The selection of weapon systems involves a number of activities to choose the best system in relation to the predefined operational requirements and other vital criteria. In the case of surface to air missile systems competing for the NAREW program, attempts are being made to obtain an asset that will be capable of engaging a spectrum of air threats, under specified conditions, with a predefined high degree of probability. In order to make the right choice, it is necessary to analyze information on performance and combat capabilities. Thus, the aim of this article is to develop a preliminary method of evaluating the capabilities of surface to air missile systems offered under the NAREW program. The theoretical foundation of the empirical study was provided by the method of literature content analysis. Using the methods of comparison and generalization, the author obtained data on the combat capabilities of surface to air missile systems expressed through their tactical and technical parameters. Among the empirical methods, the author applied the algorithm of a multi-criteria analysis and an assessment of the capabilities of surface to air missile systems based on the use of matrix calculus. The diagnostic survey, conducted by means of the questionnaire technique, made it possible to prioritize the adopted evaluation criteria and, consequently, to conduct proper research. The formulation of the final conclusions and establishing the links between the theoretical and empirical part of the study was achieved by means of a synthesis. The results obtained in such a manner may constitute a valuable information database, showing the directions that should be considered when selecting a short-range surface to air missile (SAM) system for Poland. The evaluations and suggestions included in this study can be used for prospective solutions and research conducted in a similar area.

AbstractDESIGN OF SUPPLIER MOLD PRODUCTS SELECTION MODEL USING GREY BASED TOPSIS (CASE STUDY: RUMAH SAKIT SULTAN AGUNG SEMARANG). Supplier selection is an important activity of the company in determining the right strategy, especially on the part of procurement. Rumah Sakit Islam Sultan Agung Semarang (RSIS) is one of the hospitals that has problems in choosing a supplier of mold products. Problems encountered are product delays, product print errors, inappropriate quantity of message items and poor quality delivered by some suppliers, resulting in a decrease in hospital performance, as the work process will be disrupted. Price is the main criteria used by RSIS in choosing a supplier of printed products. Mold products are used to run the work process every day at the hospital. The purpose of this research is to design the model of selecting and evaluating the supplier of multi attribute by using the Grey method (Selection) based on TOPSIS (Evaluation). Criteria obtained based on interviews and literature studies by researchers with the decision maker procurement department. There are three criteria of supplier selection in RSIS by using Grey based TOPSIS method, that is cost, quality and service. The result of this research is finding the best supplier based on the selection of the decision maker with the best supplier to the worst that is supplier D with the best criterion value, then supplier E, A, C to the worst supplier that is supplier B. Based on the result and the interview got similarity with the condition real from the supplier, therefore the model can be used to select and evaluate the mold supplier in RSIS.Keywords: Supplier selection; RSIS; Grey; TOPSIS; Mold products

Separation in microfluidic devices is a crucial enabling step for many industrial, biomedical, clinical or chemical applications. Acoustic methods offer contactless, biocompatible, scalable sorting with high degree of reconfigurability and are therefore favored techniques. The literature reports on various techniques to achieve particle separation, but these do not investigate the sensitivity of these methods or are difficult to compare due to the lack of figures of merit. In this paper, we present analytical and numerical sensitivity analysis of the time-of-flight and a phase-modulated sorting scheme against various extrinsic and intrinsic properties. The results reveal great robustness of the phase-modulated sorting method against variations of the flow rate or acoustic energy density, while the time-of-flight method shows lower efficiency drop against size and density variations. The results presented in this paper provide a better understanding of the two sorting methods and offer advice on the selection of the right technique for a given sorting application.

The purpose of this research is to provide a systematic review and integrative framework of the antecedents of knowledge withholding. A systematic literature review led to a selection of 42 empirical research papers that collected data from 16,649 respondents. The included papers identified 93 antecedents that showed a high degree of theoretical variety. We used the theories of interdependence, social exchange, and social identity to construct a framework that integrates and explains why people withhold their knowledge. We developed propositions of the antecedents of knowledge withholding, which we compare against the SLR. We propose and find that (a) negative interdependence increases knowledge withholding behaviors, but (b) positive versus negative social exchanges may respectively decrease or increase withholding in situations where the default may be positive interdependence. We also propose and find that actors who strongly identify with their immediate team will less likely withhold knowledge from them. In contrast, actors who strongly identify with a different identity will more likely withhold knowledge from their team. The integrative framework provides a strong theoretical foundation for future study and identifies many valuable new research questions

A decision making procedure for selection of a weapon system involves different, often contradictory criteriaand reaching decisions under conditions of uncertainty. This paper proposes a novel multi-criteria methodology based on D numbers which enables efficient analysis of the information used for decision making. The proposed methodology has been developed in order to enable selection of an efficient weapon system under conditions when a large number of hierarchically structured evaluation criteria has to be processed. A novel D number based Level Based Weight Assessment – Multi Attributive Border Approximation area Comparison (D LBWA-MABAC) model is used for selection of an automatic cannon for integration into combat vehicles. Criteria weights are determined based on the improved LBWA-D model. The traditional MABAC method has been further developed by integration of interval numbers. A hybrid D LBWA-MABAC framework is used for evaluation of an automatic cannon for integration into combat vehicles. Nine weapon systems used worldwide have been ranked in this paper. This multicriteria approach allows decision makers to assess options objectively and reach a rational decision regarding the selection of an optimal weapon system. Validation of the proposed methodology is performed through sensitivity analysis which studies how changes in the weights of the best criterion and the elasticity coefficient affect the ranking results.

