Competency requirements for public weather forecasters, as well as knowledge and skills necessary for their implementation, that were developed and recommended for practical use by the World Meteorological Organization, are presented. Basic skills of working with radar and satellite data are described. The importance of the weather forecaster competency compliance with the presented requirements is emphasized, as well as a need for proper competency assessment and, if necessary, further training in order to improve the quality of weather forecasts and storm warnings. Reviewing the year's activities, the annual report of the World Meteorological Organization (WMO) for 1957 stated that WMO technical assistance to underdeveloped countries had reached a new high in number of national weather services aided and number of experts sent to the countries. WMO provided experts or granted fellowships to 26 countries or territories during the year, under the UN Expanded Program of Technical Assistance, and sent instruments and equipment used in weather reporting and forecasting in connection with technical assistance missions to Afghanistan, Brazil, Chile, Ecuador, Iceland, Nicaragua, Sudan, and Uruguay. During this period 24 fellowships were awarded for advanced training of personnel in weather forecasting, tropical meteorology, hurricane forecasting, maritime meteorology, and aerology.

Abstract The decision-making literature contains considerable information about how humans approach tasks involving uncertainty using heuristics. Although there is some reason to believe that weather forecasters are not identical in all respects to the typical subjects used in judgment and decision-making studies, there also is evidence that weather forecasters are not so different that the existing understanding of human cognition as it relates to making decisions is entirely inapplicable to weather forecasters. Accordingly, some aspects of cognition and decision making are reviewed and considered in terms of how they apply to human weather forecasters, including biases introduced by heuristics. Considerable insight into human forecasting could be gained by applying available studies of the cognitive psychology of decision making. What few studies exist that have used weather forecasters as subjects suggest that further work might well be productive in terms of helping to guide the improvement of weather forecasts by humans. It is concluded that a multidisciplinary approach, involving disciplines outside of meteorology, needs to be developed and supported if there is to be a future role for humans in forecasting the weather.

In recent years, the upper air radiosounding system based on Global Positioning System (GPS) is used as an effective method. GPS receiving device in a Radiosonde improves observation accuracy, allowing simplification of ground equipment. To get improved quality of upper air data, ten stations have been upgraded with new upper air systems based on GPS. This paper describes the upper air radiosounding system that adopts the GPS. After the introduction of GPS Radiosonde in the network at 10 places, data quality has improved substantially at these stations, which has been validated by National Centre for Medium Range Weather Forecasting (NCMRWF) and European Centre for Medium-Range Weather Forecasts (ECMWF). In all cases the quality change has been remarkable and as a result black list tag is removed by ECMWF for the Indian GPS stations.

Three years ago, the Polish Geopolitical Society began an initiative focused on students, PHD candidates and interested academic societies, who wished to co-operate in popularizing the subject area of geopolitics. This initiative sought to serve as a forum for such groups and individuals to compete with other interested colleagues and groups from around the world. During the process, students strive to prove their level of professional knowledge, while their teachers assist them in preparing for their best presentations. All participants then meet during the final stages of the competition in order to exchange their experiences. This, in turn, benefits the development of general approaches and methods of study regarding the discipline of geopolitics. The question addressed in this paper then, is how such international competitions can improve the overall skills and knowledge of the subject area at hand among those participating. The importance of this question is underscored by various initiatives undertaken that attempt to measure the quality of higher education. The research presented in this article, then, is based upon interviews with both participants and organizing committee members, which attempt to gauge the experiences and results achieved during such competitions. The results show both the positive and negative aspects of organizing such gatherings. Most certainly, one could draw the conclusion that such events are the most attractive to the most ambitious of students and teachers, who consider education a privilege and as a process, which continues throughout one’s lifetime. Adversely, for those who place education in the same category as a material good, to be bought and sold, such competitions have little appeal especially when focused upon a narrow field of study.

