In this era of globalization that is happening right now, making developments in Information Technology that offers solutions to problems that occur in people’s lives are important to improve available public services in the area. The development of Information Technology also gives innovation for government to improve existing public services and facilities. This report will discuss about application used by government in various regions in Indonesia in developing Smart City program that was initiated in 2014. Social Media is one of the ways and tools for community in Indonesia to give their aspiration, critic and response which aims for the improvement of government services and the development of Smart City so that they can meet the needs of the Community in their own regions. With this, responses from government is needed in accordance with the priority level of complaints given by the community through social media for the government to follow up their aspirations and complaints about the development of the Smart City.

Abstract :Complaint management in the City of Yogyakarta has been integrated through a program called UPIK (Unit Pelayanan Informasi dan Keluhan/Information and Complaint Service), in which all kinds of complaint, health issues included, can be submitted through the government web page. This research aims to describe, analyse, in order to provide recommendations for further improvements of UPIK service management. Using descriptive and qualitative methods, this research analyse complaints submitted to UPIK during 2016. It shows that UPIK significantly helpful in making it easy for government services to manage, categorize, dristributes, as well as monitor the follow up of the submitted complaints.Keywords: public services, health services. The rapid development of social media in China brings both challenges and opportunities for China's eGovernance construction. This chapter seeks to research the information society construction in China during the 12th 5-year plan period (2011-2015), especially the efforts of involving citizens in participating in the decision-making process, whilst also exploring the interlinks between the fast development of social media and the ever-changing government services. The chapter summarizes the strengths and weaknesses in the practice of public participation and finds that rapid development of information technology cannot guarantee that eParticipation will be fully effective, and measures and policy should be taken to change the situation. China has made considerable progress in social media development, but more efforts are needed from the government to further engage its citizens in the decision-making process.

Governance perspective appears as a solution to the limitations of the government’s concept. The development of increasingly smart technologies makes the concept of ‘smart’ not only applied to a variety of devices, but also to various systems and orders. So that management changes by linking information technology in government organizations are needed. This effort is considered effective to improve government performance, especially in public services. This research using qualitative methods. This aims of this research is to find out how management changes of the Magelang City as a smart city and to find out whether are all components of both the government environmental and the communities are ready for the existence of smart city. The results of this research are management changes of Magelang City as smart city has begun. That is can be analyzed in the form of framework thinking changes, changing the structure, re-empowerment, and renewal. Readiness of the government of Magelang City is already exist to confront as smart city, but it still needs more improvement. Therefore, in the implementation of smart city program, the government of Magelang City should encourage socialization to the society that there is a form of public service through utilize information technology and carry out deliberations on it to stakeholders in order to create cooperation to realize the actual concept of smart city in Magelang City.

The use of internet technology in the government environment is known as electronic government or e-government. In simple terms, e-government or digital government is an activity carried out by the government by using information technology support in providing services to the community. In line with the spirit of bureaucratic reform in Indonesia, e-government has a role in improving the quality of public services and helping the process of delivering information more effectively to the public. Over time, the application of e-Government has turned out to have mixed results. In developed countries, the application of e-Government systems in the scope of government has produced various benefits ranging from the efficiency of administrative processes and various innovations in the field of public services. But on the contrary in the case of developing countries including Indonesia, the results are more alarming where many government institutions face obstacles and even fail to achieve significant improvements in the quality of public services despite having adequate information and communication technology. The paradigm of bureaucrats who wrongly considers that the success of e-Government is mainly determined by technology. Even though there are many factors outside of technology that are more dominant as causes of failure such as organizational management, ethics and work culture. This study aims to develop a model of success in the application of e-Government from several best practice models in the field of information technology that have been widely used so far using literature studies as research methods. The results of the study show that the conceptual model of the success of the implementation of e-Government developed consists of 17 determinants of success..Keywords: Model, Factor, Success, System, e-Government

In order to make improvements in public services, the City Government of Bandung and Kota Makassar implement Smart City, and it is also in accordance with the directions of the Kementerian Pendayagunaan Aparatur Negara & Reformasi Birokrasi provide quality services that satisfy the needs of society in the fields of education, health, housing, and so forth. Local governments must also work creatively and innovatively to improve accountability, transparency, and responsiveness by utilizing information technology. The focus of this study is to compare the Government of Bandung with Makassar City in running Smart City in order to implement the innovation of public services. As a method for this research, a qualitative analysis is used, so that the phenomena or situations in the field can be realistically and systematically explained in detail while using the review literature from previous research. The Governments of Bandung City and Makassar City have shown to be successful areas with the implementation of Smart City. Both cities have received many awards for providing innovative services of high quality in spite of the fact that Makassar city started relatively late with implementing Smart City. Although they have been successful so far, the innovation of public services in these two cities will still have to be improved, so that a larger part of society will be able to profit from them. It takes a deep commitment on the part of the local authorities in order to be able to implement Smart City that creates an innovative programme. Smart City's implementation is a solution for creating good governance and makes improvements across multiple sectors of society. In this day and age many people use Indonesian language which is not in accordance with the rules of language and with the advancement of information technology which rapidly raises many social media, one of which is Instagram which is loved by almost all Indonesian people. The purpose of this study is to find out and explain how much influence instagram has in fostering the development of Indonesian. The method used is descriptive qualitative method with data collection techniques. The results of the study explained that Instagram social media was also used by the Ministry of Education and Culture to develop Indonesian language through accounts @badanbahasakemndikbud which upload many Indonesian rules and grammar, including spelling of words, equivalent words, raw words, punctuation, word terms, proverbs, and so on. Not only official accounts from the government, some communities also contribute to developing the Indonesian language through Instagram, one of which is @sastraindonesia with upload contents that together discuss Indonesian rules and grammar. The impact of the instagram as one of the media used in the development of Indonesian language is that more and more people know about Indonesian rules and grammar because of the ease of access by Instagram communities.

