The relevance of the research topic is explained by the negative impact of integration agreements, in particular the free trade ones, on the list of instruments that the state can use to implement its economic policy in the field of foreign economic activity, in particular - on the list of customs instruments. There is a steady global increase in international trade, coupled with the tendency to gradually reduce trade barriers by most countries. Strengthening integration processes negatively influence the breadth of influence and the list of customs instruments of economic regulation. Given the socio-economic and environmental risks that arise in the absence or lack of state regulation of economic processes, it is important to ensure the effectiveness of those instruments that may still be used under the terms of integration agreements. Additionally, the attention to the customs instruments is increasing in the context of the «economic patriotism» that is becoming popular in USA, Europe and other countries, together with the criticism of the neoliberalism. The coverage of the issue in the works of domestic and foreign scholars is sporadic in nature and is usually tied to the problem of a particular market or industry in a particular agreement. In the last years before the ratification of the Association Agreement between Ukraine and the EU, as well as in the first years after, T. Ostashko studied the potential effects of that agreement on the instruments of regulation of certain sectors of the economy of Ukraine. From the point of view of generalization of the practice of state regulation of economy in the European integration processes, it is possible to mention V. Olefir and O. Mitchenok which covers the experience of Bulgaria, Poland, Romania, Africa, America and the Middle East. The above studies do not consider separate institutes of state regulation of the economy, in particular customs instruments, at a deeper level, focusing on the direct economic processes and the impact of increasing the freedom of trade turnover on national production. The research objective is to analyse the essence and impact of international economic processes on customs instruments for the implementation of the state economic policy in order to develop proposals for the effective use of these instruments. The theoretical and empirical methods of cognition in their dialectical combination are used in this work. In the analysis of existing integration processes, statistical and economic methods, in particular, comparisons, graphic constructions, as well as methods of descriptive and comparative statistics are used. Comparative methods, methods of analysis, synthesis, generalization, and also the system method are used to determine the ways of efficient use of customs instruments. system method is used. The dynamics of the development of integration processes and the influence of their various types on the customs instruments both in general and in separate branches are revealed in the framework of this research. The international experience of using customs instruments in these conditions is investigated and the most effective ones are highlighted. The results of this research can be applied in the process of formulating the state economic policies, in particular in the context of international economic activities, food security, protection of the national agri-food market and its elements, support of the national manufacturers. The research has demonstrated that in the framework of the WTO effective applied tariffs may be effectively utilized by approximation to the bound tariffs. Within the framework of bilateral and multilateral agreements, the institute of tariff quote is an effective tool, due to flexibility and potential directions of application, Increasing the country's participation in regional and bilateral trade agreements, albeit with the risk of creating a complicated regulatory «stew» and trade intervention, leaves a sufficient number of customs tools for effective implementation of the state regulation of economy.

  In this article theoretical and еmpirical analysis of social security are conducted. Ways of the optimization social security are argumented. The author notes that significant transformation processes are taking place in the country. They affect the state of security. It is noted that with the development of scientific and technological progress the number of threats and dangers does not decrease. At the same time, the essence of the phenomenon of "danger" is revealed. Empirical studies have been carried out on the basis of an analysis of problems related to ensuring the necessary safety of people. It is established that in recent times organized crime, including cybercrime, has spread widely in Ukraine. It has a negative impact on ensuring national security and sustainable development. A number of factors have been singled out. They are a potential threat to national security. Groups of possible dangers are determined. Summarizing the opinions of scientists, the essence of the concept of "social security" is characterized. It is emphasized that its state is influenced by the level of economic development, the effectiveness of social policy of the state and state regulation of social development. The authors have grounded the formation of national and social security, have proved that sustainable development is connected with the observance of social standards; have considered the development and implementation of a balanced social and environmental and economic policy. This policy would involve active use of the latest production technologies, minimizing the amount of harmful emissions to the environment, strengthening the role of the state in solving social and economic problems and sustainable development.

