OBJECTS WITH SPECIAL INNOVATIVE STATUS: THEORY AND PRACTICE

The article examines examples of objects with a special innovative status. As examples of such objects, the following are considered: territories of advanced socio-economic development, technology parks, industrial parks, small innovative enterprises, science cities, technology transfer centers. It is concluded that it is necessary to separate the goals of innovative development into a separate group of performance indicators. In the context of the transition to a new technological order, it seems expedient to introduce the concept of a territory of a special innovative status. It is assumed that the territories of special innovation status will function as a "Regulatory Sandbox".

Economic growth of developed countries is based on use of modern advances in science and innovative technologies. The creation of technoparks is one of the most common ways of implementation science and technology achievements in the economy, particularly in industry. The use of extensive innovation infrastructure in the form of ecotechnoparks in Ukraine, in particular in the Volyn region will contribute to the development of the economy and environmental protection. So that, the main purpose of the article is to substantiate the project of creation and operation of a network of eco-technology parks in the Volyn region. The information base of the research includes the scientific works published by L. Horbach, V. Nezhyborets, M. Yermoshenko, V. Derhachov, Ye. Donchenko, T. Chaiun and other. The article is devoted to the study the theoretical and practical aspects of creation and functioning of the ecotechnoparks in Volyn region. The authors give information about main types of activity of ecotechnoparks and propose the definition of concept « ecotechnopark». Particular attention is paid to the analysis of ways of zoning the territory of eco-industrial parks depending on the purpose of using, natural and historical and cultural value of areas. The priority directions of innovative activity are analyzed. These activities will ensure ecologically balanced socio-economic development of territorial communities with implementation of modern methods of management. Accordingly, it is noted that the main tasks of eco-technology parks in the Volyn region are to protect and restore the natural environment, promote socio-economic development of local communities, create attractive living conditions for the population etc. The authors offer to create more than 20 ecotechnoparks, which can be allocated based on natural resemblance and geopolitical factor. These parks can be created within the one territorial community or on the area which include two and more communities. According to the project the number of eco-industrial parks will be quite different in a section of district in the Volyn region. In particular, it is planned to create 10 ecotechnoparks in Kovel district, 7 parks – in Lutsk district, 3 – in Kamin-Kashirsky district and 2 – in Volodymyr-Volynsky district. The eco-industrial park «Western Bug» will be the largest of them, border the Republic of Poland and cover territory of two administrative districts of Volyn region. Furthermore, the ecotechnoparks «Svityaz» in Kovel district and «Pripyat-Stokhid» in Kamin-Kashirsky district will comprise significant areas with unique natural features. It is mentioned that future eco- industrial parks can be included in European eco-networks and will help to ensure the harmonious coexistence of population and nature. According to the project, management of ecotechnoparks will be entrusted to local communities. However, the general management is proposed to be carried out by the central administration, which will be located in the center of Volyn region – Lutsk City. Possible sources of funding for these ecotechnoparks include budgets of local territorial communities, local taxes and fees, utility payments etc. The authors came to the conclusion that the creation of eco-industrial parks in the Volyn region will contribute to the socio-economic development of the territory, improve the living conditions of the population and improve the ecological state of the environment. The practical recommendations can be used by Volyn Regional Council and territorial communities. The introduction of urban policy aimed at attracting innovative technologies to stimulate socio-economic development of territories, intensification of investment activities in the regions and rational use of land resources, has necessitated scientifically sound changes in urban planning - the formation of technology parks and technopolises. In the Lviv region, as in Ukraine as a whole, the process of forming the infrastructure of innovative entrepreneurship (business centers, business incubators, technology parks) has only just begun and has not yet received proper development. It should be noted that the significant scientific and educational potential of the Western region and in particular the city of Lviv can be used much more effectively. In 2025, the current master plan for the development of Lviv will end. On the eve of elaboration of the new master plan of Lviv it is necessary to define and reserve within its suburban zone the territory for construction of objects of industrial sector, including sites of innovative development (technology parks, industrial parks, transport and logistics centers). This choice should be associated with the planning organization and development of transport infrastructure in the region. The most promising of these positions are areas close to road junctions of international and national importance. Urban planning proposals for the formation of innovative production areas should be reflected in the development of investment passports of local communities in the region as a key marketing tool for informing the domestic and international business environment and promoting them to the external level to potential investors.

