The article reveals the negative role played by the existing sectoral imbalances in the development of the regions of the Kyrgyz Republic and substantiates the need for a qualitative transformation of the structure of the economy. An approach to optimizing the sectoral structure of the regional economy is proposed, based on the identification of priority and auxiliary industries with stable links. As a target function of optimization of the sectoral structure of the region, the coefficient of structural independence is proposed. The coefficient of structural independence is calculated as the ratio of exports and imports of industries. Using it, you can calculate the indicator of the closedness of the economic sector (system). The proposed model can be used to optimize the sectoral structure of the regions of the Kyrgyz Republic to optimize and make informed decisions in the formation of a regional industrial policy aimed at providing an accelerating increase in industrial production, stimulating exports of products with a high share of added value.

Following the growth of the global population and the subsequent rapid increase in urbanization and industrialization, the fisheries and aquaculture production has seen a massive increase driven mainly by the development of fishing technologies. Accordingly, a remarkable increase in the amount of fish waste has been produced around the world; it has been estimated that about two-thirds of the total amount of fish is discarded as waste, creating huge economic and environmental concerns. For this reason, the disposal and recycling of these wastes has become a key issue to be resolved. With the growing attention of the circular economy, the exploitation of underused or discarded marine material can represent a sustainable strategy for the realization of a circular bioeconomy, with the production of materials with high added value. In this study, we underline the enormous role that fish waste can have in the socio-economic sector. This review presents the different compounds with high commercial value obtained by fish byproducts, including collagen, enzymes, and bioactive peptides, and lists their possible applications in different fields.

This research has objective in planning economic structure of East Java in 2002.Some aspect should be considered in planing the structure are consumer demand fulfillment that hasclose relation with output which must be resulted by respective sector,PDRB target achievement while paying attention on problem of absorbing labor force in the respective economic sector and import reduction.To attain the structure we use concept of linear goal programming. The first step we take is developing a model suitable for the linear goal programming and then manipulating data hat is began by aggregation updating,arranging technology coellcient, labor force coefficient,added value coeffcient import coefficient and right side value. This article aims to improve the theoretical and applied bases of activating the development of the light industry market in Ukraine by determining the factors that influence this process. Design / methodology / approach — In the article, authors use a set of scientific methods that ensured the conceptual integrity of the study, in particular: logic — to study the evolution of development of the light industry market; system аnd observation -to highlight the conceptual foundations of the light industry market; methods of dialectical reasoning, induction, deduction — to justify principles of development; statistical analysis — to study the peculiarities of the development of the light industry market in Ukraine (under the influence of the COVID pandemic — 19). The concept of sustainable development of the industry is adhered to in the work. Ukraine’s light industry is a multi-segment industry for the production of final consumer goods with rapid capital turnover. This industry has significant production potential in the process of meeting the domestic needs of consumers in non-food products. Nevertheless, the demand of the domestic market is predominantly met by imports. Only certain segments of light industry (for example, textile, etc.) have a promising growth in terms of entering foreign markets, but with a high share of tolling operations in Ukrainian exports. The light industry market needs to overcome the high dependence of imported raw materials; increase price competitiveness of domestic goods, reduction of illegal imports and shadow production of goods in the domestic market of light industry. The analysis of the influence of factors on the development of the light industry market revealed the following main trends in the industry: reduction of aggregate demand and production of goods (through consumers’ appeals to meet basic needs during the pandemic); consolidation of participants in the domestic market of light industry and exit from the market of weak counterparties; high dependence on world prices for raw materials, which has a low level of quality; growth of consignments of groupage cargoes; emergence of logistical and transport problems; deepening outsourcing in value chains; development of contactless delivery of goods to home; intensification of intra-industry competition and a significant share of the shadow sector; low productivity in the industry and shortage of qualified personnel. The industry needs to gain a highly competitive status through the production of high quality goods and increase supplies of products for export with a high share of value added, reduce the flow of used clothing, government support for the development of the sector. Prospects for the development of the sector are supported by the high adaptability of Ukrainian enterprises to changing market conditions, especially in the context of the COVID-19 pandemic. The development potential of the light industry market should be realized in terms of ensuring the competitiveness of Ukrainian products: by improving the quality of raw materials imports, improving the production structure, taking into account the innovative potential of the industry and the prospects for expanding the capacity of the light industry market, through the formation of industrial technology parks, clusters, vertically integrated structures with the involvement of representatives small and medium-sized businesses, as the most adaptable to the light industry market, as well as improving logistics chains for creating added value, a network of wholesale and branded trade, strengthening the marketing and logistics departments of light industry enterprises.

