Purpose. The aim of the article is to research features of domestic approaches to interpretation of essence, structural filling and specifics of formation of social capital in Ukraine. Methodology of research. The following methods are used to achieve this goal: induction and deduction, theoretical generalization, abstraction, dialectical cognition – in the study of scientific sources and research of theoretical aspects of social capital formation in Ukraine, including the interpretation of the definition of “social capital” by domestic scientists and identification of social capital; graphic – to visualize the components of social capital; abstract and logical – to generalize theoretical positions, to form conclusions and proposals on the research topic. Findings. The analysis of the main approaches to the interpretation of the category “social capital” is accumulated and carried out. Common and different features between the proposed interpretations are identified. The peculiarities of social capital as an economic category are studied and its role in the development of the state is noted. The main approaches to the classification of this concept are identified. The structural content of social capital is revealed. The necessity of research of the branch level of social capital is actualized and the specifics of its development under modern conditions in Ukraine are outlined. The main directions of social capital formation in Ukraine are determined. Originality. The study of theoretical aspects of social capital formation has been further developed, in particular, approaches to defining the essence of the category of “social capital” are generalized and the main directions of its formation at the state level are outlined. Practical value. The main provisions of this study can be used in the process of developing proposals for the formation of a model of social capital development in Ukraine. Purpose. The aim of the article is research of the peculiarities of the development of resistant social capital of the State Customs Service and development of proposals for the development of a model of its development. Methodology of research. The following methods are used to achieve this goal: induction and deduction, theoretical generalization, abstraction, dialectical cognition – in the study of scientific sources and research of theoretical aspects of the development of resistant social capital, the definition of the categorical apparatus of the research; abstract and logical – to generalize theoretical positions, to form conclusions and proposals on the research topic. Findings. The essence and features of the development of resistant social capital are determined. The expediency of developing a model of development of resistant social capital of the State Customs Service, which is based on the principles of attributiveness and synergy, is substantiated. It allows to take into account the influence of environmental factors of the department and time variables on the development of social capital. The structural content of the development model is given, which includes: attributes of the object of development, attributes of the internal and external environment. The object, goals, functions and principles of building a model of development of resistant social capital of the State Customs Service are determined. A detailed description of each stage of application of the model of development of resistant social capital of the State Customs Service is given, which includes: monitoring, design, planning, implementation and control. The advantages of practical implementation of the proposed model are outlined. Originality. The study of theoretical aspects of the development of resistant social capital of the State Customs Service has been further developed. For the first time, proposals for the formation of a model for the development of resistant social capital at the sectoral level have been developed, its structure, features of practical implementation and advantages of application have been determined. Practical value. The main provisions of this study can be used in the process of developing proposals for the development of conceptual areas of development of resistant social capital in the State Customs Service. The article offers a classification of types of economic security and separately identifies foreign trade security as the most important element of the states economic security in the context of global escalation of trade contradictions in international trade. The essential characteristics of foreign trade security, characterized by permanent external influence, are revealed. Based on the identified features and characteristics, the definition of foreign trade security is given as a state of protection of exports and(or) imports from threats caused only by external influence, but not internal, in contrast to other types of economic security. It is shown that it is impossible to achieve the state of full provision of foreign trade security of the state in the conditions of participation in international economic relations. To resolve the contradiction between the goal of maximizing the effect of foreign trade activities and the simultaneous need to ensure security, we propose the formation of a scientifically-based system for ensuring foreign trade security and identify its main constituent elements.

