Statement of the problem. The problem of designing the reinforcement method of weak seasonally freezing soils in subgrade base by using double-cone hollow piles and geotechnical materials for roads in the northern regions of the Russian Federation is investigated. Results. As a result of the study, the construction of the subgrade in the form of pile strip foundation of double-cone piles reinforced by geotechnical materials on weak heaving soils taking into account traffic loads and weight of subgrade is considered. A method has been developed of calculating the road base in the form of pile strip foundation of double-cone piles reinforced by geotechnical materials on weak heaving soils taking into account traffic loads and weight of subgrade is considered. The developed method of calculation is based on the formation of soil compaction zones in the near-pile space as a result of pile driving into the ground, which leads to an increase in the structural strength of the weak soil, and also takes the arch effect that occurs in the soil between adjacent pile heads. Conclusions. The obtained research results allow us to conclude that the developed subgrade design and its calculation method are of great interest both to scientists and design engineers, and can be used in construction practice.

Постановка задачи. Рассматривается разработка способа усиления конструкции земляного полотна двухконусными сваями и геотехническими материалами для дорог северных регионов Российской Федерации. Результаты. Создана конструкция земляного полотна на усиленном двухконусными сваями грунтовом основании с армированием геотехническими материалами. Разработан метод расчета конструкции земляного полотна на усиленном двухконусными сваями грунтовом основании с армированием геотехническими материалами, а также на слабых сезоннопромерзающих грунтах с учетом нагрузок при движении транспорта и веса земляного полотна. Данный метод расчета основан на образовании зон уплотнения грунта в околосвайном пространстве в результате внедрения свай в грунт, что приводит к увеличению структурной прочности слабого грунта, а также учитывает арочный эффект, возникающий в грунтах между соседними головами свай. Выводы. Разработанная конструкция земляного полотна и ее метод расчета представляют большой интерес как для научных работников, так и для инженеров-проектировщиков, и могут быть использованы в строительной практике. By the example of the Arkhangelsk region, the process of religious tourism development on the northern Russian subjects territory in the dynamics of the post-Soviet decades, is analyzed. The northern regions of the country are far from its main economic centers, which is not only a limiting factor, but also a competitive advantage for the development of niche types of tourism, which is determined by the creation and implementation of variety of tourist products that are competitive and generate stable demand. In modern conditions, a competent and consistent tourist brand development of the territory is necessary for the successful recreational services promotion on the market. The main purpose of the submitted research is to identify the religious tourism role in the tourist branding of the Arkhangelsk region.The Arkhangelsk region is a region of ancient development and settlement, characterized by a large number of Orthodox religious infrastructure objects. To identify the degree of its placement uniformity, calculations of territorial concentration coefficient were made. By results, the conclusion is justified that Orthodox chapels, temples and monasteries are dispersed and, accordingly, several administrative districts of the region are allocated, acting as the core of the development of Orthodox religious tourism. The list and structure analysis results of the already approved and announced routes of religious tourism in the Arkhangelsk region allow us to assert that the designated sub-sector of recreational economy contributes to the development of local folk crafts, individual entrepreneurship, the preservation and historical and cultural heritage objects revival, as well as the preservation of settlements remote from large centers. The arguments are given in favor of the fact that religious tourism occupies an essential place in the tourist branding of the Russian Federation studied subject. This is confirmed by the results of a survey specially developed and conducted by the authors, which was carried out in order to identify the importance of Orthodox religious infrastructure objects in the Arkhangelsk region perception system among the population of the Russian Federation. The main effective conclusion based on the article results is that the role of religious tourism in the tourist branding of the Russian Federation studied subject is undeniably high, and the further development and improvement of the Arkhangelsk region tourist brand can be largely associated with religious tourism in the organization of a systematic approach to the use of marketing tools.

The Object of the Study. Human potential.The Subject of the Study. The level and dynamics of development of the human potential of the population of the RF subjects. The Purpose of the Study. Identifying differences in development of the human potential of the population of the RF subjects and opportunities for their reduction.The Main Provisions of the Article. Human potential and its development are considered article both as the purpose and the means of human progress reflecting extension of human opportunities including creative (resource) capabilities. Theoretical and instrumental interpretation of the main components of human potential based on its reproductive structure is analysed. The components include a demographic component, components of population health and education, and a sociocultural component. For estimation of human potential indicators for each of its component, as well as a methodology for both component-by-component and composite (aggregate of all components) calculations using the index method are proposed. The methodology is applied to all RF subjects using the Rosstat data for 2010 and 2015. On the basis of the obtained estimates the authors have identified the levels of human potential development in regions that enabling to range them by this level and analyze the direction of its changes in dynamics. Components have been found out a weak and strong impact on the composite estimates as well as specifics of this impact by groups of regions. It has been established that demographic and health components leave much to be desired, particularly in northern regions characterized by harsh natural climatic conditions of life in particular.In North Caucasus regions the problem of raising educational level of population has not lost its relevance. It is shown that despite the general growth in the level of human potential development in most subjects of the Russian Federation over the period in question it remains insufficient for implementing modernization processes in some regions.

