The article describes the main legal documents regulating the sphere of military education. The features improving the system of highly-qualified personnel preparation of high adequate are studied. The article also indicates achievements in the field of military security, dynamic changes in the state, issues of training professional military personnel, as well as tasks that should be implemented in improving the legal framework and mechanisms of military education of the Republic of Uzbekistan, the procedure for admission to higher educational institutions of citizens undergoing military service in the Armed Forces of the Republic of Uzbekistan, as well as the benefits provided to them.

The complex of multi-vector transformations in Ukraine: strengthening defence capabilities, creating conditions for resisting hybrid (military) aggression on the part of the Russian Federation, the country's course of accession to the EU and NATO, which is consolidated in the Constitution, raised the issue of modernisation of education, training and education level of navy sailors for the Naval Forces of the Armed Forces of Ukraine. The purpose of the study is to analyse the military education system of Romania and Bulgaria, in particular the educational standards and curricula for highly qualified naval specialists, in order to implement world practices and experience in the educational activities of higher education institutions in Ukraine. The analysis of scientific literature, components of educational and professional programmes, systematisation and generalisation of information, monitoring of the current system of training of military specialists in the armed forces of Romania and Bulgaria is provided. The analysis of the experience of the content and educational and organisational component of training a naval specialist with higher education is given on the example of specialised higher educational institutions of the Naval Academy “Mircha cel Betryn” and the H.Y. Vаptsаrоv Naval Academy. Using the results of comparing the components of the educational (professional) training programme of a navy sailor, specialist, graduate of higher military educational institutions of Romania and Bulgaria, the study proposed ways to improve the system of higher military education, as well as the introduction of new elements (disciplines) of curricula adapted to NATO standards. The study provides recommendations for further reform of the system of higher military education, including naval education at the Institute of the Naval Forces of the Armed Forces of Ukraine, based on studying the experience of transforming military education systems in leading countries in accordance with modern models of training military specialists adopted in NATO member states

The professional training of the modern military serviceman of the Armed Forces is an ongoing process that involves the formation of a person with high moral and business qualities, capable of qualitatively solving complex military and professional tasks in peacetime and special period. The training of military personnel is carried out against the background of global confrontation and hybrid aggression by the northern neighbor. One of the important components of the Armed Forces reform is the long-awaited reform for noncommissioned officers. It is planned to change the functionality of the sergeant corps, in essence, to form the necessary risk-oriented competencies for the sergeant, to make him an effective assistant to the middle-level commander and to create additional motivation for the citizens of Ukraine to undergo military service under a contract, which will facilitate the transition of the Armed Forces of Ukraine. However, the issue of risk-oriented competency formation for military personnel in the context of the transition to global security standards has still received little attention. The purpose of the article is to create a scientific foundation for the formation of risk-oriented competence of military personnel in the conditions of transition to the world security standards. On the whole, it can be stated that the level and quality of professional training of military personnel in Ukraine is at a satisfactory level, but needs improvement. Today, the military education system has received practical training, the advanced training methods of the NATO Member States' Armed Forces, as well as distance learning technologies have been introduced into the educational process, military education institutions are equipped with modern methods, but educational and methodological support for the risk orientation. According to current ideas, risk-based thinking and risk-oriented competence should be shared by every member of society. However, above all, this applies to those whose professional activity depends on the security of the state and society.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

Introduction to the problem. The relevance of the analysis of the environment of a graduate student from the position of searching for a pedagogical means of managing his formation as a highly qualified specialist is due to the multidimensional goals and objectives of postgraduate training, which are based on the conditions of real life. The purpose of the article is to identify and justify the functional and predictive model of the environment of students in graduate school as a means of scientific and scientific-pedagogical training of highly qualified personnel. The methodology of the study. Theoretical bases of the description of a model of students in graduate school made presentation on environmental design, as part of a technology of the environmental approach in education, as well as theoretical and practical experience of understanding the way of life as a condition of personality during the educational process. An important role was played by the results of the study of the use of information and communication technologies as a system-forming factor in the training of highly qualified personnel in graduate school, conducted by the author since 2017. Results and conclusion. The environment of students in graduate school is presented as an integral tool that includes the parameters of the possibility, probability and reliability of achieving an educational goal in the environment and with the help of the environment. These parameters are revealed in the course of a sequential solution of nine tasks to describe the environment of students in graduate school, based on the rules of combining parts of the environmental approach in order to realize the educational potential inherent in it. The way of life of a graduate student is considered as a condition for becoming a highly qualified specialist with scientific and scientific-pedagogical training as a result of the interaction of the student with the environment.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.

