AbstractAfter the reform movement of 1998, a paradigm shift that developed in the implementation of government in Indonesia. The demands of public administration services are better than ever, become a necessity that would have to be met by government agencies public service providers. The suit appears along with the development of the reform era and regional autonomy and since the fall of the New Order regime. One form of governance (good governance) is the presence of the image of a democratic government. Good governance paradigm emphasizes the importance of the parallel relationship between the institutions of the state, the market and society. Making professional personnel in order to demonstrate the capacity, as well as the identity of the hidden potential that exists in each apparatus be food for thought that is important in the development of human resources, especially in local government at this time. Apparatus is required to maximize its potential capacity, then applied directly to the principal ketugasan and they function as a customer or waitress figure that is responsive to the desires, needs or the needs of both internal and external customers.Keywords : good governance, e-government, Personnel

Until recently, with some notable exceptions, contemporary political philosophy has had little to say about topics of “governance.” Unlike earlier thinkers, contemporary theorists have largely ignored topics such as bureaucracy, institutions, corruption, public integrity, and public service. Accordingly, Rothstein and Jan Teorell’s idea of “Quality of Government” (“QoG”), combined with the work of other political scientists and public administration theorists, invites a welcome and long overdue return to topics of governance for political philosophy. This chapter first aims to clarify the precise question to which “QoG” is intended to be answer, that is, the question of “good governance” and distinguish it from more traditional philosophical concerns with justice and legitimacy. We review the limited philosophical landscape, and then critique of the QoG as a theory of good governance. Finally, we tentatively outline an alternative account, and consider directions for future research.

The modernization of the management system and the knowledge management model is needed in the context of the public administration reform, taking into account the concept of decentralization and Good Governance. That is why the article focuses on the author’s approach to substantiating the formation of a modern knowledge system in public management and administration in Ukraine. It is proved that the approach to the knowledge system formation should be based on the identification of the needs of public administration objects. The need to comply with the necessary diversity law for a management subject of public entity regarding its knowledge of the entity has been identified. The content of the principle «from general to specific» for the objects of public administration is considered. The formation structure of the basic knowledge system in the public sphere is presented, which unites a number of blocks. The first block deals with the system of basic knowledge of public management and administration. The second block deals with the idea of a public authorities system at different levels. The third block concerns the formation of basic knowledge about public service. The fourth block concerns the formation of a basic knowledge system about current trends in the development of domestic public administration. The fifth block deals with the knowledge about the development and implementation of public policy and implementation of public administration. The sixth block deals with the consideration of public administration as a deliberate activity to establish internal procedures and processes in public administration to ensure their smooth functioning. The seventh block concerns the knowledge system for ensuring social stability. The eighth block is a glossary of basic terms and the ninth is a bibliography. The proposed approach is the scientific substantiation of the development of educational and professional programs of the basic textbook and standards for the specialty 281 – «Public Management and Administration». The ICT-blessed e-governance is transforming public administration systems worldwide and forcing a paradigm shift. E-governance renders a new way and style in each and every aspect of public administration. It brings about changes in the structure, functions, and processes of public service delivery, ushering transformation in the system through effectively connecting, engaging, and streamlining the relations among government, businesses, citizens, and other relevant stakeholders. Irrespective of certain obvious limitations and challenges, it not only attempts to ensure economy, efficiency, and effectiveness in service delivery, but also offers unlimited potential for combating corruption and many other bureau-pathologies in public administration. Based on secondary sources, this chapter offers brief theoretical discussions on e-governance, including, among others, its emergence, types of service delivery, and transformation stages.

