The system of institutional research is a trend of the current stage of development of modern universities and is aimed at conducting research, the results of which would be useful to the university management in carrying out its current activities and developing strategic directions for development. However, the effectiveness of such a system largely depends on the fulfillment of a number of conditions. These are organizational, personnel, software and hardware and other aspects, on the implementation of which the efficiency of the system depends. The article attempts to analyze the goals, objectives and approaches to the organization of the system of institutional research of a modern university. The article describes the organizational principles, software and hardware platform for the development of an internal monitoring system and institutional research at the university. Examples of institutional research are given

The paper deals with the methods for metrological support of ionospheric, magnetic, and heliogeophysical observations of the state observation network, including ground-based and space segments, and with the directions for improving the accuracy and reliability of measurements. The solutions to the previously identified problems and the implementation of proposals on improving the measurement quality for operational response to heliogeophysical hazards at the current stage of development of the geophysical monitoring system are demonstrated.

Abstract: The aim of doctoral programs in psychology is to help students become competent psychologists, capable of conducting research and of finding suitable employment. Starting with a brief description of the basic organization of the French university system, this paper presents an overview of how the psychology doctoral training is organized in France. Since October 2000, the requisites and the training of PhD students are the same in all French universities, but what now differs is the openness to other disciplines according to the size and location of the university. Three main groups of doctoral programs are distinguished in this paper. The first group refers to small universities in which the Doctoral Schools are constructed around multidisciplinary seminars that combine various themes, sometimes rather distant from psychology. The second group covers larger universities, with a PhD program that includes psychology as well as other social sciences. The third group contains a few major universities that have doctoral programs that are clearly centered on psychology (clinical, social, and/or cognitive psychology). These descriptions are followed by comments on how PhD programs are presently structured and organized. In the third section, I suggest some concrete ways of improving this doctoral training in order to give French psychologists a more European dimension.

China’s Belt and Road Initiative could be treated ambiguously. On the one hand, it is intended to transform the newly acquired economic potential of that country into its higher status in the world. China invites a lot of nations to build up gigantic transit corridors by joint efforts, and doing so it applies productively its capital and technologies. International transactions in RMB are also being expanded. But, on the other hand, the Belt and Road Initiative is also a necessity for China to cope with some evident problems of its current stage of development, such as industrial overcapacity, overdependence on imports of raw materials from a narrow circle of countries, and a subordinate status in global value chains. For Russia participation in the Belt and Road Initiative may be fruitful, since the very character of that project provides us with a space to manoeuvre. By now, Russian exports to China consist primarily of fuels and other commodities. More active industrial policy is needed to correct this situation . A flexible framework of the Belt and Road Initiative is more suitable for this objective to be achieved, rather than traditional forms of regional integration, such as a free trade zone.

<p>Lately competition becomes really tough, because of that each University has to choose the right strategy in order to increase their market share. Some of the strategies than can be done are by choosing the right communication media for each promotion that the university wants to do. For the reason, this research wants to know which communication media that really attracts students at Bunda Mulia University, Management Major in year 2010/2011. In this research, the writers used incidental sampling. The writers also use questionnaire for gathering the data or information need. To analyze the data, the writes use SPSS ver. 15.0 for windows. The conclusion of this research about the highest percentage to the lowest percentage of the most attractive communication media are television, internet, direct mail, magazines, radio, newspapers, outdor advertising, and the last one is telemarketing. According to result, the highest percentage of an attractive communication media is television, so writer suggest that the best media to do the promotion is television media.</p><p>Keyword :</p><p>Communication media, markeing communication, integrated marketing communication</p>

The author focuses on the manner and effects of German higher education reforms that have changed the model of university management. The point of reference is the quality of education and its role, how universities ensure it, and how it is verified through evaluation and accreditation. These elements divide the article into two parts: a part about quality and a part about evaluation and accreditation. The analysis includes the impact of global processes and Europeanization. The research approach is characteristic for public policies, sciences of management and quality. The theories used in this article: the theory of systems and neo-institutionalism, as well as perspectives: the university as an active strategic partner, entrepreneurial university, the third role of universities. The article describes the experience of the private further professional education establishment in integration with private medical organizations as a hi-tech clinic base. The purpose of the experience was to work out an education program of professional retraining which enables medical organization to extend the range of its services. The demand for such programs investment stems from the gap between the professional level of medical workers training at universities and the needs of hi-tech segment of cosmetology service which requires highly qualified specialists.The gap between the increasingly changing market demands and the existing higher education offer may be bridged through involvement of practicing professionals in education process.The authors consider the best Russian and foreign practices of interaction between private medical establishments and private education establishments aimed at creation Centers of Excellence on the example of Neo Clinic Tuymen. The presented model shows the competitive advantages of a professional retraining education program characterized by a big concentration of resources per student and a high value of education service. The article may be useful for the university management in Russia in developing and updating strategies and programs of practice-oriented education that will meet the requirements of regional labour markets, concrete organizations and employers and contribute to graduates’ adaptation to actual production process.

The article studies the necessity and features of transformation of the educational system under conditions of accelerated development in the digital economy. Particular attention in the context of this transformation is given to significance and possibilities of digital literacy, which forms the whole complex of fundamentally new requirements for all participants in the education system. The authors argue that the current stage of development of the digital economy requires the education system not only to digitalize its individual elements and links, but to apply a fundamentally new integrated approach that would transform the education system while taking into account new goals, structure and content of the educational process. The authors define digital literacy as the ability to form and apply educational content through digital technologies. The article gives particular emphasis on the significance and potential of individualizing the educational trajectory and the concept of continuing education. The authors consider the main factors in the development and achievement of the level of digital literacy, considering the requirements that the digital economy is currently imposing on the educational system.

Design of a monitoring system based on virtual instrument technology for a simple bridge. This paper discusses the bridge monitoring system structure, software and hardware. The system can realize functions such as data acquisition, real-time data display, online analysis, offline analysis, data management and so on. Therefore, the monitoring system can be applied to a variety of bridges. The presented monitoring system has an important guidance meaning and practical value for bridge monitoring.

The article is devoted to the history of the Tashkent Public Library, at the origins of which were prominent scientists of that time, to the present day of the National Library of Uzbekistan. The library fund has more than 7.5 million items in 75 languages of the world. The National Library is the main methodological center of information and library institutions of the Republic. Creation of favorable conditions for readers is one of the priority tasks of the library, which is improved every year by the introduction of new technologies for obtaining information in an operational way. Thanks to membership in the International Consortium «eIFL», users have access to 38 foreign educational databases, 12 of which are licensed. Also, library readers get access to national and world educational collections in different languages of the world.
