Testing ground measuring and computing complex (TGMCC) is a set of interconnected hardware and software designed to perform measurements and processing of measuring information to determine the tactical and technical characteristics of objects in different conditions of their application, objective evaluation of test results of armament and military equipment (AME). For radar measurements of trajectory parameters of moving objects, mobile and stationary radar stations of trajectory measurements are used, including Doppler radar systems of external trajectory measurements. Such radar stations of trajectory measurements are one of the components of TGMCC. They are designed to measure, process and record the parameters of the trajectories of moving objects in a given spatial volume with a given accuracy and reliability during testing of a wide range of new and upgraded samples of AME, as well as perform measurements along with optoelectronic stations of trajectory measurements, or they could be used separately from them. Therefore, currently there is a problem of creation of mobile testing ground measuring and computing complex which consists in its equipping by modern means of external trajectory measurements, both domestic and foreign. Thus, the proposed recommendations for the integrated application of Doppler radar systems of external trajectory measurements as a part of a mobile testing ground measuring and computing complex will allow to conduct testing and certification of armament and military equipment offered for supply to the Armed Forces of Ukraine more efficiently and with increased quality.

The article deals with the main provisions that are being investigated within the framework of the research work “Development of the methodology for conducting forensic military examinations related to the level of defence capability of the state”. The authors investigate the inconsistency between the Strategic Planning of the Armed Forces of Ukraine and the Defence Planning measures conducted in the country during 1991-2014. In order to restore military registration throughout the country in 2016, district (city) MC were further formed in administrative-territorial units of the district type, where they were reduced in previous years. Thus, one of the main indicators of the mobilization readiness of the MC is their real capacity for the full and timely deployment of mobilization resources to the troops. However, the results of the implementation of the MC tasks for lifting and submitting part of the mobilization resources during 1-6 phases of partial mobilization in 2014-2015, confirm the existence of significant problems and inconsistencies between the real and necessary capabilities of the MC to fulfil the assigned tasks. In the opinion of the authors of the article, the necessary and necessary techniques for conducting judicial military examinations, which are an important tool for objective evaluation of actions (inaction) of military officials (commanders, commanders, commanders, commanders) in matters of construction, development, training and implementation of the AF, are needed and required. The establishment of a causal link between the violations by the abovementioned officials of the requirements of the current legislation and the occurrence of grave consequences related to the death of personnel, the loss of arms, military equipment, material means, etc.

ABSTRACT. This article analyses the main features of respiratory protective equipment used during combat actions under the conditions of chemical and radiation contamination. Objective: To study the technical characteristics of respiratory protective equipment that the Armed Forces of Ukraine are equipped with for compliance with NATO standards. Materials and methods. Analysis of sources of scientific information about respiratory protective equipment in operational service with Ukraine and NATO have been conducted. Study methods used: analytical, historical, bibliographic, systematic and informational approach. Results and discussion. It was established that the majority of respiratory protective equipment that the Armed Forces of Ukraine are equipped with has been manufactured before 1991. Their shelf lives exceed the acceptable ones, and the standards by which they were manufactured do not meet modern requirements. The authors have defined the principal directions for improving respiratory protective equipment: versatility for various tactical tasks; possibility of use along with optical devices; compliance of intercommunication systems and breathing valves with NATO standards; providing respiratory protection against a wide range of chemicals; long shelf life; resistance to special treatment means (degassing); possibility of rapid switch to combat position; portability and ease of use. Conclusion. Modern technical characteristics of respiratory protective equipment should comply with the nature of the threats and the best international standards. An important direction in the development of weaponry and military equipment in Ukraine is the improvement of domestic technologies and development of own production of personal protective equipment, technologically compatible with the samples that are in the operational service with NATO countries. The article analyzes the possible risks that can arise when firing artillery and rocket launches. The disadvantages of the method of calculating the protection zones are identified, which taking into account will reduce the likelihood of the occurrence of abnormal situations, which can lead to tragic consequences and damage to objects adjacent to the boundary of the testing ground. Additions to the procedure for determining the protection zones of the test site in the interests of RVIA are proposed and the specified, correct sizes of these zones are provided. Development of rocket troops and artillery (RTaA) of the Armed Forces (AF) of Ukraine is impossible without a permanent improvement and modernisation of types of armament and ammunition to them, development of the new artillery systems and their ground tests. During realization of ground tests of types of armament and military technique (WME) of RTaA firing of artillery and starting of rockets is accompanied by errors or wrong acts of WME attendant and personnel or extraneous persons, the consequences of that must be envisaged, and the risk of their origin is Analysis of the battle firing, including during realization of anti-terror operation and operation of the incorporated forces on east of Ukraine row of ground tests of standards of WME RTaA test if possibility of origin of nonpermanent near-accidents during application of armament of RtaA as a result of rejection of trajectory of flight of projectile (mines) by the direction and distance from the expected targets. Mostly it happens through untaking into account of maximal rejections of meteorological and ballistic terms of firing from tabular or errors in calculations, wrong acquisition of charge, error at aiming of fighting machines, cannons, mortars. There for practice of the battle firing needs taking into account of these errors, that will give an opportunity consider ably to promo test rength security at application of armament of RAaT during testing of standards of WME. Thus, in the article certainly and possible risks that can arise up during realization of firing of artillery and starting of rockets are analysed, related to the lacks of existent methodology of realization of calculations in relation to providing of safety measures during the tests of WME RtaA. Suggestions are brought in, in relation to the improvement of methodology of realization of calculations of sizes of protective zones, that unlike existing more in detail take into account maximal deviations of terms of firing from tabular values. These suggestions for providing of safety measures it will be allowed to decrease probability of origin of situations, that can result in tragic consequences and to causing of damages to the objects that fit closely to the limits of training field. Anoffer adding to the order of determination of protective zones and given specified sizes of the sezones have an important practical value at determination of possibilities of grounds and providing of safety of testing and battle firing (starting) of RtaA.

