The increase of public services based on information and communication technology (e-Government) requires a government organization to have IS / IT strategic planning. One of the benefits of IS and IT strategic planning is that e-Government development becomes more targeted, effective, efficient and transparent to support good and clean governance. Ministry of Health Department ICT Timor Leste has also implemented the IS/ IT in carrying out its duties and services, but the use of IS in the office has not been done fully or fully implemented, and there are still many activities that are done conventionally which consequently make the office cannot achieve optimal target and performance. The purpose of writing this Thesis is intended to carry out strategic planning in the operational process of public services to find out the deficiencies that occur in the process of public service, then plan the system strategies and technologies that can improve the system that has been built at the ICT Department of the Ministry of Health of Timor Leste. The method used is the method of analysis, field study methods, and literature study methods. The method used is based on the concept of Ward and Peppard. the analytical methods used are SWOT analysis, PEST analysis, critical success factors analysis, IT Balanced Scorecard analysis and Mc Farlan’s Strategy Grid Analysis. Strategic planning is made and developed from existing IS / IT at the time the research was conducted to fit the direction of organizational development. From the research carried out, an information system strategy and public service operational process technology planning was produced in detail with the aim of helping to facilitate the managers and staff of the Department of ICT in the Ministry of Health to be able to manage their operational processes properly and be able to achieve optimal targets and performance.

This research revealed the importance of public service web portals for an e-government information system. An e-government portal is interacting with its administrators, citizens, businesses and other governments helping them increase their operations performance. The authors have developed, modeled, formulated and compared an efficient assessment framework for e-government portals. In order to accomplish such task many quantitative factors and indicators were taken under consideration; also, other frameworks have been studied and compared. The authors focused on the web portals services quantity that the interested parties should use, in order to create an well designed public services’ web portal. This research provides a framework model to evaluate the basic common digital public services that a government offers to its interactive stakeholders, so that all other countries across the world can predefine weaknesses and strengths, improve existing or formulating new e-services. The importance of the assessment framework model is thoroughly explained through the results.

Nowadays, business activity in every organization will not be parted from information system (IS) and information technology (IT). STMIK XYZ is one private college that has a good business growth. In order to reach the objective of the college in its vision and mission, it needs business strategy and IS/IT strategy. The basic concept in arranging framework IS/IT strategic planning in STMIK XYZ is John Ward and Joe Peppard’s concept. The framework of IS/IT strategic planning consists of 5 steps, that are initialization preparation strategic planning of IS/IT, understanding business and information needs, defining target of IS/IT, defining strategic IS/IT, and planning and implementation. Strategic analysis uses PEST analysis method, BCG matrix analysis, five Porter power analysis, SWOT analysis, value chain analysis, CSF and KPI analysis. The research result is to make a framework of IS/IT integrated strategic planning so it could ease the management to manage resources to produce information that needed, accurate, and could be used by anybody.Keywords: planning, business strategy, IS/IT strategy, information system strategic planning, Ward & Peppard method.

Introduction: Most of (90,6%) nursing education quality in East Java was still low (BAN-PT, 2012). It was because the quality improvement process in nursing education generally was conducted partially (random performance improvement). The solution which might be done was through identifying proper quality improvement model in Nursing Education toward competitive advantage. Method: This research used survey to gain the data. The research sample was 16 Muhammadiyah Universities chosen using simple random sampling. The data were collected with questionnaires of 174 questions and documentation study. Data analysis used was Partial Least Square (PLS) analysis technique. Result: Nursing education department profile in Muhammadiyah Universities in Indonesia showed of 10 years establishment, accredited B and the competition level in one city/regency was averagely more than three Universities becoming the competitors. Based on the quality improvement model analysis of nursing education toward competitive advantage on Muhammadiyah Universities, it was directly affected by the focus of learning and operasional process through human resources management improvement, on the other hand information system also directly affected on quality improvement, also affected quality process components; leadership, human resources, focus of learning and operational process. In improving human resources would be directly influenced with proper strategic planning. Strategic planning was directly influenced with leadership. Thus, in improving quality of nursing education, the leadership role of department, proper information system, and thehuman resources management improvement must be implemented.  Conclusion: Quality improvement model in nursing education was directly determined with learning and operational process through human resources management along with information system, strategic planning factors, and leadership. The research finding could be developed in quality analysis application program.

At present business competition in Indonesia is getting tougher, including business competition in the field of wig making. PT Mono Jaya is one of the companies engaged in the production of wigs that are in Kroya, Cilacap district, Central Java. To increase competitiveness against its competitors, companies must be able to create new innovations and use information systems that are in accordance with the needs of the company as a support to improve performance, increase competitiveness against its competitors, and realize the company's goals. But to get an information system that fits the needs of the company, it requires an information system strategic planning. This study uses the Ward And Peppard method, the tools used are SWOT analysis, Value Chain analysis, McFarlan Strategic Grid analysis, Five Force Porter Model analysis, Critical Success Factor (CSF) analysis, and Balaced ScoreCard (BSC) analysis. The final results of this study are in the form of information system portfolio recommendations that are needed by PT Mono Jaya to improve the competitiveness of the company

The role of information technology is very important for the progress of a company, by using information technology, strategic planning for the company's development will be better, some companies will definitely take advantage of information technology for the progress of their companies, this is also used for Toko baju Surabaya cabang Surakarta. This shop is a company engaged in the sale of clothing, this company uses the SmartConsole application to support sales. However, there are still sectors in this company that have not implemented an information system, one of which is in the section on stock data collection and payroll. Therefore, an appropriate IS / IT strategic planning is needed. This research was conducted using the Ward and Peppard method with SWOT analysis, Five Forces Porter, and McFarlan Strategic Grid. The output produced from this study is in the form of strategic recommendations from the results of the internal and external environmental analysis of the company's information system, as well as a proposal for an Information System to be mapped using the McFarlan Strategic Grid to be applied to companies in the next two years.

The goal of the study is to check the impact of human capital on the performance of public services in Bahrain. Through the literature reviewing showed that human capital is considered to be one main element which helps to the enhancing and improvement organizational performance especially public service performance. The lack of enough previous studies in the area of human capital and performance of public services in the public sector was the motivated to conduct this study. The number of questionnaires that distributed to citizens of Bahrain was 640 via systematic random sampling in the four governorates of Bahrain: Capital, Muharraq, Northern and Southern and 384 questionnaires were returned, with 368 responses found usable. The results of the study revealed that human capital has a significant and positive relation on the performance of public services.

Abstract :  Public services in government agencies are starting to change from a direct face-to-face way that the process must be back and forth if there is a shortage of files and take a long time, turning into a service online. In order to improve the satisfaction of public service in government agencies, especially the agricultural quarantine Hall of Class II Cilegon, then the process of application of plant quarantine import, export and domistic can be done online using the system, So that the quarantine submission process can be monitored in realtime. This information system consists of two parts, namely the first part is the front end used by the community in monitoring the process of filing plant quarantine. The second part is the back end used by the file verification Officer, the functional coordinator in delivering the task letter to the field officer, the Laboratory officers provide laboratory verification results, the Treasurer sends Billing payments to the community and head of the hall in monitoring every process of quarantine submission from the community. The back end uses the website.
