Among the key factors in the global competitiveness of universities, the author highlights the strategically important role of the state. Based on statistics, the levels of public and private spending on higher education and quality indicators of higher education in 50 countries, as well as the presence of national universities in these countries in the global rankings were analyzed. The optimal parameters of public and private expenditures per student have been identified, the achievement of which contributes to the formation of world-class national universities and the provision of high quality education. The main factors that support and limit the growth of the competitive potential of Ukrainian universities are identified. The political priorities, strategic goals and directions of the state policy in the scientific and educational sphere, which should promote the formation of highly competitive universities in Ukraine, are systematized. A globally competitive university is a higher education institution capable of occupying and maintaining a stable position in certain segments of the global market of educational services and intellectual products through effective implementation of intellectual potential, developed innovation system and sufficient financial resources to ensure high level and quality of teaching and research. Thus, the global competitiveness of universities is due to their international competitive advantages in conducting research, providing educational services and performing important social tasks. A university becomes globally competitive when it can attract talented researchers, teachers and students, has sufficient material and financial resources and a modern infrastructure base, and operates within an effective management model. In conditions of limited resources for the formation of competitive universities, institutional and financial support from the state is critically important, designed to contribute to the modernization of the university sector and its qualitative evolutionary development. Universities in countries where combined national strategies for the development of competitive universities are successfully implemented and where the costs of higher education per student are relatively high are gaining global competitive advantages.

Topicality of the research subject. The government authorities are concerned about higher education as human capital is being formed in this area.This concern is lessening as macroeconomic indicators show a lack of economic opportunities. Statement of the problem. Limited state funding for higher education requires improved spending of budget funds. Analysis of the recent research and publications. The state funding of higher education is considered at the macro- and micro levels from different angles. Selection of the unresearched parts of the general problem. There is no link between state funding of higher education at the macro level and the use of government funds at the micro level. Statement of the task and the purpose of the research. The method for the assessment of the finance provision of higher education has been improved, which makes it possible to achieve congruence between the mechanism of state order and the choice of educational services by consumers. Method or methodology of the research. A method for assessing the effectiveness of the financial provision of higher education in the space that has the parameters of “educational degree” and “field of knowledge” has been proposed. Statement of the basic material (results of the work). The low effectiveness of the use of state financial resources in relation to specialties and institutions of higher education of Poltava region has been determined. In the segment of “junior specialists” 113 places of the state order were not selected, and in the segment of “bachelors” – 98 places of state order. For most specialties in the segments the license amount did not correspond to the amount of state orders. The segments of the market of educational services differed significantly as to the state order. In the segment of “junior specialists” the share of the state budget places in the amount of demand was 85.16%, the share in the segment of “bachelors” – 60.24%, and in the segment of “masters” –  36.17%. The state stimulated potential consumers with the help of the state order to buy educational services. The state did not fund the realization of the HEI potential, encouraging them to commercialize educational programs. Field of application of results. The field of higher education. Conclusions. The proposed assessment methodology enables determining the effectiveness of the use of the state financial resources for specialties and institutions of higher education and the selection of possible alternative models for the distribution of the state order for their further financing.

This paper presents an analysis of issues of contemporary processes related to global higher education dynamics. The paper is based on the analysis of research results of well-known researchers of global higher education reality, as well as on the author’s own research results within the Erasmus program. It states that new aspects of the mission of a university as an institution were added to such aspects as research, teaching and service, in accordance with social requirements. It also reveals that the concept of the world-class research university of the XXI century of Prof. P. Altbach and the model of the entrepreneurial university of Prof. B. Clark, which work in the conditions of growing competition between higher education, represent a new world higher education reality in the early XXI century. The paper reveals that the global market of higher education services has been established as an instrument of higher education changes. In this context, the traditional providers of educational services and the “new providers” compete for or complement the supply. The paper shows that the traditional providers of educational services are public and private universities. It emphasizes that University has become only one of the actors in the new “knowledge business” nowadays and discusses that recently we have witnessed the emergence of new types of higher education providers. The paper considers the emergence of new providers of higher education as indicators of the direction of higher education dynamics in the immediate future. These “new providers” include corporate universities, virtual universities and online courses, a certification system of competence in computer technology, commercial IT and media companies, networks of professional associations, national or international research networks, international conglomerates and consortia, and publishers, who are designing and delivering course materials, sometimes in partnership with universities. It is highlighted that to operate and develop in current higher education dynamics, universities should simultaneously compete, positioning themselves, and cooperate, overcoming obstacles by joint efforts with partners. The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

