Asnaf Fi Sabilillah is among the recipients of zakat. This Asnaf has an important role in social development. However, in most Islamic countries, it is realized in a narrow and limited scope only to the aspect of jihad and education, regardless of the wider social interests and welfare of the Muslim countries today. This study aims to explain concepts, distributions and the impact of Asnaf Fi Sabilillah in the process of contemporary social transformation. The study uses a content analysis approach by adapting descriptive-deductive method. The findings show that Asnaf Fi Sabilillah should be applied in the broader meaning of jihad covering all activities that contribute to the development of da'wah for the sake of Allah, if there is no specific fund from a particular party. Asnaf Fi Sabilillah which is managed more effectively is part of revitalizing the country's economy and thus improving its status for social progress. However, its implementation needs to be in line with Shariah law to avoid corrupt governance in the Muslim world.   Keywords: Zakat, Fi Sabilillah, Economic Growth, Virtue and Wellness   يعد مصرف في سبيل الله من مصارف الزكاة. ولهذا المصرف دور فعال في التنمية الاجتماعية، إلا أن ظل التطبيق في بعض الدول الإسلامية على نطاق ضيق. فيقتصر الأمر على الجهاد الميداني والثقافي فحسب دون النظر في خدمة المصالح الاجتماعية الأخرى، غير أن تلك الدول في أمسّ الحاجة إلى ذلك. فتهدف هذه الدراسة إلى بيان مصرف "في سبيل الله" مفهومه وتوزيعه وأثره في الإصلاح الاجتماعي المعاصر. فنهجت هذه الدراسة على طريقة الدراسة المضمونية معتمدة على قاعدة الاستنباط الاستدلالي. وكانت الحصيلة مشيرة إلى أن التصور العام لمصرف في سبيل الله يطلق على مدار الجهاد بمعناه الواسع. ويمكن القول بأن هذا المصرف يشمل كل عمل يسهم في الدعوة إلى الله ونشر معالم الإسلام إذا لم يوجد هناك  تمويل كافٍ من الجهة المختصة. فإن تطوير مصرف في سبيل الله بطريقة فعالة يعد وسيلة في تنشيط اقتصاد الدولة، ومن ثم رفع مستوى الرفاهية الاجتماعية. رغم ذلك فلا بد أن يكون العمل به منضبطا بضوابط شرعية منعاً من اضطراب الأمر والفتن في الأرض..   كلمات مفتاحية: الزكاة، سبيل الله، نمو الاقتصاد، الرعاية الاجتماعية، الحياة الرفاهية

Relevance of the research topic. In the conditions of economic transformations the financial strategy acts as the important economic lever of influence of public administration bodies on social and economic development of the country. The assessment of the mechanism of financial regulation in Ukraine indicates the need to develop the components of the financial system in conjunction with the transformational economic processes and the development of a sound financial strategy in accordance with the goals and objectives of social development. Formulation of the problem. The importance of developing a financial strategy in the context of economic transformation is due to the need to take into account the impact of internal and external challenges in the financial and economic environment, economic fluctuations due to the spread of the coronavirus pandemic. At the same time, the choice of financial strategy tools should be made taking into account the level of economic development of the country. Analysis of recent research and publications. The issue of developing a financial strategy is quite common in research. These are the works of famous domestic and foreign scientists: J. Keynes, P. Samuelson, J. Stiglitz, W. Tanzi, S. Kucherenko, L. Lysyak, L. Levaeva, I. Lukyanenko, V. Makohon, M. Pasichny, I. Chugunov and others. Selection of unexplored parts of the general problem. The above issues are relevant in connection with the deepening of economic transformation, the adverse impact of the Crown virus pandemic on the financial sector, which requires a number of specific tasks related to the development of financial strategy. Problem statement, research goals. The objectives of the study are: to reveal the role of financial strategy in the regulation of socio-economic processes, to substantiate the peculiarities of the development of the components of the financial system. The purpose of the study is to reveal the directions of financial strategy in the context of economic transformation. Method or methodology of the study. The article uses a set of research methods: a systematic approach, statistical analysis, structuring, analysis, synthesis, etc. Presentation of the main material (results of work). The role of financial strategy in the regulation of socio-economic processes is revealed, the peculiarities of formation and implementation of financial strategy are substantiated. The directions of financial strategy in the conditions of economic transformations are substantiated. Field of application of results. The results of the study can be used in the process of formation and implementation of financial policy of Ukraine, reforming the domestic financial system and its components. Conclusions in accordance with the article. The qualitative level of formation and implementation of financial strategy is determined by the system of financial institutions, the state of their development in a particular country aimed at ensuring economic growth and welfare of citizens. The functional purpose of financial strategy is the result of the evolution of the role and importance of state functions in socio-economic development. Depending on the dynamics of socio-economic processes, the tasks of the financial strategy and the tools for its implementation should be adjusted. The financial strategy in the conditions of economic transformations should be directed on formation of long-term potential of economic growth and increase of well-being of the population taking into account demographic tendencies and indicators of the macroeconomic forecast of social and economic development of the country.

