Digital technologies, ubiquitous in our daily life, have radically changed the way we work, communicate, and consume in a short period of time. They affect all components of quality of life: well-being, work, health, education, social connections, environmental quality, the ability to participate and govern civil society, and so on. Digital transformation creates both opportunities and serious risks to the well-being of people. Researchers and statistical agencies around the world are facing a major challenge to develop new tools to analyze the impact of digital transformation on the well-being of the population. The risks are very diverse in nature and it is very difficult to identify the key factor. All researchers conclude that secure digital technologies significantly improve the lives of those who have the skills to use them and pose a serious risk of inequality for society, as they introduce a digital divide between those who have the skills to use them and those who do not. In the article, the author examines the risks created by digital technologies for some components of the quality of life (digital component of the quality of life), which are six main components: the digital quality of the population, providing the population with digital benefits, the labor market in the digital economy, the impact of digitalization on the social sphere, state electronic services for the population and the security of information activities. The study was carried out on the basis of the available statistical base and the results of research by scientists from different countries of the world. The risks of the digital economy cannot be ignored when pursuing state social policy. Attention is paid to government regulation aimed at reducing the negative consequences of digitalization through the prism of national, federal projects and other events.

Background. With the continuous advancement of digital technology and the accelerated development of digital finance, the rise of digital finance has had a vital impact on the true evolution of SMEs. The digital economy has a significant positive impact on the productivity of SMEs. Method. This article first analyzes the digital level of SMEs, studies the incentive effect of digital finance on the level of technological revolution of SMEs, and analyzes the mitigation effect of digital finance evolution on the financing constraints of SMEs. At the same time, it also studies how to develop the digital economy and achieve high-quality business evolution. Result. The digital economy can promote the growth of enterprise productivity through four indirect ways: scale economy effect, scope economy effect, technological revolution effect, and management benefit effect. Conclusion. The Financial Technology Optimization program helps financial leaders adopt new digital technologies to optimize financial processes while minimizing disruption.

The conditions of the digital economy dictate new challenges in order to correct structural imbalances; answers to these challenges are possible in the format of innovations. Since the beginning of the pandemic, it has become even more obvious that enterprises that have actively introduced innovations, in particular digital technologies and products, have become successful players in all markets. And tax stimulation has always been the most effective tool for innovation in economic activity.The purpose of this study is to substantiate the role of tax potential in stimulating the effectiveness of innovation in the digital economy. The object of research is the tax potential of the territory. The subject of the research is tax stimulation for the efficiency of innovation in the digital economy. The article presents the advantages and disadvantages of the existing tax system for stimulating innovation in Russia, the tax benefits as the main tool for stimulating innovation in the Russian Federation, the proposals for improving legislation on taxes and fees.

The article discusses the actual problem of improving the system of distance learning in higher schools as an important area of training of specialists taking into account time and long-term challenges of the development of the country’s economy. It analyzes in detail all the advantages and disadvantages of modern digitalization of the educational process for training and retraining of specialists of a new formation for all areas of the economy of the Russian Federation and beyond. There are two main approaches to the digital economy: the classic approach, based on digital technologies, and the extended approach, which means economical production using digital technologies. The article gives modern concepts of “distance education”, “distance learning”, “online training”, “e-learning” and others that are often used as synonyms. It reflects features of the educational process based on the wide use of interactive and problematic teaching methods that allow students and specialists of different levels to acquire the skill of analysis of the used arrays of digital information for making effective management decisions. It considers various types of resources that used to improve the quality of educational processes: educational, personnel, functional and technical, the basic requirements for them in modern education are given as well. It describes measures to expand and deepen the use of the digital economy in education and other areas of professional activity.

Digitalization affects all spheres and processes including socialization of personality, which were out of influence of digital technologies decades ago. At the same time, the science community analyses primarily the impact of digitalization on economy and IT sphere. There are less investigations of the new technologies’ influence on social and cultural sphere. Moreover, the scientists that research the spiritual life of our society leave it by the wayside. The prevailing opinion is that the digital technologies will be an impulse to the cultural Renaissance of Humankind.The article reports that the development of the social and cultural sphere is a critical part of the further technological development of the society. The wave development of the economy including the digital economy, depends on not only technologies, but on the cultural values. The success of the forth industrial revolution and its impact on the development of humankind are totally determined by the development of the culture, science and education.

The research reveals that theoretical foundations, stages, driving forces, efficiency factors of modern digitalization are considered as digital economy. The key components of the term “digital economy” are presented: digital technologies, ecosystems and transformations, taking into account their interconnection and interdependence, as well as continuity with the previously developed conceptual series - informatization, intellectualization and robotization. Also, the article presents a clear understanding of the object and subject of research, the importance of the essence of the digital economy phenomenon and the stages of its development. The purpose of this study is to study the relationship between digital technologies, innovative and economic development, describe the advantages and disadvantages of digitalization for countries with different levels of economic development. It is noted that the digital economy is an integral part of the information (digital) environment, forming in accordance with the needs of the real sector of the economy and the needs of society, changing under the influence of technological innovations.