The article considers the problem of heavy cargo transporting as an integral part of functioning of industry in the country. The transportation of such types of cargo is regulated by the legislation related to the national transport infrastructure. There have been considered the ways of transporting heavy sea containers by road transport in the Russian Federation. Definitions of the divisible and indivisible cargo, the maximum mass of the road train have been given, the indicators of the maximum permissible mass of the vehicle and the axle load on the roads of Russia, approved by legislative acts of the Russian Federation, have been presented. The issues of the correct choice of freight vehicles and compliance with the rules for transportation of heavy cargo, in particular compliance with the permissible total weight and axle loads, have been considered. There has been proposed the method for calculating axle loads and the solution to the problem of redistributing axle loads by moving the seat of the towing vehicle, transporting a heavy sea container by train being used as the example. The obtained values make it possible to estimate the possibility of carrying heavy cargo without violating standards approved by the legislation of Russia

The work is devoted to the solution of the issue of economic and safe transportation of goods and passengers by road. This transportation depends on the condition of roads, road surface, vehicle type and weather conditions. Weather conditions are taken into account both in terms of visibility (meteorological) and in terms of the coefficient of adhesion. The general criterion for assessing all conditions is the average speed of the vehicle, taking into account weather and road conditions. Weather conditions are determined by the type of visibillity: clear weather, rain, snowfall, blizzards, rain. By the coefficient of adhesion: dry surface, normal, wet, snow, ice. By road conditions: category of road, width of the travel section, radii of horizontal curves, longitudinal slopes, width of the road, the state of surface (coefficient of solidity). According to weather conditions, the calendar year is divided into three periods according to the conditions of cars’ movement. The first (winter) - December, January, February, March; second (spring-summer) - April, May, July, June, August; third (autumn) - September, October, November. The use of weather conditions in the Northern regions of Ukraine is presented in this work.

The article presents issues related to improving safety and efficiency of operation of mobile machines in the constantly changing, winter temperature and traffic conditions. The authors develop a conceptual model of winter all-weather tires able to adapt to various road conditions such as when the road is covered with a layer of ice or compacted snow, or when the road is free from snow and ice. The use of such winter all weather tires will improve the road safety by contributing to increasing the life of tires and preserving the road network. The proposed model has no foreign analogues and is protected by a patent of the Russian Federation.

Topicality of the study of the attitude to the distance learning format is due to the need to study the impact of such interaction in the “pedagogue-studentˮ system on the quality, motivation and overall satisfaction of students with the learning process. The study involved 120 people from 6 six higher education institutions in Moscow. The use of content analysis allowed us to identify 8 significant contexts (areas) around which the statements of the study participants are grouped: “Roadˮ, “Teachersˮ, “Returnˮ, “Distance learningˮ, “Full-time, full-time attendingˮ, “Training, training formatˮ, “Provided, changedˮ, “Qualityˮ. The results obtained indicate that the main disadvantages of the distance learning format, according to the respondents, are the lack of live communication with teachers, a decrease in the level of motivation and self-organisation, which ultimately has a negative impact on the psychoemotional state of students and the quality of material assimilation. At the same time, among the obvious advantages, there is a reduction in transport and time costs for the road to the place of study, as well as the opportunity to study the material at a convenient time. The results obtained can be used in the development of distance learning programmes for students of higher educational institutions of the Russian Federation.

Agriculture of the Northern regions specializes in animal husbandry, in this regard an urgent problem of crop production in the conditions of the Northern regions of the Russian Federation is the creation of precocious, high-yielding varieties of grain crops for fodder purposes. The article reflects the selection achievements in grain crops over the past seven years. The presented new varieties combine high yield, increased environmental plasticity, and have the ability to reduce their productivity to a lesser extent when cultivated in the harsh conditions of the Northern region. Breeding work conducted at the laboratory of crop production of the Primorskiy filial FGBUN FICKIA RAN - ArhNIISKH in 2005-2019, in breeding semipolar rotation in accordance with the "Guidelines on the selection of barley and oats" (2014), methodology of State Commission for testing of agricultural crops (1985). The digestibility of winter rye dry matter was determined by in vitro method on an artificial stomach. Statistical processing of experimental results was performed using the AGROS version 2.07 selection and genetic software package. Results of the study. As a result of selection work, precocious productive varieties of grain crops of the feed direction were bred and included in the state register. Bereginya — new-generation winter rye variety, universal use, with a low content of water-soluble pentosans in the grain. The variety has been included in the State register of selection achievements since 2013. Variety of spring barley Tausen — feed direction, resistant to environmental stress factors, high-yielding, resistant to lodging and pathogens (dusty smut, spotting). It has been included in the State register of selection achievements since 2014. Spring barley variety Kotlassky — feed direction precocious, productive, adaptive to adverse environmental factors, for obtaining concentrated feed for livestock and poultry. It has been included in the State register of breeding achievements since 2019. Arhan spring oat variety — environmentally plastic adapted to changes in soil and climate conditions, immune to dusty smut, combines a high yield of grain and green mass. Since 2020, it has been included in the State register of selection achievements.
