Ukraine's European and Euro-Atlantic course requires the implementation of a number of normative documents, including documents in the field of metrology and metrological activities. This demands the adaptation of existing and development of new regulations. The study examined and analyzed national standards adopted by the acceptance of NATO STANAG 4107. NATO Quality Assurance Standards recommend verification, validation and metrological confirmation for measuring equipment used in the design, development and manufacture of armaments and military equipment. An analysis of the definitions of the terms "verification", "validation" and "metrological confirmation" in different standards and in international and interstate dictionaries of metrology is carried out. Processes of verification, validation and metrological confirmation are offered taking into account the latest changes in the field of metrology and metrological activity, tests of armaments and military equipment and metrological support of tests, as well as some legislative acts of Ukraine in the field of technical regulation. Conformity assessment is used in international practice and in Ukraine to prove compliance with the established requirements. The analysis of the term "conformity assessment" is done in the article. The process of proving the fulfilment of the set requirements for checking the compliance of products with the requirements of technical regulations for measuring equipment used in the field or outside the field of legally regulated metrology is explained. In order to improve the regulatory framework of the metrological support system in the field of defence and harmonization of normative and guiding documents to modern requirements, it is proposed to develop "Technical regulations for measuring equipment of general military and special purpose" and "Methods of metrological confirmation of measuring equipment for testing armament and military equipment”. The time period for implementation of NATO standards in the field of development and production of armaments and military equipment was also taken into account.

In the article the peculiarities of applying the requirements of the new edition of the Law of Ukraine «On metrology and metrological activity» to the means of measuring equipment, which are put into exploitation and used in and outside the area of legally regulated metrology are considered. The means of measuring equipment which are put into circulation, placed on the market or put into exploitation and used in the area of legally regulated metrology shall comply with the requirements of all applicable Technical Regulations (Directives for EU) applicable to them. On the example of the measuring instruments related to the measurement of mass describes the procedure for assessing compliance with the requirements of the Technical Regulations applicable to them. The list of normative documents that corresponds to the instruments of different types for presumption of conformity with the essential requirements of the relevant Technical Regulations are submitted. The information on the need for periodic verification of measuring equipment after conducting the conformity assessment procedure with the requirements of the Technical Regulations and after the end of the verification interval, which is established by the normative legal act of Ukraine is provided. The requirements for voluntary calibration of means of measuring equipment, which are used in and / or outside the area of legally regulated met­rology in accordance with the Law of Ukraine «On metrology and metrological activity» are considered. The enterprise must calibrate their standards and the means of measuring equipment to use to conduct their activities and / or to check the conformity of products and services to the established requirements. Because, the introduction of a certified quality management system in the enterprise requires compliance with the requirements of traceability and uncertainty of measurements. Conformity assessment bodies, including tes­ting and calibration laboratories, scientific metrology centers, metrology centers and verification laboratories, shall also calibrate their standards and means of measuring equipment with the intercalibration intervals set solely by the user, taking into account the guidelines specified in the regulations.

The analysis of the measures to be carried out during the development (upgrading) of samples of armaments and military equipment carried out through the prism of the current order of supporting the development of armaments in Ukraine and the analysis of the process of development of armaments in the leading countries of the world on the example of the creation and procurement of weapons in the United States. The process of creation and procurement of weapons on the following issues is explored: normative documents regulating the process of creation and procurement of armaments, institutions dealing with the development of rules and regulations governing the development and procurement of weapons, strategic planning and defining the requirements for procurement of weapons, as well as the formation budget (state) applications for a year. Based on the comparison of the organizational and regulatory framework for the development (upgrading) of weapons in the United States and Ukraine, the main problem issues that need to be solved in our country are identified in order to improve the process of supporting the development (modernization) of weapons and military equipment, in particular in the field of metrological support.

The world practice of creating and modernizing specimens of armament and military equipment envisages carrying out numerous tests, checks and evaluations of the current technical conditions throughout the life cycle. This leads to the need for improvement of the test system, the regulatory framework of which is a system of standards. Updating the standards that regulate preparation and testing of new and modernized specimens of armament and military equipment, based on best international and domestic experience, at the moment is actual and perspective development direction of the standardization system in the sphere of defence. The purpose of the article is to analyze the ways of implementing NATO standards and determine the feasibility of their application “by the method of confirmation” in the armament and military equipment testing system. During the research general scientific methods of processing and systematization of information, in particular system analysis and synthesis of organizational and technical systems, were applied. The current state of the system of standardization of armament and military equipment in Ukraine was analyzed. It was determined that at present the military standardization system in the Ministry of Defence and the Armed Forces of Ukraine practically corresponds to the standardization system of NATO. It was established that one of the main tasks of military standardization is the transition to European and NATO standards. Analysis of these normative documents has revealed that the main requirements are consistent through the identity of standards, as well as through the adoption of national standards by the “method of confirmation”. A comparative analysis of NATO standards STANAG 4370 and military standards ГОСТ В revealed the presence of significant differences in the classification of military equipment, the requirements for stability, sustainability and durability to the influence of external factors. It was noted that in Ukraine there is lack of practice of dissemination and use of the normative documents in English adopted by the “method of confirmation”; there is also a shortage of qualified specialists on standardization with a sufficient language competence, as well as lack of common research vocabulary in the Armed Forces of Ukraine, harmonized with national and international terminological systems. It was established that for the development of standardization system of armament and military equipment, in particular for conducting tests, it is recommended to use NATO standards as an information base, taking into account the domestic experience of the standardization system in developing requirements for reliability and stability to the influence of external factors. It was recommended to carry out the introduction of NATO standards by method of reissue (adaptation, translation) with the assistance of Ukrainian specialists on military standardization.

