The election of the 12th President of Turkey was remarkably different than the elections of the previous 11. For the first time in the history of the Republic, the head of the state was directly elected by ordinary people rather than chosen by their representatives in the Grand National Assembly of Turkey. On 10 August 2014, the incumbent Prime Minister Recep Tayyip Erdoğan won a simple majority of votes in the first round of the election and became the president for the next five years.

The article is devoted to the consideration and study of the creativity of the most prominent representatives of the musical art of national ethnic groups, the role of the Assembly of the People of Kazakhstan, the identification of various criteria for the relationship of ethnic groups living in the territory of the Republic of Kazakhstan, the peculiarities of their life, way of life, spheres of life, their relationship and views on the modern State, created by the first President of the Republic of Kazakhstan – Nursultan Nazarbayev. The core of the projects completed in the period from 2012 to 2017 includes not only historical facts and materials found from the State Archives, Central Scientific Library and the National Library of the Republic of Kazakhstan, but also an overview of active participation in many events related to the Assembly of the People of Kazakhstan, to the 20th and 25th anniversaries of the Assembly of the People of Kazakhstan, associated with the considered ethnocultural centers and representatives of certain ethnic groups. Through the media, participation in international scientific and practical conferences, previously unknown facts of the studied ethnic groups were highlighted, and their relationship with the main population of the republic, their contribution to the multinational culture of Kazakhstan, which in turn confirms the prudent, orderly, and wise policy of Elbasy (The Head of the State). The authors use the following methods in the study: historical-chronological, source study, analytical, comparative, and interviewing. Since 2012, in Kazakh musicology, the musical heritage of ethnic groups inhabiting Kazakhstan has been studied. A unique opportunity for a full-fledged study of their work is presented thanks to the activities of the Assembly of the People of Kazakhstan and systematic state policy, under the leadership of the First President. In 2017, the second book, entitled "The Historical Significance of the Assembly of the People of Kazakhstan in Interethnic Cultural Integration", was published, which became a fruitful result of the research project in 2015–2017. This book is a kind of continuation of the series, which began in the previous collective monograph "The Musical Art of the People of Kazakhstan", which was published at the end of 2014 and has undergone extensive testing not only among professionals, but also among fans of the musical culture of multinational Kazakhstan. Such research projects, which were not previously carried out in the domestic humanitarian science, are significant and in demand, since before their appearance in domestic musicology there were only separate reports on the activities of cultural centers, articles in the media and on Internet sites, a brief analysis of the work of specific masters in publications devoted to the study of the history of musical art of numerous national cultures. They give only fragmentary ideas about the art of the ethnic groups in question. The relevance and insufficient elaboration of these problems served as the basis for the study "The historical significance of the Assembly of the People of Kazakhstan in interethnic cultural integration", carried out by the Department of Musicology of the M. Auezov Institute of Literature and Art of the Committee of Science of the Ministry of Education and Science of the Republic of Kazakhstan. The implementation of such a complex and significant topic for the national musical art, coverage of the activities of large cultural centers of different ethnic groups, and much more makes it possible to determine the contribution of each of them to the history of Kazakhstan's development and outline ways to preserve the traditional folklore heritage and identity. In this regard, these projects are relevant and socially and politically significant at the state level.

Giovannino Guareschi, author of the immensely popular Don Camillo stories and editor of the weekly newspaper Candido, spent 14 months in a Parma prison from 1954 to 1955 for having libelled the former Prime Minister Alcide De Gasperi. To this day, he is the only Italian journalist since the founding of the Republic ever to have served actual, behind-bars jail time for libel. This study examines several aspects of Guareschi's life in prison – the ways he coped with boredom and loneliness, the attempts he made to understand his fellow inmates and how he defiantly tried to buoy his spirits. In particular, it focuses on both his correspondence with his wife Ennia, a collection of 44 letters, and his personal musings kept in two prison diaries – all documents that have never been published. The analysis rectifies common misinterpretations as to why Guareschi purposely refused to appeal his guilty verdict and chose to go to jail, considers how Guareschi presented himself in his writings and contemplates Guareschi's place in the history of Italian prison writing.

In their current constitutions, both the Czech Republic and the Slovak Republic share common roots owed to their 74-year history of one nation. Following independence, however, there are noticeable differences in the further development of their current constitutions. This article provides an overview of definitions of the parliamentary and the semi-presidential systems of government, explores relevant events and constitutional jurisdiction, and continues with a comparison of the current position of the head of state and its particular competences in both countries. In conclusion, the article states that both the Czech and the Slovak Republic have a clearly parliamentary system of government.