Today, more than forty countries of the world are engaged in the development of military-purpose robots. A number of unique mobile robots with a wide range of capabilities are already being used by combat and intelligence units of the Armed forces of the developed world countries to conduct battlefield intelligence and support tactical groups. At present, the issue of using the latest information technology in the field of military robotics is thoroughly investigated, and the creation of highly effective information management systems in the land-mobile robotic complexes has acquired a new phase associated with the use of distributed information and sensory systems and consists in the transition from application of separate sensors and devices to the construction of modular information subsystems, which provide the availability of various data sources and complex methods of information processing. The purpose of the article is to investigate the ways to increase the autonomy of the land-mobile robotic complexes using in a non-deterministic conditions of modern combat. Relevance of researches is connected with the necessity of creation of highly effective information and control systems in the perspective robotic means for the needs of Land Forces of Ukraine. The development of the Armed Forces of Ukraine management system based on the criteria adopted by the EU and NATO member states is one of the main directions of increasing the effectiveness of the use of forces (forces), which involves achieving the principles and standards necessary for Ukraine to become a member of the EU and NATO. The inherent features of achieving these criteria will be the transition to a reduction of tasks of the combined-arms units and the large-scale use of high-precision weapons and land remote-controlled robotic devices. According to the views of the leading specialists in the field of robotics, the automation of information subsystems and components of the land-mobile robotic complexes can increase safety, reliability, error-tolerance and the effectiveness of the use of robotic means by standardizing the necessary actions with minimal human intervention, that is, a significant increase in the autonomy of the land-mobile robotic complexes for the needs of Land Forces of Ukraine.

A small intelligence robot (SSR) is a special military intelligence means. It is used to obtain information about the enemy - the collection of intelligence, the search for targets and target indication, observation of the situation, etc. The use of a small intelligence robot is assumed in various natural and climatic conditions: in temperate terrain, on soils with low bearing capacity, at low temperatures, in the desert, on sandy and marshy soils, on rocky soils, in elevated temperature and dustiness of air, and also in conditions highlands In the article an overview of modern developments of remotely controlled robotic military complexes, principles of their construction and perspective directions of development in the armed forces are reviewed. The issues of robotization of existing weapons and military equipment are considered. Every sample of a SSR used in combat action must possess all combat characteristics at once in an optimal ratio between them, ensuring its maximum effectiveness. Ignoring any of the properties or enhancing one property at the expense of others will not enable the full realization of the small surveillance robot. It is reasonable to select the relevant properties at the design stage, using the possibilities of mathematical modeling. The set of tactical and technical characteristics of the SSR allowed forming this. Its characteristics determine the scope and possibilities of application. The mathematical model of the SSR motion is written in the Matlab Simulink environment. Recorded mathematical model of SSR motion, formed single test cycle and input data allowed to conduct computer simulation of motion in possible conditions of operation of small surveillance robot.The single trial cycle presented contains a set of individual sites and reproduces the testing test cycle of a real polygon. On the basis of the developed tactical and technical characteristics of the SSR, the experimental sample was made. An example of the use of SSR for the intelligence of the settlement and at keeping the node of barriers has been provided. The efficiency of performing intelligence units’ tasks and reducing the risk of human losses are shown.

A wide range of groups attempted to force President Gloria Macapagal-Arroyo out of power in 2006 but failed. The attempt prompted the declaration of a state of emergency and plunged the country deeper into crisis. The year was marked by internecine rivalries among the country's elites, restiveness in the armed forces, and a renewed campaign against communists. But the economy seemed insulated from political uncertainty, posting high growth because of rising export receipts, more foreign investments, and record remittances from overseas workers.

