Technological achievements of the 21th century has affected all aspects of social, political, cultural, Educational, and religious. In the field of education, education reform must be done in order to remain relevant to contemporary circumstances. Therefore, vigorous research activities carried out by the government, namely the Ministry of Education and Culture, education practitioners, students and professors of the universities, and teachers at the school. But unfortunately, most of the results of these studies are still struggling in the micro range. Within the framework of basic education in the Graduate School of Education University of Indonesia. Since 2006 until 2013, virtually no research has "dared" the theme in the context of the macro, such as education policy, problems of primary education access and mother tongue. Tens and even hundreds thesis carefully made by students just become dusty piles of paper in the library. Process research and policy education is still being on their own. The involvement of each party that conducts research and policy makers have not resulted in a synergy that can contribute to the quality of national education. In the era of education based on science, research results can be used as an important basis in education policy.

The article was to find out the strategy in 9-year compulsory basic education policy implementation in Serang. The achievement of compulsory education programs supported the achievement of the vision and mission of national education. All Indonesian citizens have the opportunity to receive basic education. The study focused on planning, development of policy stabilization patterns, socialization, and monitoring. This study used a qualitative descriptive method. The process of collecting data used observation, documents and interviews. Data analysis techniques were data reduction, data presentation, discussion and conclusions. The results show that the process of the nine-year compulsory basic education program has been carried out sequentially in accordance with the activities specified to achieve the program's objectives. Thus, the results of this study recommend that the government in Serang used the appropriate strategy as local tradition and culture. In order to revitalize Indian education system, the Government of India has recently approved National Education Policy-2020 (NEP-2020) and proposed sweeping changes including opening up of Indian higher education to foreign universities, dismantling of the UGC and the AICTE, introduction of a 4-year multidisciplinary undergraduate program with multiple exit options, and discontinuation of the M Phil program. It aims at making ‘India a global knowledge superpower’. In the light of National Education Policy-2020, agricultural education system needs to be redefined in India as it increases knowledge or information and farmer’s capacity to learn. As the level of agricultural education increases, farmers will become more and more self-reliant and will depend more on their self-studies dealing with farming. It is suggested that reorientation of agricultural higher education in context of globalization, food security, diversification, sustainability of ecosystems, and agribusiness is necessary. The curriculum of agricultural higher education needs to be made more broad based and manpower has to be trained scientifically in topics such as biotechnology, genetic engineering, agro-meteorology, environmental science, agro-ecology, computer application, information technology, conservation of natural and human resources, specialized job-oriented courses, and trade and export in agribusiness. Finally, adequate emphasis should be placed on practical skills and entrepreneurial capabilities among the students to achieve excellence. To properly address the challenges faced by today’s Indian agriculture, competent human resource in sufficiently large numbers would be required in the near future. There is a vast scope for young graduates to undertake agriculture as their profession which is directly or indirectly contributing to the economic and social development of the country.

For a very long time the Japanese government concentrated its higher education investment on a handful of national institutions, until the policy came to be called into question in the late 1980s in the face of globalisation and other factors. Higher education reform was significantly accelerated in the 1990s: the government has continuously deregulated the higher education system including the incorporation of national universities, and has brought more and more competition through diverse competitive funding schemes. Some policies – not only higher education policies but also science and technology ones – were explicitly designed to develop ‘world-class’ education and research centres, such as the 21st COE programme. This article suggests that although a funding policy based on competition, with a strict evaluation, seems to be a move in the right direction, a right balance of budget allocation between competitive funds and basic education-research funds should be sought. Furthermore, the programmes of the government have to be offered in a more consistent manner, and more concerted and integrated efforts will be required, to address the critical problem of building world-class universities.

Mother-tongue and mother-tongue education are recognized worldwide as one of the most efficient ways to function cognitively and socially. This article addresses the role of proper mother-tongue education with an emphasis on the importance of “language” since language is vital to a child’s right to a basic education in all its dimensions. Without mother-tongue education, every child’s right to learn and to become a skilful adult, able to participate independently in society, is at risk. The cumulative effect of the South African Constitution, the National Education Policy Act, the South African Schools Act, several international instruments and a number of ground-breaking cases, as well as the interaction between them on mother-tongue education will be examined. The implementation of certain education models will also be proposed.

The government is very concerned about issues related to schooling because the results of education today will shape our generation in the future. In this regard, the government takes seriously the aspect of national education and implements various initiatives to improve the effectiveness and excellence of schools through one of the aspects contained in the strategic thrust of the Malaysian Education Development Plan (PPPM) 2013-2025 which is focused on the quality of student academic achievement as the main agenda of education reform. Therefore, in an effort to improve and enhance work performance among teachers, there are related issues that need to be emphasized. Teacher job performance gaps are examined and given emphasis from the aspect of job satisfaction, Therefore, this study aims to identify the relationship between job satisfaction factors and teacher job performance. The population of this study consisted of teachers at Sekolah Menengah Kebangsaan (SMK) in the education sector in the northern region, Peninsular Malaysia. However, for this study, the focus is given to the two locations of the states involved, are Perlis and Kedah. This location was chosen because the schools involved in this study are under one education system that implements the same policies and policies and the implementation of curricular and co-curricular activities is also the same. In fact, the schools involved in this study also received allocations and financial assistance in almost the same amount for the whole country (Ministry of National Education, MOE). For research purposes, this study used the questionnaire distribution method. While the process to analyze the data is using Statistical Packages for Social Science (SPSS) Version 24. The results of the analysis found that job satisfaction has a significant positive relationship with teacher work performance.