Analysis of the foreign experience of the organisation and reformation of the armed forces in other countries, with the respective systems of military education being an integral part, reveals the specific national aspect of such activities in each country. In the meantime, there are some general methodological approaches used in military pedagogic practice across different countries of the world to be practicably considered and applied. The article examines the experience of officers’ training for the armed forces of the Republic of Hungary. The article provides information on the existing network of military educational institutions for the officer training of tactical, operational and strategic level of military command. Requirements for admission to military educational institutions for the officer training of different levels of training has been given. The terms of military specialists’ training on tactical, operational and strategic level have been defined. The analysis of the content of officer training for different armed services of the armed forces and different levels of military administration has been conducted. We used the system of the general scientific methods of theoretical and empirical research, in particular, the theoretical-methodological analysis of the problem and the relevant scholarly resources, systematization and generalization of the scientific information pertaining to the essence and content of the set objectives, monitoring of the existing system of military specialists training in the Armed Forces of the republic of Hungary, scientific generalisation, the general scientific methods of logical and comparative analysis, systems approach, peer review, analysis and interpretation of the obtained theoretical and empirical data. The general structure of the National University of Public Administration, the Faculty of Military Sciences and the training of officers is shown, as well as the main tasks that are solved by the institutes and training centers that are part of it are identified. An analysis of the concept, structure, goals, content and technologies of officers’ training in the armed forces of the Republic of Hungary shows that the military education system reflects the current stage of development of the armed forces, as well as the national cultural specificity of the country. Education and training of officers is carried out on the basis of national cultural and military tradition. The main direction of officers’ training is their fundamental military and professional training in both the military and civilian fields. The content of the officers’ training is based on two military education levels. Each level of military education ends with a certain level of qualification. It is possible to distinguish the general tendencies of development of the higher Hungarian military school: improvement of the quality of applicants’ selection, individualization of training of cadets and trainees, stabilization of their number at the present level; further informatization of the educational process, introduction of multimedia learning tools. Certainly, the positive elements of the experience of the Hungarian army can be used in the training of officers in the Ukrainian Armed Forces under the conditions of gradual transition to the recruitment on a contract basis.

We present the results of educational and methodical work during the implementation of activities on the issues of teaching Russian in a multi-ethnic environment in the Republic of Dagestan. The issues of identifying intercultural competence as a result and criterion of the education quality in a multi-ethnic educational process are considered. We also define the need for expanding the linguodidactic base for the intercultural competence development in teaching Russian through the inclusion of teaching materials with the national and cultural component. The specific practical examples (use of interactive educational technologies: the method of projects, case-study, web-quest) demonstrate ways of organizing educational activities aimed at the development of in-tercultural competence. The relevance of this study is confirmed by the presence of contradictions between the needs of modern society in effective intercultural interaction, highly qualified teach-ing staff, the requirements of regulatory documents and the insufficient level of potential use in the process of learning Russian in a multi-ethnic audience. Particular attention is paid to the methods of demonstrating students’ own national identity in a multi-ethnic environment and presenting native culture through the Russian language, issues of improving the professional competence of Russian teachers required for teaching in a multilingual environment and defining intercultural competence.

In March 1983, germany annexed the Republic of Austria, incorporating it into the Greater German Reich. Thereafter, about 1.2 million Austrians eligible for military service were draft ed into the German armed forces: the Wehrmacht. Although we know where largely Austrian contingents fought in World War II, little is known about what, if anything, set them apart from their Reich German comrades. Nor do we know much about their attitudes, their “mindset,” or their subjective experience of military service and war.1 Because we know so little about the attitudes of Austrian soldiers in the Wehrmacht, and since army service—in contrast to membership in the SS or NSDAP—was largely mandatory, it is still possible to argue that Austrians were unwilling soldiers, sacrificed in a war that was not theirs, and that discrimination by foreign rulers fostered an Austrian national consciousness.

The article deals with the modern legal framework that regulates the issues related to social security of the military of the Armed Forces of Ukraine. One of the components of the personnel social security - pension - is analyzed. Peculiarities of pension provision of personnel retired from military service are considered. The focus is on the issues of recalculation of pensions due to changes in legislation. Ways to improve the pension provision of persons retired from military service considered are proposed.
