To ensure the continuity and stability of the supply chain under the sudden crisis, flexible supplier selection has taken up an important position in the operation decision of enterprises. Considering the differences of different expert decision-making and decision-making results that contain fuzziness, randomness and hesitation, the flexible supplier selection was studied by using the method of combining hesitant fuzzy language with normal cloud model and hesitant cloud linguistic term set was established. The weights were calculated according to the decision quality and aggregated with the evaluation results. Finally, WASPAS was used for scheme sorting to select the best supplier. The validity and applicability of the model were verified by a case study, which provided a scientific basis for enterprise decision makers to avoid interruption risk.

ERP system is a software package that integrates and manages all the facets of the business and deeply influences the success of a business endeavor. The increasing competition in the market, rapidly changing demands, and increasing intricacy of business procedures induce enterprises to adopt ERP solutions. Adopting an ERP solution increases synchronization between business activities and reinforces managerial decision-making. However, it also involves a large investment, a significant amount of human resources and time, and risk of failure. Therefore, the selection of an ERP solution is a crucial decision for enterprises. To address this decision-making problem, we propose a four-stage multi-criteria decision-making approach in this paper. Three prevalent MCDM techniques, DEMATEL, IF-ANP, and IF-AHP, are used in different stages of the methodology to achieve better outcomes. The methodology incorporates the intuitionistic fuzzy sets to capture uncertainty and hesitancy involved in decision makers’ judgments. In addition, we develop a novel priority method to derive weights from the intuitionistic fuzzy preference relations. To validate the feasibility of the proposed approach, a case study is carried out on the selection of cloud-based ERP system for SMEs in the Chhattisgarh state of India, which indicates that the proposed four-stage approach effectively handles the ERP selection problem.

Currently, companies are required to improve supply chain performance. One of the main problems in the supply chain is the proper supplier selection. Supplier selection has an essential role in improving supply chain management performance. Supplier selection requires the proper criteria. However, the relationship between criteria is rarely considered in the selection of suppliers in the textile industry. This study tries to propose integrating the Decision Making Trial and Evaluation Laboratory (DEMATEL) and the Analytic Network Process (ANP) for supplier selection in the textile industry. Both methods are multi-criteria decision making (MCDM) tools DEMATEL is used to assess the relationship between criteria. Furthermore, ANP is used to evaluate and weigh the importance of criteria and suppliers. A case study was carried out in a textile company located in Indonesia. The results show that this procedure can identify the relationship and effect of each criterion. The results show that the product price criteria are the criteria that have the most significant weight. The criteria for conformity to specifications and consistency of quality are in second and third place. Finally, suppliers are selected based on weight assessment on each criterion by ANP.

Today, IS supplier selection is one of the most critical steps in the outsourcing process; the success of outsourcing is highly dependent on the selection of IS suppliers. This paper proposes a new hybrid fuzzy multi-criteria decision-making (MCDM) model, which uses decision-making trial and evaluation laboratory (DEMATEL) technique, analytic network process (ANP), and Vlse Kriterijumska Optimizacija I Kompromisno Resenje(VIKOR) to evaluate four potential suppliers using seven factors and five decision makers using a realistic case study. the results showed that Service support is importance for outsourcing. The proposed model can help practitioners improve their decision making process.

MDM is a trade cooperative that has a business unit that provides healthy food for consumers around the Andalas University campus. So far, the selection of suppliers who supply goods to stores is only based on the trust of both parties, the principles of mutual acquaintance and kinship. The problems that arise from a process like this are the lack of the right supplier so that goods are not available all the time, relatively higher prices, late delivery and sometimes there are goods with poor quality. Therefore we need a GDSS that is able to overcome these problems. This GDSS helps decision making in determining the right supplier to the stores owned by MDM Cooperative. The methods used are AHP, TOPSIS and BORDA involving six criteria and five tested alternatives. This GDSS also involves three decision makers, namely the head of the cooperative, the deputy and the treasurer. The results of this prototype are able to show the best alternative that is selected based on the ranking results.

This paper deals with the hesitancy in decision making. Since the decision makers generally doubt to evaluate the alternatives and the criteria in hesitant situations, the existing methods do not satisfy them. Therefore, hesitant versions of Fuzzy-AHP (HF-AHP) and Fuzzy Axiomatic Design (HF-AD) are introduced in this paper. HF-AHP lets the decision makers to use hesitant fuzzy linguistic terms while performing the pairwise comparisons when they are indecisive. HF-AD is used to define the system and design ranges of the items in a hesitant situation. In addition, a case study is revealed as a numerical example in which the best supplier is selected among six alternatives regarding five criteria. In that case study, both weighted and unweighted versions of HF-AD are used. In the weighted version, HF-AHP is used to determine the weights of the criteria. Furthermore, sensitivity analysis is performed to check the robustness of the decision. Moreover, these proposed techniques are compared with non-hesitant versions. According to the results, the decision makers feel more confident with the hesitant versions. Hence, the primary contributions of this study are to develop HF-AD and HF-AHP which are helpful for the decision makers to express their preferences in hesitant situations.

Groups are generally considered to be more effective as compared to single individuals. The practical implementation of Operation Research methods in group negotiations needs simple contexts and clear cause-and-effect relationships easily discernible by everyone. This paper proposes a multi-criteria group decision-making approach allowing decision makers/experts involved in a negotiation process to better express and defend their preferences in the selection of the best alternative. In the proposed approach, the most appropriate alternative is the alternative with the largest number of appearances in the first position or in ranking lists, or the one determined based on negotiations of decision makers/experts. The proposed ARCAS approach is based on the use of the ARAS method, a new normalization procedure, and the SWARA method. In the proposed approach, each decision maker/expert involved in evaluation has an opportunity to set the preferred level of rating for each criterion used in such evaluation. Finally, a case study is presented in order to highlight the proposed approach. The obtained results confirm the usability and efficiency of the proposed approach.

The paper presents a new approach in treating uncertainty and subjectivity in the decision making process based on the modification of Multi Attributive Border Approximation area Comparison (MABAC) and an Objective-Subjective (OS) model by applying linguistic neutrosophic numbers (LNN) instead of traditional numerical values. By integrating these models with linguistic neutrosophic numbers it was shown that it is possible to a significant extent to eliminate subjective qualitative assessments and assumptions by decision makers in complex decision-making conditions. On this basis, a new hybrid LNN OS-MABAC model was formed. This model was tested and validated on a case-study of the selection of optimal unmanned aircraft intended to combat forest fires.

Decision problems are usually complex and involve evaluation of several conflicting criteria (parameters). Multi Criteria Decision Making (MCDM) is a promising field that considers the parallel influence of all criteria and aims at helping decision makers in expressing their preferences, over a set of predefined alternatives, on the basis of criteria (parameters) that are contradictory in nature. The Analytic Hierarchy Process (AHP) is a useful and widespread MCDM tool for solving such type of problems, as it allows the incorporation of conflicting objectives and decision makers preferences in the decision making. The AHP utilizes the concept of pair wise comparison to find the order of criteria (parameters) and alternatives. The comparison in a pairwise manner becomes quite tedious and complex for problems having eight alternatives or more, thereby, limiting the application of AHP. This paper presents a soft hierarchical process approach based on soft set decision making which eliminates the least promising candidate alternatives and selects the optimum(potential) ones that results in the significant reduction in the number of pairwise comparisons necessary for the selection of the best alternative using AHP, giving the approach a more realistic view. A supplier selection problem is used to illustrate the proposed approach.