The Object of the Study. Informal employment in Russia, factors affecting the development of informal employment. The Subject of the Study. Socio-economic policy in connection with the development of non-standard forms of employment in Russia. The Purpose of the Study. Developing of proposals for the transformation of socioeconomic policy in the context of the development of non-standard forms of employment in Russia. The Main Provisions of the Article. The main factors influencing the development of non-standard forms of employment are: the development of information and communication technologies and robotics, changing consumer preferences, demographic factors, changing the quality of the workforce, institutional factors, globalization. The proposals on the directions of socioeconomic policy, necessary for a positive impact on the situation with the state and development of precarious work in Russia are substantiated. The objective of such a policy in terms of precarious work is to reduce (reduce to “no”) its risks, expand positive opportunities for the parties to labour relations and society as a whole in the context of the development of the ICT and robotization. Measures are proposed in the field of the “lifelong learning” program, state regulation of the labour market (including in terms of improving the activities of state and non-state employment services, unemployment benefits, electronic personnel management), the development of a social partnership system (primarily in terms of improving activities of trade unions), the development of external institutions affecting the labour market and employment (Tax policy, Informing on the state of legal regulation labor relations). It is advisable to update the National Project “Labour Productivity and Employment Support”, providing for the whole range of issues of promoting productive employment, due to the development of its non-standard precarized forms.

The state of São Paulo, Brazil, where more than 94.000 dentists are currently registered, has become the epicenter of COVID-19 in Latin America. The aim of this cross-sectional study was to evaluate the impact of COVID-19 pandemic on dentists in this state. A semi-structured questionnaire was sent via e-mail to 93.280 dentists with active registration in the Dental Council of São Paulo (CROSP). The impact of COVID-19 pandemic was assessed through questions related to demographic, socioeconomic, dental practice characteristics and personal protective equipment (PPE) use. Ordinal logistic regression analysis was performed to investigate the association between all the variables (p<0.05). Over 8 days, 2113 responses were received. Only 26.52% of the sample reported a low-income reduction (from 0–10%), while the majority of dentists reported a more negative financial impact, 35.6% with a reduction of more than 50% of their monthly income. Dentists who worked in the private sector and at the capital had a greater financial impact when compared to those of the public sector and countryside of the state (p<0.05). Furthermore, about 83% reported not having received any specific training to control the transmission of coronavirus in the health area. This study provides evidence of the negative impact of the COVID-19 pandemic on the routine of dentists in the state of São Paulo, Brazil. Hopefully, this study will help dental and other health care professionals to better understand the consequences of disease in dental settings and strengthen preparedness throughout the dental health care system.

The development of Ukrainian trade organizations in ordinary conditions is characterized by a high degree of inertia. Therefore, when situations that need to change arise, business strategies of market participants also change dramatically. Most often, such transformations are connected with external factors, such as the overall economic crisis, a sharp change in the state “rules of the game” in a particular sector of economic relations, as well as another external factor bond to the occurrence of new serious competitors. The development of organizational and economic mechanism to ensure the innovative development of retail trade, requires comprehensive consideration of internal and external factors of the studied system, the formation of strategies and programs to increase the innovation potential of its participants, their active interaction, increasing the use of innovative technologies, generating ideas and transformations. The article considers the issues related to the impact of business globalization processes on the transformation of business models of trade organizations and their operation strategy, as the degree of trade development indicates the standard of living and the state of the economy and society. The authors of the article suggest that retail organizations adapt to the changes in the macro and micro environment, using innovative components in economic and financial activities, which will ensure their competitiveness and prevent crises. The proposed model of an innovative trade organization allows to identify the goals components of innovation activities, which combine the strategic guidelines of the state regulation and help to improve the economic condition of trade organizations

The axiom of present is that Ukraine has a very difficult situation in the sphere of hotel and restaurant business caused by the COVID-19 pandemic. This situation has developed not only due to the underdevelopment of this sphere, also because of the significant shortcomings in the system of the State regulation of entrepreneurial activity in the pandemic, which makes this issue a topical scientific problem. The publication is aimed at analyzing the extant status of operation of the hotel and restaurant business under quarantine restrictions, as well as developing proposals for providing the State support to business entities in order to minimize losses during the COVID-19 pandemic. Theoretical and methodological grounds of research are the basic principles of development of hotel and restaurant business in a crisis, scientific works of Ukrainian scholars. The following methods were used in the course of the research: logical-juristic (to analyze the legislation of Ukraine on measures of the State support for business entities in connection with the COVID-19 pandemic); systematization (defining forms of the State aid); hypotheses and assumptions (in the preparation of proposals for further regulation of the provision of the State support to the hotel and restaurant business). As a result of the research, it is determined that the introduced support measures on the part of the State allowed to reduce the negative impact of the COVID-19 pandemic on the hotel and restaurant sector for the short-term period only. Renewal and further development of this sphere is impossible without the introduction of new approaches to the relations between the State and business, which have established determined in Ukrainian society, without increasing the social consciousness of business and increasing the level of its contact with public authorities. To achieve this goal, it is necessary to improve the system of adjustment of efforts of the State authorities, local self-government bodies and business entities in this sphere.