In modern business, dynamic changes in the environment (macro trends) provoke changes within the company. Companies can protect themselves from latent, acute crises. In addition, companies can navigate a turbulent environment while ensuring organizational existence and development. Organizational forms and characteristics, as well as business models to maintain or increase existence and create competitive advantages in the global market, are increasingly sought in a more creative manner. These actions are based on dynamic strategic thinking. Revolutionary methods are often required for the creation and adaptation of competitive business models. The data from companies that face a current crisis show a gap between the need to change business models and the introduction of adapted business models to achieve the desired level of competitiveness.

No presente artigo, inicialmente, buscamos conhecer a designação e classificação das escolas no Rio Grande do Sul, entre 1897 e 1942, no intuito de historicizar os conceitos de “público” e “privado”. Em seguida pretendemos compreender como se distribuíram as ações de criação e manutenção de escolas entre órgãos públicos e entidades particulares em Porto Alegre no período. Para tanto, mobilizamos aportes teóricos de Reinhart Koselleck e Pierre Bourdieu e assumimos como fontes documentais a legislação, relatórios oficiais apresentados pelo governo do estado e pela municipalidade, além de publicações memorialísticas de uma instituição de ensino particular. Os resultados indicam uma distribuição de atribuições diversa da que consta na legislação atualmente, tanto no que se refere ao papel das instituições públicas e privadas na oferta de educação no município, quanto no entendimento sobre os modos de atender os interesses públicos e privados no período. Assim, a ação das instituições particulares foi considerada como de interesse público por viabilizar a ampliação do atendimento educacional das elites em níveis de ensino nos quais o Estado não tinha planos de atuar. O atendimento da população pobre nesses níveis foi restrito e dependente, em grande medida, da oferta de bolsas de estudos a partir de critérios que não aparecem explicitados na documentação.  ***In the present article, we initially have sought to know the designation and classification of schools in Rio Grande do Sul, between 1897 and 1942, in order to historicize the concepts of "public" and "private". Next, we have intended to understand how the actions of creation and maintenance of schools were distributed among public agencies and private entities in Porto Alegre in the period. For this purpose, we have mobilized theoretical contributions from Reinhart Koselleck and Pierre Bourdieu, and we have taken as documentary sources the legislation, official reports presented by the state government and by the municipality, memorialistical publications of a private educational institution. The results indicate a diverse distribution of attributions from the one that appears in current legislation, both regarding to the role of public and private institutions in the provision of education in the municipality, as well as to the understanding of ways to meet public and private interests in the period. Thus, the action of private institutions was considered as being of public interest once it has enabled the expansion of the educational services of elites at levels of education in which the State had no plans to act. The offer of schooling for the poor population at these levels was restricted and largely dependent on the offer of scholarships based on criteria that were not explicitly stated in the documentation.

