget policy in modern conditions, as the formation of the budget is carried out precisely through its functioning. At the stage of formation, budget funds should be primarily directed to investing in infrastructure projects within the region, which will increase the competitiveness of the economy and business activity (economic component), create additional jobs (social component). Prospects for further research. The selection of projects should be carried out taking into account its construction and implementation impact on the ecological state of the territories (ecological component).

The article considers the ambivalence of personnel marketing as a modern management technology that allows balancing on the principles of the mutual agreement the interests of employers and employees in a situation of choice in the segment of the labor market. The problem of the article lies in the need to search for tools to effectively build (develop) the labor market of agricultural enterprises. Personnel marketing technologies are proposed as tools. Research methods are: methods of theoretical generalization, logical modeling, induction, and other general scientific methods. The article defines the main directions and mechanisms for the development of personnel marketing as a modern social management technology that ensures the tactical and strategic development of company personnel. The possibility of promoting the attractiveness of jobs at agricultural enterprises through the use of external and internal tools of personnel marketing is being considered.

The subject. The paper is devoted to the constitutional basis of modern legal policy.The purpose of the paper is to confirm or disprove the hypothesis that constitutional concept of legal policy is necessary basis of reform of legal relations between constituent entities in federative state.The methodology of the study includes general scientific methods (analysis, synthesis, comparative method, description) as well as particular academic methods (formal-legal method, interpretation of legal acts).The main results, scope of application. The emergence and further development of a legal policy based on constitutional provisions and norms continues to impact significantly on the organization of state and local authorities. Democracy, federalism, republicanism and legalism are the four components that can form the basis for the development of the doctrinal conception of legal policy aimed to the strategic development of these constitutional axiomatic postulates. In Russia there is no clearly defined "road map", which is based on the strategic planning of the constitutional system. The Constitution of the Russian Federation contains enough inaccuracies of both legal and technical and substantive nature.Conclusions. It is necessary to develop a concept of legal policy. Such concept is necessary basis of reform of legal relations between constituent entities in federative state.

The purpose of the article is to substantiate the feasibility of introducing various forms of associations of producers of medicinal crops the context of the strategic development of medicinal plant growing. Research methods. General scientific methods of empirical research were applied, such as comparative-historical and descriptive - to study the development trends of forms of management, primarily cluster, as well as to record the results of their implementation; a systematic approach - to assess the field of medicinal plant growing as a system and determine the dependencies between its elements; general logical methods of analysis and synthesis - to determine the stakeholders of the region and their opportunities for the development of medicinal plant growing in Ukraine; abstract-logical - for generalization and formation of conclusions. Research results. he relationship of the strategy for the development of medicinal plant growing in Ukraine with the directions of the National Economic Strategy-2030, especially with the vector of potential improvements in the spheres of health and education, is revealed. The main characteristic features of the forms of associations of producers as clusters and cooperatives are analyzed. It is proposed to use them as tools to create a profitable model for the development of medicinal plant growing. Scientific novelty. Theoretically, the feasibility of introducing various types of economic associations in the field of medicinal plant growing, primarily cluster and cooperative ones, as guarantors of the economic development of stakeholders has been confirmed. Practical significance. The introduction of various forms of associations of manufacturers is proposed to accelerate the implementation of the strategy for the development of the medicinal plant growing industry in Ukraine. Sustainable development of the national economy is impossible without the creation of conditions for safe, high-quality, efficient work. The relevance of the study is explained by the need of methodological substantiation and development of theoretical and applied instruments for ensuring decent work. The scientific and practical significance of the study is to distinguish the forms of manifestation, to establish the causes of decent work deficit within the new economy and to determine the vectors of its overcoming in Ukraine. The results of the study are focused on generalization of the modern trends in the development of social and labor sphere in Ukraine and improvement of the concept of decent work to be used in practice in order to achieve progress in the social and labor sphere. The subject of the study is theoretical and applied principles of the concept of decent work as a basis for the development of mechanisms and instruments to overcome the deficit of decent work. The methodological platform of the study is formed by the general scientific and special methods: theoretical generalization; abstract and logical synthesis; induction and deduction; classification and typology; comparative and structural analysis that would allow carrying out multidirectional research of the progress (regress) in the sphere of work on different levels. The methodological basis for achieving this goal is the systematic and interdisciplinary approaches to the study of socio-economic indicators of decent work deficit. The purpose of the study is a scientific and theoretical substantiation of the decent work deficit and determination of strategic guidelines for its overcoming in Ukraine. In the article the authors present their view on the institute of decent work. Forms of manifestation and causes of decent work deficit are presented. The content of the article shows the relationship of the deficit of decent work and the precariat phenomenon. The authors present their vision of the concept of decent work as a strategic development of social and labor sphere and a major road towards elimination of the deficit of decent work in Ukraine.

