Under the agreement with the city authorities, in 2017-2018, for the first time, a full certification of the housing stock of apartment buildings was carried out. 2658 multi-storey large-panel buildings of various storeys from 2 to 9 floors were entered into the database. Based on the results of certification, quantitative estimates of the probability of failure and reliability for large-panel buildings of various types were obtained for the first time. The frequency of earthquakes is taken into account according to the current "Map of seismic zoning of the Republic of Kazakhstan". The reliability value is obtained for the entire group of large-panel buildings. It was revealed that large-panel buildings with the first flexible or brick floor are not earthquakeresistant. The results of the reliability and failure estimates are used for practical recommendations to reduce the risk and expected losses in possible earthquakes. It is proposed to strengthen largepanel buildings with the first flexible or brick floor (33 buildings). The method of strengthening should be determined by special studies.

With budget funding for two years in 2017-2018, the total certification of the housing stock of multi-apartment buildings was carried out for the first time. A total of 8,171 buildings were entered into the database, of which 1,847 are multi-storey frame buildings of various storeys and design solutions. It is established that 1628 frame buildings are earthquake-resistant, 59-buildings with the first flexible floor are non-earthquake-resistant and 160-are located in the zone of tectonic faults on the territory of the city. The hypothesis is accepted that buildings located in the zone of tectonic faults will be destroyed. Under these conditions, quantitative estimates of the failure probability and reliability values for frame buildings of various types were obtained for the first time. The frequency of earthquakes is taken into account according to the current "Map of seismic zoning of the Republic of Kazakhstan". The results of the reliability and failure estimates are used for practical recommendations to reduce the risk and expected losses in possible earthquakes. Total reinforcement of frame buildings with the first flexible floors (59 buildings) is proposed. However, the conditional probability of failure for a group of residential frame buildings will remain nonzero. The method of amplification should be determined based on the results of experimental studies.

For the first time in Almaty full passport of apartment stock of multiapartment building was carried out. The structure of the housing stock was revealed with the allocation of groups of buildings according to structural solutions and assessment of their seismic resistance. Based on the results of certification, quantitative estimates of failure probability values for different types of buildings were obtained. Formulas for estimation of quantitative value of seismic risk are obtained. The number of deaths in the estimated zem-shakes was estimated. The results of the assessments will be used for practical recommendations to reduce risk and expected losses in possible earthquakes.

Research objectives: To analyze the materials of the most famous hoards of the Golden Horde era found on the territory of the Bulgharian ulus on the basis of a comprehensive analysis. To identify the coincidence of jewelry that they contained. To determine the similarities and differences with other finds from this territory, as well as to identify the possible place of their manufacture and their connection with archaeological sites. Research materials: Preserved jewelry from the Karasham and Juketau hoards. The former was found in 1950 near the village of Karasham in the Zelenodolsk district of the Republic of Tatarstan. The latter was found in 1924 on the outskirts of the city of Chistopol in the Chistopol district of Tatarstan, next to the medieval settlement – the remnants of the Bulgharian city of Juketau which existed from the tenth to early fifteenth centuries. In addition to jewelry, both hoards contained silver and gold coins which made it possible to determine the time when these hoards were buried. The hoard near the village of Karasham was deposited at the beginning of the fifteenth century. The Juketau hoard was deposited in the 1350–70s. Both hoards are not fully preserved. The author carefully studied jewelry from the hoards that are now stored in the National Museum of the Republic of Tatarstan, as well as in the State Hermitage. Items from other hoards of this time found in the territory of Tatarstan, as well as published materials from private collections, are also involved in the study. Results and novelty of the research: The author investigated, for the first time ever, the surviving part of the Karasham hoard, including jewelry that was not considered in the studies of other scholars. A comparative analysis of the jewelry was carried out. To find out the distribution of such jewelry, a search was made for analogies and similar jewelry that was found in other hoards as well as among the archaeological materials from settlements of the Golden Horde era. It was found that the most significant part of the Karasham hoard’s jewelry was made in the jewelry workshops of the city of Bolghar, and partly by the jewelers from other craft centers in the Golden Horde. It should be noted that jewelry was made in both gold and silver in Bolghar. The most popular products were bracelets with images of the lion’s muzzle on the ends of objects, as well as bracelets with stylized images made using niello. Such bracelets were found both in the hoard from Karasham and from Juketau. The existence of jewelry workshops in Bolghar is also confirmed by archaeological excavations. In the second half of twentieth and at the beginning of the twenty-first centuries, archaeologists found several jewelry workshops in the central part of the city dated to the fourteenth century. Crucibles, jewelry tools, and more than hundred foundry molds were discovered here. The author assumes that a famous jeweler from Bolghar named Shagidulla worked here at the beginning of fourteenth century. It was also found that the hoard from Karasham was most likely collected by several generations of the same family. In contrast, the hoard from Juketau was a personal treasure.