The article presents the results of the author’s attempt at developing a complex of methodological recommendations for the preliminary assessment and analysis of the public amenities capacity and status in different constituent entities of the Russian Federation. The recommendations as developed by the author are based on specific examples, and are supported by information sources regarded by the author as necessary to use in the course of the analysis. The author also provides recommendations on the graphic representation of the results of the analysis (spread sheets) as well as recommendations on rating of the regions (ranking and grouping the regions in accordance with the level of public amenities development they demonstrate), a thorough analysis of the system of the public administration of the industry, the competences and authority of the federal executive bodies, regional agencies of State power and the local authorities responsible for the regulation of relations in the sphere of public services, an assessment of the capacity of public service providers, and a comparison of public service user prices as quoted by municipal entities in different constituents of the Russian Federation.

Contemporary Nigeria is plagued with the problems of widespread poverty, large-scale unemployment, technological backwardness, low capacity utilization, inadequate and decayed social and physicalinfrastructure, high incidence of diseases, high crime rate, among others. These disturbing socio-economicindicators in Nigeria are among the worst in the world. Ironically, these unpleasant indicators exist side-byside the country’s great national wealth and potentials, with an enviable stock of human resources whopossess knowledge, expertise and skills especially in the public service. Unfortunately, it appears these knowledgeable public servants are unable to serve as catalysts in the development of the nation. This situation makes the Nigerian case paradoxical. The objective of this study therefore is to identify the challenges preventing Nigerian public administration from playing its catalyzing role in the development of the country as well as to proffer possible solutions. One of the findings is that bribery and corruption are a bane of Nigerian public administration. In fact, they constitute a serious impediment to national development. The paper recommends, inter alia, the empowering of the anti-corruption institutions and introduction of information and communication technology in public governance. The paper submits that the label of poor performance and absence of excellence in the public service has the tendency to undermine development and good governance in Nigeria.

This study aims to determine changes in public sector accounting from cash basis to accrual basis and which one is better than the two bases. This study uses a qualitative method through literature study that combines a number of reliable data sources such as journals, books, articles, legislation, research results and those relevant to the problem being studied, where 12 of the 42 articles were selected and published between the 2013-2018 period. . The change in cash basis reform towards accruals consists of 3 phases, namely the pre-autonomy era, the transition era and the post-regional autonomy era. Of the two bases, the accrual basis is better because the accrual basis produces more transparent accounting reports for the sake of realizing good governance.

The African continent is facing a number of administrative crises. The recent decline of public administration on the continent has forced some African countries to re-assess their governance systems. Their public service reforms are evidence of the emergence of New Public Management (NPM) for improved public sector administrative structures and operations. This article discusses the paradigm shifts from New Public Administration to New Public Management, as a means of meeting public administration challenges in Africa. The comparative characteristics of European public administration systems are presented. Particular attention is paid to new models of public administration in EU countries: New Public Management (NPM); New Public Governance (NPG) or New public service (NPS); Good Governance (GG). Both positive and negative characteristics of these government models are listed. Successful reform of public administration is revealed through the creation of appropriate institutions and adherence to the relevant principles, procedures, and standards of public administration and values that should be guided by civil servants. It is proved that the sphere of organization of public administration and civil service in the EU has wide experience through the implementation of so-called «soft» standards. The focus is on highlighting effective tools for reforming public administration in the EU, their main functions. The implications of NPM implementation for European regions, which were adapted by Walter Kicker’s presentation, are outlined. The key features of the new public administration and the cardinal directions of administrative reforms implemented in each EU country are identified, as well as the improvement of the main interconnected components of the public administration system, which include: institutions; rules and procedures, processes and mechanisms for coordination of cooperation; personnel potential. The realization of the reform of the public administration through the reform of administrative procedures, the development of the civil service, the process of decentralization and agencification were clarified. In modern democratic states, managerial innovations are aimed at supporting market mechanisms for democratization of public authorities; market marketing (transformation) of the work of the state with the mass introduction of methods of state managerialism. In these government models, a customer-centric approach is put in place to develop an appropriate strategy based on consumer values, meeting expectations from service providers and implementing information technology.

The development of the paradigm of public administration can bring enlightenment to the bureaucracy. The Indonesian state in running the government, the relationship between the central government and local governments must be well and harmoniously established.