As millions of people “search-and-surf “ the Internet, seeking needed products and services or just exploring to see “what’s out there,” businesses are concerned that their Web sites will: (1) attract both searchers and surfers, (2) interest them long enough to thoroughly explore the site, (3) motivate them to purchase their product or service, and (4) encourage them to return to the site and/or recommend the site to others. As the number of commercial Web sites continues to grow at an explosive rate, this competitive market requires effective interface design guidelines and evaluation criteria. Although there are a number of resources that provide guidance on the structure and content of Web interfaces, they typically focus on content. Some focus heavily on content and validity issues (Does it have the right information?), while others focus on functionality issues (Does it work the way it is supposed to?). Few have a theoretical foundation, offer diagnostic methods for assessing and interpreting results, and provide detailed feedback for improvement. Furthermore, few, if any, emphasize the motivational aspects of Web sites, i.e., those features that stimulate curiosity and engage the user’s interest, while providing relevant content and an easy-to-use interface. These features help to motivate customers to visit, explore, and return to a Web site.

One method of evaluating the procurement is a merit point system (value system). In a merit point system price is one of the evaluation criteria, with the understanding that the more complex technical requirements and the more difficult to compare bid proposals, the lower the price weights. In general, the total value for technical bids is higher than price bids. At the auction using the merit point system, there are two main things that greatly affect the results of procurement, namely the determination of technical weighting and the price that will be used when evaluating bids and the method of weighing technical bids. When this is done correctly and appropriately, the company will get the right contractor in accordance with needs and can avoid the opportunity to commit fraud or corruption in the process of procurement. For this reason, the authors conduct research on the determination of technical weight and price as well as the method of weighting technical offerings with a case study of the selection of contracting IPM Geothermal Drilling through the Analytical Hierarchy Process (AHP) approach where the results of the study indicate that the AHP can assist the Procurement Planner to determine the technical weight and price as a reference for evaluating bids through the Merit Point System. AHP also helps the Procurement Implementer to rank technical bids during the technical evaluation. Keywords: merit point system, analytical hierarchy process, IPM Geothermal Drilling

Drug suppliers are those who sell and distribute drugs to pharmacies or sections that carry out pharmaceutical activities. Selection of the right supplier can support the operational activities of the pharmacy. Pharmacists must know the right criteria in choosing a supplier. Criteria determined by pharmacies not all suppliers can fulfill it. Overcoming this decision support system is very necessary in the selection of suppliers. Multi-Attribute Utility Theory is a ranking method that helps in supporting supplier selection decisions at Pekanbaru Assyafni Pharmacy. Supplier selection uses 15 sample supplier data and 5 criterion data used as a basis for supplier selection. Such as drug production, delivery time, quality stability, service response, and guarantee. The results of the study get a high degree of accuracy that is 86.67% of the right suppliers and in accordance with the realization of test data. So this research is very important in choosing the right supplier.

The entire character recognition system is logically characterized into different sections like Scanning, Pre-processing, Classification, Processing, and Post-processing. In the targeted system, the scanned image is first passed through pre-processing modules then feature extraction, classification in order to achieve a high recognition rate. This paper describes mainly on Feature extraction and Classification technique. These are the methodologies which play an important role to identify offline handwritten characters specifically in Gujarati language. Feature extraction provides methods with the help of which characters can identify uniquely and with high degree of accuracy. Feature extraction helps to find the shape contained in the pattern. Several techniques are available for feature extraction and classification, however the selection of an appropriate technique based on its input decides the degree of accuracy of recognition.

This article attempts to investigate certain problematic aspects of the institution of the victim in the Russian criminal process. For this purpose, analyzed the individual norms governing his procedural status. Separate gaps of the criminal procedure legislation in the sphere of protection of the legal rights and interests of the victim are disclosed. The author emphasizes that the improvement of the criminal procedure legislation in terms of the extension of the victim’s authority to defend his rights violated by the crime should be continued. On the basis of the study of the current legislation regarding the regulation of the rights of the victim of a crime, it is proposed to expand the list of decisions received by him, referred to in paragraph 13, part 2 of article 42 Code of Criminal Procedure.