The box tree pyralid Cydalima perspectalis (Walker 1859) is a new invasive moth species in Europe. Box tree moth was recorded for the first time in the Republic of Macedonia on box seedlings in parks, gardens and other urban green spaces in the city of Skopje in 2014. The aim of this study was to investigate the distribution and spread, the biol-ogy and lifecycle, as well as the damage caused by the different generations of the box tree moth in natural box tree stands, as well as in urban areas in R. Macedonia. In natural populations of Buxus, it was firstly recorded on the Vodno mountain in 2015. Since then, its population has a trend of progradation. Based on the results obtained, recommendations are given with measures for gradual regulation of the box tree moth populations. Standard entomo-logical methods (monitoring of the phenomenon, population density and percentage of defoliation) were used.

The paper presents the results of ranking the criteria for assessing the ecological functions of soils. This ranking is presented for the first time. The authors propose to evaluate the ecological functions of soils by the degree of variability of their basic properties compared to the background using a six-point scale. The object of the study is leached chernozem, low-humus, powerful loamy soil on a cover carbonate loam, occurring on the territory of the Botanical Garden of Voronezh State University named after B.M. Kozo-Polyansky in the city of Voronezh under the collections of tree-shrub introducers. Based on the proposed criteria, the following biogeocenotic functions of leached chernozem have been evaluated: 1. Soil functions as a source of nutrients and compounds; 2. Depot of moisture, batteries and energy; 3. Stimulant and inhibitor of a number of biochemical processes; 4. Soil functions due to its physicochemical properties. Based on the results obtained, practical recommendations have been proposed for improving the biogeocenotic functions of leached low-humus powerful loamy chernozem as a whole and especially under coniferous, shrub and coniferous-shrub vegetation

The creation of an art school in 1895 under the patronage of the Academy of Arts is an important milestone in the life of the Kazan Province center. As a result, Kazan combines various vectors of cultural activities: getting an art education, organizing exhibitions, and uniting the local creative intelligentsia. For the first time, rare but already regular exhibitions are held in the city. Initially, these were exhibitions of the academic school masters of the capital. Later, united by the school, Kazan artists felt up to the task of organizing their own exhibitions. The result of these events is the formation of the school’s museum, as well as the development of the city’s private collections. The City Museum also acquired works of art for its own funds. Artist A. Kandaurov laid the foundation of the school museum and presented two of his paintings in 1896. Afterwards it became a tradition – artists donated their works to the school museum. As a result, in 1902, the school petitioned the Academy “to create a museum and a gallery in the new school building using the stock of the Academy of Arts”. Many of the works purchased at such exhibitions were included in the collection of the Republic of Tatarstan State Museum of Fine Arts. The organization of art exhibitions made Kazan a part of the all-Russian cultural space of those years.

Abstract: The main thesis of this paper is that the political transcendence of passions determines Plato’s ethical and political points of view. The first time that he deals systematically with passions, as occurs in the Gorgias, they are directly implicated in the critic of imperialism and the rhetorical procedures of Athenian democracy. They are also an essential part of politics conceived as an art. In the Republic , the ideal city emerges as the necessity of practicing a purge of passions in the luxuriant or feverish city that has to be purged. The importance of this issue derives from the fact that the theory of justice in the individual and the city consists of a normative ideal on the relations that have to be established between passions and reason. As a consequence, the sequence of the degenerated forms of the ideal state can be interpreted as an increasing model of the illegitimate irruption of passions in the ill society opposed to it.Keywords: Plato, passions, politics, rhetoric, ideal state, justice, populism.

Introduction. In the central quarters of Yerevan, the contemporary development of which formed since 1920s, the problems of organization of courtyard space has been arisen initially. The quarters were built up with old houses and the lack of funds led to the fact that the development was carried out only around the perimeter of the quarters, where new residential buildings were built. As a result, large amount of ramshackle housing stock remained in the center of the quarters. And despite the fact that these plots were intended for the improvement of courtyards, by the end of 1980s the problem was not solved. Since 1992, when socio-economic radical changes took place in the Republic and the state development programs were suspended, the inner quarter space became an object of individual spontaneous construction, which led to chaos in the organization of urban living environment. Such an example is the quarter between the streets Nar-Dos, Tigran Mets, Zavaryan and Khorenatsi — the subject of this research. Identification of the reconstruction opportunities of the quarter between the streets Nar-Dos, Tigran Mets, Zavaryan and Khorenatsi of the city of Yerevan. Materials and methods. The work is carried out on the base of the field observations and published sources by the method of theoretical research, analysis, designing and generalization of the material. Results. The work is composed of the following thematic subdivisions: defining the research boundaries; study and analysis of the present condition of the quarter; project proposal for the reconstruction; socio-economic aspects of the project implementation. The historical process of the forming of the development of city center quarters is generalized, the existing problems are determined. The results of the study and the analysis of the particular quarter development present condition are introduced. The conceptual project proposal for the reconstruction of the quarter, the socio-economic possibilities of its implementation and the expected results are presented. Conclusions. A list of problems are deduced, which are resolving through the proposal. As well data on the effectiveness of the individual indexes during the reconstruction of the quarter is displayed. The results of the work can be introduced in the reconstruction programs of the central quarters of Yerevan city.