The article is devoted to the study of the results of state regulation of business in the context of a pandemic and the associated global economic crisis. The impact of the system of anti-crisis measures, implemented by the Government of Russia, to support small and medium-sized businesses has been studied. The problems of development and survival of enterprises in a crisis economy are identified and the ways of their solution are proposed. The measures taken by the state to prevent massive bankruptcies during the pandemic are considered.

Abstract The financialisation of economies is believed to be the primary cause of the increase in income inequality in the world, occurring on a scale unseen for more than 30 years. One can hypothesise that it is the state that is responsible for the widening inequality, as the state has not sufficiently used the redistributive function of taxation. The purpose of this paper is to study the impact of tax policy on income inequality in Poland, the Czech Republic, Slovakia and Hungary. These so-called Visegrad countries have, in the last several years, carried out some controversial experiments with tax policy, specifically in terms of the flattening of tax progressivity or its replacement with a flat tax, which led to the weakening of the income adjustment mechanism. The imbalance between income tax and consumption tax has contributed to perpetuating income inequality. The verification of tax systems carried out during the recent financial crisis has forced the countries included in this research to implement tax reforms. The introduced changes caused various fiscal and redistributive effects. Analyses show that the changes in income taxation and an increase in the consumption tax rate had the most negative impact on the income and asset situation in Hungary.

Purpose The purpose of this paper is to examine the role of specific active labour market policies (ALMP) and increased use of zero hour contracts (ZHCs) in creating an environment in which low-wage jobs flourish. Alongside these, it examines the role of financialization over the last 30 years in fostering the nuturalization of policies that institutionalize low wages and deregulate the economy in favour of big business. Design/methodology/approach This paper draws upon academic literature, official statistics, and analyses via the concept of neoliberalism. Findings This paper demonstrates that via a set of interconnected macro and micro factors low pay is set to remain entrenched in the UK. It has demonstrated that this is not the result of some natural response to labour market demands. Far from it, it has argued that these policy choices are neoliberal in motivation and the outcome of establishing low pay and insecure employment is a significant character of the contemporary labour market is deliberate. Research limitations/implications This paper encourages a re-think of how the authors address this issue of low pay in the UK by highlighting alternative forms of understanding the causes of low pay. Practical implications It presents an alternative analysis of low pay in the UK which allows us to understand and call into question the low-pay economy. In doing so it demonstrates that crucial to this understanding is state regulation. Social implications This paper allows for a more nuanced understanding of the economic conditions of the inequality caused by low pay, and provides an argument as to alternative ways in which this can be addressed. Originality/value The paper examines the relationship between the rise of neoliberalism and finance capital, the subsequent emergence of the neoliberal organization, the associated proliferation of ALMP and ZHCs, and the impact of these on creating a low-wage economy. It makes the argument that the UK’s low-wage economy is the result of regulatory choices influenced by a political preference for financialization, even if such choices are presented as not being so. Thus, the contribution of this paper is that it brings together distinct and important contemporary issues for scholars of employee relations, but connects them to the role of the state and neoliberal regulation.

This paper tackles the economic impacts of COVID-19 pandemic on the labor markets and human capital. Specifically, it looks into the issues the pandemic brought upon the human resources and personnel during coronavirus lockdowns. The high level of globalization characteristic of the modern economy has only exacerbated the negative impact of the pandemic. At the moment, it remains impossible to assess the qualitative and quantitative parameters of the damage caused to the economies of countries and regions by this event. However, it is possible to identify the main directions of analysis of the consequences of the pandemic, including in terms of the impact on the state of the labor market, which was the main goal of this study. In particular, the authors highlight a number of consequences, the work on overcoming which is still to be done by the Russian socio-economic system. The most obvious of them is the growth of unemployment, the release of part of the employed and the reduction in the number of jobs, and this is observed extremely unevenly across the sectors of the economy. Nevertheless, the authors point out that the problem of staff release is aggravated by the size of the share of informal employment in the labor market, especially in the sectors of public catering, leisure and tourism that have been most affected by the pandemic. As the second important problem, the authors point to ineffective staff reduction, the dismissal of useful and valuable employees of some organizations while maintaining an unnecessarily bloated staff of others. It also mentions the reasons and forms of staff retention, some of which, being either forced or economically and technologically attractive, give rise to additional problems. The authors call an important social consequence of the pandemic a reduction in the number and level of personal contacts in society, in particular, in working groups. As a result, the author's vision of the long-term consequences of current events for the state of the labor market, employment of the population and the economy as a whole is proposed.)