The main objective of this article is to describe the factors and issues responsible for the evolution of the weather forecast in Brazil.This is done based on a historical review of the formation and evolution of the national meteorological services in the last 170 yearsand on the development of weather forecasting methods. Changes in the routines of weather forecasting services in two centenaryBrazilian institutions, the National Institute of Meteorology and the Brazilian Navy, since the creation of the first subjective forecaststo the present day, are highlighted. Information about the 14 undergraduate courses in Meteorology in Brazil is given, which supportthe technological development of this science, through scientific research and training of human resources. The introduction ofmeteorological radar in the 1970s, and its current networks, as well as the elaboration of the first numerical weather predictions (NWP)by the Center for Weather Forecasting and Climate Studies (Centro de Previsão do Tempo e Estudos Climáticos do Instituto Nacionalde Pesquisas Espaciais – CPTEC/INPE), in 1995, are also described. To complement, a survey is presented, showing the currentworking conditions of weather forecasters. The survey results reveal that 45% of the 102 meteorologists interviewed use the CzechRepublic Windy application to prepare their weather forecasts operationally and almost 60% use the Wyoming University website toobtain data from radiosondes launched in Brazil. It is important to highlight that, since the introduction of NWP by CPTEC/INPE, at theend of the 1990s, there has been a great advance in the field of weather forecasting. Moreover, observational networks have undergonea great expansion, with a significant increase in the number of weather stations in recent decades. Despite all the progress achieved,there is still a need for the integration of observational networks and databases of various institutions. Finally, the development ofapplications that meet the demand of young meteorologists in the operational centers is advisable.

In the context of globalization, the sphere of tourism becomes more and more important, since it is one of the most profitable and dynamic branches of the world economy of the country. Tourism contributes to the growth of employment, accelerates the diversification of the economy, because this sphere covers more than 50 branches of the national economy, therefore the innovation of the tourist sphere should become its constant component. In addition, tourism not only preserves, but also develops the cultural potential of the country and the population, harmonize relations between different peoples and contributes to the friendly use of the environment. Indicators of its profitability indicate the importance of tourism for the development of economy, namely: 8% of world exports and 30% of world services sales, as well as annual growth of world tourist flows by 4-5%. However, Ukraine loses significantly in the competition, lagging behind the leading countries of the world in terms of development of tourist infrastructure and the quality of tourist services. Financial and economic crisis that has been continuing in recent years, the events associated with annexation of the Autonomous Republic of Crimea and anti-terrorist operation on the territory of Donetsk and Luhansk regions had a negative impact on the tourism flows, the tourism structure and tourist opportunities of the country both on the domestic and the external tourism market. In addition, Ukrainians have recently received the possibility of visa-free travel to the countries of the European Union, which will also lead to the increase in outbound tourism, and a reduction in the entrance. In this regard, it is necessary to introduce innovations in the development of tourism in Ukraine in order to attract visitors. Innovation in tourism "involves developing an original approach, developing new ways to use existing resources while seeking new ones";. Typization of innovation in tourism is developed by Abernathy and Clark, who distinguish 4 types of innovations: regular, niche, revolutionary and architectural. Regular innovations refer to the continuous improvement of the quality of services, the improvement of personnel skills and productivity. Niches innovations usually change the structure of cooperation, but not basic knowledge and skills; they combine existing services in a new way. Revolutionary innovations are associated with the use of new technologies in firms, the development of new methods; they have a radical impact on the key knowledge and skills of the staff up to the appearance of new occupations in the sector. Architectural innovations change the structure, business model and rules in tourism; they create new events and objects that require reorganization, chang physical or institutional infrastructure, research and training facilities. One of the main directions of innovation is the development of sustainable tourism. Destination (tourist areas) are beginning to create a management system for tourism resources and use them in the planning of territorial development. Recently, it became clear that the directions of innovation in tourism are increasingly becoming a systemic nature, when tourism turns from the industry into a "public enterprise";, which involves a variety of institutional stakeholders: government, business, local communities, science and education. At the same time, the remarkable thing is that the more the system of tourism management varies from industrial to post-industrial, the greater the innovative potential has the sphere of tourism, the greater the extent of tourism shifts from mass to individualized. This is due to the smaller segmentation of the market and the emergence of many niche, specialized services and tourist products. There is adaptation of tourism infrastructure, buildings and equipment for the needs of such new, growing groups of tourists as children, the elderly and the disabled. The innovations in the tourism industry, according to Novikov V.S., “are the result of actions aimed at creating a new or changing existing tourist product, developing new markets, using advanced information and telecommunication technologies, improving the provision of tourist, transport and hotel services, creating strategic alliances for realization of tourist business, introduction of modern forms of organizational and managerial activity of tourist enterprises”. In general, tourism is a multi-vector industry, which can create some difficulties in introducing innovations. At the same time, certain areas of tourism activity are impossible without the use of innovative technologies, in particular, information and computer technologies. Effective administrative work of tourism enterprises involves the application of various facilities, as Ukrainian travel agencies are widely using the information sector, in the form of messages, and the virtual sector of travel in global networks. Studies conducted in the field of tourism demonstrate the "consumer nature" of information innovation, while tourism is not a producer in this field. According to preliminary estimates, the cost of the initiative tour operators in Ukraine for maintaining an on-line booking system is about 2% of the cost of services sold. Sales of entertainment and recreation tours provide about 3.3 million dollars. US annually spent money on developing, maintaining and filling in the information support system. Common directions of the use of innovative technologies in tourism are: mobile Internet, catalogs of electronic offers, on-line booking not only for retail agencies, but also directly for clients. Further development of innovation activity is the development of new ideas for promotion of tourist product, development of new tourist routes, availability of information to the consumer, software, etc.

