This article is devoted to the consideration of issues related to the main areas of activity of public associations (formations) in the field of higher education, contributing to the process of professional and moral qualities formation in students. Using the example of six public associations operating on the basis of the Samara Law Institute of the Federal Penitentiary Service of Russia, which include the Officers' Meeting, the Council of Institute Mentors, the Young Specialists Council, the Veterans Council, the Women's Council, the Students Council, the author analyzes the role of their activities in the students education, and also the effectiveness of the applied forms and methods of work. Based on the analysis of public associations activities in the educational organization of higher education, the author comes to the conclusion that the variety of forms of these public formations and the diverse nature of their activities contribute to the further socialization of the younger generation, the formation of professionally significant, strong-willed and moral qualities in students to solve a variety of tasks in the framework of their future career. However, despite this, at the present stage of social development, changes in the value-motivational sphere are taking place among young people, in this regard, it becomes necessary to introduce new forms and methods of work into the public formations activities that ensure the implementation of the Strategy for the development of education in the Russian Federation for the period up to 2025 of the year. At the end of the article, the author proposes a number of measures that, in her opinion, will help to increase the effectiveness of the educational impact of public associations on persons studying in an educational institution of higher education.

It also examines the essence and process of building such relationships in the higher education system. The study deals with comprehending the role of educational activity in the modern socio-cultural environment, and with revealing the theoretical foundations of the formation of joint activities in the context of an interdisciplinary and multifunctional approach. The main research method here is the method of questioning students from one of the leading universities of the Republic of Crimea: Federal State Autonomous Educational Institution of Higher Education “Crimean Federal University named after V.I. Vernadsky" on the topic "Revealing the role of joint activities and partnerships as a key resource of a modern progressive educational organization." Among the respondents there are representatives of various areas of training, different levels of education, and forms of education. It is important to note that not only the interpersonal partnership of students is assessed directly in the course of the educational process, but also their opinion regarding the existing external partnerships of the educational institution with other organizations that provide educational services to one degree or another. The study also considers pedagogical partnerships and partnerships between teacher and student. The research results are fully reflected and presented in the form of a complex analytical conclusion, which is of particular interest for further statistical, social and pedagogical research on this topic.

This article reviews the evidence on young people in the UK making the transition from school to work in a changing socioeconomic climate. The review draws largely on evidence from national representative panels and follows the lives of different age cohorts. I show that there has been a trend toward increasingly uncertain and precarious employment opportunities for young people since the 1970s, as well as persisting inequalities in educational and occupational attainment. The joint role of social structure and human agency in shaping youth transitions is discussed. I argue that current UK policies have forgotten about half of the population of young people who do not go to university, by not providing viable pathways and leaving more and more young people excluded from good jobs and employment prospects. Recommendations are made for policies aimed at supporting the vulnerable and at provision of career options for those not engaged in higher education.

Abstract This article brings together four different perspectives which explore the way in which various policy initiatives in recent years have sought to construct young people resident in the United Kingdom within particular policy discourses shaped by neoliberalism. In order to do this it firstly considers the way in which the assumptions of neoliberalism have increasingly been applied by the new Coalition Government to young people and the services provided for them; it then considers the particular role of New Labour in the UK in applying these ideas in practice. Specific examples from the areas of young people’s participation in youth services and higher education policy are then considered.

The term “digital native” entered popular and academic discourse in the early 1990s to characterize young people who, having grown up surrounded by digital technology, were said to be highly technologically skilled. The premise was mobilized to criticize education for not meeting the needs of young people, thereby needing radical transformation. Despite being repeatedly discredited by empirical research and scholarly argument, the idea of the digital native has been remarkably persistent. This chapter explores the myth of the digital native and its implications for higher education. It suggests that the myth’s persistence signals a need to better understand the role of technology in young people’s lives. The chapter conceptualizes technology “practices,” considers how young adults experience technology in their college and university education, and how their practices are shaped by childhood and adolescence. The chapter closes with some propositions for educators, institutions, and researchers.

ABSTRACT This article is a qualitative literature synthesis in the areas of community-campus collaborations, knowledge mobilization and social innovation. The article aims to be useful to people who work in academic settings, community organizations, public institutions, and government. The authors utilized a purposive sampling methodology to explore the following questions: 1. How can university-based knowledge mobilization leverage investments in higher education research and development (R&D) through community-campus collaboration and social innovation? 2. What is the role of university-wide knowledge mobilization projects in supporting community-campus connections and ultimately social innovation strategies that contribute to the public good? Our review indicates considerable interplay between community-campus collaborations, knowledge mobilization and social innovation given that knowledge mobilization facilitates – and is facilitated by – collaboration. With sufficient knowledge mobilization, community-campus collaborations stimulate social innovation. The article concludes with recommendations based on our review of the literature.

Lipetsker, Ye.Kazarenko, V. Steshenko, M. Pronina, S. Puhinsky, T. Potapenkova, Yu.Basin, D. levenson, N. Khashchivska, N. Milovska and other scientists. Target of research. The aim of the paper is a comprehensive study and analysis of the limits of exercising the rights by the public institutions of higher education to leasing out their own property. To achieve this goal the following tasks should be solved: 1) to define the limits of exercising the rights by the public institutions of higher education to leasing out their own property; 2) to determine the legal consequences of concluding lease agreements by the public higher educational institutions in violation of current legislation. Article’s main body. The article conducts a general study and analysis of the right of the public institutions of higher education to lease property. The author emphasizes that public higher educational institutions have the right to lease out only real estate and other individually identified property. The legal consequences of concluding lease agreements by public higher educational institutions in violation of the current legislation have been studied. Conclusions and prospects for the development. Summarizing the results of the study we can formulate the following conclusions. The public institutions of higher education have the right to lease out real estate and other individually determined property in the manner prescribed by law and subject to statutory restrictions (without the right of redemption and sublease, when it does not worsen the social and living conditions of persons studying or working in the educational institution). While leasing the property, the public higher educational institution realizes primarily their own property interests, at the same time, indirectly realizing the property interests of the state. If the lease agreement of real estate and other individually determined property of higher educational institutions is recognized as invalid, it may be recognized as invalid only for the future.