In order to assure the compatibility of the Armed Forces of Ukraine and the armies of the NATO member states, amendments are being made to the national legislation of Ukraine to create a mechanism for the implementation of NATO standards or their provisions in the Armed Forces of Ukraine. To ensure regulatory support of the life cycle of armament and military equipment, measures are being taken to fully transition the military-industrial complex of Ukraine to use international, European and NATO standards in production. In 2021, national standards DSTU STANAG 4370: 2021 were adopted, harmonized with NATO standards, which regulate the organization and testing samples of armament and military equipment on environmental conditions impact. Since these standards are adopted in the original language, and in Ukraine there is no practice of distributing and using English-language normative documents, there is a problem of unambiguous interpretation of the content of these standards by all interested parties: product manufacturers, testing laboratories, scientific organizations etc. The purpose of the article is to analyze the main provisions of national standards regarding the conditions and methods for testing the impact of mechanical factors in order to implement them in the system of testing samples of armament and military equipment. In the course of research general scientific methods of processing and systematization of information, in particular, system analysis and synthesis of organizational and technical systems were applied. Due to the abolition of the set of state military standards, which established the level of quality indicators, composition, sequence, general requirements for testing equipment, instruments, devices for military purposes, an urgent need arose for regulatory support for the organization and testing of armament and military equipment. It was determined that one of the main directions of solving the problem of normative support for the organization and testing of armament and military equipment is the adoption of international military standards in the capacity of national ones. The main provisions of the standards that ensure the organization and conduct of tests of military equipment for mechanic factors impact were analyzed, the structure and content of these standards were considered.

Various aspects of a current state in the field of laser safety in Russia and abroad have been considered. A review of the main normative documents in the field of laser safety and laser dosimetry has been carried out. The necessity in audit of domestic system of laser safety for its modernization purpose has been caused first of all by a considerable expansion of laser products’ scopes. Besides, a problem of counteraction by standard and legal way to so-called "laser hooliganism" which is expressed in unauthorized radiation of aircrafts’ pilots and vehicles’ drivers by laser bunches of powerful laser target indicators called in use as "laser pointers" is very actual now. Control methods related to safe application of the laser products intended for work on open spaces aren´t regulated in the existing system of laser safety, as well as there are no objective criteria for assessment of such products’ laser radiation danger degree to the health of human beings which have got to laser bunches’ distribution field. Respectively, there are considerable difficulties in justification of these or those legal sanctions application against "laser hooligans". Due to the beginning of development of Customs Union’s technical regulations on laser production safety it is necessary to carry out a modernization of existing state standard specifications (GOSTs) in a part of reflection at them a modern level of laser equipment development and accounting of Russia’s Federal Laws No. 184 and No. 52 requirements. A new system of standards on laser safety under a general name "SSBT. Lasers and Laser Setups (Systems). Laser Safety" has been offered. It is supposed to include in this system besides the upgraded GOST SSBT 12.1.040, some more documents in the rank of Russia’s national standards and rules on metrology. Compliance of design standards to the international and regional (European) standards, and also to national standards of the USA has been considered. The need of improvement related to methods of state regulation in the laser safety area has been justified. Overcoming of a situation of a legal collision in the body of law related to laser safety is offered by development of Customs Union’s laser production safety technical regulations harmonized with the Customs Union’s interstate sanitary and hygienic legal document ESGT – 2010 and the Russian sanitary standards with simultaneous restriction related to a standardization area of translated standards on laser safety based on the MEK standards of the IEC 60825 series that have been put into operation in 2009–2014. The scope of these standards has to be limited only to laser production intended for export.

This article is about military equipment research in conditions of reduced atmospheric pressure. Reported cases of equipment damage during work at high altitude or air transport show the need to perform research on phenomena occurring during storage, transport and operation of equipment at a reduced ambient pressure. One of the fragments of the article is devoted to the records contained in normative documents regarding the subject of the study. In addition, an exemplary experiment was made, the purpose of which was to illustrate some of the effects associated with the use of the equipment in the above-mentioned working conditions.