Abstract. The purpose of the study is to substantiate the competitive development of regional agricultural producers in terms of correction of their sectoral structure in the context of European integration processes. Methodology / methodology / approach. The theoretical and methodological basis of the study is the dialectical method of cognition, a systematic approach to the study of economic phenomena and processes, scientific works of domestic and foreign scientists on the theory and practice of competitive development of agricultural production considering exogenous and endogenous factors. Of the special research methods used economic and statistical — in analyzing the current state and forecasting the prospects for competitive development of regional agricultural producers in terms of European integration processes, graphical — to determine the projected volumes of livestock products on farms in the Carpathian region of Ukraine, abstract and logical substantiation of the institutional and economic mechanism of competitive development of agricultural producers of the Carpathian region of Ukraine in the context of correction of their branch structure. Results. The study revealed that given the possibility of establishing cross-border partnerships, deepening economic European integration with EU countries, an important economic priority of regional agricultural producers in the Carpathian region of Ukraine is the ability to form a market for various types of agri-food products with a geographical indication. The Carpathian region of Ukraine has a strong enough land and resource potential for the production of quality and safe dairy products with high added value. According to the calculations, provided the use of competitive advantages, which are enshrined in law in the EU, in the study region, the potential production of the most important livestock products — milk on farms can increase from 14 thousand tons to 252 thousand tons, or 18 times. In the region, the revival of traditional areas of specialization in agricultural production will contribute to the correction of its sectoral structure, improving organizational and economic conditions for self-sufficiency in livestock products, minimizing economic risk due to expanding areas of specialization, reducing transaction costs for transportation and sales enterprises of various organizational and legal forms of management that will produce products with high added value. Originality / scientific novelty. For the first time, the organizational and economic principles of optimizing the sectoral structure of regional agricultural producers, considering the competitive advantages that are enshrined in law in the EU. Practical value / significance. According to the calculations in the Carpathian region, taking into account the principle of bonus of 10.0% for agri-food organic, including niche or craft livestock products with a geographical indication will adjust the industry structure of agricultural enterprises in accordance with scientifically sound requirements and increase the traditional level of production at the same time, the vital type of food products — milk by 13.0—22.0 percentage points. Quantitative analysis of the reallocation and linkages of virtual water in the economic sector was important for the integrated water resources management in inland arid regions. Taking the northern Tianshan Mountains (NTM) as an example, we applied the environmental input-output model to design the accounting framework for the reallocation of blue and green virtual water (VW) in the economic sector and analyzed the correlation effect of VW reallocation among various sectors by backward and forward linkages in economic analysis. The results showed that the direct blue and green water consumption of primary industry respectively accounted for 99.2% and 100% of the total water consumption in NTM. Planting sector had the largest amount of VW outflow among all sectors. Animal husbandry, forestry and construction had a large pulling effect on VW outflow of planting sector, while planting sector and animal husbandry were the main sectors for VW export of blue and green water. We suggest that the government can increase the import of blue-green VW for agricultural raw materials through VW trade and develop industries such as service and electricity that have less pulling effect on the primary industry VW, so as to improve the economic added value of VW in the primary industry and reduce the loss of VW in primary industry production and trade flows in future water management.

The proposed model allows us to determine the sections and objects on the roads of mining enterprises that operate in the most intensive mode, in order to equip them with automated traffic control tools. The model is based on the logistic method of ABC and XYZ analysis, which allows determining such objects and areas with sufficient accuracy. In addition, the scientific novelty of this model is the choice of technical means not by two parameters, as in the classical logistics model, but by three. In addition, this model offers to determine the optimal number of technical means of traffic control, taking into account their cost and the required reliability. When optimizing the number of technical means of traffic control on the roads of mining enterprises, a linear programming model was used that minimizes the target function of total costs, taking into account the required reliability of technical means, while limiting their number used in performing traffic control tasks. The original distribution of technical means for the tasks of traffic control on the roads of mining enterprises is proposed.

In a general sense, competitiveness is conveyed as the ability of a nation to lay the foundations and ensure an economic, social and political environment capable of sustaining the creation of added value, enabling the positioning of a country within global economy, from the perspective of comparing the performances obtained and the growth potential over time. The paper highlights the importance of increasing competitiveness of regional economy and the perspectives for their development. There are exhibited numerous aspects of the competitiveness concept expressed by definitions, formulated by experts that outline features of the phenomenon, as well as the interaction between knowledge and competitiveness. Finally, there are also shown some methods for measuring regional competitiveness.