Subject. The article investigates the structural parameters of the financial system, which enable to assess the quality of its structure. Objectives. We make attempts to test the hypothesis about the availability of relationship between the structure of the Russian financial system and the results of socio-economic development. Methods. To analyze the structure of the financial system of Russia, we employ the OECD international methodology and the data of the Central Bank of the Russian Federation. Results. The paper presents our own interpretation of macroeconomic identical relation reflecting the factor sources of economic growth; discloses the significance of capital as a financial parameter, which is subject to transformation under the influence of advanced digital technologies; includes the coefficients, which we developed for a qualitative analysis of the financial system structure, taking into account the specifics of the Russian national economy. One of the said coefficients (the actual indicator of financial potential) is intended to reflect the level of financial digitalization. Conclusions. Given the current controversial opinions on the impact of the financial system’s structure on economic growth, we believe that during the further study of the issue, it is important to rely not only on international methods, but also on domestic scientific developments, like the presented coefficients 5–9.

The contemporary deep degradation of the Eastern sector of the Russian Arctic in the post-Soviet period requires solutions, as well as the expansion of the impact of the needs of Siberia and its Arctic territories on the Russian and world economic growth. This article aims to explain how the development of the Arctic can become a source of acceleration of social and economic development of Russia — a driver of development and its multiplier. This emphasizes the importance of following the principle of connectivity in the development of the Eastern sector of the Russian Arctic, when analyzing the sources of complexity the design of its development, performed by the employees of the Institute of Economics and Industrial Engineering, Siberian Branch of the Russian Academy of Sciences (IEIE SB RAS). The article studies the projects of integrated development of the Eastern sector of the Arctic zone of Russia, developed in 2015-2018 by the IEIE SB RAS as potential drivers and multipliers that can accelerate the social and economic development of the entire country. The author emphasizes the non-constructive focus of some researchers on the development of a narrowly understood regional perspective of the problems of developing the potential of the Russian Arctic and justifies the need for a systematic approach to its development in the context of global economic ideas. The article reveals the mental sources of the commitment of the research staff of the IEIE SB RAS to system research, to the implementation of the theory of optimal use of limited natural and economic resources in research projects. The possibility of a significant acceleration of economic growth in Siberia and Russia as a whole during the implementation of Arctic projects, provided that the priority participation of industrially developed and densely populated regions of southern Siberia. The article shows that for the formation and implementation of an effective social and economic strategy of secondary (post-industrial) transformation of the Russian society, it is not enough to specify the current and long-term objectives of the economic movement. The authors concludes that it is of fundamental importance to identify potential drivers and multipliers in their composition that can accelerate the social and economic development of the country.

Deveiopment planning in India, as in other developing countries, has generally been aimed at fostering an industrially-oriented policy as the engine of economic growth. This one-sided economic development, which results in capital formation, creation of urban elites, and underprivileged social classes of a modern society, has led to distortions in the social structure as a whole. On the contrary, as a result of this uneven economic development, which is narrowly measured in terms of economic growth and capital formation, the fruits of development have gone to the people according to their economic power and position in the social structure: those occupying higher positions benefiting much more than those occupying the lower ones. Thus, development planning has tended to increase inequalities and has sharpened divisive tendencies. Victor S. D'Souza, an eminent Indian sociologist, utilizing the Indian census data of 1961, 1971, and 1981, examines the problem of structural inequality with particular reference to the Indian Scheduled Castes and Scheduled Tribes - the two most underprivileged sections of the present Indian society which, according to the census of 1981, comprised 15.75 percent and 7.76 percent of India's population respectively. Theoretically, he takes the concept of development in a broad sense as related to the self-fulfIlment of the individual. The transformation of the unjust social structure, the levelling down of glaring economic and social inequalities, and the concern for the development of the underprivileged are for the author the basic elements of a planned development. This is the theoretical perspective of the first chapter, "Development Planning and Social Transformation".

Abstract Entrepreneurship is recognized as one of the factors stimulating economic growth and increasing economic competitiveness. In addition, the Europe 2020 Strategy has focused its attention on entrepreneurship as a key factor of economic growth, social progress, and employment. In this context, our study examines the role of entrepreneurial performance for sustaining the development of countries, focusing on a sample of European countries. We attempt to reveal if increasing entrepreneurial performance would have significant influence on improving the economic position of countries and their future economic development. Starting from the OECD-Eurostat Entrepreneurship Indicators Programme we use a set of entrepreneurial performance indicators as independent variables and examine to what extent they can influence competitiveness and economic growth, seen as dependent variables of the models. We focus on a period of 10 years (2008–2017) and we apply panel-data estimation techniques. Because the period considered includes the period of the last international financial crisis, we also include in our analysis a dummy variable. Our results emphasize that the changes in entrepreneurial performance play a significant role in enhancing national competitiveness and economic growth. Our findings contribute to the expansion of literature in the field by providing evidence on the correlation of indicators that measure entrepreneurial performance with national competitiveness and economic growth. Moreover, our findings point out the need of the policy makers to adopt measures and policies that help and stimulate entrepreneurs to become more performant because they can generate positive effects to the economy as a whole.