Introduction. The quality of tourist services has attracted increasing attention in the context of the European integration vector of the economy of our country. Therefore, the formation of general principles and areas of quality management for the competitiveness of the hospitality industry. Tourism companies are faced with the need to increase competitiveness in the domestic and international markets, the effectiveness of management decisions and business performance, the problems of adaptation to the characteristics of emerging markets and the need to realize market opportunities, all of which characterize the inefficient management of the tourism business. Methods. The research is formed on the basis of systematic and holistic approaches, structural modelling and monographic study of the issue of improving the quality of tourist services. Results. The basic directions of improving the management of quality of services of tourist activity are formed. The state standards in the sphere of tourism in accordance with the international quality standards are completed and harmonized. An educational and professional course “Implementation of national standards of tourist services harmonized with international and European normative documents” has been proposed, which intensifies interest in the integration of Ukraine into the EU general economic space. It will help university graduates in the further professional activity of specialists in tourism services and hotel and restaurant business. Discussion. The expected impact of the vocational training course will be based on the presentation of the best European tourism strategies and practices; expanding and deepening knowledge of the European Directives and ISO standards for tourism; approbation of the European experience in tourist services; promotion of the European model of quality of tourist services. In modern market conditions, knowledge of laws and regulations in the field of technical regulation allows managers and specialists of veterinary medicine to avoid unnecessary costs and risks in the development, supply and organization of production, greatly facilitates the preparation and completion of registration procedures in Ukraine and protects against inconsistencies in activities. Given the importance of this, the President of Ukraine in 2005 issued a Decree "On measures to improve activities in the field of technical regulation and consumer policy." For its implementation in Ukraine the Concept of development of technical regulation and consumer policy is developed. The purpose of the Concept is to create a modern system of technical regulation and consumer protection adapted to EU and WTO requirements, which will promote economic development, entrepreneurship, fair competition, protection of human health and the environment, consumer rights to quality and safe products, eliminate trade inconsistencies. In these conditions, national standardization is rapidly being established. Since 2005, the Law of Ukraine “On Standards, Technical Regulations and Conformity Assessment Procedures” has been implemented. Introduced a new type of legal document - technical regulations, and this significantly and targeted-specifically increases the level of requirements for all types of enterprises, including enterprises of veterinary medicine. The main requirement laid down in the technical regulations is the quality and safety of products. Quality is the absolute confidence of the manufacturer in its products at any level of its development, production and consumption. Therefore, a justified and cost-effective policy for veterinary enterprises should be to focus on advanced achievements in ensuring stable and competitive product quality. The technical regulation, as a normative legal document, directly and through reference contains mandatory requirements for the technology of production of products for veterinary medicine and animal husbandry, rules of conformity assessment, rules of identification, packaging, labeling, etc. These requirements are enshrined in the new Law of Ukraine "On Veterinary Medicine". It is also important that strict compliance with the provisions of technical regulations gives manufacturers the opportunity to assess and control the risks that are significant in terms of product safety, and to implement in the practice of the enterprise rules of good manufacturing practice. Regarding the completeness of the development of technical regulations that would take into account the specialization of enterprises, there is a need to continue research, summarize the experience of leading foreign firms, improve the mechanisms of their implementation in the practice of veterinary enterprises.

Kefir is one of the oldest traditional fermented milk products, while it is very popular in Russia. Kefir contains mineral components, vitamins, essential amino acids, as well as several varieties of probiotic bacteria, which is so useful for health and important for nutrition. The purpose of the research was to evaluate the quality of kefir produced by the Center for the Protection of Rights (the village of Nizhnaya Sanarka, Troitsky district, Chelyabinsk region). Kefir 2.5 and 3.2 % fat content were used as an object of research. It was found that the samples of the drink under study were packed in clean, sealed bags of polymer film and in white bottles made of polyethylene terephthalate. The marking of the investigated kefir samples was incomplete (there was no sign «degree», the sign «To protect from sunlight», etc.) or incorrect (distorted terminology, numerical value of regulated quality indicators, etc.), and often - difficult to read, which violates the requirements of the state standard 51074-2003, the Technical Regulations of the Customs Union 022/2011 and 005/2011. In kefir 2.5 % fat, an excessively liquid consistency, an empty, unexpressed taste, a low acidity is detected, which indicates its immaturity and the inconsistency of quality with the current standards. The quality of kefir 3.2 % fat content complied with the requirements of the normative documents the state standard 31454-2012, the Technical Regulations of the Customs Union 033/2013. Such toxic elements as cadmium and lead in the samples of kefir were absent. According to Article 3 of the Federal Law No. 29 of 02.01.2000 «On the quality and safety of food products’ yogurt produced by the «Center for the Protection of Rights’ was recognized as improper implementation in retail trade.
