AbstractAfter the reform movement of 1998, a paradigm shift that developed in theimplementation of government in Indonesia. The demands of publicadministration services are better than ever, become a necessity that would haveto be met by government agencies public service providers. The suit appearsalong with the development of the reform era and regional autonomy and sincethe fall of the New Order regime. One form of governance (good governance) isthe presence of the image of a democratic government. Good governanceparadigm emphasizes the importance of the parallel relationship between theinstitutions of the state, the market and society. Adanya tuntutanpelayanan administrasi publik yang lebih baik dari sebelumnya, menjadi suatukebutuhan yang mau tidak mau harus dipenuhi oleh instansi pemerintahpenyelenggara pelayanan publik. Tuntutan tersebut muncul seiring denganberkembangnya era reformasi dan otonomi daerah dan sejak tumbangnyakekuasaan rezim orde baru. Salah satu wujud tata pemerintahan yang baik (goodgovernance) adalah terdapatnya citra pemerintahan yang demokratis. Paradigmatata kepemerintahan yang baik menekankan arti penting kesejajaran hubunganantara institusi negara, pasar dan masyarakat. This study aims to determine changes in public sector accounting from cash basis to accrual basis and which one is better than the two bases. This study uses a qualitative method through literature study that combines a number of reliable data sources such as journals, books, articles, legislation, research results and those relevant to the problem being studied, where 12 of the 42 articles were selected and published between the 2013-2018 period. . The change in cash basis reform towards accruals consists of 3 phases, namely the pre-autonomy era, the transition era and the post-regional autonomy era. Of the two bases, the accrual basis is better because the accrual basis produces more transparent accounting reports for the sake of realizing good governance.

AbstractEastern Indonesia, most notably Nusa Tenggara Timor province, has been frequently referred to as the poorest region in Indonesia and claims have recently been made that it is the most corrupt as well. The spread of corruption in the post-Suharto period, with the introduction of regional autonomy and decentralisation, has often been commented on; but what is corruption? How do people define it? This paper uses an anthropological lens on corruption to suggest that with the spread of ideas of ‘good governance’ and ‘democracy’, one significant way that local communities in NTT province engage with the state and define corruption is as an abuse of power and non-consultation with the populace. This has become particularly acute with the government belief that new investment opportunities in the reform era will become a road to development and prosperity for local communities, who are, however, seen to be unable to provide for themselves or seek their own ways out of poverty. Several regional governments in NTT province have taken advantage of new laws put into effect in the reform era to award mining concessions to domestic and foreign mining companies. A swell of protest has arisen across the province, however, and an increasing critique of poor government and corrupt practices focuses on these mining contracts.

The purpose of this research is to know the legal culture as the driving factor of the realization of regional bureaucracy reform in Indonesia. The method used is the method of normative juridical research with conceptual approaches, legislation, and case approach. Various cases of corruption and very bad service in investment activities have hindered and even damaged the image of the Indonesian nation even in today's highly dynamic world. The bureaucratic legal culture is considered the main factor causing such bad bureaucratic behavior. The legal culture of the royal heritage that is only devoted to highways is difficult to remove from bureaucratic behavior. Cultural heritage, was fertile in the new order era, even in the current reform era. Through the optimization of local culture combined with the autonomy and decentralization policy implemented with the principle of autonomy as widely as possible, it can be attempted to overcome the negative culture of bureaucratic culture into a bureaucracy that eventually can be realized good governance. Tujuan penelitian ini untuk mengetahui budaya hukum sebagai faktor pendorong terwujudnya reformasi birokrasi daerah di Indonesia. Adapun metode yang digunakan adalah metode penelitian yuridis normatif dengan pendekatan-pendekatan konseptual, perundang-undangan dan pendekatan kasus. Berbagai kasus korupsi dan pelayanan yang sangat buruk dalam kegiatan investasi telah menghambat dan bahkan merusak citra bangsa Indonesia bahkan di tingkat dunia yang sangat dinamis saat ini. Budaya hukum birokrasi dianggap sebagai faktor utama yang menyebabkan perilaku birokrasi yang buruk tersebut. Budaya hukum warisan kerajaan yang hanya mengabdi kepada raya ternyata sulit untuk dihilangkan dari perilaku birokrasi. Kultur warisan, ternyata subur di zaman orde baru, bahkan di zaman reformasi saat ini. Melalui optimalisasi kultur lokal yang dipadukan dengan kebijakan otonomi dan desentralisasi yang dilaksanakan dengan prinsip otonomi seluas-luasnya, kiranya dapat diupayakan dapat mengatasi budaya negatif kultur birokrasi menjadi birokrasi yang pada akhirnya dapat diwujudkan tata kelola pemerintahan yang baik.

