Directions of modernization of the system of state strategic planning in Ukraine

The systematically organized state strategic planning is the crucial factor of effective public governance. However, main problems of such planning in Ukraine may be noted as absence of the systematic forecasting and long-term strategic planning, undetermined links and mechanisms of coordination between strategic documents, lack of clear and unified standards, procedures and functions' distribution between actors in planning process. Therefore, the aim of this study consists in determination of modernization directions of the state strategic planning in Ukraine by means of the integrated planning system formation. The definition of "state strategic planning" is proposed in this study with using comparative analysis of various approaches and viewpoints concerning strategic management and strategic planning. The proposed definition and problem analysis of current organization structures and procedures of planning in Ukraine assume as a basis of recommended modernization directions to form the System of State Strategic Planning in Ukraine. The appropriate system of strategic planning documents in Ukraine at national, regional and sectoral levels is suggested with using hierarchy analysis across these levels and analysis of the current set of Ukrainian approved documents in proper field. Special attention is given to national level because national strategic directions and goals constitute general framework for strategic documents at other levels. The 10-years Development Strategy of Ukraine is proposed as the main strategic document of national level. The study generalizes methodological principles, and develops institutional mechanism for making and executing mentioned Strategy, proposes the functions' distribution between governmental and other actors involved in this mechanism

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.

Today, Urban Planning in Vietnam faces a lot of problems due to the paradox between traditional master planning systems and modern context of rapid transformation. Alternatives are practiced in some cities, especially in the context of international integration. Various methods and cooperative projects have attempted to subvert the strict master-planning approach with high levels of centralization and reliance upon planning by command and control. However, despite many efforts, it seems impossible to completely replace current planning system by another advance method, which has no attachments with its developed context. The paper studies and schematizes the complexity of master planning process in Vietnam, which is regulated by various legal documentaries. On the other hand, it simultaneously studies strategic planning method and selectively chooses valuable features which fits local context. By confronting and integrating them with each other, the paper aims to introduce an advance master planning process that adaptive and flexible to modern challenges.

The article reveals the theoretical and methodological provisions for the formation of the composition of technological elements of the strategic planning system, their interaction with the resource components of the organization of higher education (on the example of Voronezh and St.Petersburg universities) to achieve generalizing and specific targets of quantitative and qualitative nature of the strategic the goal of long-term development of a higher education institution. The concepts of “strategy”, “strategic vision”, “mission of the organization of higher education” are defined. The possibility of optimizing resource consumption in the process of implementing complex measures within the framework of federal, regional, sectoral and local programs and projects of social, economic and innovative development of higher education organizations is substantiated. The priority directions in the development strategy of the analyzed universities are highlighted. The necessity of including such technological elements as strategic analysis, mission, strategic vision, strategic goal, generalizing (basic) strategy, functional (private) strategies in the system of strategic planning of socio-economic and innovative development of the studied universities is substantiated.

This article investigates the relationships among severalfirm characteristics and some design parameters of strategic planning processes in 115 large U.S. corporations. The purpose is to increase our knowledge of the strategic planning process and to confirm several propositions developed in previous studies. The findings point out that firms tend to adopt a more flexible planning system as the level of environmental complexity increases. Other hypotheses relating the organization's size, structure, capital intensity, and market life cycle to strategic planning processes are tested, with mixed results.

In today’s environment, organizations need new corporate strategies and models to protect profitability and competitiveness, as well as the heritage of natural resources. A circular economy is a model of production and consumption in which all resources and products are reused in the economic cycle, which can significantly reduce waste generation and create additional economic benefits for business. This is especially important in the context of the recovery from the economic crisis caused by the COVID-19 pandemic. Implemented quarantine restrictions have revealed how sensitive to global risks and inflexible the linear economic system is. The purpose of this study is to identify and analyze ways to implement circular economy models in the corporate strategy of the organization. The objectives of the article are to study the latest publications on the definition of circular economy, corporate strategy and their relationship, description of the strategic planning process taking into account the models of circular economy, identification of basic business models of circular economy, analysis of examples of implementation of circular models conclusions. To achieve the goal of the study, the authors’ different approaches to the interpretation of the concept of “corporate strategy” and its formation within the circular economy were analyzed, the process of strategic planning was highlighted and the main types of values created by the circular economy were identified. The key circular business models and their relationship with the corporate strategy of the organization are highlighted. The main part of the article analyzes examples of implementation of the concept of circular economy in the corporate strategies of four selected Italian companies in various industries. A comparative description of the roles of the circular economy in the corporate strategy of each company and the benefits gained in the process of its implementation was carried out. Conclusions were drawn on the importance of implementing the ideas of the circular economy at the stage of forming the strategy of the enterprise to achieve economic, environmental and social benefits.

