The article analyzes the importance of public finances as the main instrument of economic management. The main attention is paid to the clarifying the mechanism and forms of effective relationships between fiscal policy and economic growth. The criteria of the effectiveness of public financial management. In this paper attempted evaluating the effectiveness of public financial management in the Kyrgyz Republic based on generalization of the practice of the budget of Kyrgyzstan and other countries. Substantiated the need of improving budget planning, consolidation of public finances, transition to planning budget, and improving budget process.

A performance-based budget as a planned expenditure budget is drawn up in the system of functions, tasks and subtasks, together with the indication of subcontracted tasks and objectives that are to be achiev-ed by the implementation of tasks/subtasks and measures, defining the degree of achievement of the objectives. It is an essential element of the public finance management system of the state as a tool for efficient management of public tasks, ensuring the achievement of specific objectives. It is even more effective in a more utilitarian model. The idea of budgeting appeared in the USA in the 40s of the twentieth century. It was associated with the lack of efficiency of public finances in the form of the traditional budgeting model. Over time, the idea spread to other countries, which are primarily the Member States of the European Union. A performance budget is one of the modern forms of public financial management. The data contained in the budget may provide information on the planned investments or a city’s financial condition. The essence of the budget in the task system is to bind the revenue and expenditure with the relevant public tasks. The article is an attempt to construct a reference model of law-based budgetary planning in the sector of public finances. Development of model solutions shall serve subsequent verification within the selected branch of the economy in the future.

The article examines the essence of medium-term budget planning, its tasks and stages of development in world, in particular European practice. The expediency of using a multi-year approach in the budget process and its advantages and disadvantages are proved. The peculiarities of medium-term budget planning of its function and methods of application in Ukraine are grounded. The toolkit and key elements to be implemented in the medium-term planning system according to the recommendations of the European Commission are described. The peculiarities of implementation of the program-target method as the most effective form of budgeting both at the state and regional levels are characterized. The directions of improvement of strategic financial management by means of introduction of budgetary medium-term planning in budgetary practice of Ukraine are determined. It is proved that the significance and urgency of medium-term budget planning in the budget process is quite significant, and most importantly, it is economically justified from the standpoint of all participants in budget relations. It is necessary to understand and note that the best international, in particular, European experience, should be a diagnostic indicator, not a template used to implement reforms. The main task is to develop procedures and mechanisms that will allow sector ministries and departments to plan expenditures based on reasonable assumptions about available budget resources and the state - to ensure transparency, flexibility and the possibility of operative adjustment of budget items taking into account changes in the budget policy of the country.

The effects of globalization in the economic, political, and social life have deeply changed the roles of states, and in this process of change, the new management approach has become a current issue within public financial management. Some important principles such as fiscal transparency, accountability, efficiency, effectiveness, and economy have been given importance in the public sector, and middle-terms budgeting, strategic planning, performance management, performance indicators, annual reports, analytical budget classification have become to be implemented in the performance-based budgeting system. The authors have examined the innovations by globalization in the Turkish public sector and analysed the effects of changes with the adoption of Law No: 5018 in terms of Turkish public financial management. It has been mandatory that all Turkish administrations under the general government take attention to the regulations accepted in Law No: 5018. When evaluated from a positive perspective, public administrations in Turkey have got more managerial responsibility in their operations.

 Relevance of the research topic. Modern public financial management systems need to increase the level of effectiveness of the use of budget funds in addressing the strategic priorities of the country's development in various spheres of public relations. The issues of assessing the efficiency and effectiveness of the formation and use of budget expenditures in the development and implementation of budget policy, the integration of the assessment of budget effectiveness in the budget process are becoming important. Formulation of the problem. Given the need to implement an effective budget policy of socio-economic growth, the task of assessing the effectiveness and socio-economic efficiency of budget expenditures at all stages of the budget process in terms of application of program-targeted method of budget resources management. Research on the effectiveness of budget expenditures in budget management is updated due to the need to effectively and efficiently address the priorities of the country in various spheres of public relations, the use of budget expenditures as a tool for regulating socio-economic processes in the country. Setting the task, the purpose of the study. The objectives of the study are: to reveal the essence of the effectiveness of budget expenditures, the peculiarities of its evaluation in the system of program-target method of budget resources management; development of approaches to assessing the effectiveness and socio-economic efficiency of budget expenditures, budget programs and budget activities of public administration. The purpose of the study is to reveal and improve the theoretical and methodological provisions for assessing the effectiveness of budget expenditures in the context of budgetary regulation of public development. Method or methodology for conducting research. The article uses a set of research methods: dialectical, systemic and structural methods, comparative and factor analysis, methods of scientific abstraction, analysis, synthesis and others. Basic material presentation (results of work). The essence of the effectiveness of budget expenditures and the peculiarities of its evaluation in the system of program-target method of budget resources management are revealed. Approaches to assessing the effectiveness and socio-economic efficiency of budget expenditures, budget programs, budget managers, as well as its integration into the budget process have been developed. The field of application of results. The results of the study can be used in the development and implementation of public policy in the field of budget expenditures, reforming the public financial management system. Conclusions according to the article. The effectiveness of budget expenditures occupies a central place in the program-target model of budget resources management, which involves the implementation of processes of planning, implementation and control over the expenditure of the budget depending on the assessment of the expected and achieved level of effectiveness of budget programs. Evaluation of planned and actual effectiveness of budget expenditures, expected and achieved socio-economic efficiency of budget expenditures should be carried out at all stages of the budget process at the level of budget programs, the main managers of budget funds, their groups and the branch as a whole.

