Today, Urban Planning in Vietnam faces a lot of problems due to the paradox between traditional master planning systems and modern context of rapid transformation. Alternatives are practiced in some cities, especially in the context of international integration. Various methods and cooperative projects have attempted to subvert the strict master-planning approach with high levels of centralization and reliance upon planning by command and control. However, despite many efforts, it seems impossible to completely replace current planning system by another advance method, which has no attachments with its developed context. The paper studies and schematizes the complexity of master planning process in Vietnam, which is regulated by various legal documentaries. On the other hand, it simultaneously studies strategic planning method and selectively chooses valuable features which fits local context. By confronting and integrating them with each other, the paper aims to introduce an advance master planning process that adaptive and flexible to modern challenges.

The applied research uses tools such as questionnaires, observations, interview data, and site surveying, as well as the participatory process with stakeholders and government staff to create area mapping, and to set up planning and facilities development by the stake holders, the local government, and local people so that they may learn about and participate in the interpretive master planning process and learn how to encourage ecotourism of this area. The results of the research illustrated the advantage of interpretation of the natural and cultural resources with the concentration of a park or natural area to set appropriate knowledge and management learning an behavioral objectives for all users at the visitor center.

Six years of the implementation of the Federal Law “On Strategic Planning in the Russian Federation” were focused on the development of documents and recommendations for them. This determined the fragmentation of public administration and strategic planning. However, according to the author, the basis of the strategic planning system that meets modern challenges and threats should not be documents, but processes. The introduction of new tools will allow the transition from project management and strategic planning to strategic management in the Russian Federation. Such tools include the introduction of management cycles of strategic planning, resource support for the realization of goals, the organization and implementation of the monitoring and control process, a system of continuous indicative planning and balance sheets.

For a long timepost-socialist countries served as a space for interaction between multiple transformations, urban policy changes and urban planning adjustments on the one hand, and challenging institutional and socio-cultural legacy, on the other. What are the outcomes of these interactions and how the urban space is changing? How effective aretraditional (“old”) and newly established planning and participation tools? To what extent does the current system meet the expectations of different stakeholders? These are the main issues to discuss in the paper. For this aim we use the experience of Ukrainian planning system changes in (post)transitional perspective, focusing on several planning and participation tools and their performance both on the national and local level. The impact of the main planning and participation tools on the urban transformations in Ukraine is critically considered in the paper, discussing their outcomes from different perspectives. The local context of using particular tools is discussed through the cases of two cities - Kryvyi Rih and Kherson; this allows to trace the logic of the planning process and practices of urban restructuring, notably by using the tools ofparticipation. Using in-depth interview data, the paper is aimed at revealing how different stakeholders perceive the main planning and participation tools as well as evaluate their effectiveness. Thus, we rethink the changes of planning and participation tools in (post)transitional perspective, their role in urban development processes, their performance in various local contexts and also their compliance with the declared goals and interests of different stakeholder groups.

This article investigates the relationships among severalfirm characteristics and some design parameters of strategic planning processes in 115 large U.S. corporations. The purpose is to increase our knowledge of the strategic planning process and to confirm several propositions developed in previous studies. The findings point out that firms tend to adopt a more flexible planning system as the level of environmental complexity increases. Other hypotheses relating the organization's size, structure, capital intensity, and market life cycle to strategic planning processes are tested, with mixed results.

Strategic planning is becoming to hospitals what business case analysis is to private corporations. In fact, this type of planning is becoming essential for the professional management of Ontario hospitals. The participative strategic planning process at Toronto East General Hospital (TEGH) is an example of how a professionally structured and implemented strategic planning process can be successfully developed and implemented in a community hospital. In this article, the environmental factors driving planning are reviewed and the critical success factors for the development and implementation of a strategic plan are examined in the context of TEGH's experience.

One of the main tasks of strategic planning of gold mining enterprises is the choice of a rational marketing system. Planning and selection of schemes for the supply of precious metals is an important condition for the effective functioning of the marketing activities of gold mining enterprises. For these purposes, the need for improving logistics flows and creating an information system for sales planning is growing. The article explores the planning and selection of precious metals supply schemes using the example of PJSC “Vysochaishy”. Much attention paid to the construction of the company’s logistics flows. The main problems in the supply chain of PJSC “Vysochaishy” are identify. Serious problems which occurred in setting the strategic planning system and the difficulties in the implementation of national projects and in the achievement of national goals, make us think how effective the functioning of the “vertical” of public power in the Russian Federation is, and in particular, how closely its state and municipal components interact. In this context a lot of scientific papers appeared which carried the idea that due to a number of reasons, both of legal and economic nature, there is still no sufficient close interaction of state and municipal administrative bodies. The paper shows that the absence of such clear interaction leads to inadequate efficiency in the use of target and project methods of solving key problems, appearing in the regions of the country and in particular, municipalities. The article analyses the reasons for such a situation, which are connected with the gaps in legislative regulation, especially in part, which is connected with the positioning of local public self-government in the “vertical of executive power”, specifying their powers, their economic basis, as well as the regulation frames and control by government authorities. The purpose of the article is to identify the new principles and mechanisms of interaction of the state and local public self-government, which at present must be written into fundamental laws of this direction of government policy. The novelty of this task is determined by the fact that almost for the first time the range of issues is analyzed on a “crossing” of such novelties as amendments to the Constitution of the Russian Federation, transfer to the system of strategic planning and an increased emphasis on the strengthening of civil society foundations in local self-government.