The future of Lithuanian cities depends on a territorial planning system that is being constantly improved by the market factors and maturing democratic society. After the restoration of independence, cities underwent significant urban transformations, that lacked a clear strategy, and urban General Plans, the preparation of which intensified only after Lithuania's accession to the European Union. A limited work of general planning revealed strengths and weaknesses of the Lithuanian territorial planning system but failed to provide a clear, measurable answer how well this system meets European urban guidelines, market expectations and society's aspirations. In the absence of indicators, we have to rely upon the opinion of citizens and experts which is often different, unverified and therefore it is unclear whose interests these opinions reflects ‐ those all of the city or individual economically strong and politically influential interest groups. It is under these circumstances the second General Plan of Vilnius City to the year 2015 was drawn up after the restoration of independence. The plan was prepared by applying new planning methods based on citizens’ and experts’ poll results and broad public participation process. The reliability of the results of polls in Vilnius General Plan was estimated by applying mathematical methods. It showed great agreement among the experts’ opinions. Therefore it can be stated that solutions of the General Plan meet interests of its citizens. The tendency of the business world to evaluate territorial planning and urban problems is differently than urban developers, economists or scientists. Differently from business, citizens are more conservative in estimating the possibilities for new development and reconstruction in existing residential areas, but this opinion is not unanimous and is dependent on social economic factors (age, income, time of living in the city). Therefore a conclusion can be made that methods applied in city general planning process have enabled the preparation of a new high quality Vilnius City General Plan until 2015. Plan reflects the interests of all, of its citizens rather than individuals. The implementation of the General Plan is going to be successful if, first of all vital urban deformations are handled properly and problems of territory planning and public involvement, which are turning into systematic ones, are solved at the national level.

Strategic planning for the development of manufacturing industries in the Russian Federation should be based on the results of a comprehensive analysis of the existing level of industrial development of the regional and national economy, prospects and mechanisms for the development of industrial potential, including the definition of the industry specifics of the subjects of the Russian Federation, planned statistical indicators in terms of the growth of high-tech products and taking into account the implementation of import substitution programs. The article considers the current state of strategic planning in the practice of manufacturing industries of the Russian Federation. The review of the main directions of the state industrial policy in relation to manufacturing industries in the field of strategic planning is given, as well as the key challenges and opportunities for the development of this activity in Russia are considered, the state of the manufacturing industry at the national level is assessed on the basis of statistical reports. The proposals for expanding the presence of manufacturing products on the Russian market under import substitution programs are considered and the prospects and necessary conditions for the development of manufacturing industries in the Russian Federation until 2024 and for the period up to 2035 are predicted.

Rapidly developing social progress and new conditions for the functioning of all economic entities put industrial enterprises in a special, rigid economic framework. In a tough competitive environment, you can survive and develop only by orienting your business activities to a logistic approach. The gold mining industry plays a key role in the global economy. This industry has a high asset value, large-scale production lines and large infrastructure. One of the main tasks of strategic planning of gold mining enterprises is the choice of a rational marketing system. Planning and selection of schemes for the supply of precious metals is an important condition for the effective functioning of the marketing activities of gold mining enterprises. For these purposes, the need for improving logistics flows and creating an information system for sales planning is growing. The article explores the planning and selection of precious metals supply schemes using the example of PJSC “Vysochaishy”. Much attention paid to the construction of the company’s logistics flows. The main problems in the supply chain of PJSC “Vysochaishy” are identify. The algorithm of the process of introducing a new supply chain planning system for Vysochaishy PJSC is considered, and an improved strategic planning process for PJSC “Vysochaishy” is present. A new scheme of operation of the transport and logistics system for the direction of logistics flows of PJSC “Vysochaishy” proposed.

Objectives. A set of theoretical, methodological and practical approaches to the development of strategic planning of corporate activities in the transition to a digital technological system. Methods. The application of a comprehensive scientific approach is based on a combination of General scientific and special research methods: retrospective, system analysis and synthesis, comparison and generalization, and evolutionary. Results. As the analysis of existing approaches to the definition of the digital economy has shown, there is still no consensus on the definition and content of this term, which leads to problems in identifying the elements that are included in it. The development of strategic planning in the digital economy determines the specifics of the planning process, the choice of appropriate methods and their implementation. A model of the enterprise strategic planning digitalization platform is proposed, reflecting the most significant subsystems, which can be modified taking into account the specifics of the company's actions in the external environment, as well as based on the competitive advantages of the internal environment and the relationship of the leading structural elements. Conclusions and Relevance. Companies in the new business environment need new approaches to strategic planning that take into account current management aspects. The introduction of digital technologies will maximize the use of information technology resources in order to increase the productivity and financial performance of corporations. The process of managing the company's strategy using digital technologies allows you to conduct operational control over revenues and expenses, optimize inventory. The development of strategic planning of enterprises should be synchronized with the corresponding improvement of the regulatory framework. The identified features of the formation of indicators of companies ' competitiveness, as well as the scheme of digitalization of the platform for strategic planning of their activities can be recommended for use in the practice of corporate financial management, long- term financial planning and budgeting.
