The aim: Conducting a comprehensive analysis on ensuring the mechanism of state regulation of the development of medical emergency response as an element of the civil protection system of Ukraine in the context of dynamic changes of external and internal factors of its functioning. Materials and methods: The data of the state statistical reporting for the period 2010-2019 and the legislative acts of Ukraine on medical emergency response were used as the materials of study. Bibiliosemantic and statistical method and the method of structural-and-logical analysis were applied in the course of study. Conclusions: The sustainable socio-economic development of Ukraine should be accompanied by the formation of a safe environment for the society and each individual, guaranteeing an acceptable level of risk and a modern security system based on the principles of international law. The high degree of the Ukrainian industry concentration is currently in a conflict with the low technological discipline of production, which creates objective preconditions for the growth of man-made and technologically-environmental disasters, catastrophes, and other emergencies. Outbreaks of particularly dangerous and infectious diseases, which are of concern not only because of their prevalence but also because of the potential danger to the health of the nation, its economy and international reputation of the state can pose a significant threat to the socio-political and socioeconomic stability of the state. Ukraine is a potentially vulnerable area for epidemics due to a number of natural, geographical and geopolitical factors. Therefore, the health consequences (real and potential) of any emergency are certainly a threat to the national security of Ukraine both directly and due to the extremely negative impact on the socio-economic, socio-political and psychological conditions of the population. Increasing the level of public administration for medical emergency response will increase the effectiveness of emergency response measures.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

As a result of the earthquakes that occurred in September 1985 and their human and material consequences, disaster care in Mexico became institutionalized and acquired the rank of public policy when the first national civil protection law was published years later. More than 30 years after the creation of the National Civil Protection System, there have been some important advances; however, they have not been translated into higher levels of safety for populations exposed to risk. On the contrary, the evidence shows that the country’s risk, as well as the number of disasters and associated material losses, increase year by year. To a large extent, this stems from an approach based predominantly on post-disaster response by strengthening preparedness and emergency response capacities and creating financial mechanisms to address reconstruction processes, as opposed to broader approaches seeking to address the root causes of risk and disasters. Post-disaster actions and reconstruction processes have failed to achieve acceptable levels of efficiency, and disorganization and misuse of resources that should benefit disaster-affected populations still prevails.

Annotation. Introduction. The article investigates the main problems in the field of social protection of the population in Ukraine that require an immediate solution. The theoretical approach to the financial support of the social sphere is considered. The reasons for the negative impact on the implementation of budget policy in the social protection system are investigated. The financing of social protection and social security, health and education from state and local budgets of Ukraine is analyzed. Changes in the system of social protection through the transformation of financing of the social protection system are determined. The purpose of the article. It is worth exploring the financial support of social services in Ukraine in recent years. It is also worth offering possible ways to counteract the underfunding of the social sphere from the budgets of different levels. Results. Formation of national social security in the system of public finance management should be carried out on the basis of the system of fiscal norms and to be focused; to ensure effective forms of supporting various social groups that require social protection; transition to cash provision of welfare; Personal assistance to the state is included in income of individuals and families. Taking into account that wages are still the main source of income in Ukraine, it is necessary to increase its share in income, paying special attention to minimal hourly remuneration. Conclusions. The main reason for the negative impact on the implementation of fiscal policy in the social security system is mainly reflected in the implementation of the budget expenditures approved by the state. In addition, during the research process, we have found that in the state budget of Ukraine, social security expenditures and social insurance funds have increased more than doubled over the past five years, indicating the lack of funds in this area.

Justified socio-economic importance of the horticultural industry. Found that the lack of state support in the size, allowing to reduce the growing deficit of own funds of agricultural producers, hinders systematic development of horticulture, and allocations of state does not provide to mitigate the effects due to the negative impact of macroeconomic factors. Describes the main normative documents regulating the development of horticulture in the Russian Federation. The influence of macroeconomic factors on industry development, installed emerging trends: the rising costs for laying the Foundation plantings and care until fruiting stage, exceeding the relative increase in the volume of subsidy; increase in the deficit of own funds of agricultural organizations for the renovation of the space and costs for the organization of reproduction processes, which reduces the rate of renovation of plantations. The factors that have significant influence on the development of the industry, actualize, in particular, the need to increase volumes of state and differentiation of forms of state regulation. Comparable analysis of the dynamics laying areas of perennial plantings and measures of state support of horticulture is evidence of emerging imbalances in the organization of reproduction processes. A correlative relation of the degree of influence of the dimension of the state support at the rate of renovation of perennial plantings. Reviewed the new rules of subsidizing of horticulture in 2020. Justified by the necessary amount of subsidies for planting and care before the entry into fruiting with emerging macroeconomic imbalances in the sectoral development.