The article is aimed at defining the conceptual principles for the development of a system for ensuring the financial security of joint stock companies (JSC) in Ukraine, which will contribute to increasing the level of capitalization and security of both listing companies and the stock market as a whole. The theoretical and methodological basis are fundamental provisions of both economic and institutional theory, security theory, system analysis using such general scientific methods of cognition of economic phenomena and processes as theoretical generalization, synthesis, induction, and deduction. The article substantiates the theoretical and methodological bases for the development of conceptual principles of the system of ensuring the financial security of joint stock companies in Ukraine. In order to research the implementation of the State’s approaches to ensuring the national financial security and the capital markets development, strategic documents in Ukraine were analyzed and an inconsistency between target indicators and formulations of strategic goals were determined. A complex of hypotheses is formed and proved, approaches and principles of the conception of forming a system for ensuring the financial security of joint stock companies are substantiated, taking into account the peculiarities of the State regulation of the financial security sphere. The developed conception is based on a new scientific approach to searching ways to improve the financial security system of joint stock companies in Ukraine. It can be concluded that implementation of the proposed conceptual bases will allow the achievement of the expected results, strengthen the financial security of JSC, make them more resistant against system crises, and create a stable basis for their long-term development.

The purpose of study was to identify the main approaches to the formation of an industry solution related to the design of effective supply chains and aimed at increasing the visibility of constraints and bottlenecks, as well as to prevent unwanted blockages in the logistics process. The work uses general scientific methods of logistics research based on economic and methodological developments in the field of transdisciplinary analysis of modern logistics. The necessity of using a qualitatively new approach of fragmented design of the logistics process, based on a system of values, focused on the new code and digital thinking, in the core of which the cognitive platform is in the real economy sector, has been substantiated. The main components of an industry solution for supply chain visibility and traceability are defined. Conceptualized and theoretically divided into stages the process of designing an effective logistics supply chain that meets the conditions of visibility and traceability. The formation of an industry solution related to the design of a fragmented logistics process and an efficient supply chain is of applied importance and can maximally meet the growing needs of stakeholders to create sustainable multi-level distribution channels of all types of resources.

Aim. The presented study aims to analyze the opportunities and formulate directions for the development of prospective centers within the St. Petersburg metropolitan area in the context of implementation of the polycentric development model.Tasks. The authors substantiate the need for a polycentric model for the development of the St. Petersburg metropolitan area; identify the features and directions of development of prospective sub-centers within the St. Petersburg metropolitan area at the current stage; formulate the limitations and directions of development of one of the agglomeration’s prospective subcenters — the Tosnensky municipal settlement.Methods. This study uses general scientific methods of cognition, such as generalization, analysis, comparison, deduction and induction, methods of analytical assessment of statistics in the field of socio-economic development of territories, and analysis of fundamental scientific works of the Institute of Problems of Regional Economy of the RAS.Results. To form a polycentric model of the St. Petersburg metropolitan area, the authors propose developing its prospective sub-centers. The study mainly focuses on the Tosnensky municipal settlement, which represents the major directions of socio-economic development of this sub-center within the St. Petersburg metropolitan area in accordance with the chosen vector of territorial socio-economic development.Conclusions. Advanced foreign practices convincingly prove that the application of the polycentric model and the formation of prospective sub-centers for the development of metropolitan areas along with the heart of the agglomeration — a metropolis — are extremely relevant. From a strategic perspective, the examined sub-center can become a self-sufficient pole of the agglomeration’s economic growth. Examination of spatial aspects and formation of methodological and conceptual foundations for the development of agglomerations is a major fundamental research endeavor for Russian and foreign science.