Implementing strategic planning and a medium-term budget framework (MTBF) is a core component of Ukraine’s Public Financial Management (PFM) reform strategy. A pilot MTBF conducted in 2017 formed the basis for amendments to the Budget Code in December 2018, which firmly establish a MTBF as the basis for budget preparation. The amendments also establish a legal basis for related reforms, including regular spending reviews and monitoring and managing risks to public finances.

This paper aims at accounting for the transparency and accountability demonstrated through the unity and togetherness of the functionaries of the Ministry of Finance Kano State, Nigeria as they collectively discharge the five key responsibilities of the Ministry during a period of 28 months (June 2015 to October 2017) under the humble leadership of the author. The paper is skewed towards practical (as against theoretical) dispensation of effective public finance management at the sub-national level in Nigeria, covering revenue management, expenditure management, debt management, investment management and wealth creation and management. This exposure of transparency and accountability has attracted some encouraging comments from hundreds of concerned analysists and lovers of transparency and accountability from different parts of the world, out of which a select sampled comments have been captured in the paper. The paper also attempts some responses to the seven questions raised by one of the commentators (An International Public Financial Management Expert) in respect of the earlier internet posting made on the subject matter. The paper recommends that research students, scholars and practitioners should conduct further studies on the issues raised in the paper so as to find solutions to the weak nature of the practice of prudence, transparency and accountability in the public sector of developing economies, like Nigeria.

The public finance management system is an important lever for equalizing financial and budgetary disproportions in the context of institutional changes. The paper aims to substantiate the directions of development of the public financial management system. Economic and statistical methods and correlation-regression analysis methods are used to determine the relationship between the GDP deflator and the share of revenues, expenditures, the general government budget deficit, and public debt in GDP, assessing the features of the public financial management system in Ukraine and EU countries. This study reveals that one of the main restraining factors in the public finance system development is a significant level of uncertainty in economic processes, which intensifies macroeconomic fluctuations, significant indicators of the share of public debt and budget deficit of the state administration sector pose risks to financial and economic stability; their potential negative impact on socio-economic processes is much more destructive than the pro-cyclical nature of fiscal policy. From this point of view, the public finance management system should be directed at optimizing financial and budgetary tools to prevent the growth of public debt and budget deficit in gross domestic product, which determines the importance of substantiating further development directions of the public financial management system. It is concluded that the mechanism of public financial management in recent years is quite rigid and restrictive, in the context of institutional change expands the tools of public financial management and increases its impact on socio-economic processes.

The article is devoted to the development of information technologies in the field of public finance management. The purpose of the work is to detail the functioning of “Electronic Budget” state integrated information system of public finance management, to justify its creation and development. In order to achieve the goal, the functionality of the information system is disclosed, its purpose is to be able to familiarize citizens with the activities of organizations of the public administration sector and public legal entities for monitoring and, as a result, to improve the quality of financial management. Regulatory legal documents regulating the operation of “Electronic Budget” State Integrated Information System (SIIS) and establishing the powers of the Ministry of Finance of the Russian Federation and the Federal Treasury as operators of the information system, topical issues of information publication by participants of the information system, importance of filling the integrated portal of the budget system of the Russian Federation with information are considered. The results of analyzing the completeness and relevance of publishing relevant information on the integrated portal of the budget system by chief administrators of budget funds of the federal budget as of October 1, 2019, financial bodies of subjects of the Russian Federation and management bodies of territorial state extrabudgetary funds as of May 1, 2019 and October 1, 2019 in terms of publication forms, as well as prospects of publication in 2020 are shown. The analysis shows the lack of informational system participants’ activity in publishing information established by normative legal acts, as well as the existing shortcomings of the “Electronic Budget” SIIS. The results of the study can be used both by specialists in the field of finance, participants of “Electronic Budget” SIIS of public finance management, and citizens interested in the budget process of the Russian Federation and implementing national projects in the country.

To strengthen the medium-term orientation of the budget, the authorities have committed to implement a full-fledged medium-term budget framework (MTBF) as part of their Public Financial Management Reform Strategy (2017–21). A pilot MTBF exercise was launched for the 2018 budget cycle, which will inform the roll-out of a more complete MTBF in 2019. The development of the MTBF has been supported by several FAD technical assistance missions in recent years, including in April this year. The 2018–20 draft Budget Declaration, submitted to the Cabinet of Ministers on June 1, is a major step forward in terms of establishing a medium-term orientation to budget planning. For the first time, important elements of a MTBF were included in the budget documentation, including the presentation of detailed medium-term macroeconomic and fiscal forecasts and expenditure ceilings for 2018–20.