Inclusive children or children with special needs are those who have abnormalities in the process of growth or development; which can be physical, mental-intellectual, social, or emotional. The World Health Organization predicts that around 7% of the world's total children population is inclusive children. Exercise that are adapted and modified according to their needs, the type of abnormality and the ability of inclusive children are able to improve motor and sensory abilities so that they will improve their quality of life. The purpose of this activity is to increase the knowledge and skills of parents with inclusive children in implementing adaptive exercise for their children. The method used was seminar and training. Activity evaluation was carried out using questionnaire to observe the increase of knowledge. This activity was attended by 31 parents and 31 inclusive children, with the highest parents’ age range in 31-40 years, which is mothers 38.7%; 41.9% father. The age of expecting mothers of inclusive children mostly ranges from 31-40 years (35.5%). Increased knowledge about child development was 31% (pretest 68, posttest 91.8) and increased knowledge about adaptive sports was 72.18% (pretest 49.6, posttest 85.4).abstrakAnak Berkebutuhan Khusus (ABK) adalah anak yang dalam proses pertumbuhan atau perkembangannya mengalami kelainan atau penyimpangan; yang bisa berupa fisik, mental-intelektual, sosial, atau emosionalnya. Organisasi kesehatan dunia memprediksi sekitar 7% dari keseluruhan populasi anak dunia merupakan ABK. Olahraga yang diadaptasi dan dimodifikas sesuai dengan kebutuhan, jenis kelainan dan tingkat kemampuan ABK mampu memperbaiki kemampuan motoris dan sensoris sehingga akan meningkatkan kualitas hidupnya. Tujuan kegiatan ini adalah untuk meningkatkan pengetahuan dan ketrampilan orang tua ABK dalam melatih olahraga adaptif buat anak-anaknya. Metode yang digunakan adalah seminar dan pelatihan. Evaluasi keberhasilan kegiatan dilakukan dengan kuesioner untuk melihat peningkatan pengetahuan. Kegiatan dihadiri oleh 31 orang tua dan 31 ABK, dengan rentang usia orang tua terbanyak di 31-40 tahun yaitu ibu 38,7%; ayah 41,9%. Usia ibu mengandung ABK terbanyak di rentang 31-40 tahun (35,5%).  Peningkatan pengetahuan pada materi tumbuh kembang anak sebesar 31% (pretest 68, posttest 91,8) dan peningkatan pengetahuan materi olahraga adaptif sebesar 72,18% (pretest 49,6, posttest 85,4).

Currently, the problem of early rehabilitation of stroke patients is important, since in terms of the prevalence of cerebrovascular diseases and disability after suffering a stroke, Russia is one of the first places in the world. The complex of medical rehabilitation of such patients should provide for the early and most complete restoration of all body functions, patient education for lost skills, re-socialization of the patient and improvement of the quality of life. One of the factors contributing to a significant reduction in the quality of life after a stroke is the development of chronic constipation. The article reflects the modern methods of correction of chronic constipation in patients with limited mobility.
