The relevance of the task of improving the system of marine space reconnaissance and target guidance (ICRC), which involves conducting reconnaissance, processing target designation data and issuing them for the use of naval missile weapons (RV), is closely related to the effectiveness of the combat use (BP) of high-precision weapons (WCO) of sea-based (MB) and BRAV. The development of the system and the creation of new ICRC systems for ships of the Russian Navy are aimed primarily at ensuring the combat use of missile weapons (RO).

The manufacturing of polymer optical parts is a technologically complicated process because of a high precision of optical surfaces. Every responsible part has to be checked for homogeneity due to its high effect on optical properties. Thus, the creation of an area for automatized part control after injection molding is a pertinent goal. The study has applied the concept “Industry 4.0” to create a model of automatized area for polymer lens control. A photoelasticity control method for photosensitive materials was chosen.

It would be a brave health promotion coordinator who would suggest to Primary Care Partnership health promotion sub-committee members that just providing "information" to "people who are problems" is a "best-practice" approach (Legge et aI., 1996). One, and only one, of the many reasons for the change has been the creation and dissemination of the Men's Health Promotion Strategic Framework (Hayes, 1999). This framework was developed through a project funded by the Victorian Health Promotion Foundation and commissioned by the North East Health Promotion Centre (NEHPC), Melbourne.

The history of the creation and the stages of development of domestic simulators for training cosmonauts to work in conditions of weightlessness and low gravity of the planets of the solar system are analyzed. The principles of construction of simulators with the use of the force-compensating principle, which provide on the Earth the imitation of the motion of astronauts in zero gravity, are considered. The features of the implementation of simulators of different generations and the stages of development of their electromechanical force-compensating systems are given. The directions for further improvement of control systems and possible technical solutions for the creation of promising simulators for training cosmonauts to solve new problems in the implementation of lunar and Martian space exploration programs are determined.

The start of work on the high-speed highway has become a real technological challenge. Since we are talking about a new high-tech railway facility, there is a need for fundamentally new engineering and technical solutions, innovative approaches to conducting surveys, designing, building and operating new rolling stock and infrastructure.High accuracy in the design, construction and maintenance of the railway track is of key importance in the creation of a high-speed highway. A thorough analysis of the experience of the world's leading organizations in China, Japan and European countries, specializing in the creation and operation of high-speed highways, shows that the most effective system-technical solution is the transition to the use of high-precision coordinate methods of design, construction and maintenance management of infrastructure and rolling stock.It is precisely the high-precision coordinate methods that open the way to the transition to the operation of the infrastructure in the design position. And this, according to the world's leading experts, is an opportunity to reduce the cost of the current maintenance of such an expensive infrastructure by 20-30%.The technical solution that ensures the use of coordinate methods in the" end-to-end " technological life cycle of infrastructure objects is the creation of a high-precision coordinate system along the directions of the high-speed highway.

One of the values that we deem particularly important in the creation of a new approach towards space exploration is care for the natural environment, including the space environment.

The article analyses the problem of non nuclear high precision conventional arms acquiring offensive and defensive functions. The author claims that by 2020 all strategic objects in Russian will be targeted by aerospace defense systems and there’s great probability that they might be destroyed by the first disarming strike of a potential adversary. The new stage of the scientific revolution having produced new high precision weapons has resulted not only in significant rearrangement of global political layout but also in radical changes in war strategy and has transformed the meaning of military power as a foreign policy tool. Once again it started to be used in minor and major conflicts and wars. The creation of the Eurasian Aerospace Defense depends on success of Eurasian integration processes in military sphere. The author believes that the second decade of XXI century might see a surprise major attack with strategic nonnuclear arms.

Continuous high-precision non-invasive tracking of active geostationary satellites is an urgent need. The solution to this problem may be the creation of simple VLBI networks. The main method of functioning of such networks is the passive correlation ranging (PaCoRa). The ESA project PaCoRa was executed by Fraunhofer Institute for Integrated Circuits (IIC) and SES during the years 2010-2013. The simple VLBI network consisting of 5 stations has been in operation in Ukraine and Latvia since 2015. The Chinese network consisting of 4 stations started observations in June 2019. The networks have identical hardware and software. The synchronizing error is 20 ns, which causes the accuracy of satellite coordinates determination at a level of 200 m. The simple VLBI network proposed for the global monitoring of active geostationary satellites may consist of clusters. The list of works on upgrading existing networks is presented to reduce the measurement error and ensure complete automation of the networks operation.

The business of government can be streamlined by offering interactive services for the public and placing procurement mechanisms and relationships with contractors online. However, traditional government has not maximized its ability to benefit from these initiatives. We propose that the creation of an e-government Excellence Center can help with this transition of traditional to digitalized government. Such an e-government Excellence Center would be beneficial to different stakeholders: traditional governments, by making them aware of the alternatives or potential options available to them; experienced government structures, by increasing their visibility and by offering consulting services to a host of potential clients; and even to IT solution providers, by making their products and services more visible.