Deprived of investment in education, no country can expect sustainable economic growth and development. Higher education is particularly a priceless tool in today's era of globalization that requires continuous education to keep up with new knowledge. According to UNESCO (2014), higher education is no longer a luxury; it is essential to national, social and economic development. The impact of education on economic growth is possible to observe within the so-called ‘education led growth hypothesis’. The main aim of this paper it to analyse the higher education size and structure, model and financing sources in Croatia and to test the ‘education led growth hypothesis’ on the example of Croatia. The study will apply the Granger causality test to evaluate if there is any causal relationship between investment in higher education and economic growth in Croatia.

ABSTRAK             Pembangunan ekonomi daerah khususnya Pemerintah Kota merupakan titik awal pelaksanaan pembangunan, sehingga daerah diharapkan bisa lebih mengetahui potensi dan apa yang menjadi kebutuhan daerahnya salah satunya peningkatan Pendapatan dan Pertumbuhan ekonomi melalui proses pemugutan pajak Hotel dan Restoran guna dampak sesuai yang diharapkan.            Dalam penelitian ini bertujuan untuk menganalisis potensi dan efektivitas Pajak Hotel dan Restoranserta dampaknya terhadap Pendapatan Asli Daerah dan Pertumbuhan Ekonomi di Kabupaten Minahasa.            Berdasarkan hasil penelitian menunjukkan bahwa Pajak Hotel dan Restoran masih kurang berpotensi, sementara untuk tingkat efektivitas, Pajak Hotel dan Restoran menunjukkan angka yang efektif yakni rata-rata diatas 100%, dan secara bersama variabel Pajak Hotel dan Restoran memberikan pengaruh yang positif terhadap Pendapatan Asli Daerah, begitu pula secara bersamaan variabel Pajak Hotel dan restoran serta Pendapatan Asli Daerah memberikan pengaruh yang positif terhadap tingkat pertumbuhan ekonomi yang ada di Kabuaten Minahasa. Kata Kunci : Pendapatan Asli Daerah, Pertumbuhan Ekonomi, Pajak Hotel dan Restoran  ABSTRACT             Economic development areas especially the city is the starting point of construction , so that the regions is expected to be more aware of their potential and what has been one of the needs of the regions increase in income and economic growth through a tax collection hotel and restaurant to the impact as expected.            In this study aims to to analyze the all the potential and the effectiveness of tax hotel tax and restoranserta what effect it had on the regional genuine income and economic growth in kabupaten Minahasa .            Based on the research shows that hotel and restaurant tax potential is weak , while the effectiveness , hotel and restaurant tax shows a figure that is effective and above 100% , and together the hotel and restaurant tax positive impact on local revenue , this is also at the same time the hotel and restaurant tax and local revenue positive impact on the economic growth is in kabupaten Minahasa . Keyword : Local revenue, economic growth, hotel and restaurant taxes

Numerous studies show that there is a positive correlation between education and the economic development of the country. Strong education systems have a positive impact not only on the success of individuals but also on the economy of the entire country. Graduates equipped with the skills required by the labor market can easily find a place in this market. Knowledge and skills relevant to market demand increase productivity have a positive impact on economic growth and development. Unfortunately, Covid Pandemic has severely damaged the education systems. Governments, scientists, and experts provide us with statistical information daily around the world about both the slowdown in economic growth as a whole and the problems of individual sectors of the economy. These are the problems and numbers that are already visible and it can be said that the losses are easily measurable. However, the damage caused to the economy by education systems affected by the pandemic will be felt by countries and humanity years later, nor will it be easy to calculate. The problem is even more difficult in poor and developing countries. This paper aims to study the impact of the Covid Pandemic on the education system and economy in Georgia. The research examines the reports and studies of various international organizations, analyzing the secondary data obtained from them. Local policy documents, government reports and regulations, and papers of different researchers have also been studied, conclusions have been made and relevant recommendations have been developed.

The increasing number of regions proposing themselves to form new autonomous regions since the enactment of Law Number 32 of 2004 concerning "Regional Government", aims to improve economic development and the welfare of the people in each region. The purpose of this study was to analyze the impact of regional expansion on the economic growth of North Toraja Regency. The Technik of data collection in this study uses the documentary Technik, which is in the form of reports from relevant agencies. The analysis technique used is by using the independent sample T-test. The results of the study show that regional expansion has an impact on the economic growth of North Toraja Regency.