Increase in comprehensive growth of the students and leveraging the global competitiveness in higher education is the uniqueness of the any higher education stakeholders, the present study makes an attempt to revisit on quality higher education, 400 respondents were participated in the study across state of Karnataka. Using Factor analysis, the result discloses that Reliability, Competency, Content, Delivery and tangibility are found to be significant in the order (i.e.) All five variables collectively contributes to a tune of momentous to Quality of Education. There are range of determinants needs to be focussed immediately. The target of Quality administration is to ceaselessly look for a superior method for conferring instruction to the understudies. Everybody in the framework is normal, welcomed, and prepared to partake in the improvement procedure, instead of simply managed from the top organization. The application of the study is to emphasis on the Quality Higher Education as year to come. Quality is continuous, so the study on the above should seam less. Abstract: The COVID-19 pandemic has changed the education sector locally and globally especially in teaching and learning delivery methods as most universities have adopted online platforms. The present situation is not only challenging but also tests the flexibility of the existing education system. With the help of technology, the existing traditional education system could be more flexible to enable more individuals from around the world to access education. The latest revolution in online education, micro-credential, is growing interest among public and private universities worldwide, including Malaysia. However, to date, little scholarly work is found related to micro-credentials in higher education. This conceptual paper presents an overview of micro-credential and the challenges and opportunities of offering micro-credential certification in the form of digital badges to the national and global market. Recommendations are made to multiple stakeholders (e.g., higher education providers, employers) to enhance the use of certifications for graduate employability. The article reveals the problems and prospects of interaction between public and private structures in education, among which the main problems that hinder the effective development of public-private partnership in the educational sphere are highlighted. The effectiveness of the development of this form of partnership cooperation greatly expands the possibilities of educational institutions in training higher-level specialists, and for business structures opens up the possibility of personnel renewal of production in accordance with the needs of innovative economic development, in this connection, the article shows that the development of public-private partnership in Ukraine has great prospects. It is noted that the essence of interaction between the state and business in the framework of projects is the formation of partnerships, which are not a simple addition of resources, but the need to coordinate interests. It is determined that the effectiveness of the state in the implementation of projects mainly depends, on the one hand, on the need for business resources, and, on the other hand, on awareness of the need to involve non-state structures in the development of educational institutions. So, the interaction between the state and business is based on the conscious need for both the state and business to cooperate effectively in the educational sphere. It is proved that the main directions of stimulating this process should focus on direct state participation in educational projects that have a national priority in the implementation of state support for innovative activities of business structures through lending, preferential taxation and other preferences that facilitate the conditions of enterprises activities. Partnership in the field of higher education encourages the unification of the state, the business community and educational organizations for the implementation of socially oriented projects and the provision of public services.

Purpose The export of Russian educational services worldwide was not considered by the Russian Government as a full-fledged economic sector until recently. However, the situation has changed since the early 2000s, when in 2002, the Russian Government approved the national strategy for higher education promotion abroad and since then has been actively working on development of incentives and measures to support Russian universities to better market themselves in a global competitive market place of higher education. The paper aims to discuss these issues. Design/methodology/approach In this paper, the authors use a systematic approach to analyze different instruments for promoting higher education services abroad, consider the current state of this issue in Russia and look at what difficulties may arise at various levels when the state attempts to implement its strategy. Findings They are formulated as a set of marketing activities at different levels (national, regional and institutional), allowing a more advantage positioning of Russian universities in the global environment. Practical implications This paper focuses on the development of a marketing strategy for universities in a dynamic setting. The urgency of the problem is determined by the fact that today universities have to deal with a number of challenges: the reduced funding; increased competition at the regional, national and global markets; the growth of the importance of international and national rankings; and demographic and social challenges. Effective positioning in the global market place can be viewed as a source of new opportunities, as well as a challenge, not easy to master in some cases. Originality/value The paper scrutinizes strategies for the promotion of Russian universities to increase effectiveness of their positioning and create for them comfortable conditions for development in the world markets of educational services. The topic of marketing of educational services worldwide for a post-Soviet country is not an issue commonly addressed in the literature today.

Issues of university autonomy, self-governance, and centralization and decentralization are still at the forefront of higher education in Ukraine. This study of university governance suggests that the state is a major foe of university autonomy, though certainly not the only one. The system of centralized university governance is experiencing changes in its content, function, mechanisms, and approaches, while maintaining its unity and highly centralized structure. Thus, it is difficult to adapt and respond to free market forces and challenges brought to the fore by the Euromaidan political turmoil and the war that followed. Such phenomena as corruption in education and internal pressures, marketization of educational services and financial integrity, changing organizational and managerial structures of universities present challenges to university governance and force it to change. They may also facilitate strengthening of university autonomy. However, as long as the disease of corruption exists, all attempts to reform higher education are unlikely to be successful.