Subject. This article explores the theoretical basis of the economic efficiency of production and classifies the performance figures of beef cattle husbandry. Objectives. The article aims to define a system of indicators of beef cattle husbandry economic efficiency. Methods. For the study, we used a comparative analysis. Conclusions and Relevance. To assess the economic efficiency of agriculture production, it is necessary to use a set of indicators by beef cattle breeding sub-sector. The system of economic performance indicators of production needs to be transformed into a summarizing indicator. The results of the study can be applied in the theory and practice of determining the economic efficiency of the beef cattle industry.

China entered a new era, and the construction of an ecological civilization and green development has been raised to a new strategic height. As the lifeblood of the national economy, industrial parks significantly contribute to economic growth. However, they also generate significant pollution, damaging the ecological environment. It is urgent to ecologically transform traditional industrial parks. This requires identifying methods to correctly and objectively evaluate the ecological level of industrial parks, and provide ecological construction proposals for the government and industrial parks. In this study, the comprehensive evaluation weight was determined by introducing a variation coefficient and an Attribute Hierarchy Model (AHM). The ecological level of four representative eco-industrial parks was then quantitatively evaluated using a grey multi-level evaluation method. The ecological construction level of the four industrial parks was as follows. The Tianjin Economic-Technological Development Area (TEDA) was rated at a “very good” level; and the Suzhou industrial park, Dalian economic and technological development zone, and Fushun mining group were rated at a “good” level. Six dimensions were studied. Of these, policy management had the highest weight, and the total weight of policy management and economic development approached 50%. The result shows that industrial parks can attract innovative enterprises and talents through the policy guidance of local government to improve the level of green innovation technology and cleaner production technology. Then, the ecological level of the industrial parks will be improved. This study enriched the theory and practice of ecological evaluation of industrial parks and provided a reference for the ecological construction of traditional industrial parks.

The article considers the views of scientists on the problems of financial security of the agricultural sector of the economy, their significant contribution to the creation and development of theory and practice of financial security of small and medium-sized agribusiness. It is noted that financial security is one of the most important factors influencing the efficiency of agricultural enterprises. The credit instruments of financial support of development of the enterprises of agrarian business in the modern economic environment are characterized. Agrarian receipts are singled out as a direction of financing small and medium agrarian enterprises. The importance of agrarian receipts as one of the most dynamic ways to attract financial resources and development of small and medium agrarian business of Ukraine is substantiated. Other promising instruments of financial and credit support have been identified, which allow small businesses in the agricultural sector to function effectively, to improve the efficiency of agricultural production. It is determined that the use of effective credit instruments provides innovative development of agricultural enterprises. In order to form an effective policy of financing agricultural enterprises, measures aimed at increasing the transparency of agribusiness are needed; development of support infrastructure and educational work among small businesses; unconventional but effective methods of lending to agricultural producers. It is proposed to introduce new, effective financial and credit instruments in the agricultural sector of Ukraine in modern conditions, which in the long run will ensure the innovative development of the national credit system, taking into account the experience of countries with developed competitive economies.

One of the main factors in increasing competitiveness is the innovative development of economic entities. The lag in innovative development prevents the emergence of technological industries within the country and restrains the socio-economic development of the national economic system.

This chapter delineates the theory and practice of ethical big data mining for socio-economic development in four parts. The first part enunciates the ethical role of big data mining for socio-economic development by theorizing big data as a 20th Century phenomenon and its surging significance in the 21st Century digital era. The second part elucidates ethical values relating to big data mining with particular emphasis on the interplay of theory and practice. The third part connects classical theories of ethics to propose a code of conduct that relates to core ethical values such as privacy, confidentiality, objectivity, transparency, conflict of interest, and common good. The fourth and final part identifies privacy as a major challenge of ethical big data mining and postulates needed research directions. This chapter also features a list of additional reading and big data terms with concise definitions explicating their relevance to big data mining for socio-economic development.
