Abstract Introduction. The lack of consensus among experts on the structure of producers in the agricultural sector necessitates an analysis of the role of rural households in the production. The purpose of the article is to verify the hypothesis of the rural households’ indispensability as agricultural producers. Results. The production structure of crop and livestock in the households in the dynamics is analyzed. Trends in the reduction of milk share were determined produced by households’ farms used for processing by the enterprises. On the basis of the dynamics analysis of the individual crops share in production, a critical dependence of their cultivation in rural households was determined: potatoes, vegetables, fruit and berry crops. The key role of rural households in securing domestic demand and food security is identified due to the economic disadvantage of exports, which is caused by high transaction costs. The dynamics analysis of land area and the heads average age of rural households allows us to determine the absence of «young» labor resources, which, combined with the aging of existing ones, is at risk of providing adequate staff in the future. The dynamics of the rural households’ share keeping animals and their number have been analyzed, which revealed a negative trend in the reduction of both the share and the livestock population. An extensive type of livestock in rural households has been identified, which causes low productivity. The level of agricultural production intensification in the rural household sector has been analyzed according to a number of indicators. For some of them (in terms of fertilizer application, use of locally grown varieties, breeding poultry, artificial insemination of animals and sanitary quality control of milk) the obtained values are extremely unsatisfactory. Conclusions. Meat and dairy farming are currently facing a difficult situation: the reduction in milk production in households is, in absolute terms, greater than the similar increase among farmers, which makes this product deficit. In the domestic deficit market, bans of meat and the primary agricultural products sale will lead to a reduction in supply, price increases and a deterioration in the status of these producers, given the need for such a constraint due to a lack of quality parameters. The solution to this problem lies in the extension of the state program of livestock development directly in rural households. The ways of solving the problem of unsatisfactory logistical support for the production and stocking of livestock products by small organizational forms are offered: agro leasing and organization of cooperative slaughter shops. It is advisable to support rural development in the form of educational activities based on integrated territorial communities. Keywords: rural households, agricultural activity, factors of production, food security, livestock products, extensive type, low quality, social infrastructure, small equipment, cooperative movement.

The role of the agricultural sector as a provider of food and non-food sources is directly related to the 2030 SDGs target of eradicating poverty and hunger. In Kubu Raya, one of the developing areas in the agricultural sector is Rasau Jaya District, with main crops being food crops and vegetables for food security. Agricultural land in Rasau Jaya District is dominated by peatlands with 14,371,392 hectares area. This study aims to determine the form of peatland use into potential land, the role of agriculture as a provider of food and non-food sources, and the form of its use. The method used is remote sensing method and survey method. The results showed that land use in the Rasau Jaya District included rice fields, gardens, fields, moor, yards, settlements, forests, shrubs, water bodies, and vacant land. Food crop agricultural products are used to meet food needs as well as non-food needs such as education and health. Most people use the harvest for personal consumption and for sale. There are still not many people in Rasau Jaya District who process agricultural products into a product. Farmers sell their crops in several ways, among others: directly sold to consumers, sold directly to the market by opening their own kiosks, deposited with middlemen and agents, and taken by investors who invest in farmers. Keywords: peatlands, food security, food crops

English
The role of agricultural sector is very important to enhance the national economic development although its development is not fully supported by sufficient capital. The existing formal financial institutions tend to prioritize non-agricultural services which have high profit but low risk. In this context, efforts to establish agricultural bank institution that especially support agricultural activity services are highly recommended. This paper aimed at a review of the urgency, possibility, potential, and constraints of agricultural bank establishment in Indonesia. The result showed that conceptually and empirically, agricultural bank institution has a promising prospective in Indonesia. There are many options in respect to agricultural bank establishment in Indonesia, such as (1) Credit-agricole “France model”, (2) “Bank Bukopin” model, (3) foreign direct investment model, (4) upgrading of “BUMN Bank” to “Agricultrual Bank” model, and (5) utilizing the financial institution that locally available and accessible by the people. For efficient and effective of the services, the agricultural bank should be designed based on agricultural characteristics and typical actors of agricultural business.

Ensuring food security has become an issue of key importance to countries with different degrees of economic development, while the agricultural sector plays a strategic role in improving food availability. The aim of this paper is to identify relationships between the undernourishment scale and selected characteristics describing the agricultural sector within identified clusters of developing countries. Typological groups of countries were separated using Ward’s method. It results from the analyses that the greatest problems with maintaining food security are observed in the developing countries with a high share of agriculture in their Gross Domestic Product (GDP), adverse conditions hindering agricultural production and deficient infrastructure. Based on research results desirable and tailored strategies for food security improvement in individual clusters were developed. Promoting investments in agricultural infrastructure and extension services along with adopting measures aimed at increasing the households’ purchasing power, especially those in rural areas, appear to be key drivers for improving both food availability and food access. The paper focuses not only on identifying the reasons of undernourishment, but also contributes to recognition of the most effective ways to solve the hunger problem under a country’s unique conditions. It offers a comprehensive perspective for the policy formulation in various areas world-wide, which may be of interest to scholars and policy makers.

The author devoted his research to the role of the global food security in the priorities of the Common Agricultural Policy of the European Union (CAP). The research sheds light on the parameters of the Common Agricultural Policy and the basic steps on the path of its reform. The research demonstrates that the priorities of the EC are mainly concentrated on achieving food security for the member-states of the EC, its population and the interests of the agricultural sector. The modern challenges to the Global Food Security (global food crises of 2007-2009, acute food shortages and hunger in crises regions of Africa and chronic malnutrition) are placed high on the agenda of the CAP. In this situation, the EU is trying in the interests of stabilization of the world agricultural market to solve simultaneously the tasks of providing assistance for development and mitigation of the threats to the Global Food security. The deepening rift between the strategy of the CAP oriented towards promotion of agricultural export and real contribution of the EC to the Global Food Security and assistance for development is becoming more and more the most «vulnerable» place of the CAP.

At the end of the last century, the Rif mountains of Morocco have experienced significant changes in the level of agricultural activity, especially it concerns the increase in cannabis cultivation, which is characterized by high water requirements. For that reason, a number of Artificial Impoundments (AIs) have been constructed in the Tangier-Tetouan-Al Hoceima (TTA) region, where by August 2017 there were more than 1400 of such structures. This requires to a study the efficiency and potential negative effects of such noticeable development. It has been shown that these hydraulic structures have provided additional positive value to the agricultural sector, especially to the proscribed industry of cannabis cultivation. Regarding other effects, the present study has found that their impact on the hydraulic and hydrographic aspects at the moment is very limited and that the only major constraint for their application is related to the issue of security, which arises from the fragile geological structure that is observed in the majority of the region.

Abstract Economic growth encourages development growth in the Gerbangkertosusila (or can be shortened as GKS) region, which is a challenge for the agricultural sector. The phenomenon of changing the function of paddy fields to developed land because of the high demand for land can threaten the food security of a region. This research will model the trend of land use change and its impact on food security in GKS region in the next 20 years using cellular automata methods and quantitative statistics. Data collection was carried out by literature studies, field observations and interviews through questionnaires to relevant stakeholders. The results of the spatial modeling analysis of the paddy field conversion trend show that there are three regions that have the highest conversion rate of paddy fields in the GKS region, namely Sidoarjo, Gresik and Surabaya City. After further analysis related to food demand projections and rice production projections is carried out, Surabaya and Sidoarjo Regency is currently experiencing a food deficit which could last even in the years ahead. Having this result, the role of several other regencies such as Lamongan and Mojokerto Regency is needed in maintaining food security in the GKS region.