Purpose of the study: This article deals with the renovation system of reproduction of professional potential and provides a definition of this concept. Methodology: The study uses the methods of dialectical contradiction, the ascent from the abstract to the concrete, structural-functional and comparative analysis, theoretical modeling and generalization. Primary sociological information is collected through a questionnaire survey, document analysis, free interview, and observation. Methods of grouping and classification of empirical data, qualitative analysis of factors are also used. Results: the renovation system of reproduction of the professional potential of a state municipal government involves the diagnosis of its problems with the aim of determining the ways of their resolution. The conducted diagnostics identified six groups of actual problems, namely lack of professionalism, the disintegration of indicators of individual and institutional efficiency, the imperfect system of training and advanced training of managerial personnel, the weak motivation of their professional development, inefficient use of professional potential, and passive personnel policy Applications of this study: This research can be used for the universities, teachers, and students. Novelty/Originality of this study: In this research, the model of Diagnostics of Problems of Reproduction of Professional Potential of the State and Municipal Management as a Precondition of Its System Renovation is presented in a comprehensive and complete manner.

Terrorism is indisputably a serious security threat to states and individuals. Yet, by the end of 2016, there was still lack of consensus on the legal definition of terrorism at the United Nations (UN) level. The key organs of the UN, the Security Council (UNSC) and the General Assembly (UNGA), are yet to agree on a legal definition of terrorism. This disconnect is attributed partly to the heterogeneous nature of terrorist activities and ideological differences among member states. At the UN level, acts of terrorism are mainly tackled from the angle of threats to international peace and security. In contrast, at the state level, acts of terrorism are largely defined as crimes and hence dealt with from the criminal justice paradigm. This article argues that the lack of a concrete legal definition of terrorism at the UN level undermines the holistic use of the criminal justice paradigm to counter-terrorism at the state level. To effectively counter-terrorism the UNSC and the UNGA have to agree on a legal definition of terrorism in their resolutions. This will streamline efforts to combat terrorism at the state level and consolidate counter-terrorism measures at the international level. The draft comprehensive Convention on Measures to Eliminate Terrorism (the Draft Convention) should be tailored to fill gaps and provide for a progressive legal definition of acts of terrorism.

Research the tools for ensuring resilience of the financial corporations sector is relevant, given the fact that the development of the world economy is increasingly subject to the shock influences, to which financial crises are imposed. The aim of the article is to identify and justify macroeconomic tools according to the directions for ensuring resilience of the financial corporations sector. The theoretical-methodological base of the article is scientific works of scientists and reports of international organizationsfor directions and tools for ensuring resilience of the financial corporations sector and the economy in general. The general approaches and research methods have been used at preparing the article: theoretical generalization, analysis, synthesis and system method. The use of these methods allowed to consider approaches of leading international audit companies to understand the concept “resilience of the financial corporations”. On this basis, there was suggested the author's definition of the concept “resilience of the financial corporations sector” and defined it essential characteristics. It was explained, that the process of ensuring resilience of the financial corporations sector involves the implementation of macroeconomic tools in accordance with the following areas: the introduction of economic stimulus packages, attractive lending conditions, tax and investment benefits, promoting innovation, development of compensation mechanisms, international financial support. The important attention in the study was paid to the role of the state in the process of implementing macroeconomic tools for ensuring resilience of the financial corporations sector. Attention is focused on the fact, that under shock influences the state should implement macroeconomic tools in line with current problems in the development of the financial corporations sector. This in turn will ensure its profitability at a level sufficient for normal functioning.

In recent years, the idea that constitutional modes of government are exclusive to states has become the subject both of sustained challenge and of strong defence. This is due to the development at new regional and global sites of decision-making capacities of a scale and intensity often associated with the demand for constitutional governance at state level, to the supply at these same new sites of certain regulatory institutions and practices of a type capable of being viewed as meeting the demand for constitutional governance, as well as to a growing debate over whether and in what ways these developments in decision-making capacity and regulatory control should be coded and can be constructively engaged with in explicitly constitutional terms. The aim of the article is threefold. It asks why taking the idea and associated ethos and methods of constitutionalism ‘beyond the state’ might be viewed as a significant and controversial innovation, and so in need of explanation and justification – a question that requires us to engage with the definition of constitutionalism and with the contestation surrounding that definition. Secondly, taking account of the various arguments that lie behind these definitional concerns, it attempts to develop a scheme for understanding certain key features of constitutionalism and of its post-state development that is able to command broad agreement. Thirdly, and joining the concerns of the first two sections, it seeks to identify the key current tensions – or antinomies – surrounding the growth of post-state constitutionalism with a view to indicating what is at stake in the future career of that concept.