Abstrak Pelayanan publik adalah segala kegiatan dalam rangka pemenuhan kebutuhan dasar sesuai hak dasar setiap warga negara dan penduduk atas suatu barang, jasa dan / atau pelayanan administrasi yang disediakan oleh penyelenggara pelayanan  yang  terkait dengan kepentingan publik. Masyarakat sebagai pelanggan memiliki kebutuhan dan harapan pada kinerja penyelenggara pelayanan publik yang profesional. Tugas Pemerintah Pusat maupun Pemerintah Daerah adalah memberikan pelayanan publik yang mampu memuaskan masyarakat. Implementasi kebijakan desentralisasi dan otonomi daerah di Indonesia mengakibatkan pemerintah daerah mempunyai tanggung jawab dan kewenangan dalam menentukan standar pelayanan minimal. Permasalahan mendasar dalam proses pelayanan publik di Indonesia adalah tentang etika. Tidak ada standar universal tentang norma atau etika serta sanksi yang mengatur secara khusus untuk pelanggaran yang dilakukan aparat dalam pelayanan publik. Kata Kunci : Pelayanan publik, Etika, Norma     Abstract Public services are all activities in order to fulfill basic needs in accordance with the basic rights of every citizen and resident of an item, service and / or administrative service provided by service providers related to the public interest. Communities as customers have needs and expectations in the performance of professional public service providers. The task of the Central Government and Regional Government is to provide public services that are able to satisfy the public. The implementation of decentralization and regional autonomy policies in Indonesia has resulted in regional governments having responsibility and authority in determining minimum service standards. The fundamental problems in the process of public service in Indonesia are about ethics. An attempt to embody a quality, government officials clean and authoritative; the government has set some rules that must be implemented by all the elements government officials who serves as the man of the country and the man of the community. The performance of government agencies in the spotlight from various parties, especially since the reform movement demanding structural change in various fields. In short, today is going on a change from a bad administration pattern at the formation of a good administration. An effort to reach the level of efficiency work organization there needs to be improving performance.  There are some things owned by the administration in creating good, so as to be assessed as being successful, his leadership among other: intelligence maturity you, social relations motivation and encouragement, performed sikap-sikap, humanitarian relationship oriented, duty and authority honest and open, demokrastis, and administrative participate and responsible. As for the principles of good governance at least some of the things that must be upheld and performed, namely: accountability, transparency, openness certainty hukum-legalitas, insurance participation, partnership, decentralization professional and proportionate, effective and efficient, productivity and quality of work.

This article aims to explain how public services using a humanistic approach are organized by public service institutions to realize good governance. The public service agency under study is the District Government of Gamping Yogyakarta. The humanistic approach in providing public services in this study is understood as an approach that prioritizes humanist/humanitarian values. This study uses a qualitative approach to obtain complete information about public services carried out by public service actors in Gamping District, Yogyakarta, explored through observation, documentation, and in-depth interviews. The method used is the descriptive method, which describes several studies, public service policies from various works of literature. The results show that character education and the implementation of humanism values for service providers (government/political elites, bureaucratic apparatus) are critical and must be of higher quality and provide optimal satisfaction for the public service process service recipients.

Abstract AAUPB (Asas asas umum pemerintahan yang Baik)  has a long journey from the beginning of its birth in the Netherlands to its application in Indonesia today. AAUPB at first was only in the theoretical realm and then entered into law until AAUPB got a very important position in Law No. 30 of 2014. Initially, AAUPB was intended as a means of legal protection or rechtsbescherming and was even used as an instrument to increase legal protection or rechtsbescherming for citizens from government actions. AAUPB is then used as the basis for judgments in the judiciary and administrative efforts, as well as an unwritten legal norm for government actions  The history of the development of AUPB in Indonesia can be seen from the development of the AUPB principle in various laws and regulations, the practice of implementing the AUPB in court decisions or jurisprudence and doctrine. The development of the AUPB principle arrangement had found an increasingly strong momentum when the Government Administration Act was passed in 2014. As a result of the adoption of the concept of the welfare state, the state must fulfill the welfare of the community, one of which is through public services. With the AAUPB, it is expected that the government as a public service provider, can accept the AAUPB as a legal norm that must be used as the basis by the civil service provider in carrying out its authority, as well as a means for citizens to sue deviant public service providers. Asas-asas umum pemerintahan yang baik dapat dipahami sebagai asas-asas umum yang dijadikan sebagai dasar dan tata cara dalam penyelenggaraan pemerintahan yang layak, yang dengan cara demikian penyelenggaraan pemerintahan itu menjadi baik, sopan, adil, dan terhormat, bebas dari kezaliman, pelanggaran peraturan, tindakan penyalahgunaan wewenang dan tindakan sewenang-wenang. Sejarah perkembangan AUPB di Indonesia dapat dilihat dari perkembangan prinsip AUPB dalam berbagai peraturan perundang-undangan, praktik penerapan AUPB dalam putusan pengadilan atau yurisprudensi serta doktrin. Perkembangan pengaturan prinsip AUPB menemukan momentumnya yang semakin kuat, tatkala UU Administrasi Pemerintahan disahkan pada tahun 2014. Sebagai akibat dari dianutnya konsepsi welfare state maka negara memiliki kewajiban untuk memenuhi kesejahteraan masyarakat salah satunya melalui pelayanan publik. Dengan adanya AAUPB diharapkan pemerintah sebagai pemberi pelayanan publik dapat menerima AAUPB sebagai norma hukum yang harus dijadikan dasar oleh penyelenggara pelayanan publik dalam menjalankan kewenangannya, sekaligus sarana bagi warga negara untuk menggugat penyelenggara pelayanan publik yang menyimpang. Kata Kunci : Asas-asas umum pemerintahan yang baik, Pelayanan Publik

The paradigm of public service reform direct public services quality improvement efforts on strengthening civil society, good governance, which looks at strengthening of the market mechanism and the greater community role in the formulation and implementation of public service policies. This is in line with the spirit of public service law that gives considerable space in the community's participation. Therefore, improving the quality indicators should also be reflected in the charge. Until now the government assesses the quality of public services by giving trophies to the two levels of service, ie, on a macro scale by giving Citra Bhakti Abdi Negara known by the acronym CBAN, and at the micro-scale by awarding trophies Citra Pelayanan Prima (CPP). Macro associated with the assessment of the district/city governments in the provision of services to the community, while the micro is an assessment of service delivery in the unit of service providers.