Study of the impact of modern technologies and, in particular, digitalization, on the transformation and future development of industries, as well as changes in economic and marketing models within industries and their impact on business competitiveness is one of the new areas of research in the economic sciences. The purpose of this study is to apply the latest digital trends to modern commercial systems (B2B and B2B2C) of Russian companies to improve their competitiveness in an open digital economy. This work includes the authors’ own developments and field studies of digitalization of commercial functions, with a comparative analysis of the launches of B2B and B2B2C digital CRM systems in 2017 and 2020. The authors analyze materials on economic history and economic development impacted by technological progress, as well as recent researches in the field of digital technologies. This comparison reveals an understanding of the development of digital technologies in business aiming to increase its competitiveness in an open digital economy and to reveal the perception of these technologies by consumers and business partners of companies in Russia. Among the major digital trends that companies are rapidly adopting into their current business processes, including sales and marketing, the authors highlight the growing use of AI, voice search, 5G, AR technologies, chatbots, programmatic advertising, predictive analytics, omnichannel marketing, digital video marketing, blockchain. The field study revealed some progress in the level of digitalization and its perception in the country, starting with the dissemination of modern equipment to the increase in the computer literacy of the population and its openness to work with digital tools, both at the end-user level and at the level of business partners. That confirms the prospect of digitalizing the fieldwork for companies and leveraging the personalization component of marketing to improve the competitiveness of companies in an open digital economy.

The article highlights the issues of organization and functioning of logistics of online trade in the context of globalization of economic relations based on the introduction of modern digital information and communication technologies. The influence of digital economy on the changes in the forms of trade operations and the peculiarities of their organization in the Internet is studied. The differences between online and offline trading are estimated, as a result of which there is a propensity and loyalty of consumers to online purchases. The essence of logistics of online trade and features of its formation with the use of elements of virtual relationships with customers and suppliers are revealed. The article uses statistical data on the development of information and communication technologies in enterprises of Ukraine and open data of EU statistics for the period 2014-2018. The economic analysis of indicators of access to the Internet, e-Commerce operations and logistics for the service of electronic orders at the enterprises of Ukraine and the European Union allowed to determine the main trends that have developed in the digitalization of logistics of online trade and to assess the impact of digital platforms on global changes in trade.

The pandemic caused by COVID-19 led schools to continue their work by relying on digital technologies. Changes in this matter are observed within three dimensions in the theoretical and conceptual background: (a) the influence of ITC in education, (b) the macrosocial changes in the educational systems and public policy derived from the COVID-19 pandemic, and (c) the impact of the COVID-19 pandemic in higher education and its role for the future. The general objective of this research was to characterize the educational practices executed by the university community (students, professors, and managers) during the emerging remote classes derived from the pandemic at the Universidad Autonoma Metropolitana, Cuajimalpa Campus, a public educational institution in Mexico (through an explanation for each educational actor profile). As specific research objectives, this paper: (a) examines whether the professors and students had enough digital technology to continue with the classes, (b) defines the obstacles they had in the use of said digital technology, and (c) recognizes the existence of innovative educational practices and determines whether stated learning was achieved in educational programs. For this purpose, a mixed methodology was chosen, comprising the application of surveys to students and professors and semi-structured interviews with managers, professors, and students. It was found that there was innovation in the area of resources (material–economic dimension) and in the area of relationships (socio-political dimension), while the discursive dimension (cultural-discursive dimension) was negatively impacted. Based on the above, we conclude that the school culture of the UAM-C is solid and that it has the necessary technological resources to continue with the teaching–learning process. The educational practice was transformed, which resulted in advantages and disadvantages, but despite these situations, most students developed their learning.

Introduction: currently, the information technologies are at a very high level, so there may be the situations of data leakage, thereby increasing the risk of obtaining information by third parties, moreover, the electronic format of information threatens personal information security, so it seems necessary to adapt the domestic legislation to the current processes of “digitalization” and create a system of comprehensive protection of personal data in banking, necessary in the transition to Industry 4.0. The purpose of the work is to study the impact of digital technologies on the legal regime for the protection of personal data in banking, to develop proposals for improving the legislation in this area, to identify the risks of unauthorized access to personal data in the context of digitalization. Methods: the methodological framework for the study consists of: the methods of scientific analysis, logical analysis and the dialectical method. Results: the result of the research is the development of proposals for improving the regulatory framework in the field of personal data protection in banking in the context of the active development of digital technologies. Conclusions: the conclusion is made about the advantages and disadvantages of using blockchain in the banking sector, the need to develop a regulatory framework that regulates the activities of entities using such technologies. The author draws attention to the existing payment systems that have proven their efficiency in the banking sector. In addition, in order to prevent cases of leaking personal information of the bank customers, it seems appropriate to eliminate the existing legal uncertainty and unify the rules governing the legal regime for the protection of personal data in banking, in particular, the author supports the idea of concluding an agreement on electronic information interaction between the Central Bank and the Ministry of Internal Affairs of Russia, so that the law enforcement agencies can quickly respond to fraudulent actions and prevent them.
