The research reveals that theoretical foundations, stages, driving forces, efficiency factors of modern digitalization are considered as digital economy. The key components of the term “digital economy” are presented: digital technologies, ecosystems and transformations, taking into account their interconnection and interdependence, as well as continuity with the previously developed conceptual series - informatization, intellectualization and robotization. Also, the article presents a clear understanding of the object and subject of research, the importance of the essence of the digital economy phenomenon and the stages of its development. The purpose of this study is to study the relationship between digital technologies, innovative and economic development, describe the advantages and disadvantages of digitalization for countries with different levels of economic development. It is noted that the digital economy is an integral part of the information (digital) environment, forming in accordance with the needs of the real sector of the economy and the needs of society, changing under the influence of technological innovations.

Ukraine is a unitary state, yet historically various regions, oblasts, districts, and local areas have different levels of economic development. To secure sustainable economic and social development and provide social services guaranteed by the state for each citizen according to the Constitution, the mechanism of redistribution between revenues and expenditures of oblasts, regions, and territories through the budgets of a higher level is used. The paper aims to research the peculiarities of improving interbudgetary relations in conditions of authorities’ decentralization. The paper defines the nature of interbudgetary relations. The basic and reverse subsidies to Ukraine and Lvivska oblast are analyzed. The advantages and disadvantages the communities face at changing approaches to balancing local budgets are determined. Regulative documents that cover the interbudgetary relations in Ukraine are analyzed. Special attention is paid to the problem of local finances reforming, including the development of interbudgetary relations. The scheme of the economic interbudgetary relations system in Ukraine is developed. The ways to improve the system of interbudgetary relations in Ukraine are suggested. The negative and positive aspects, advantages, and disadvantages of the system of interbudgetary relations in Ukraine require the following improvements. 1. It is necessary to avoid the complete budget alignment in the process of budgets balancing by interbudgetary transfers as the major objective. 2. The interbudgetary transfers should be distributed based on a formal approach. 3. The changes have to be introduced to the calculation of medical and educational subsidies in terms of financial standard of budget provision to avoid the money deficit for coverage of necessary expenditures. 4. There is a need to improve interbudgetary relations at the levels of districts, villages, towns, and cities of district subordination. 5. Improvement of the mechanism of targeted benefits provision, their real evaluation, and control for the use of funds.

The study focuses on the concepts and strategies of the country’s socio-economic development, developed by the state, giving priority attention to the growth of human capital and the development of the digital economy, the formation of targeted problem-solving programs.Comparisons and similarities in the work of our historical scientists in the development of the education system are the main goal in the growth of human capital.

The conditions of the digital economy dictate new challenges in order to correct structural imbalances; answers to these challenges are possible in the format of innovations. Since the beginning of the pandemic, it has become even more obvious that enterprises that have actively introduced innovations, in particular digital technologies and products, have become successful players in all markets. And tax stimulation has always been the most effective tool for innovation in economic activity.The purpose of this study is to substantiate the role of tax potential in stimulating the effectiveness of innovation in the digital economy. The object of research is the tax potential of the territory. The subject of the research is tax stimulation for the efficiency of innovation in the digital economy. The article presents the advantages and disadvantages of the existing tax system for stimulating innovation in Russia, the tax benefits as the main tool for stimulating innovation in the Russian Federation, the proposals for improving legislation on taxes and fees.

The article discusses the actual problem of improving the system of distance learning in higher schools as an important area of training of specialists taking into account time and long-term challenges of the development of the country’s economy. It analyzes in detail all the advantages and disadvantages of modern digitalization of the educational process for training and retraining of specialists of a new formation for all areas of the economy of the Russian Federation and beyond. There are two main approaches to the digital economy: the classic approach, based on digital technologies, and the extended approach, which means economical production using digital technologies. The article gives modern concepts of “distance education”, “distance learning”, “online training”, “e-learning” and others that are often used as synonyms. It reflects features of the educational process based on the wide use of interactive and problematic teaching methods that allow students and specialists of different levels to acquire the skill of analysis of the used arrays of digital information for making effective management decisions. It considers various types of resources that used to improve the quality of educational processes: educational, personnel, functional and technical, the basic requirements for them in modern education are given as well. It describes measures to expand and deepen the use of the digital economy in education and other areas of professional activity.

The Flipped Classroom is an educational model that asks students to study educational content at home and come to the classroom for learning activities. This promotes meaningful learning with the help of digital technologies. The aim this documentary research was to analyze the relationship between the Flipped Classroom and learning meaningful, through Conceptual Cartography, in order to propose an evaluation model for Flipped Classroom. To achieve this, the documentary research method called Conceptual Cartography was applied, which is developed in four phases: The findings suggest that, theoretically, there is a direct relationship between the Flipped Classroom and meaningful learning. This relationship is based on the theoretical principles of constructivism. However, there are no specific instructional designs for the Flipped Classroom and, so far, the evaluation of the Flipped Classroom has focused on students' perception of the model and not on their significant learning. In conclusion, although the Flipped Classroom does easily admit constructivist theoretical foundations when promoting meaningful learning, this relationship has not been reflected in its own instructional designs, nor in properly constructivist evaluation models.

Thanks to the achievements of scientific and technological progress, network marketing is increasingly used, markets are formed within the boundaries of the Internet. The author concludes that at this stage of development it should be noted that the economy is based on the widespread use of digital technologies.

Abstract This article applies Walby’s systemic theory of gender regime to Spain’s decentralized state, to capture changes in the gender regime. Locating the “hegemon” at different levels of government for each domain (economy, polity, violence, and civil society) and considering interactions between governmental levels provided a clear understanding of changes in the gender regime. The relationship between governmental level acting as hegemon in specific domains and variations in political majorities across governmental levels explained changes toward a neoliberal–conservative type in the economy domain. Shifts toward a neoliberal gender regime in violence and polity, and toward a conservative type in civil society, were contested.
