At the present stage of development of society, institutions of higher education (HEI) strive to occupy stable ranking positions among competitors at the national and global levels. Increasing competition in the field of education has led to the creation of mechanisms for assessing the activities of educational institutions. The assessment of the activities of the HEI should be carried out both at the state level and by independent expert institutions, taking into account the index of academic integrity, the index of the academic reputation of the HEI, the index of employers' satisfaction with university graduates, the achievements of the educational institution, the wishes of students, scientific, scientific and pedagogical workers. Such monitoring is carried out to assure students, administration and the state that the given HEI has a high level of expert assessment. In world practice, independent organizations are engaged in the development and implementation of methods for independent assessment of the quality of education, in particular the ratings of educational institutions, using the results of international comparative research in the field of education. For example, such information holdings, with the help of which world university rankings are formed: THE World University Rankings (an annual publication of university rankings according to the Times Higher Education magazine), QS World University Rankings (a global study and the accompanying ranking of the best higher educational institutions of world significance in terms of their achievements in the field of education and science Calculated according to the methodology of the British consulting company Quacquarelli Symonds (QS), The Academic Ranking of World Universities (affiliated with the Institute of Higher Education, Shanghai Jiaotong University). The indicator of high competitiveness of the HEI is confirmed by joining the international ranking and occupying positions close to the world's leading universities. The methodology for ranking holdings consists in calculating a rating by indicators that assess key criteria. Each indicator has its own percentage of the total score. These rating systems make a significant contribution to the quality of education in countries. With the help of these information holdings, the university can show its strengths in order to have a high rate of competitiveness among the HEIs and attract the attention of prospective students, their parents, scientific and pedagogical workers, teachers and employers.

The main tasks of the modern university are to increase the quality of educational services and to step up activities in the international educational space. One way related to providing quality education, creating an open information and educational environment through which participants of educational process receive open access to resources from any point and at any convenient time. Openness and publicity activities of the university contributes to its competitiveness, i.e. its rating among higher education institutions, including born healthy competition that fosters competitiveness training specialists. The article analyzes the methodology, relationship and position Borys Grinchenko Kyiv University in the most authoritative international and Ukrainian ratings: Academic Ranking of World Universities (ARWU), QS World University Rankings, Times Higher Education, Webometrics Ranking of World Universities, Ukrainian Rating institutions of higher education by Scopus indicators, «Top-200 Ukraine», Consolidated ranking of universities in Ukraine, Transparency rating of universities (CEDOS), «Bibliometric of Ukrainian science». The indexes and tendencies of Borys Grinchenko Kyiv University on the key ratings and their influence on the quality of education are researched. Discovered mutual performance rating among themselves, including ranking on indicators of performance in Scopus on indicators of Openness and Excellence of Webometrics rating and the rating «Bibliometric of Ukrainian science»; Direct effect of Transparent ranking: Top Universities by Google Scholar Citations on the Webometrics rating. The article describes the ways of influencing on the main indicators of the University's activities in order to increase the positions in international and native ratings and, accordingly, the competitiveness of the University in the educational space.

The article describes and analyzes the methodology of rating institutions of higher education according to the Times Higher Education. The most significant indicators are the total citation of scientific publications, scientific reputation of the university in certain areas and academic reputation of each higher educational institution, including research activities and the quality of education. Analyzed are programs of educational crediting of leading Russian banks. The main problems of education in Russia: insufficient equipment of educational institutions, the need for restructuring and the creation of an independent quality control, alignment of business conditions for state and non-state institutions. The possible solutions to these problems are suggested. They are attributed the development of specific criteria for equipment institutions, differentiated by the type of educational organizations and their activities. As part of financing of equipment organizations is making the cost of equipping of educational institutions according to normative per capita funding. Considered are positive and negative effects of restructuring of educational institutions. In particular, globalization different levels of education institutions. Identified are obligatory components of independent quality control systems of education. The criteria by which subsequently will be monitored the quality of education should be developed centrally, go through public debate and be adopted by an open vote among teachers, that is, direct executors. Analyzed and summarized the results of public opinions about the quality of education in Russia. Revealed is dissatisfaction with the education system in Russia by a large percentage of the respondents. The options of the implementation of network forms of education with the creation of specialized classes in the third stage of secondary school are stressed: in-depth study of certain basic general subjects, or an introduction to the core curriculum subjects of specific areas of training for bachelors.

