The globalization of the world economy causes the active development of foreign economic activity. In these conditions, the key factor in the development of economic entities is their ability to integrate into global economic ties. The new conditions require the training of qualitatively different specialists capable of ensuring the entry of economic entities into the markets of foreign states. In the context of the integration of the Russian economy with the economy of a number of countries within the Eurasian Economic Union, the need for specialists who know the market of the EAEU countries is significantly increasing. The training of such personnel is possible only within the framework of the network interaction of universities of the EAEU countries implementing part of the educational program. At the same time, it is important to note that such an approach to the implementation of educational programs becomes a factor in the development of education exports. The article presents the experience of Altai State University in the implementation of such interaction with a foreign university.

With signs of normalization seemingly in place in the world economy, a number of problems show the possibility of aggravation in the future. The volume of derivatives in American banks grows significantly, high risk instruments are back in place and their use becomes more active, global imbalances increase. All of the above requires thorough approaches when creating mechanisms which can neutralize external shocks for the Russian economy and make it possible to develop in the new post-crisis environment.

Russian economy has reached the low level of inflation, but economic growth has not accelerated. Moreover, according to official forecasts, in the following years it will still be low. The article concludes that domestic demand, which is one of the main factors of growth, is significantly constrained by monetary, budgetary and fiscal spheres. The situation in the Russian economy is still hampered by the decline of the world economic growth. The prospects of financial markets are highly uncertain. This increases the possibility of crisis in the world. Leading countries widely use non-traditional measures to support their economies in the similar environment. In the world economy as well as in Russia a principally new combination of factors has emerged, which create specific features of economic growth. It requires special set of measures to stimulate such growth. The article proves that Russian regulators have large unused potential to stimulate growth. It includes monetization, long-money creation, budget and tax stimuli. It is important that the instruments, which will be used, should be based on domestic mechanisms. This will strengthen financial basis of the economy and may encourage economic growth. Some specific suggestions as to their use are made.

UDC 336.74   Vasylenko Artur, post-graduate student. Mariupol State University. Cryptocurrency Phenomenon in the International Monetary System. The main prerequisites of cryptocurrency emergence in the international monetary system in terms of regionalization of the world economy are defined in the article. Determination of «cryptocurrency» category was analysed from the point of two main approaches to its treatment: on the one hand cryptocurrency is admitted to be the currency equally to the sovereign currency, and on the other hand it is considered as an unrecognized virtual asset. The main consequences which arise in case of widespread use of crypto currency for the country and for the parties that agreed to use cryptocurrency were analysed and systematized. On the basis of the research, given the current trends in the world economy, the author put forward and substantiated the hypothesis to classify the phenomenon of cryptocurrency as the effects of a famous philosophical «Negation of negation law» formulated by G. Hegel at the beginning of the XIX century.   Keywords: cryptocurrency, material money, electronic money, digital currency, regional currency integration, blockchain, mining, capitalization, «Negation of negation law».

In the context of the formation of a new world order, there is a need to make changes to the development strategy of the Eurasian Economic Union and, even more broadly, integration processes in the post-Soviet space. These changes should take into account the changes taking place in the world, the emergence of new properties of world politics, which are often generically called turbulence. The components of turbulence are conflictness and uncertainty, but this is not the whole list, there are other components. On the example of the Transnistrian conflict settlement, it is shown that success in this process is possible if we are not confined to the conflict itself, but we act on the basis of Russias and the European Unions mutual desire to reduce conflictness in the world and in the European region. Uncertainties can be contrasted with the emergence of military-political factor as the leading one of Eurasian integration in the form of rapprochement and the gradual merger of the Eurasian Economic Union and the Collective Security Treaty Organization.

The article considers the problem of the relationship of structural changes and economic growth in the global economy and Russia in the framework of different methodological approaches. At the same time, the paper provides the analysis of complementarity of economic policy types, which, on the one hand, are aimed at developing the fundamentals of GDP growth (institutions, human capital and macroeconomic stabilization), and on the other hand, at initiating growth (with stable fundamentals) with the help of structural policy measures. In the study of structural changes in the global economy, new forms of policies of this kind have been revealed, in particular aimed at identifying sectors — drivers of economic growth based on a portfolio approach. In a given paper a preliminary version of the model of the Russian economy is provided, using a multisector version of the Thirlwall’s Law. Besides, the authors highlight a number of target parameters of indicators of competitiveness of the sectors of the Russian economy that allow us to expect its growth rate to accelerate above the exogenously given growth rate of the world economy.

Тhe subject of this research is the international normative acts concluded in connection with the creation of interstate unions and associations in the post-Soviet space. Attention is drawn to the active development of regulatory legislation on the specifics of economic relations between representatives of the union states, in the complete absence of any processes of unification of national criminal law in the field of foreign economic activity. The emerging situation can significantly complicate the implementation of international foreign economic cooperation, despite the membership of states in the Eurasian Economic Union (hereinafter — the EAEU). In this regard, it is concluded that it is necessary to develop a unified EAEU normative act that defines the specifics of establishing and implementing responsibility for committing foreign economic crimes, as well as the appropriate unification of the national criminal laws of the EAEU member states.
