Decree of the President of the Russian Federation № 633 dated November 8, 2021 «On approval of the Fundamentals of State Policy in the field of strategic planning in the Russian Federation» among the main directions of state policy in this area, scientific and methodological support for strategic planning of socio-economic development and ensuring national security is defined [3]. Within the framework of this direction, a multi-criteria model for assessing the quality of state programs of the Russian Federation has been developed and passed initial testing. New methodological approaches have been transformed into an algorithm and assessment tools, brought to the level of draft Guidelines and tested on the example of several government programs of various formats and areas of implementation. The model includes the author's conceptual apparatus, parameters and evaluation criteria, a regulated sequence of evaluation procedures (algorithm), specific tools, a specially developed tabular format for obtaining and issuing evaluation results. The principal features of the multicriteria model were described earlier [11]. This article presents the first practical results of assessing the quality of individual state programs of the Russian Federation based on the developed model. The obtained results, in turn, can be used for further improvement of the model.

The article actualizes the need of foresight technologies in the sustainable development of strategic plans of sustainable development in rural municipalities at the level of the Russian Federation. It is pointed out that the modern methodology of foresight studies is quite flexible and multifaceted, has wide application at different hierarchical levels of management. The purpose of the study is to prove the need to use the foresight methodologies for rural development strategic planning and forecasting tool. In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. It is concluded that in modern conditions of rural development it is necessary to develop strategic programs and anti-crisis measures that should focus on the application of the foresight technologies. It shows that the characteristic features of the rural municipal foresight are, on the one hand, the obligatory interconnection of strategic priorities for rural areas development in the long term and, on the other hand, the need to achieve the interest of key factors in regional development. Results of a research: the algorithm of strategic planning of sustainable development of rural areas of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered; strategic goals and priority areas for sustainable development of rural areas of the Republic of Bashkortostan in the sub-regional context were defined. On the basis of the foresight analysis, a three-level branding of agri-food products manufactured in the region was carried out, and brands within the considered rural municipalities were identified. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural areas of the Republic of Bashkortostan.

Background: Transport clustering, being a cooperation of enterprises of the same territory to consolidate resources to improve the quality of transport and logistics services, to improve the quality of infrastructure, to ensure the growth of transport accessibility of the territory, is one of the drivers of economic growth of the territory. Therefore, the question of forming a mechanism for creating a transport cluster (TС) is relevant, the first stage of which is the TLC model. Aim: creation of a structural and logical model of a transport and logistics cluster, the implementation of which will allow the creation of a TC in any territory with a high transport and transit potential. Methods: Based on the research, generalization and analysis of the works of domestic and foreign researchers in the field of transport clustering and regulations, laws and strategic documents, the definitions of the concepts of the components of the TLC were clarified, the main and auxiliary participants of the cluster were identified, their functional relationships were identified, the requirements for the infrastructure of the TC were determined, the effect of the activity of the TC for the participants and for the territory on which the cluster is located was revealed. Results: The result of the study is a structural and logical model of the transport cluster. Conclusions: The obtained structural and logical model of the transport cluster allows the development of transport clustering in the Russian Federation, since it is a universal tool for creating a TC for any territory with a high transport and transit potential

The purpose: the article substantiates the importance of the country’s adoption of the strategic planning document «Strategy for the development of the higher education system in the Russian Federation for the period up to 2030».Materials and methods: the research uses theoretical and empirical methods, logical and system analysis, methods of description, prediction and expert assessments. The theoretical basis of the research is the method of strategic management developed by the famous economist, doctor of economic sciences, professor, foreign member of the Russian Academy of Sciences V. L. Kvint. Results: the analysis of numerous definitions of the concept and essence of strategy existing in the scientific literature is carried out, and a number of key positions in its definition are highlighted. Justifications are given for the criteria for developing strategies, using the example of the Strategy for the development of the country’s higher education system for the long term. The features of developing a strategy for the development of higher education are defined, and the hierarchy of levels of the strategy system is presented in relation to the strategy for the development of domestic higher education.Discussion: the strategy proposed for adoption should reflect the state and prospects of development of the higher education system, with the definition of Russia’s position in the world educational space, current challenges and threats facing higher education, identify strategic priorities, goals and objectives, mechanisms and stages of implementation of the strategy, propose scenarios for the development of the higher education system, identify sources of resources for the implementation of the strategy, expected results and monitoring of its implementation. Conclusion: it is noted that various state programs, national, Federal and priority projects, and action plans related to the development of the higher education system are being developed and approved in the country. However, there is no key strategic planning document — the Strategy for the development of the higher education system in Russia for the long term (for example, until 2030). In this regard, it is very relevant to develop and adopt this strategy, which undoubtedly takes into account the historically established traditions and features of the national higher school.

To date, the Russian Federation has created and is actively developing a system of strategic planning of socio-economic development, including subjects, objects, strategic documents, tools, regulatory and methodological framework, as well as a number of other elements. Despite the institutional formation, there are still quite a few problems in this system, especially at the regional level. The subjects of the Russian Federation have strategic documents at their level, the purpose of which is the socio-economic development of the region. Despite this, the quality of strategic documents is not always at a high level. First of all, the quality of strategic documents is influenced by a set of tools that allow you to achieve your goals and objectives. Within the framework of this study, a method of correlation and regression analysis is proposed in the system of strategic planning tools at the stage of determining priority areas.