1. The "descending contralateral movement detector" (DCMD) neuron in the locust has been challenged with a variety of moving stimuli, including scenes from a film (Star Wars), moving disks, and images generated by computer. The neuron responds well to any rapid movement. For a dark object moving along a straight path at a uniform velocity, the DCMD gives the strongest response when the object travels directly toward the eye, and the weakest when the object travels away from the eye. Instead of expressing selectivity for movements of small rather than large objects, the DCMD responds preferentially to approaching objects. 2. The neuron shows a clear selectivity for approach over recession for a variety of sizes and velocities of movement both of real objects and in simulated movements. When a disk that subtends > or = 5 degrees at the eye approaches the eye, there are two peaks in spike rate: one immediately after the start of movement; and a second that builds up during the approach. When a disk recedes from the eye, there is a single peak in response as the movement starts. There is a good correlation between spike rate and angular acceleration of the edges of the image over the eye. 3. When an object approaches from a distance sufficient for it to subtend less than one interommatidial angle at the start of its approach, there is a single peak in response. The DCMD tracks the approach, and, if the object moves at 1 m/s or faster, the spike rate increases throughout the duration of object movement. The size of the response depends on the speed of approach. 4. It is unlikely that the DCMD encodes the time to collision accurately, because the response depends on the size as well as the velocity of an approaching object. 5. Wide-field movements suppress the response to an approaching object. The suppression varies with the temporal frequency of the background pattern. 6. Over a wide range of contrasts of object against background, the DCMD gives a stronger response to approaching than to receding objects. For low contrasts, the selectivity is greater for objects that are darker than the background than for objects that are lighter.

Abstract This two-part study addresses the development of reliable estimates of the mass and fall speed of single ice particles and ensembles. Part I of the study reports temperature-dependent coefficients for the mass-dimensional relationship, m = aDb, where D is particle maximum dimension. The fall velocity relationship, Vt = ADB, is developed from observations in synoptic and low-latitude, convectively generated, ice cloud layers, sampled over a wide range of temperatures using an assumed range for the exponent b. Values for a, A, and B were found that were consistent with the measured particle size distributions (PSD) and the ice water content (IWC). To refine the estimates of coefficients a and b to fit both lower and higher moments of the PSD and the associated values for A and B, Part II uses the PSD from Part I plus coincident, vertically pointing Doppler radar returns. The observations and derived coefficients are used to evaluate earlier, single-moment, bulk ice microphysical parameterization schemes as well as to develop improved, statistically based, microphysical relationships. They may be used in cloud and climate models, and to retrieve cloud properties from ground-based Doppler radar and spaceborne, conventional radar returns.

The article analyzes the moral condition and conditions of staying of interned Ukrainian soldiers in the camp of Stshalkovo (Poland) in the second half of 1921 – early 1922. Based on the use of a wide range of archival sources, the author concludes that the camp everyday life of the wartime period was marked by significant difficulties due to its extraordinary crowding and presence in the camp of interned and captured soldiers of other formations (Balahovtsy and Red Army soldiers). The lack of any material resources, the lack of adequate and high-quality food, the lack of fuel for heating booths, anti-Ukrainian agitation, led to the fact that a part of Ukrainian soldiers lost national moral values. In order to prevent the demoralization of Ukrainian warfare, the command of the group tried to intensify cultural and educational work in the camp, but due to lack of premises and lack of resources, it slowly collapsed. Some of the interned ones did not withstand the burden of hopeless and burdensome camping munitions, and left the camp in search of better living conditions. Obviously, this was a dangerous trend, and the command of the interned troops in various ways tried to prevent it from further spreading. The leader of the group A. Pиzitsky was particularly opposed to the destructive processes in the camp. His measures were fully understood and supported by the higher military leadership of the Armed Forces and the Government of the UPR.

This article deals with the organization of experimental exercises of the Air Force and Railway Troops in the conditions of increasing military threat during the prewar period and the years of Great Patriotic War combat operations. The relevance of the study is due to the lack of scientific research on the history of interaction and joint combat training of aviation and special technical branches units. In the course of this research, the role and place of experimental exercises in the system of joint combat training of the Air Force and Railway Troops were defined, and the main areas of weapons and military equipment testing were analyzed. A conclusion was made about the fundamental role of the Gorokhovets Aviation and Railway Troops test field in the study of joint combat use and in the development of new models of air weapons and recovering equipment for Railway Troops. The effectiveness of using of the experience of such experimental exercises is positively assessed. Conclusions are formulated and scientific-theoretical recommendations are offered to improve joint combat training of Aviation and Railway Troops units at the present development level of the Russian Armed Forces.