An important aspect of the methodology of scientific research, that involves the study of foreign experience, its comparison and contrast, is the problem – how and in what forms it is possible to use / implement the learned experience. The expediency of applying to the experience of different countries, in our research – the Swedish experience in ensuring the quality of higher education – is beyond doubt. In the present circumstances, no developed country can afford to isolate itself from the international community. This fully applies to education. Investigating the problem of the quality of higher education, the analysis of normative documents regulating various areas of quality assessment category; foreign experience of this problem makes it possible to state that the quality of education is an urgent problem in many countries. Separate directions of the implementation of the experience of organizing the quality assurance system in Sweden in the practice of the work of domestic institutions of higher education are proposed in the article. The quality of education, as a pedagogical category, reflects the level of preparedness of educational institutions to provide educational services to different categories of the population. The author clearly describes the areas of creative application of the Swedish experience in quality assurance of higher education in in Ukraine, in particular: voluntary and motivational interest of each educational institution in conducting an independent expert assessment of quality; involvement of students in the evaluating the quality of higher education as an integral part of the higher education quality network; establishment of independent agencies evaluating the quality of higher education; the introduction of a single university test in institutions of higher education in Ukraine; the availability of necessary practical work experience (especially for students who study part-time or distance learning); the obligatory introduction of university rankings in the system of external quality evaluation. It is noted, that the indicated directions of implementation the Swedish experience are possible under the condition of implementation a number of tasks, which are formulated by the author in the article.

The article describes the peculiarities of the monitoring systems of higher education quality in Ukraine and Germany at the present stage, taking into account the national traditions, historical experience and mentality of the population, also enshrined at the legislative level. The impact of public administration in the field of education and independent public organizations (agencies) on the nature and quality of monitoring procedures should be evaluated, since the involvement of society in monitoring the quality of higher education should be an integral part of a full-fledged education system. Given the specifics of the step-by-step system for regional monitoring of the quality of higher education in Germany, the role of the Conference of Rectors of Higher Education Institutions in this issue was demonstrated. Recent years’ statistics are used to illustrate the polarity of Ukrainian and German universities positions in world rankings (for example, The Times Higher Education World University Rankings and World University Rankings). The results of a comparative analysis of the approaches to higher education quality assurance and monitoring in Germany and Ukraine, the activities of monitoring entities in the two countries at all levels, starting from the national level and ending with the level of the educational institution, are presented in a summary table. The table demonstrates also the conceptual and functional components of quality monitoring: the purpose of the monitoring, the objects of monitoring, the levels and entities, the public initiative, the priority of the monitoring levels, the dominant principles, the overall orientation and monitoring of the quality of higher education. The article outlines the prospects of using elements of the progressive international experience of organizing a monitoring system of higher education quality to reform the national higher school, which is a necessary step in the process of its entry into the European Higher Education Area.

In recent years, higher educational institutions of the Baltic countries have become more and more popular among Russian youth wishing to get higher education (or take a certain course of professional training) abroad. The article, covering the period before the onset of the coronavirus epidemic, highlights the education of Russian students in universities in Latvia, Lithuania and Estonia. It is noted that a significant part of the students from the Russian Federation come from the Russian regions bordering on the Baltic states. The appendix presents the opinions of Russian students about the learning process and the quality of education received in Latvian, Lithuanian and Estonian universities.

To determine the quality of teacher performance, an educational institution must conduct a process of evaluating the performance of its teachers. MTsS YASPI College Foundation Labuhan Deli is one of the educational institutions that always improves the quality of education in schools. Teacher performance appraisal at Labuhan Deli YASPI schools is still done conventionally, so there are many assessment criteria and it takes a long time to evaluate the teacher's performance. This study aims to optimize the teacher performance appraisal process to be faster and more precise. The method used is Profile Matching. The results of this study can determine the teacher's performance more precisely by 100%. So that this research can be recommended as an appropriate system in evaluating teacher performance in schools

