Based on an actual and objective observation of the processes in Bulgarian administrations, it is possible to summarize the assumption that the relatively high number of civil servants leaving the executive power administration and the relatively short period of time they work in, are due to several factors: In the first place, a lack of substantial and clear perspective of professional development and career path planning for each civil servant. Second, the relatively poor atmosphere (micro-climate) in several divisions and departments in the administration. Third, the lack of sense of belonging / esprit de corps (strong organizational culture) to the government’s executive power administrations. It is not prestigious to work for the administration. Fourth, the work overload of certain civil servants compensating for others. This in turn increases the risks of errors and mistakes by the former. The relatively lower salaries in comparison to the private sector are only in fifth place.

The goal of this article is the study of legal and organizational aspects for professional development of civil servants of Russia and searching for possible ways of improving the existing mechanism of planning, organization and implementation of professional development of civil servants. Methodological basis of the study of the problem of steel General scientific methods such as induction, deduction, analysis, synthesis, grouping, etc. Conducted interdisciplinary analysis of literature and sources on the subject of professional is mand professional development, particularly in relation to public servants. Identified relevant legal issues hindering the process of professional development of civil servants in the context of further education. The proposed solution according to the decision of legal issues, professional development of civil servants. Particular emphasizes placed on finding ways of improving the existing mechanism of planning, organization and implementation of professional development of civil servants at the local level. A proposal about the organization of educational space with in the institutions of various levels of subordination. The leading trend in the development of the principle of professional development of state personnel policies is the requirement for continuous enhancement of the professionalism of the work force through continuous professional development of civil servants, the development of competencies is replaced by installing the development of professional competences and improvement of professional competence. Despite the high level of scientific elaboration of the Institute of professional development of civil servants, as well as the recommendations of the legislator in this direction, the development of modern professionalism of the civil servant becomes the task of the civil servant and the institution where he serves. The study showed that at the present stage, a considerable part of the problema rises in the system of additional professional education of state civil servants, which are by law mandatory. Basically, it is the problems of organizational and legal nature, and their solution requires not just changes at the state and municipal levels, and the drastic reorganization of the existing system of training of civil servants. The beginning of the process can be laid at the local level. In addition to the ʼglobalʼ recommendations for improving the system of professional development of civil servants, a proposal to organize their own educational space with in the institutions of various levels of subordination. The training center will allow not only to optimize the entire mechanism of civil servants' training process and management, but also increase their motivational level for self-development, and the main activities that can increase the efficiency and effectiveness of operations in general

The professional development of state civil servants is an important part of state policy, and this process has been already sufficiently regulated by the regulatory legal acts of the Russian Federation. Therefore, at the present stage, it is necessary to develop such a system for training civil servants, that would take into account all the existing potential of the personality of a civil servant. In the process of professional development, it is necessary to take into account, that the professional activity of an official has a number of specific features, and not every individual can meet the requirements of public service as a public institution. The current studies on the professional development of civil servants have been considered in the article, the authors` vision on the issue of improving the professionalism of those, who connect their activities with serving the state, has been presented.

Abstract Drawing on Weber, this study tests whether the normative principles of merit orientation and impartiality are more prevalent in shaping public hiring preferences among civil servants—both junior and senior—than among private sector employees. In a conjoint experiment, respondents are asked to compare two hypothetical applicants for an office job in a municipal administration and to decide which they would hire. The application profiles vary with respect to a set of meritocratic and nonmeritocratic attributes. The empirical findings suggest that first, in all three samples, hiring decisions are primarily based on meritocratic attributes. Second, there is evidence of ethnic discrimination in the private employee sample, while there is no such effect in either of the two civil servant samples. Third, private employees’ hiring preferences are influenced by personal political beliefs, while civil servants are less likely to let political attitudes affect their hiring choices. Thus, while civil servants hiring preferences are largely consistent with passive representation and nondiscrimination, support for a representative bureaucracy among citizens should be improved.

This chapter looks at the representations of the former British Straits Settlements in English fiction from 1819 to 1950, discussing both British literary works that are located in South East Asia and English-language novels from Singapore and Malaysia. Although over the centuries, Europeans of various nationalities had located, intermarried, and established unique cultures throughout the region, writing in the English language at first remained confined to travel accounts, histories, and some largely anecdotal fiction, mostly by civil servants. English East India Company employees wrote about the region, often weaving anecdotal sketches into their historical, geographical, and cultural descriptions. Civil servant Hugh Clifford and Joseph Conrad are the two most prominent writers of fiction set in the British Straits Settlements during the nineteenth century; they also epitomize two opposing camps in representing the region.

The paper puts forward the dynamic path planning algorithm based on improving chaos genetic algorithm by using genetic algorithms and chaos search algorithm. In the practice of navigation, the algorithm can compute at the best path to meet the needs of the navigation in such a short period of planning time. Furthermore,this algorithm can replan a optimum path of the rest paths after the traffic condition in the sudden.