The article analyses the present state of culture in Russia, its multilevel content. It shows the influence of different layers of society on the state and development of the present social structure. Based on perennial research data collected with participation of the author, sociocultural models of social relations and their influence on the cultural potential of the social structure are described. The article emphasizes the necessity of multilevel social research of the cultural potential of Russian society. The main directions of theoretical, methodological and empirical program of such research are formulated.

Features of the structure of the road economy, as part of the country's economy, affect the creation of a systematic methodology for assessing its property, when individual components will determine the peculiarities of the use and development of road infrastructure. To this end, for the purpose of assessing the property status of highways, which are the main component of the road economy, it is recommended to develop different models of approach to the definition of property valuation of highways. In the article the directions and models of estimation of the property condition of highways are offered, with the use of different concepts of determining their needs in the infrastructure of the region's economy and the need to maintain them in the proper operating condition. The combination of needs and the state of highways is used as a conceptual criterion for the formation of models for their evaluation as property in the structure of the region's economy. According to this criterion, a road is considered as an object which: A - provides social and administrative needs for the organization of motor transport in the region and the implementation of passenger transportation; B - can make a profit as a result of its use; C - is a part of the main productive assets of the region and the state as a whole, which should be maintained in good condition; D - a national economic object of a specific purpose, which is used to provide activities of individual sectors of the economy. The proposed structural classification of highways according to the conceptual criterion of their needs and conditions - A, B, C and D - is the basis for the formation of different models for assessing their property status, the peculiarities of which are discussed in the article. The main principle of such a classification of motor roads and transport facilities in general for the purpose of their property assessment is that they are considered as objects or sub-entities in the models of calculating the property of owners or users of transport facilities.

Introduction. In recent years in Ukraine, the task of ensuring multi-faceted cooperation between the state and private business has been relevant. The formation of effective principles of realization of public-private partnership determines the need for a detailed study of the essence, characteristics and principles of its organizational and economic mechanism.Goal. The purpose of the article is to reflect and analyze the methodological principles of determining the essence and bases of formation of the organizational and economic mechanism of public-private partnership.Methods. In order to achieve the defined goal, a complex of general scientific methods applied: theoretical generalization - to determine the methodological principles and essence of the organizational and economic mechanism of public-private partnership, a method of scientific abstraction - in the distinguishing components and results of the organizational and efficient mechanism of cooperation between the state and business, abstract-logical Theoretical generalization and formulation of conclusions.Results. During the analysis of the methodological principles of the concept of «organizational and economic mechanism of public-private partnership», the basis of research of the methodology of development of a system of public-private partnerships is determined on the basis of the concept of the organizational and economic mechanism for implementing public-private partnership. The tasks and processes that are most accurate characterize the components of organizational and economic mechanisms and include the formation of corporate strategy, dividend policy, management of management, improvement of the payment system, participation in the Board of Directors, hostile acceptance, receipt of powers of power and bankruptcy. The main tasks of the economic mechanism of which include: ensuring the profitability of the system of establishing a mutually beneficial cooperation of the system elements, which resulted in a single center to provide a balance of horizontal integration and vertical management purposes, as well as optimize internal- system transaction and organizational costs and mutually beneficial cooperation of the elements of the system, which involves the integration of their activities, which increases their potential separately and the system as a whole. It is noted that the result of the functioning of the economic mechanism is to create conditions for highly efficient activity due to effective resource management and achieve the effect of synergy from optimal use both in individual elements and in the scope of the entire system. Discussion. A promising direction of the study arises the need to improve methodological approaches to the definition of the essence and meaningful characteristics of public-private partnership as a new form of intensification of business development in Ukraine.