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities. Abstract This study intends to explain the portrait of educational institutions fostered by Muslimat Education Foundation (YPM) NU in Kediri Regency, and try to describe the effectiveness of Muslimat NU in Kediri Regency in improving quality. This study seeks to describe in depth the problems in accordance with the data obtained in the field and on the interpretation of researchers. Muslimat NU is one of the organizations of many organizations in the community. Muslimat NU is a community organization and is an autonomous body of Nahdlatul Ulama whose task is helping to implement policies on women members. Among YPM's work programs in order to improve the quality of education in the district of Kediri are improving the quality of Al-Qur'an Kindergarten and play group, including on managerial aspects, facilities and infrastructure, administration, curriculum and Human Resources (teachers, managers and employees). In article ways of maintenance of quality of higher education in Belarus are considered. It is shown that they are the result of interaction of two tendencies. The first is inheritance and development of traditions of the Soviet education system. Belarus system tries to conserve fundamentality and scientific character of the contents of education, to keep in basis the orientation on Five years' term of training. The second one is use the consequences of world processes, such as mass character of higher education, its practical orienta-tion, Influence of market relations on education, etc. All establishments of education of an education system of Belarus are subjected to the state control. Irrespective of subordination and patterns of ownership of establishments of education the state con-trol is carried out as: – Self-checking which is carried out by establishments as the procedure which is carried out for an internal estimation of quality of education under the program worked out by establishment education or as a necessary stage of the certification which are carried out in the order, developed by department of quality assurance of education; – Inspections of establishments spent by department of quality assurance of education and other competent bodies; – Inspections by department of quality assurance of education of committees, departments of educa-tion of local executive and administrative bodies. Monitoring of quality of education at a level of universities is carried out in the form of the current and final certification of students for the certain period of training (a semester, a rate, all period of training). Oral, written and practical forms are used. Forms of certification of students are determined by educational standards of specialities. For the first time standards of specialties of higher education in republic have been developed in 1998-1999. In 2008 standards of new generation (361 specialities) have been created. In standards results of modernization of system of the higher school are reflected: two-level preparation of the graduate (the special-ist, the master); the differentiated terms of preparation of the graduate at the first level (from 4 till 6 years of training on a speciality); competent approach to formation of model of the specialist; increasing of controlled independent work of students in total amount training hours; orientation to innovative techniques and tech-nologies of teaching. The problem which is necessary to solve is to update of the training courses content from scientific and practical point of view. It is difficult because this step may lead to including more information that stu-dent is able to get. In this case it is important to emphasize that methodology of education is opposite to methodology of development of knowledge in science. In a science, as it is known, speaking computer language, change of operational system occurs from time to time. It allows to state information of past periods simply and briefly. There is reconsideration and re-structuring of all volume of the scientific information from the point of view of a new scientific paradigm. Changes of scientific knowledge in the content of training courses also should be nonlinear both on time and on intensity of the response to changes occurring in a science. During normal (extensive) develop-ment of a science the new knowledge can quite take root into educational process in an additive mode. Intro-duction of the knowledge which has arisen during change of a scientific paradigm demands radical transfor-mation of forms and methods of training and even phase transition of all education system. Differently, the content and methodology of education, following by the changes in a science and practice, should vary peri-odically to provide quality of preparation of specialists according to modern social and culture realities. Introduction: the problem of diagnostics of the quality of education at a higher education institution is becoming increasingly relevant in the conditions of the need to fulfill the criteria for the effectiveness of higher education institutions, the introduction of new generation standards in higher education institutions and the modernization of the educational program management system. Diagnostics of the quality of education is considered as an important process that ensures a steady position of the university in the educational services market, the  growth of indicators for the admission campaign,  the increase of reputational capital. Diagnostics of the quality of education makes it possible to identify significant factors in determining the prospects for the development of a university, having a significant impact on the performance indicators of a university and characterizing the results achieved and the resources used.Materials and Methods:the article discusses the system for the quality of education evaluation at Minin University, it describes its key components, reveals the elements of the diagnostic complex and their systemic interconnection. The characteristics of the elements of the diagnostic complex describes in detail the issue of improving the efficiency of the university in terms of the implementation of the management model of the main professional educational programs, the description of the diagnostic procedure for each category of participants in the educational process is presented.Results:the author describes the methodology and the main stages of diagnosing the quality of education at the university using the example of  Minin University, gives integrated assessment criteria and their relationship with other elements of the monitoring system and evaluating the quality of education at the university, lists the effects of introducing a comprehensive system for diagnosing the quality of educational activities.Discussion and Conclusions:in the final part of the article, the possibilities of further improving the system of assessment of the quality of education in the educational system of higher education are considered. Arguments about the need to further expand the range of issues raised by the diagnostic process are made; the ratio of the existing positions of the university to the requirements of the legislation is made.