This study aims to find the strategy of developing MSMEs based on potential and opportunities in the period of covid-19. The research object is the MSME unit in Bandar Lampung City, especially MSME banana chips. This study used qualitative descriptive analysis with SWOT analysis. Based on the results it is known that the position of MSMEs is in quadrant I. The strategy of developing MSMEs is to increase the potential and take advantage of opportunities. One of the strategies is the utilization of information technology and social media in the development of MSMEs of the region's flagship banana chip products. The results of this research are expected to be useful as consideration for MSMEs to develop their businesses even during the COVID 19 pandemic. Likewise, for the government to actively socialize the use of digital media for MSMEs so that MSME development will increase. The limitation of this research is that it has not quantitatively calculated the role of social media and information technology in MSME development. This could be an opportunity for further research

One manifestation of good governance is the availability of infrastructure that providing information and take into account of people's expectations, so that it can be used to improvethe performance of government services. Basically, public has the right to use the complaints media if the performance of the government is not in line with public prospects. By giving an example of complaints managements and policiesthat are applied in the city of Bekasi as a benchmark that can be copied or replicated in other agencies. This study utilize exploratory descriptive method that link with regulationin order to explain the complaint in a straightforward and structured. Bekasi city has packed a system of provision of information and public complaints by utilizing technology which is the website and the SMS center. In addition, to support the success of the public services, Bekasi provides clear rules related to the provision of information and public complaints, and organizingtransparency complaint data and simple management. Kota Bekasi telah mengemas suatu sistem pelayanan penyediaan informasi dan pengaduan masyarakat dengan memanfaatkan sarana teknologi yaitu situs web dan sms center.Selain itu, untuk menunjang keberhasilan pelayanannya, kota Bekasi memberikan aturan yang jelas terkait pemberian informasi dan pengaduan masyarakat, dan melakukan transparansi data pengaduan serta manajemen yang sederhana. Model yang dilakukan cukup sederhana, maka pengelolaan pengaduan yang dilakukan oleh kota Bekasi dapat ditiru/ direplikasi didaerah lain.Kata Kunci: pengelolaan pengaduan, Kota Bekasi, situs web, sms center, harapan masyarakat

The goal of this research was to do a comparative study on the use of information technology in DKI Jakarta Provincial Government through Jakarta.go.id website and Surabaya City Local Government through Surabaya.go.id website. This research focused on public services and interactive use of communication media. Research method used was descriptive qualitative. Data were collected through a depth interview with Jakarta.go.id and Surabaya.go.id website administrators, observation of digital data, literature review, and through secondary data. Data analysis was done through a constant comparative technique. The results indicates that diffusion innovation theory is used by provincial government to give digital public services. It means that the government is seeking people to adopt the use of information technology in the interaction with the government. Local and Provincial Government provides a media center for public services, which the public can access information and provide input to the government. Some of the challenges show that society is not fully ready to change from conventional public services to digital public services received from the government. There is a massive need to educate society while also providing free mobile internet services. Other than that, there is also a gap in internal governmental human resources skill and competences. As a solution to some of these problems, both DKI Jakarta and Surabaya Provincial Government need to apply information technology to achieve e-government and cyber city.

As it is known that the Government of Palembang has implemented e-government, but how much e-government can help the Palembang city government to interact between the government and all levels of society including the poor in the city of Palembang. In its application, the condition of e-government services is still insufficient infrastructure that supports                e-government services for the poor in palembang. To design a good e-government service, it is necessary to design SI/IT services for the community in Palembang with service design stages in the Framework Information Technology Infrastructure Library (ITIL) Version 2011 in order to be accepted in all levels of society including the poor in the city of Palembang. SI/IT service design based on the results of analysis of the condition and needs of SI/IT services to the business process of community service. This research uses qualitative approach method and analysis with reference standard approach using ITIL standard version 2011 in Service Design. The result of this research is in the form of the design of information system of digital service of population such as administration and population services, Family of Hope Program (PKH) services and digital archive storage services based on the Stages of Service Design in ITIL Version 2011 that has been done, namely the Service Level Management process in the form of Service Level Requirement, Service Level Agreement and Operational Level Agreement documents.