One of the characteristics of the system of government in the Fifth French Republic is the strengthened position of the head of state, but also the existence of the first minister as a constitutional category with a significant role. The constitution provides the political responsibility of the government with the Prime Minister and ministers before parliament. Certain French writers have opinion that the Prime Minister appears as the central figure of the constitutional structure. The Prime Minister shall direct the actions of the Government. This is 21 of Constitution. Also, there are specific powers that put the Prime Minister in the position of its real head of government. Among the prime minister's most important powers is his right to elect members of the government. It is the right to propose to the President of the Republic the appointment but also the dismissal of members of the government. The Prime Minister is authorized to re-sign certain acts of the President of the Republic. In case of temporary impediment of the head of state, the Prime Minister chairs the councils and committees for national defense, as well as the Council of Ministers. The paper analyzes the constitutional provisions that lead to the conclusion that the position of the Prime Minister is institutionally constructed as strong. Political practice, with the exception of periods of cohabitation, has indicated that most prime ministers have been overshadowed by mostly powerful heads of state. For that reason, it is necessary to analyze the political practice of all eight presidential governments. A review of the already long political life that has lasted since 1958. points to the conclusion that in its longest period, presidents of the Republic dominated the public political scene. The Prime Minister has a more pronounced role in the executive branch during cohabitation periods. However, nine years in three cohabitations cannot change the central conclusion of this paper that the dominant political practice of the Fifth Republic has led to the Prime Minister being essentially in the shadow of the head of state.



Large-scale reforms and complex modernization carried out in the country after independence are studied from the positions of various social sciences and humanities. However, the history of modernization processes in our country has not been paid sufficient attention to the problem of chronological cycles. This chapter examines the philosophical and historical foundations of the complex state of modernization in the republic, and they are divided into specific chronological stages. At the same time, the comprehensive development programs ("Uzbek Model" of Development, the Concept of Intensification of Democratic Reforms and Formation of Civil Society in the Country, Strategy of Action for the Further Development of the Republic of Uzbekistan) for the reform of the Republic of Uzbekistan are taken as a determinant. Accordingly, the peculiarities of the stages of modernization in the Republic of Uzbekistan will be determined and the transformation model of the republic will be opened.

ABSTRACT Lesotho has a bicameral parliamentary system based on the British model. While the National Assembly is clearly a representative House elected by the citizenry, the purpose, structure and legislative powers of the Senate as the Second Chamber have been a matter of considerable controversy throughout the history of parliamentary democracy in the country. The National Assembly generally has the upper hand not only in the legislative process but also in the broader parliamentary system - it chooses the Prime Minister, it places its confidence in the government and it can withdraw such confidence. The fact that the model generally gives the National Assembly the upper hand is a matter of common cause. What is in question, though, is the nature and extent of the limitation of the powers of the Senate in terms of the Constitution. This article investigates this question and contends that the composition of, and restrictions on, the Senate need to be reviewed in order to enable the Chamber to play a meaningful role in Lesotho's parliamentary democracy . Goals. The article investigates Russian-Mongolian military cooperation in the 1930s. Methods and Materials. The work examines collected documents and materials housed by the Russian State Archive of Socio-Political History. Results and Conclusions. The early 1930s were characterized by the aggravation of the international situation in the Far East: Japan attacked China and occupied a considerable territory. Japan’s external policy was turning more and more towards expansionism, giving rise to sentiments to seize mainland territories which meant а direct threat to Mongolia and Soviet regions. So, the period witnessed a series of regular top-level meetings between the Soviet and Mongolian governments. The Kremlin negotiations of November 1934 proved essential enough for the further development of Soviet-Mongolian military and political cooperation. The Kremlin, thus, took the strategic lead and got actively involved in Mongolian affairs. Records of the Soviet-Mongolian negotiations of November 27 underline the vital need for Mongolia to have strong national armed forces, and report the expediency of signing non-aggression and mutual respect treaties was being discussed. The Protocol of mutual assistance between the USSR and the MPR of 12 March 1936 set a new global trend for intergovernmental cooperation and strategic partnership in the context of increasing international tensions. Active joint military actions against imperialist Japan in 1939 at Khalkhin Gol, efficient coordination of foreign policy steps thus became an important stabilizing factor in the region, being a bright page in the history of relations between the countries.

This article is dedicated to examination of the role of Parliamentary Assembly in development of the Union State. The goal is to trace the parliamentary activity in the Union State throughout the entire time of its existence, the objectives that were pursued, their transformation, and change of conditions for their accomplishment. This topic is especially relevant in the current context. A new milestone has passed in the history of Union State: December 2019 marked twenty years since its creation. Agreement on the formation of Parliamentary Assembly of the Community of Belarus-Russia Union State was signed earlier, in 1996. The novelty of this works consists in comprehensive and detailed analysis of different stages in formation of Parliamentary Assembly, which allows describing their role in further consolidation of the Union State. The scientific problem of this article can be articulated as follows: Parliamentary Assembly is not just a legislative institution that formulates the agenda for development of the Union State; it is also a platform for a continuous dialogue between Russia and Belarus. Therefore, examination of this government institution in an urgent scientific problem that allows revealing the key aspects of evolution of the Union State. As the resources for this article, the author explored the legislative acts of the Republic of Belarus and the Russian Federation, legal information from official portals of the Union State and the Parliamentary Assembly. This underline the need for further development of parliamentarism in Russia-Belarus Union State for the purpose of improvement and strengthening of relations between the countries in the current conditions of international transformation. The article is based on most relevant documents pertaining to Russia-Belarus relations for the period from 1991 to the present.
