Modern dynamic development of the Ukrainian society and its integration into global social and economic space is followed by emergence of a wide range of problems (internal and external calls and threats of political and financial and economic nature; spatial deformations at the regional and local levels, growth of a fragmentariness and asymmetry in social and economic development of regions, areas, cities and rural territories, lack of systemic nature and coordination of all participants of regional development), the majority of which is especially sharply shown at the regional level. In this regard, there is a need to reveal the spatial development characteristics and problems of the cities and rural territories for Ukrainian regions, to identify their weaknesses and strengths, in order to determine the optimal mechanism for improving spatial development, which would in the future allow for efficient combining of the state and regional interests in the process of ensuring sustainable development of social and economic space and its regional subsystems. The basic spatial tendencies and characteristic features of socio-economic development of cities and rural territories of Zaporizhia region are highlighted, as well as the optimum mechanism of improvement of their spatial development taking into account regional specificity is outlined. The analysis of the main socio-economic and spatial development indicators allowed us to identify the main characteristics of the urbanization process in the region and its impact on the development of suburban areas. Ranging of cities and areas of the region by the level of social and economic development by means of an integrated index of economic development of the cities and districts of the Zaporizhia region based on quantitative and qualitative characteristics of various aspects of social and economic dynamics of their development is carried out. This approach allowed us to ensure the validity and methodological correctness of comparisons of cities and districts parameters in Zaporizhia region by partial integral indexes (economic, social and environmental), and also to determine the place of each of them by rating in the region, which allowed to reliably estimate the depth and extent of their socio-economic development differentiation.

Strategizing the spatial development of the Russian Federation is an extremely complex, multifaceted task, which affects not only the traditional problem of the location of productive forces, but also a wide range of issues, concerning the ratio of different types of settlements, agglomeration processes, strengthening the role of each type of settlements and agglomerations in ensuring sustainable socio-economic development of the country and its regions. The active discussion around the dilemma “mega-cities and/or small and medium-sized cities”, which actively unfolded during the discussion of the draft of the spatial development Strategy, naturally didn’t lead to the formation of a mono polar position on this issue. Formally, newly adopted document paid tribute to the leading role of mega cities and large agglomerations in the development of the country’s economy and its modernization on the innovative basis, but also proceeds from the fact that the implementation of this trend of socio-economic development should not lead to the launch of the bulk of small settlements. This situation gives the reason to presume that many questions of the spatial development of the Russian economy haven’t yet received an adequate answer. This, in particular, concerns the settlement aspect of spatial Strategy. In addition, it is not clear what should be the program-target tools of the Spatial development strategy of the Russian Federation and what role national projects can play in this sphere.

Attention to the problems of socio-economic development of rural areas by the official authorities, economists and the scientific community was mainly theoretical, sometimes point-practical. At the same time, rural poverty and high unemployment, the deterioration of the demographic situation, the reduction of the network of social infrastructure institutions in rural areas, which in combination has a negative impact on the reproduction of labor resources, a decrease in production, a high level of migration, have always been the problems of rural development in the country. In general, the sustainable development of rural areas is characterized, on the one hand, by external, the most important natural resource constraints that form a long-term perspective, and on the other — determine the possibility of socio-economic development of rural communities, economic entities, diversification of the economy of the territory, the formation of new activities, environmental management. This is a very wide range of problems, which in Russia and in a number of countries around the world is currently being considered from different positions. The article deals with the problems of economic development of rural areas as the main factor of their sustainable development in the agricultural regions of Russia. The main resources of development of rural areas of the region are defined. The characteristic of clusters of agribusiness and tourism industry is given. It shows their points of growth, the channels of products realization of the cluster, the development of tourism and recreation.

The article is devoted to the issues of periphery and peripheralization of the spatial development of Russia, a significant part of the territory of which has experienced the negative direction of social and economic development during the transition to a market economy and continues to undergo it at the present time. The article discusses the theoretical approaches of Russian and foreign authors to the definition of the concepts of «periphery», «peripheralization of space». Based on the use of methods of comparative analysis and systematization, the authors identified six main approaches of researchers to the definition of the concept of «periphery»: positional, functional, problem, generative-translational, social, subjective, and also revealed the content and peculiarity of each approach. The authors highlighted such basic properties of the periphery as diverse remoteness, economic degradation and social marginalization, poly-scale character, migration outflow, ubiquity and relativity, weak involvement in global economic relations. A system of indicators characterizing the periphery in accordance with the selected approaches is proposed. On the basis of the conducted research, it was concluded that the spatial development of individual centers of Russia is taking place with the spatial degradation of its most part, which significantly actualizes the question of the future of the Russian periphery and its impact on the spatial development of the country as a whole. Due to the weakness of its own potential, the Russian periphery cannot act as an independent attractor of socio-economic development and requires strengthening state regulation measures based on the competitive advantages of each territory.

The inequality of the socio-economic space of the regions is a significant problem for the management of the regional development of any country. The objective nature of the issue of unequal socio-economic development, the lack of unified regulation approaches and methods determine not only the practical meaning but also the scientific interest in considering the specific manifestation of this problem on particular objects. The paper illustrates the problem of differentiation in the socio-economic space of one Russian region by the data on the Murmansk region, the subject of the Russian Arctic zone. To analyze the situation the authors used integrated assessments, the relative strength index for each of the assessment indicators, and the Gini index. The authors have revealed the specifics in unequal socio-economic development of the Murmansk region and the stable trends on the basis of which have developed recommendations for managing the regional social and economic development.

The effective management of the socio-economic development of territories is a priority issue in the context of the internal policy of the state. Thus, it remains relevant to study the main aspects of the socio-economic development of the country’s territories, identify the main problems of managing the socio-economic development of territories. The effective management of the socio-economic development of the territory is associated with many difficulties due to its global nature, therefore it should be subject to a large and exhaustive number of regulatory legal acts. To assess the socio-economic development of individual territories of the Russian Federation, a wide range of basic statistical indicators is used, which corresponds, among other things, to the methods of foreign companies. The analysis of the problems of managing the socio-economic development of territories helped formulate both general and particular issues. In the first case, the proposed recommendations for improving the process of managing the socio-economic development of the territory are universal and associated with the development of entrepreneurial infrastructure, small and medium-sized businesses, the investment attractiveness of the region, etc. The private problems of managing the development of territories should be addressed by identifying and developing the competitive advantages of individual territories.

These measures are intended to improve the quality of life of rural residents and the conditions of their work. The aim of the paper is to demonstrate whether the implementation of NRN initiatives contributes to socio-economic development of rural areas in Podlaskie Voivodship. In order to achieve this objective, the projects supported by NRN for the years 2010-2017 were reviewed, and the numbers of the projects in individual poviats were compared to the changes in values of socio-economic development indicators derived from the Central Statistical Office data.