Since the end of the armed conflict in 2002, Angola has witnessed rapid socio-economic development characterized by the stabilization of macro-economic indicators. In this context, the government has been implementing important structural and economic reforms, including in the area of education. The purpose of this chapter is to reflect on these developments and the implication they might have on development of sustainable higher education, access, quality education, equity, leadership, and education policy. The chapter provides a brief comparative analysis of tertiary education funding among the countries of Southern Development Community (SADC) and other African countries in order to draw the attention of the decision makers about the relevance to invest more on education and protect the investments that the state has been making in education. In addition, the chapter calls for transformative leadership for social justice and change in organizational culture as an alternative avenue for enforcing current policies.

In the paper author made the analysis of three fundamental legal acts for the Polish education reform as regards principles and recommendations concerning educational and preventive programs. These are the law on 14 December 2016 Education Law (Oj 20017, pos. 59), Regulation of the Minister of National Education on 14 February 2017 and Regulation of the Minister of the National Education on 30 January 2018. Analysis concerns foundations and elements of the continuity as well as the presentation of the most important changes in comparison with the previous programs and emphasised deficiencies.

Abstract The article reviews the past, present, and future position of English in the Pakistani language-in-education policy for the Pakistani government schools. The article first traces how the English language came to Pakistan, and underlines the social domains in which English is commonly used at the present time. The article highlights the fact that English has enjoyed the highest social position in Pakistan since the country’s establishment in 1947. Taking this fact into account, the article traces historically the status of the English language in the language-in-education policy for the government schools since 1947 to the present time. I argue that students from the elite and non-elite English medium schools end up being more literate in English and having better access to social mobility than the students from the Pakistani government schools because of the low quality education and the poor instruction of English as a subject taught through traditional teaching methods of imitation and memorization. In order to reduce the gap, although the recent National Education Policy (NEP 2009) of Pakistan has recommended not only teaching English as a compulsory subject in grade one onward but also using it as a medium of instruction in grade four onward for the content subjects such as science and mathematics in the Pakistani government schools, the current predicament of Pakistani public education raises questions and controversies about the successful implementation of the policy. The main suggestion of the paper is the fact that since teachers are the major agents of change in realizing such curriculum reforms at their classroom level (Fullan & Stiegelbauer, 1991), their perspectives, perceptions and attitudes must be sought as well as included in such policy making processes. Because the voices of Pakistani government teachers are overlooked in such top-down language policies, this paper implies that the their experiences, attitudes, and perspectives about the present and future role of English in public language-in-education policies need to be explored to better understand the potential future implications for Pakistani teachers and their education. Such steps not only make policies inclusive but also gauge how far such English initiatives are facilitative in raising the quality of education and developing English language literacy in Pakistan.

<p>Abstract<br />Government has the legal responsibilities in the implementation of national education system to carry out the mandate set out in Section 31 of the Constitution of the Republic of Indonesia 1945 related to the intellectual life of the nation. This is confirmed and applied by The Indonesian Government Regulation 47/2008 regarding compulsory education and Indonesian Government Regulations 48/2008 related to the funding education of elementary school (SD) to high school (SMP) free made by the government through the School Operational Assistance (BOS) to make the education system based on the national human values and justice according to Pancasila ad realize the human rights set out in the Constitution Indonesian 1945 Article28 c paragraph(1) and Article 28d paragraph (3) stated that every citizen has the right to obtain equal opportunities in government. The free primary education can not be realized in a fair and equitable for the presence of education autonomy, every area is not the same policies and management education in many schools that are not transparent even still many schools to collect funds for the reason given by the government budget for operational costs is not enough.In addition, the9-year basic education which should be free up to secondary education (high school) born by either the state of infrastructure, teachers’ salaries, electricity, telephone, computer, books, stationery without distinguishing between public and private schools.<br /><em>Keywords: national education, justice, humanity,Indonesian contitution 1945</em></p><p>Abstrak<br />Pemerintah memiliki tanggung jawab hukum dalam implementasi sistem pendidikan nasional sebagai amanah (mandat) dari Pasal 31 Undang-Undang Dasar Negara Republik Indonesia Tahun 1945 yakni hak mendapatkan pendidikan yang layak. Pendidikan dasar gratis tidak dapat dicapai secara adil dan merata karena setiap daerah miliki kebijakan dan manajemen pendidikan yang berbeda, adanya ketidaktransparanan sekolah dalam mengelola dana, dan faktor alasan ketidakcukupan dana yang diberikan oleh pemerintah kepada sekolah. In this article we carry out a preliminary reconstitution of the genealogy of the political decision to integrate Portugal in PISA (Programme for International Student Assessment), promoted by the Organisation for Economic Co-operation and Development, made in 1999 and implemented in 2000. For this we used a comprehensive analysis of newspaper articles, legal texts and documents on education policy as well as of interviews with relevant political actors. The first results of this analysis suggest that the decision, which was not unanimous among the government members with responsibilities in the education field, was taken by normative emulation, and aimed to consolidate a particular direction of the national education policy.