The imbalance associated with the dominance of supply over demand in the market of educational services, excess demand for certain specialties and its absence in others has a negative impact and worsens the staffing of government agencies and the economy of Ukraine as a whole. This is the motive for retrospective analysis of the experience of staffing by state order of the economy, mechanisms and structures that carry out individual processes at different stages from order formation to the distribution of specialists for the formation of modern educational policy. The factors influencing the orders of specialists, such as demography, the structure of economic sectors, priorities of economic development, deindustrialization of the economy, etc. are analyzed. The results of retrospective analysis of the system of training and placement of personnel with higher education for a period of more than 100 years, the need to develop long-term (at least 6-7 years) state policy and prioritize the training of specialists with higher education by state order. Tasks and measures have been identified, the solution of which will allow to create a regular approach to the mechanism of formation of the state order in the training of specialists with higher education and the influential levers of its management. The lost elements of the structure are given, which do not allow the existing system of staffing by the state order to function effectively. It is proved that state regulation of higher education should be carried out exclusively in accordance with state priorities, prospects of national economy and its branches, in accordance with modern conditions on the basis of the European educational space, as well as based on forecasting, planning needs, assessing demographic and economic situation. The conducted retrospective analysis allows to determine the need for long-term state policy and to determine priorities in the training of qualified specialists with higher education by state order.

The relevance of the research topic is explained by the negative impact of integration agreements, in particular the free trade ones, on the list of instruments that the state can use to implement its economic policy in the field of foreign economic activity, in particular - on the list of customs instruments. There is a steady global increase in international trade, coupled with the tendency to gradually reduce trade barriers by most countries. Strengthening integration processes negatively influence the breadth of influence and the list of customs instruments of economic regulation. Given the socio-economic and environmental risks that arise in the absence or lack of state regulation of economic processes, it is important to ensure the effectiveness of those instruments that may still be used under the terms of integration agreements. Additionally, the attention to the customs instruments is increasing in the context of the «economic patriotism» that is becoming popular in USA, Europe and other countries, together with the criticism of the neoliberalism. The coverage of the issue in the works of domestic and foreign scholars is sporadic in nature and is usually tied to the problem of a particular market or industry in a particular agreement. In the last years before the ratification of the Association Agreement between Ukraine and the EU, as well as in the first years after, T. Ostashko studied the potential effects of that agreement on the instruments of regulation of certain sectors of the economy of Ukraine. From the point of view of generalization of the practice of state regulation of economy in the European integration processes, it is possible to mention V. Olefir and O. Mitchenok which covers the experience of Bulgaria, Poland, Romania, Africa, America and the Middle East. The above studies do not consider separate institutes of state regulation of the economy, in particular customs instruments, at a deeper level, focusing on the direct economic processes and the impact of increasing the freedom of trade turnover on national production. The research objective is to analyse the essence and impact of international economic processes on customs instruments for the implementation of the state economic policy in order to develop proposals for the effective use of these instruments. The theoretical and empirical methods of cognition in their dialectical combination are used in this work. In the analysis of existing integration processes, statistical and economic methods, in particular, comparisons, graphic constructions, as well as methods of descriptive and comparative statistics are used. Comparative methods, methods of analysis, synthesis, generalization, and also the system method are used to determine the ways of efficient use of customs instruments. system method is used. The dynamics of the development of integration processes and the influence of their various types on the customs instruments both in general and in separate branches are revealed in the framework of this research. The international experience of using customs instruments in these conditions is investigated and the most effective ones are highlighted. The results of this research can be applied in the process of formulating the state economic policies, in particular in the context of international economic activities, food security, protection of the national agri-food market and its elements, support of the national manufacturers. The research has demonstrated that in the framework of the WTO effective applied tariffs may be effectively utilized by approximation to the bound tariffs. Within the framework of bilateral and multilateral agreements, the institute of tariff quote is an effective tool, due to flexibility and potential directions of application, Increasing the country's participation in regional and bilateral trade agreements, albeit with the risk of creating a complicated regulatory «stew» and trade intervention, leaves a sufficient number of customs tools for effective implementation of the state regulation of economy.

BACKGROUND Mass casualties caused by natural disasters and man-made events may overwhelm local emergency medical services and healthcare systems. Logistics is essential to a successful emergency medical response. Drills have been used in disaster preparedness to validate plans, policies, procedures, and agreements, and identify resource gaps. The application of the internet to facilitate the conduct of exercise was still limited. OBJECTIVE This study aimed to investigate the optimal preparation of medical supplies by medical emergency response teams during emergencies and disasters using an internet-based drill. METHODS An internet-based drill based on real-life mass casualty incidents (MCIs) was developed and conducted in Taiwan from June 2017 to July 2018. The drill involved an MCI with 50 events delivered under two scenarios: 1) reduced transfer capacity and well-functioning local healthcare facilities (emergency module); 2) severely reduced transfer capacity and dysfunctional local health care facilities (disaster module). For each event, medical supplies commonly prepared by local medical emergency response teams in Taiwan were listed in structured questionnaires and participants selected the supplies they would use. RESULTS Forty-three senior medical emergency responders participated in the survey (responding rate of 47.3%). Resuscitation-related supplies increased from emergency to disaster module (e.g., intubation from 9.1% to 13.9%; dopamine from 3.2% to 5.0%;p<0.001 for all). In the subgroup analysis of events with life-threatening injuries, the utilization of resuscitation -related supplies (e.g., intubation from 46.6% to 65.3%; p<0.001) remained higher in the disaster than in the emergency module. Compared to emergency medical technicians, physicians and nurses are more likely to use intravenous/intramuscular analgesics. CONCLUSIONS The severity of scenarios and the professional background of emergency responders have a different utilization of medical supplies in the simulation drill. The internet-based drill may contribute to optimize preparedness of medical response to prehospital emergencies and disasters.drill; internet; emergency management; resource management; disaster medical assistance team
