This article examines the existing practice of participation by non-profit organizations (NPOs) in solving social policy problems, both in the West and in Russia, and makes a comparative analysis of Russian and foreign experience in this area. A separate section of the work is devoted to the study of the grant support system of NPIs in Russia. Systemic and private problems have been identified. Conclusions are drawn about imperfections of the emerging system of interaction between the State and NCBs, including in the area of project financing; and also about the need to create conditions for the replication of successful pilot projects of individual NCBs on the territory of the whole of Russia.

The goal of this study is to find out to what extent the Use of Vokoscreen as a Learning Video on students’ speaking skill in E-Learning at SMP Yapidh district Jati Asih. This research used descriptive qualitative method. The participants are 35 students on grade IX at SMP Yapidh. These students are chosen because they would have practical examination. The instruments are observation and interview. The result showed that the most students answered paid attention to the researchers’ explanation, they used vokoscreen application well, they joined actively in learning activity, they made an interesting presentation based on a topic, felt happy using vokoscreen as a learning video, and more confident in speaking English activity. Only a few students could not maximal in this learning because their internet connection and some private problems. The interview result showed that all students said positive answer about their opinion used vokoscreen application on speaking activity. There are 35 participants answered “like” and 2 participants answered dislike. Based on the results of this investigate could conclude that the foremost students on grade nineth at SMPIT Yapidh are propelled and appreciated on speaking activity in e-learning using vokoscreen  as learning video, in reality the result of this inquire about demonstrated that the students more certainty and incremen their briefly speaking English.

The article attempts to critically comprehend the new tools of state regulation of self-employment of the population. The relevance of the issues under consideration is due to the fact that the segment of self-employment of the population belongs to the poorly stud-ied aspects of social and labor relations in the Russian Federation. Often this type of em-ployment falls into the "gray", informal zone of the economy of the national economy, this form is mainly used as an additional source of income. Interest in the discussion on this issue in the context of the unstable situation in the state, the coronavirus pandemic, has only grown. The ability to legally work in the status of "self-employed", on the one hand, reduces the risk of income reduction for the population, the risk of penalties, on the other hand – increases the social insecurity of citizens. Self-employed people are denied the status of unemployed and, accordingly, unemployment benefits, and do not accumulate work experience for pension accrual. The main results of the authors’ research are sum-marized in the first results of the pilot projects on regulating self-employment of Russian citizens, highlighting two aspects – "shadow" and female self-employment. The article assesses the impact of the new rules on the regulation of self-employment on the statisti-cal indicators of registration of citizens as" self-employed"; gender features in the structure of self-employment by industry, by type of economic activity are identified. The authors identify the opportunities and risks of participants in economic and legal relations (the state, women and society) in the "shadow" self-employment and its legalization; they offer recommendations for improving the process of registering self-employment based on a motivational approach.

The problem of choosing effective means and methods of monitoring the results of test diagnostics of multifunctional distributed objects is relevant and unresolved today due to the large size, the interaction of many factors and the complexity of the task. The decision of the specified tasks will allow to develop and implement as a part of the corresponding automated information system the formalized device of the description of methods and means of quality control of the managed objects and processes. Evaluating the results of a test diagnosis is a difficult task, as it can be weighed over several stages of diagnosis and using various tools and methods. Therefore, it is important to obtain adequate estimates of atomic diagnostic objects (in the proposed diagnostic model - elementary functions), and then determine the qualitative estimates of their formed components of the types of providing the diagnostic object. To form a quantitative assessment of each level (elementary functions, groups of functions, subsystems and types of support in general), the use of additive integro-differential evaluation criterion (AIDCO), based on the results of test diagnostics of these atomic objects of control. AIDCO's linear format requires an analysis of the impact of each differential assessment (the result of the implementation of a particular test) on the integrated assessment (the degree of performance of elementary functions). At the same time there is a task of the analysis of ways of achievement of desirable (set, limit, etc.) values for achievement of necessary (set) degree of performance of elementary functions. The article proposes general approaches (within the framework of the proposed IDC) to the quantitative evaluation of test diagnosis results in relation to another subject area. Private problems of quantitative evaluation of test results and application of additive integro-differential criterion for evaluation of the degree of performance of elementary functions are also solved.

The effective management of the socio-economic development of territories is a priority issue in the context of the internal policy of the state.Thus, it remains relevant to study the main aspects of the socio-economic development of the country’s territories, identify the main problems of managing the socio-economic development of territories. The effective management of the socio-economic development of the territory is associated with many difficulties due to its global nature, therefore it should be subject to a large and exhaustive number of regulatory legal acts. To assess the socio-economic development of individual territories of the Russian Federation, a wide range of basic statistical indicators is used, which corresponds, among other things, to the methods of foreign companies. The analysis of the problems of managing the socio-economic development of territories helped formulate both general and particular issues. In the first case, the proposed recommendations for improving the process of managing the socio-economic development of the territory are universal and associated with the development of entrepreneurial infrastructure, small and medium-sized businesses, the investment attractiveness of the region, etc. The private problems of managing the development of territories should be addressed by identifying and developing the competitive advantages of individual territories.

The main attention in the article is paid to the Strategy of scientific and technological development of the Russian Federation, namely: the problems of Russian science outlined in it. Summarizing these problems, the authors conclude that the main problem is the management of the process of obtaining scientific knowledge that is inadequate to modern challenges, the result of which is: lagging of research topics from current requirements, leakage of scientific personnel abroad, low efficiency of organizations involved in scientific research, etc. Based on the existing regulatory framework and research on this issue, the article gives an author’s vision of the necessary changes in the management of science, which are based on a radical review of the legal status of individuals engaged in scientific activities.

In the UK, conflict resolution strategies have become increasingly popular within community development practice. Conflict resolution has been used to prevent homelessness, tackle neighbourhood disputes, address family conflict, facilitate community involvement, address discrimination and reduce anti-social behaviour. The promise of conflict resolution is that confidential and informal processes of ‘justice from below’ might better reconcile community interests, improve relationships and promote social change. Within the field of community development, these promises have been widely vaunted. However, outside community development, conflict resolution has been subject to extensive criticism. This article draws upon debates in legal scholarship to discuss four criticisms in particular: that conflict resolution disadvantages vulnerable groups, undermines social justice, suppresses legitimate grievances and mistreats public issues as private problems. It then considers these criticisms in relation to community development practice and explores potential solutions.