At the IV International Forum "Creative Ukraine", where the country's leadership declared the creative economy a priority of strategic development of Ukraine, it encourages the search and study of industries that meet the requirements of creativity and contribute to economic development. The purpose of this study is to analyze the activities of the porcelain and earthenware industry of Ukraine, the basis for its identification as such and its creative component - the field of manufacture of household and utility items. In this study in the implementation of the normative approach in considering the socio-economic development of the industry used the historical method, in the study of economic indicators used the method of extreme values, as well as applied general scientific methods of generalization and synthesis modern Ukraine for the period from the XVIII century to date. The indicators of the volume of production of this industry are investigated. The research of conformity of characteristics of the porcelain and faience industry to the criteria concerning branches of creative economy is carried out. The importance of the study is to identify a further range of issues that need to be researched and developed in order to find effective modern tools for the development of sectors of the national economy. In addition, at this stage in the development of the creative industry, attention to the study of the creative economy, in particular the porcelain and earthenware industry, should expose the problems facing manufacturers of creative products in order to develop effective tools to solve them. An important consequence for society should be the awareness of the significance of the very fact of the existence of such a creative industry as porcelain and earthenware. Its very existence represents the authenticity of a valuable cultural phenomenon that has been known in the world for a sufficient period of time, commands respect and indicates the significant cultural contribution that can be made to Ukraine as part of the European Community. Within the limits of the given article dependence of development of branch on public administration is considered. The direction of further research should include research on organizational and economic support for the reengineering of the porcelain and earthenware industry, taking into account the tools of the creative economy. Thus, at present, when developing the porcelain and earthenware industry as a strategic one, the article can be practically useful and socially valuable for politicians as well, in particular, in the profile newly created Ministry of Strategic Industries.

Introduction. Investments in human capital should be understood as the purposeful costs of developing an individual or group of people in cash or in any form. These can be the costs of public education, health, mobility or mobility, and so on. Expenditures on human development provide intellectual and professional development, increase productivity, contribute to the material support and information enrichment of each individual citizen and the population as a whole. The purpose of the article is to study the provision of investment in human capital development in the context of digitalization of the economy. Methods (methodology). The general scientific methods, in particular theoretical generalization - for construction of an algorithmic cycle of investing in development of human capital are applied in research; system economic analysis - for calculation of investment multiplier and indicators of investment accelerator in the national economy of Ukraine. Results. Calculations have been made that have shown that the potential of investments in the economy of Ukraine as a driver of economic growth over the past 10 years is not used enough. Low multiplier indicators show that the role of investment as a driver of economic development is used at a very low level, which is on the one hand a consequence of the crisis in the economy under the influence of objective conditions (global economic crisis, military action, increasing risks of investing in long-term projects). ) and insufficiently effective domestic investment policy, namely the reduction of the role of the state as an activator and effective regulator of investment processes.

Introduction. Socio-economic regional development is based on dynamic and balanced interaction of two spheres of public life: social and economic. The economic sphere of life determines the implementation of a number of measures aimed at improving the social sphere: overcoming poverty, ensuring the well-being and comfort of life, maintaining health, providing education, improving working conditions and more. The aim of the article is to study the formation of mechanisms for decentralization of socio-economic territorial systems. Method (methodology). The general scientific methods, in particular theoretical generalization - for generalization of components of structure of the program-target approach are applied in research; system economic analysis - to substantiate the mechanism of decentralization of socio-economic territorial systems. Results. The proposed mechanism of formation and development of decentralized socio-economic territorial systems requires further improvement of socio-humanitarian guidelines and state-building potential of national self-consciousness in the direction of strengthening the guarantees of social protection and public-private partnership. The main reference point for the modernization of strategic directions of territorial and national socio-economic development should be the human-centric approach, which provides for the priority consideration of the interests of the subjects of socio-economic development.
